A. NOTICE TO BIDDER
1. This Addendum is issued pursuant to the Conditions of the Contract and is hereby made part of the
Contract Documents. The addendum serves to clarify, revise, and supersede information in the Project
Manual, the Drawings and previously issued Addenda. The Bidder shall acknowledge receipt of this
Addendum in the appropriate space on the Bid Form. Failure to do so may subject the Bidder to
disqualification. A list of attachments, if any, is part of this document.
2. The date and location for the non-mandatory Pre-Bid meeting has changed to January 9, 2019, 10 AM at
the Applied Technology Center, Building C. See details on the revised Notice to Bidders included in the
attachments.
3. The last day for questions has changed to January 11, 2019, 4 PM. See details on the revised Notice to
Bidders included in the attachments.
4. The date for receipt of bids for this project has changed to January 17, 2019, 2 PM. See details on the
revised Notice to Bidders included in the attachments.

Project Location: Applied Technology Center, 2399 West Main Street, Rock Hill, SC 29732
Owner: Rock Hill School District 3 of York County
DESCRIPTION OF PROJECT: Provide all electrical power, lighting, fire suppression and miscellaneous
demolition work required to hook up new welding equipment provided by Rock Hill Schools. Equipment to be
set in place my Owner. Contractor shall make all the electrical connections.
BID SUBMITTAL AND BID SECURITY:
The Owner will consider bids pursuant South Carolina ST SEC 11-35 prepared in compliance with the
Instructions to Bidders, and delivered as follows:
Bid Date: January 17, 2019
Bid Time: 2:00 PM
Bid Location: Rock Hill School District Facilities Building, 2171 W Main St., Rock Hill, SC 29732
Bids will be thereafter publicly opened and read aloud. Bid security shall be submitted with each bid in the
amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 60 days following opening of
bids. The Owner reserves the right to reject any and all bids and to waive minor informalities and irregularities.
PRE-BID CONFERENCE:
A non-mandatory pre-bid conference for all bidders will be held at the Applied Technology Center, Building C
on January 9, 2019 at 10:00 a.m., local time. Prospective prime bidders are requested to attend. Subcontractors
and suppliers are invited to attend. A walkthrough of the existing building will take place following the
conference.
BIDDING DOCUMENTS: (Electronic Docs) Complete plans, specifications, and contract documents can be
obtained electronically via Vendor Registry. Formal solicitations and quotes are posted through Vendor
Registry. Vendors are encouraged to register with Vendor Registry. Registration for Rock Hill Schools is
FREE.

Bidders must be properly licensed under the state laws governing their respective trades appropriate to the size
of the Project. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form
acceptable to the Owner will be required of the successful Bidder. Bidders and their subcontractors shall meet
qualification requirements indicated in the Contract Documents.
Submission of a bid shall serve as evidence that the Bidder has confirmed that the Bidder is properly qualified to
perform the work and is capable of obtaining the required bonds and insurance. Bidders shall, if requested,
submit evidence in affidavit form of applicable experience, licensure, approvals, and certifications, adequate
financial resources, work in hand capacity, adequate organization, and acceptable past performance. Submittal
will be in the form of AIA Document A305 Contractor’s Qualification Statement. Bidder’s qualification
information shall be considered privileged and confidential. Each bid is also subject to the Responsibility
requirements of §1810 of the Owner’s Procurement Code.

A. Base Bid, Single-Prime (All Trades) Contract: The undersigned Bidder, having carefully
examined the Procurement and Contracting Requirements, Conditions of the Contract,
Drawings, Specifications, and all subsequent Addenda, as prepared by the Owner's consultants,
having visited the site, and being familiar with all conditions and requirements of the Work,
hereby agrees to furnish all material, labor, equipment and services, including all scheduled
allowances, necessary to complete the construction of the above-named project, according to the
requirements of the Procurement and Contracting Documents, for the stipulated sum of:

1.5 TIME OF COMPLETION – Contractor to provide proposed duration of work.
A. The undersigned Bidder proposes and agrees hereby to commence the Work of the Contract
Documents on a date specified in a written Notice to Proceed to be issued by the client within
20 days of the receipt of bids, and shall substantially complete the Work within 90 calendar
days from issuance of the Notice to Proceed and shall achieve final completion within 30
calendar days from the date of substantial completion.
1.6 LIQUDATED DAMAGES
Owner and Contractor recognize that time is of the essence to this Agreement and that the
Owner will suffer financial loss if the Work is not completed within the Contract Time. Both
Parties also recognize the delays, difficulties and expense involved in proving, in a legal
proceeding, the actual loss suffered by the Owner if the Work is not completed on time.
Accordingly, in lieu of requiring such proof, the Owner and Contractor agree that as liquidated
damages for delay (but not as a penalty) the Contractor, and the Contractor’s surety if any, shall
pay to the Owner for each day in excess of the Contract Time the amount of $250.00 per
calendar day as liquidated damages. Said liquidated damages shall not be construed as
constituting a claim or award for consequential damages.

1.8 PERFORMANCE AND PAYMENT BONDS
A. Unless otherwise provided in the bid documents, PERFORMANCE and LABOR AND
MATERIAL PAYMENT BONDS, each in the amount equal to one hundred percent (100%) of
the contract price for the Base Bid shall be required of the successful bidder if the contract is
awarded.

BE LISTED BY THE ROCK HILL SCHOOL SYSTEMS FACP MANUFACTURER AS 100% COMPATIBLE
AND SYNCHRONIZED WITH THE EXISTING FIRE ALARM SYSTEM.
B. CONTRACTOR TO ENSURE THAT TECHNICIANS MAKING ANY CONNECTIONS OR PERFORMING ANY
PROGRAMMING FOR THE FIRE ALARM SYSTEM ARE TRAINED AND INDIVIDUALLY CERTIFIED BY THE

C. IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO KEEP THE BUILDING FIRE ALARM SYSTEM
FUNCTIONAL DURING THE PERFORMANCE OF THIS PROJECT. ANY FIRE ALARM SHUT DOWN SHALL
BE CONDUCTED ONLY ON INDIVIDUAL ZONES AND NOT THE ENTIRE SYSTEM. IF A BUILDING-WIDE
FIRE ALARM SHUTDOWN IS REQUIRED, THE CONTRACTOR SHALL NOTIFY THE OWNER AND SUBMIT
A "FIRE-WATCH PLAN" TO THE CAMPUS FIRE MARSHALL AT LEAST ONE WEEK IN ADVANCE. THE
CONTRACTOR MUST RECEIVE APPROVAL FROM THE OWNER PRIOR TO SHUTTING DOWN THE FIRE
ALARM SYSTEM.
D. AT THE CONCLUSION OF THIS PROJECT, THE FIRE ALARM SYSTEM WILL BE TESTED AND
RE-CERTIFIED IN ACCORDANCE WITH THE LATEST EDITION OF NFPA 72 SECTION 10.4.1.2,
INCLUDING THE REQUIREMENT FOR TEST OF RANDOMLY SELECTED EXISTING DEVICES LOCATED
OUTSIDE THE AREA OF CONSTRUCTION.
