NCATT Program Accreditation Applicant:

Thank you for your interest in becoming an NCATT Accredited Training Provider. The National Center for Aerospace & Transportation Technologies (NCATT) is a national organization whose vision is to be the premiere resource for the aerospace and transportation industries in the creation of:

o Knowledge and Skill Standards o Certifications o Accreditations for Training Providers o Outreach Activities

Background Information

NCATT provides the vehicle, through which the aerospace industry identifies, develops and delivers comprehensive and current knowledge standards for the aerospace industry. NCATT Standards are then coupled to a career field specific aviation industry recognized NCATT Certification. The aviation industry believes that industry driven technician knowledge standards supporting recognized NCATT Technician Certification will provide higher levels of aviation safety and dependability plus provide technician professional development opportunities and recognition.

Initial Standards and Certification

The initial aerospace maintenance career field that was selected by the aviation industry for Standards and Certification Development was aircraft electronics. The entry-level standards for this career field were established and are identified as the Aircraft Electronics Technician (AET) Standards. NCATT has developed the evaluation examination for “NCATT AET Certification” which is available through PSI/LaserGrade testing centers nationwide. All educational entities that have programs that teach the “AET Standards”, at or greater than the minimum “task / knowledge” levels that are associated with each standard, may be eligible for “NCATT Program Accreditation” and are encouraged to apply. The “advanced standards” for “Navigation and Communication Systems” have been identified and are currently in the review and validation process.

NCATT Guidance and Support

A review of the rapidly growing list of NCATT aviation industry partners (please refer to the NCATT website) helps one realize that the United States aviation industry's leaders are committed to the concept of setting their own comprehensive and current standards for technician knowledge, industry recognized certifications and the processes that support those activities.

It is from this remarkable pool of airframe and equipment manufacturers, maintenance and repair organizations, aviation industry professional organizations, organized labor, Federal Aviation Administration, NASA, General Aviation and Air Carrier operators, the United States Air Force, Navy and Marine Corps that NCATT draws its subject-matter experts, and aviation industry executive level personnel. It is these individuals who provide guidance in all NCATT activities through workshops, committees, and the NCATT Executive Board.

NCATT Accreditation of education and training programs is an important component in meeting NCATT's stated mission. Through accreditation an educational entity is actually partnering with the entire United States aviation industry in a way that has never been possible before.

As NCATT's aviation industry leadership provides direction and establishment of additional Aviation Industry Standards, NCATT will provide NCATT accreditation recognition for educational entities that provide education and training that meet those industry standards.

The Program Director / Administrator may compare the minimum classroom heating, lighting and ventilation requirements (along with appropriateness for delivery of education and training) that are identified in Title 14, Code of Federal Regulations, Part 147.15 and 147.15 (a), to their NCATT Applicant Program.

The facilities requirements of FAR Part 147 are the minimum requirements for a program's classroom facilities when that program is being evaluated by the FAA in the approval process to become an FAA Approved Aviation Maintenance Technician School.

NCATT considers these FAR Part 147 classroom requirements to be the minimum standards for classrooms that are used in an NCATT AET Accredited Program.

The Program Director / Administrator should determine that the program's laboratory areas are of an appropriate size (based upon the expected number of students) to meet the education and training needs of the NCATT AET Accredited Program. In determining the laboratory heating, lighting and ventilation appropriateness the Program Director / Administrator may compare the programs laboratory standards to those that are typically found in an FAA Approved Electronics / Avionics Repair-Station, or those that are found in a typical general aviation fixed-base-operation.

Faculty Requirements

The sponsoring educational entity must identify, employ and maintain an appropriate number of qualified faculty members to deliver education and training that meets the aviation industry-identified NCATT AET Standard.

• Instructor / student ratio should not exceed one instructor per 25 students in laboratory classes. • At least one faculty member, Program Administrator, or the Program Director must be NCATT

AET Certified. • All Program-Faculty are encouraged to become NCATT AET Certified and continue to pursue

and acquire additional NCATT Certifications.

As an attachment to this document, the Program Director / Administrator must provide a current file documenting, for each faculty member, information indicating the faculty member’s:

• Name • Education • Certifications • Experience • Other qualifications deemed relevant by the educational entity.

PROGRAM EVALUATION

Program Curriculum

The education or training provider must perform the Program Evaluation. This evaluation will determine that the curriculum used in the accredited program meets or exceeds 80% of the NCATT AET Standard and their associated task performance, task knowledge and subject knowledge levels. Refer to the NCATT AET Standard for a listing of the specific minimum subjects, topics and/or terms that make up each task/subject.

Note: #s 1 – 14 are curriculum requirements. An organization must identify a minimum of 9 additional task/subjects for complicity with the 80% requirement. Suggested additional tasks/subjects may include numbers: 17, 18, 19, 21, 21, 23, 24, 25, and 27.

Following each task/subject the program director / administrator must indicate the exact location within the program curriculum that the NCATT AET Standard, and the associated teaching level, can be found.

The program director / administrator must also provide an electronic copy of the specific and relevant sections (e.g. lesson plans, course description, course outline, etc.) of the program curriculum being utilized to address the task/subject. The complete curriculum that includes non-AET materials should not be submitted.
