I want to apply for schools that are not in Warwickshire
You must apply through the Local Authority in which you live, regardless of where the schools you want to apply for are.
For example, if you live in Warwickshire, and wish to apply for 2 Warwickshire schools and 1 Coventry school, you must apply to Warwickshire, ensuring you list all of your school choices. Warwickshire would then communicate with Coventry on your behalf.

Late applications
If you apply after 31 October 2011, your application will be classed as ‘late’. Late applications are considered after all on-time applications. This may have an impact on the school offer you receive.
Moving House
If you are moving into Warwickshire, you must provide proof of this address by 6 February 2012. Please contact the Admissions Service for evidence required. If the Admissions Service does not receive sufficient proof by this date, your original address must be used for admissions purposes.
Choosing your school preferences
Warwickshire residents can list up to seven schools on their application. It is advisable to list more than one school. Only applying for one school does not improve your chances of gaining a place.
• Listing more than one school will not affect your chances of gaining a place at your first choice school
• If Warwickshire cannot offer any of the schools you have listed, we are legally obliged to offer the next nearest community or voluntary controlled Warwickshire school. This is why we suggest you list more than one school on your application
• If you are applying for a Warwickshire grammar school, you must register for the 11+ test using the enclosed 11+ test registration form and also list the grammar school(s) you wish to gain a place at on your application for a school place
What order should I list my preferences in?
The order of your preferences will only be looked at if we can offer you more than one of the schools you have listed. We would then offer a place at the school listed as the highest preference.
This also applies to grammar schools. For example, where the local high school is the first preference and a grammar school is the second preference, if the child can be offered the grammar school and the local high school, a place at the high school would be offered because it is listed first.
Changing your school preferences
If you wish to change your school preferences, you must request this by contacting the Admissions Service. After 31 October 2011, you can not amend your preferences, unless you are moving house. Please see ‘Moving House’ (see above).
Supplementary Forms
Some aided and foundation schools require you to fill out an additional form to apply for a place. The school’s admissions criteria should indicate whether you need to complete a supplementary form.

To apply online you will need:

Just click the register button and complete the simple online form. Once you have made an email address, you can use this to apply for your child’s school place.
Will my offer be emailed to me?You will receive an offer email if:

Offer emails are sent at 17:00 on the appropriate offer day. If you opt for an offer email, you will also still receive an offer letter. Offer emails cannot be sent to parents who did not apply online. 11+ results are NOT sent via email.
I live in Warwickshire but I’d like to preference a non-Warwickshire schoolIf you live in Warwickshire, you must apply through Warwickshire for a school place. You may list schools in any authority on your application and we communicate with the other Authorities electronically.
I can’t find the school I wish to apply for on the online formFirstly, check what the online form says at the top of the page. The first school you are asked to pick is your child’s CURRENT school.
If you are on the page where you are asked to pick which school you want to apply for, try using the ‘School Search’ button at the bottom of the page.
• Select ‘ANY DISTANCE’ • Ensure ‘LA’ is set to the Authority that the school you are looking for is in. This box defaults to Warwickshire. • In ‘School Name’ just type in a small part of the school name. E.g. if you are looking for St Augustine’s Catholic Primary School, just type in ‘august’.

What does the ‘status’ of my online application mean?
Not Submitted You have not submitted your application. You may make changes to it at this stage. However, you need to submit your application before 31 October 2011 for it to be received on time by the Admissions Service.

School Admissions now has your application in their system. You can no longer amend any details. If you must change any details on your application, request this by contacting School Admissions. There is no guarantee your application can be changed after 31 October 2011.
I need to apply for a place for more than one childYou only need to create one account on the online system. You can add as many children as you need onto this application. For each child you add, you must go through the stages of adding their details and listing the school preferences. You must submit each child’s application separately.
I have created an account for a previous yearAll accounts are removed from the system each year, so you must create a new account.
If I apply online, how do I know you’ve received my application?Once your online application is complete and you submit it, you will receive an email to acknowledge receipt of your application.

How offers are made
If you apply for a school that is over-subscribed (has more applicants than there are places available), your application is given a criteria. Places are then offered in criteria order to fill the school.
The criteria that is used depends upon the type of school that you have applied for. Some schools use their own criteria and consider factors such as faith. Other schools are controlled by the Local Authority or opt to use Warwickshire’s over-subscription criteria. Please refer to ‘Schools in Warwickshire’ on page 17-32 to see which criteria are used by each school.
The following page details the offers that were made to each school for admission in September 2011. This shows which criteria each school was able to offer up to. Offers change each year depending on the amount of applicants and the areas they are applying from.
Warwickshire County Council’s (WCC) over subscription criteria
(Used by community and voluntary controlled schools)
Children with a statement of special needs are admitted first.
1. Children in care of, or provided with accommodation by, a local authority (under section 22 of the Children Act 1989)
2. Children living inside the priority area who will have a brother or sister at the school at the time of admission
3. Other children living inside the priority area
4. Children living outside the priority area who will have a brother or sister at the school at the time of admission
5. Other children living outside the priority area
Within each criterion, priority is given in order of straight line distance between the home and school. The shortest distance has the highest priority. For more information on how distances are measured, please see www.warwickshire.gov.uk/admissions
All distances are subject to prepositional accuracy changes.

Do not assume that the school closest to your address is your priority area school.

11+ tests and Warwickshire grammar schools
What is a grammar school?A grammar school is a state secondary school to which pupils are admitted on the basis of ability.
Warwickshire’s grammar schools are non-fee paying and include a mixture of co-educational and single sex establishments. Entry is selective, by the means of the 11+ test, and only those deemed to be of ‘grammar school ability’ will be offered places.
Warwickshire has six grammar schools; three in the southern area of Warwickshire and three in the eastern area.
How to gain a place at a Warwickshire grammar school Warwickshire parents, regardless of address area, can apply for a place at any Warwickshire grammar school. However, when offers are made on 1 March, priority is given to students whose home address is within the relevant priority area.
To be offered a place in a Warwickshire grammar school in the first round of offers you must:
• Apply for a school place on-time through your Home Authority, listing the Warwickshire grammar school(s) as a preference
• Register on-time for the 11+ tests (Closing date: 22 July 2011)
• Live within the relevant priority area/circle (for more information on this, please see www.warwickshire.gov.uk/elevenplus)*
• Your child must achieve the qualifying score on the 11+ tests
*(If you live outside the priority area, your child will have a lower priority and will not be included in the first round of offers on 1 March 2012)
11+ testsYour child will only need to take the 11+ test if you want to apply for a place at a grammar school. Information about the test can be found in the 11+ registration form leaflet.

After receiving your offer of a school place
Your offer will be posted out, first class, on 1 March. If you applied on-line and requested to receive your offer via email, these emails will be sent at 5pm on 1 March 2012.
The closing date for accepting the school you have been offered is 16 March 2012.
What if I don’t want the place that I am offered?Your offer letter will include a ‘What to do next’ sheet. This will contain all the relevant deadlines you need to be aware of.
Waiting ListsIf you have not been offered your first preference, you will automatically be placed onto the waiting list for any school that you listed higher than the school you have been offered. If you have been offered a school that you did not list, then you will be on the waiting list for all the other schools you did list as a preference. This does not apply to grammar school waiting lists (see ‘grammar school waiting lists’ below).
• Waiting lists are held in criteria order • Late applicants are not penalised on waiting lists • Your position on a waiting list can change
-If other applicants are added to a waiting list, they will be added in criteria order. If their criterion is higher than yours, you will move down the waiting list.
You can apply for up to seven schools. You can add your child to waiting lists for other schools if you have not already used up your seven preferences.
On a waiting list, you are waiting for children who have been offered places to decline them. If places become available, re-offers will commence from 16 March 2012.
Grammar school waiting listsYour child will only be placed on a waiting list for a grammar school if: • Your child has achieved a score that qualifies them for the waiting list. This information will be found in your 11+ results letter • You have listed that grammar school as a preference on your application for a school place • You have not been offered a school that was listed higher than the grammar school on your application for a school place
Grammar school waiting lists are held in score order. Late applicants will be added to the waiting list in score order. Being ‘out of area’ for a grammar school does not affect your position on the grammar school waiting list.
AppealsYou have the right to appeal for any school that has refused to offer you a place. From 1 March 2012: You can submit your appeal on-line at www.warwickshire.gov.uk/schoolappeals.
There will be a closing date to submit your appeal by, this will be found in your offer letter, on your ‘What to do next’ sheet. You can appeal after this date but your appeal may not be heard with the other applicants appealing for places at the school. This may have an effect on the outcome of your appeal.
If you are successful at appeal, the school will offer your child a place. This process is different to the waiting lists. You are not waiting for other children to decline places. A successful appeal will mean the school will offer over its admission number.

Support and advice availableThe Parent Partnership Service can help to make sure that parents/carers of children who have special educational needs have impartial support and guidance regarding all issues that affect your child, particularly during admission to school, school placements and in relation to SEN procedures.

Will my child be able to attend a mainstream secondary school if a statement of special educational needs is in place?The Local Authority has a duty to name the school that you ask for unless:
• the school is unsuitable to the child’s ability, aptitude or special educational needs, or; • the attendance at the school chosen would be incompatible with the efficient education of other children with whom the child would be educated or with the efficient use of resources.
You must still apply for your school place as outlined on page 4. It is very important if your child has a statement to write this clearly on the application for a school place. The ASRS will decide whether or not the school is appropriate to meet your child’s needs and will formally consult with your preferred school by sending them a copy of your child’s current statement and asking them if they feel that they can meet your child’s special educational needs.
My child has a statement. When do I express a preference for a secondary school to make sure a smooth transfer occurs?Issues around the statement should be discussed through the Annual Review process. The Year 5 Annual Review of the statement in the primary school should be a Transitional Review, because it is the time when transfers should first be discussed. At this review you should express your and your child’s preference for the type of secondary provision. This should be recorded on the Annual Review documentation. This does not guarantee a place but starts the process of exploring what is available.
Will my child who has special needs and a statement be guaranteed a place in the priority area school?For pupils with statements the Local Authority admission procedures for secondary are similar to those at primary, in that they relate to the child’s needs, the ability of the chosen school to meet those needs and the efficient education of others. Once a school is named on the statement, the school has to admit the child.
Special education needs

Will my child get preferential treatment regarding admission to secondary school because of the statement?If the LA can agree to your choice of school and places are available, the preference for school will be treated in the same way as those made by parents of non-statemented children in accordance with the general admissions policy.
Are there any special procedures I need to follow, relating to change of school in order to secure a place for my child who has a statement?Parents of children with statements are asked to follow the admission procedures set down in this booklet. On the form, you must make sure that the fact that your child has a statement of special educational needs is clearly stated. The Admissions team work closely with the ASRS to ensure proper consideration is given to your preferred school. It will help both the Admissions team and ASRS if your preferences are registered as soon as possible in line with the admissions procedures
My child is in a primary special school/designated provision-will a similar place be available in the Secondary sector?If it is still appropriate to meet your child’s needs in a Special School, transfer to a similar placement for secondary age pupils will take place. Issues such as this should be raised through the Annual Review.
A form for admission to a secondary school must be completed. You may however express a preference for a mainstream school. If it is clear that your child needs to attend a Special School, the ASRS team and the school will make the decision regarding placement according to the needs of the individual child.
What if my child’s needs can’t be met in Warwickshire?Warwickshire has a wide range of provisions available (a list can be found in this booklet) and therefore it is not considered appropriate to seek placements elsewhere. As far as is possible we seek to meet the needs of pupils in mainstream schools or in local Special Schools. Only in very exceptional circumstances will placement outside the county be considered.
Will a place in a Catholic Comprehensive School be available?Pupils with a statement are dealt with in a similar way to those being admitted to any other secondary school, other than where the school’s governing body controls admissions.
When a transfer of school takes place will the statement be changed? Yes, the statement will be amended to name the new school in Part Four. Unless the needs of the child have changed all other parts of the statement will stay the same. Only significant changes like the name of the school or SEN transport entitlement will be recorded on the amended statement. However, if a recent Annual Review has requested changes to the statement, these changes may be incorporated at the same time as naming the new secondary school. A new statement will be issued showing these changes – usually by 15 February of the year before the September that your child changes school.

Support for the child in the secondary schoolThese issues should be discussed at the Annual Review; usually staff from the secondary school liaise with the primary schools in order to learn about the child. The way the support is delivered may change because of the way schools are managed or because of the requirements of the Secondary Curriculum. If in doubt, you should contact the Special Educational Needs Coordinator (SENCo) at the new school and discuss this once a decision regarding placement has been finalised
Transport to school for children with special educational needsPlease see the ‘Transport for children with Special Educational Needs’ section under School Transport, page 15. Transport arrangements can be discussed with ASRS officers when the statement is being written or reviewed or with the SEN Transport Liaison Officer.
If I do not agree with the naming of a school on my child’s statement, can I appeal and who and where do I go to do this?Appeals can be made to the Special Educational Needs Tribunal (SENDIST).
The Parent Partnership Service is an independent source of advice and information to parents and carers of children with special educational needs. A regional independent mediation service is also available. Independent Parental supporters are also available to help parents and provide dedicated support and advice. These are trained volunteers who are not part of the LA.

School Transport
Free transport informationTo qualify for free transport, the following criteria need to be met.
• You (and your child) are resident in Warwickshire;
• Your child is attending the nearest qualifying school to their home address. This is normally the priority area school but can be another school if closer to home by the shortest available walking route. For residents of the Eastern and Southern areas of Warwickshire, the nearest qualifying school may be a grammar school.
• The walking distance (using the shortest available walking route) from your home address to the nearest qualifying school is over: i) Two miles for children under the age of 8 years ii) Three miles for children aged 8 –16
Free travel at the two-mile limit will only be provided up to the end of the academic year in which the child becomes eight years of age.
If a child is unable to attend the nearest qualifying school because no place is available, or because of a permanent exclusion, free travel will normally be provided to the next nearest school where a place is available. This will be subject to the usual distance criteria.
If a family moves to a new address within Warwickshire, after a child has started year 10, the Authority will assist with transport costs to enable them to complete their GCSE examinations. This will be subject to the relevant distance criteria. The child will also need to have been attending the nearest qualifying school based on their previous home address. Extra help available for low-income familiesIf your child is entitled to free school meals, or your family is in receipt of the maximum level of Working Tax Credit, free transport will also be provided for:
• Children aged 8-11, attending the nearest qualifying school to home, provided it is more than two miles (by the shortest available walking route) from their home;
• Children aged 11-16, attending one of their three nearest qualifying schools, provided it is more than two miles (by the shortest available walking route), but not more than six miles (by motorised route) from their home;
• Children aged 11-16, attending the nearest qualifying school which accords with the parents’ religion or belief, provided it is more than two miles (by the shortest available walking route), but not more than fifteen miles (by motorised route) from their home. However, if the distance from home to school does exceed fifteen miles, and the school is within Warwickshire, transport may be granted.
Where transport is granted on low-income grounds, eligibility will be checked on a regular basis. Should eligibility for free school meals cease, or if parents are no longer in receipt of their maximum level of Working Tax Credit, free transport will be withdrawn if places are available at a nearer school
What if my child does not qualify for free transport?Warwickshire County Council operates a Vacant Seats Scheme. This allows children not entitled to free transport to travel on Council services after entitled children have been accommodated. A parental contribution is required but there is no guarantee of a place. Details are available from the Education Transport Section.

Definitions for school transport
‘Walking Distance’ and ‘Walking Route’ These are not necessarily the shortest distance by road, but are measured by the shortest route along which a child, accompanied as necessary, may walk with reasonable safety. As such, the route measured may include footpaths, bridleways, and other pathways, as well as recognised roads.
Walking Distance will be measured from the home boundary gate or the end of the property to the nearest school gate.
‘Motorised Route’ These are those routes which are passable by using a suitable motorised vehicle. Paths and roads not passable by motorised transport will not therefore be considered. Measurements will be made by the Education Transport Office using the Travel Manager Software package, or other appropriate measurement system used by Warwickshire County Council at that time.
Transport to church aided schools (formerly known as denominational transport)
Traditionally, Warwickshire County Council has provided free transport to the nearest Church Aided School to the home address (subject to the normal distance criteria). However, from September 2012, new applicants for transport will only be eligible for free travel to a Church Aided school if they qualify under the eligibility criteria outlined above.
Transport to Warwickshire grammar/ selective schools
For children resident in the Eastern or Southern areas of Warwickshire, grammar schools may be considered the nearest qualifying school. The Eastern area consists of the combined priority areas of Ashlawn School, The Avon Valley School and Bilton School. The Southern area consists of the combined priority areas of Henley High School, Studley High School, Alcester High School, Stratford-upon-Avon High School, Shipston High School and Kineton High School.
Free transport is available subject to the usual distance criteria, but will only be provided to a grammar school within the same area as the home address. Where a child is not resident in the Eastern or Southern areas of Warwickshire, as described above, free transport will not be provided to grammar schools.
Transport for children with Special Educational Needs
Staff within the Assessment, Statementing and Review Team will discuss any specific transport requirements with parents, either when the statement is being written or reviewed.
In some case a student with a statement of Special Educational Needs may qualify for transport assistance regardless of the distance between home and school. This will be dependent on the nature of the child’s Special Educational Needs. However where a parent chooses to send his/her child to a school which is not the nearest qualifying school, the authority will not provide assistance unless specified in the child’s statement.
Transport will only be provided within the normal walking distance criteria if the student, accompanied by the parent if necessary, is considered unable to make the journey in any other way. Home to school transport is provided from the child’s home address (i.e. the main place of residence) to school and vice-versa. No variation to the journey can be accommodated without the prior authorisation.

Changing Schools If you wish to apply for your child to change schools during a school year, you must apply through your Home Authority. For Warwickshire residents, from the date your application is received, the transfer should take place within ten school days. However, for children in current year 10 or 11, or children applying for a grammar school, the process can take longer. Children in year 10 and 11 may fall into Warwickshire’s In Year Fair Access Protocol (below).

Warwickshire’s ‘In Year Fair Access Protocol’ (IYFAP)
Introduction
In line with the School Admissions Code, published by the Department for Children, Schools & Families (DCSF) in February 2009, all admission authorities must operate an In Year Fair Access Protocol (IYFAP).
Admission Authorities must ensure that no school or academy, including those with places available, is asked to take a disproportionate number of children who have been excluded from other schools or academies, have challenging behaviour, or who are known to have a history of behavioural problems.
The aim of the protocol is to enable schools and academies to share these pupils equally, and it applies to all Community, Controlled, Voluntary Aided, Academies, Trust and Foundation schools and Teaching and Learning Centres.
Selective Schools will only be required to participate in this protocol should a young person meet the entry requirements for the school.
Details of Warwickshire’s IYFAP as of May 2011 can be found below. Parents are advised to contact the Admissions Service or consult the Warwickshire County Council website for the latest information.
Definition of children who fall under the IYFAP
Within Warwickshire, children falling under the IYFAP are those of compulsory school age who fall into one of the categories below, or any other relevant category as listed in the School Admissions Code.
• Children attending Teaching and Learning Centres who need to be reintegrated back into mainstream education; • Children who have been out of education for longer than one school term; • Children whose parents have been unable to find them a place after moving to the area, because of a shortage of places; • Children withdrawn from schools or academies by their family, following fixed term exclusions and unable to find another place;

• Children of refugees and asylum seekers; • Homeless children; • Children with unsupportive family backgrounds, where a place has not been sought; • Children known to the police or other agencies; • Children without a school place and with a history of serious attendance problems; • Children of Traveller Families; • Children who are carers; • Children with special educational needs but without a statement; • Children with disabilities or medical conditions; • Children returning from the criminal justice system; • Children of UK personnel and other Crown Servants; • Y11 children; and • Children with English as second language.
Main Principles
Schools and academies will continue to admit children who apply for an available place under the casual admission arrangements provided that the young person does not fall under the IYFAP.
Warwickshire County Council will identify all children who fall under the IYFAP upon receipt of an application for a school or academy place and, when determining where they should be placed, must consider the circumstances of the individual child, in terms of what is best for them, whether they are ready for mainstream school, and if so, which mainstream school or academy will be best able to meet their needs.
Schools and academies cannot refuse to admit a child falling under the IYFAP on the grounds they are full/over-subscribed. If a school or academy is asked to admit a pupil under the IYFAP, the availability of a place is not a factor, as all schools and academies will be expected to admit pupils above their planned admission number in compliance with the IYFAP.
The application of the IYFAP should avoid an inflexible approach that could result in schools or academies being routinely expected to admit the next child in line without any consideration of other factors.
Children falling under the IYFAP will be given priority for admission over any other children on a waiting list or awaiting an appeal.
Schools and academies must respond immediately to requests under the IYFAP so that the admission of a child is not unduly delayed and to enable the child to be placed on the school or academies roll as quickly as possible.
For ‘difficult’ admissions, particularly where the pupil has been out of school for some time, a phased attendance pattern may be necessary. Full time attendance should then be in place within 4 weeks of entry, unless there are exceptional circumstances.
Procedure for the Placement of Pupils
The placement of Warwickshire children, falling under the IYFAP, will be managed by the In Year Fair Access Officer, following consultation with the relevant Area Behaviour Partnership (or equivalent).
Area Behaviour Partnerships are attended by Head Teachers or other senior school staff along with relevant officers from Warwickshire County Council. The function of the partnerships is to monitor children causing concern within a relevant area and to place those children falling under the IYFAP. The majority of children will be placed via Area Behaviour Partnerships.
Each of the Area Behaviour Partnerships should hold their own operational guidance and use the IYFAP database to identify the next school or academy due to take a child.

The IYFAP database consists of system that ranks the children being considered in order of priority by assigning points to a variety of different factors.
Point weightings are given to each factor which gives a total point score for each year group by school or academy.
Each Area Behaviour Partnership will ensure that it has procedures that enables children to be allocated a place at a school or academy at their area meetings and between meetings.
The effectiveness of the IYFAP will be assessed by the Admissions Forum.
Wherever possible, parents’ views will be considered in the placement of a child, but they will not override the IYFAP if their preferred school or academy is unable to admit their child or is not instructed to admit them under the IYFAP. Parent and carers will, however, continue to have a right of appeal to an Independent Appeal Panel if the school does not have spaces in the relevant year group.
