APPENDIX F FOREST SERVICE ROADS MAINTENANCE PLAN
UPPER AMERICAN RIVER PROJECT
1.0 Introduction
The Sacramento Municipal Utility District (SMUD) operations and maintenance staff use various US Department of Agriculture, Forest Service (Forest Service) roads located on the Eldorado National Forest (ENF) to access the Upper American River Project (UARP or project), FERC No. 2101, facilities and appurtenant structures such as meteorological stations. SMUD’s use of the Forest Service roads varies by types of vehicles (light and heavy) and levels of frequency. Many of the less-traveled Forest Service roads, most of which are gravel or dirt roads, are currently maintained solely by SMUD, while the more heavily-used Forest Service roads, most of which are paved, are maintained by two or more parties. Typically, when two or more parties provided maintenance on a segment of Forest Service road, the percentage of maintenance each party provides is based on that entity’s proportional use of the road segment.
Roads associated with the proposed Iowa Hill Development are not covered in this plan. SMUD will address roads associated with the Iowa Hill Development when construction and operation details are finalized.
2.0 Description of Access Roads and current O&M
The Forest Service roads provide adequate access to UARP facilities for SMUD staff. SMUD maintains a variety of roads year round, including snow plowing, to ensure access to project facilities. As part of its snow plowing activities for project access, SMUD also removes snow to benefit recreational access as recommended by the ENF, as described in Attachment F-1, Crystal Basin Recreation Area Snow Removal Plan 2003-2004 Winter Season. Attachment F-2 is a series of maps showing the location of the Forest Service roads associated with the UARP. The following sections describe, by project development, the specific Forest Service road segments used by operations and maintenance staff to access various project facilities. Table F-1 summarizes the Forest Service roads associated with the UARP, including the road segment name, length, and surface, as well as SMUD’s use and maintenance activities, including snow plowing. Some of the road segments included in Table F-1 include short segments on private lands, most of which are owned by Sierra Pacific Industries. The missing road numbers in Table F-1 represent road segments that are not located on ENF-managed lands. Level of use is defined in Table F-1 using an alphanumeric code that contains information on type (or size) of vehicle and frequency of trips. SMUD crews either travel in light vehicles (e.g., pick up trucks or 4-wheel drive vehicles) or in heavy vehicles (e.g., 6-axle trucks). Most road segments leading to UARP-related developed recreation facilities and undeveloped recreation sites are not included in Table F-1 because maintenance of those roads is covered as part of the operation and maintenance of the recreation facility or recreation site (see Appendix E – Recreation Plan).

2.1 Loon Lake Development
The Loon Lake Development has eight Forest Service road segments totaling 7.5 miles of Forest Service roads that SMUD personnel use (Table F-1). Of the eight road segments, three (1.1 miles) are paved; the remaining roads are dirt or gravel. Snow plowing is done on two roads (0.2 miles).
2.2 Robbs Peak Development
The Robbs Peak Development has 13 Forest Service road segments totaling 16.7 miles of Forest Service roads that SMUD personnel use (Table F-1). Of the 13 road segments, four roads (2.8 miles) are paved; the remaining roads are dirt or gravel. Snow plowing is done on four roads (3.1 miles).
2.3 Union Valley Development
The Union Valley Development has nine Forest Service road segments totaling 28.8 miles of Forest Service roads that SMUD personnel use (Table F-1). Of the nine road segments, 13.3 miles (6 roads) are paved, with an additional 6.1-mile-long road a combination of pavement and gravel; the remaining roads are dirt or gravel. Snow plowing is done on six roads (12.9 miles).
2.4 Ice House Development
The Ice House Development has seven Forest Service road segments totaling 12.4 miles of Forest Service roads that SMUD personnel use (Table F-1). Of the seven road segments, 4.6 miles (5 roads) are paved; the remaining roads are dirt. Snow plowing is done on four roads (2.8 miles).
2.5 Jaybird Development
The Jaybird Development has 12 Forest Service road segments totaling 17.2 miles of Forest Service roads that SMUD personnel use (Table F-1). Of the 12 road segments, two (7.7 miles) are paved; the remaining roads are dirt or gravel. Snow plowing is done on four roads (3.2 miles).
2.6 Camino Development
The Camino Development has 14 Forest Service road segments totaling 24.2 miles of Forest Service roads that SMUD personnel use (Table F-1). Of the 14 road segments, two (8.8 miles) are paved; the remaining roads are dirt or gravel. Snow plowing is done on two roads (4.4 miles).
2.7 White Rock Development
The White Rock Development has 11 Forest Service road segments totaling 5.4 miles of Forest Service roads that SMUD personnel use (Table F-1). Of the 11 road segments, one (0.2 miles)

are paved; the remaining roads are dirt or gravel. Since the elevation is below the snow elevation, snow plowing is rarely done within the White Rock development.
2.8 Meteorological Stations
Meteorological stations are located in El Dorado and Amador Counties (Table F-1). These stations provide weather data (temperature, humidity, wind speed/direction). There are 10 road segments totaling 36.9 miles of roads that SMUD personnel use. Of the 10 road segments, two (12.5 miles) are paved or paved/dirt combination; the remaining roads are dirt or gravel. Since the stations are serviced during the summer months and access is precluded in the winter, no snow plowing is done.
3.0 PROPOSED REGULAR MAINTENANCE ACTIVITIES
Regular inspection and maintenance of roads is crucial for maintaining uniform, adequate, safe, and reliable roads necessary for project operation. Regular inspection and maintenance activities are those that take place within standard interval ranges, are conducted from existing access roads and do not involve new disturbance of previously undisturbed land.
3.1 Level of maintenance to be performed by SMUD
The following are the Forest Service road segments covered by this plan, along with the corresponding level of maintenance to be performed by SMUD for that road segment. For roads segments where SMUD has a maintenance level that is less than 100 percent (e.g., 33%), the percentage of maintenance shown is based on SMUD’s proportional use of the road segment.
3.1.1 Loon Lake Development

3.2 Annual Meeting
Every spring, SMUD and Forest Service representatives will visually inspect Forest Service road segments jointly maintained by SMUD and the Forest Service. The purpose of the joint inspection is to evaluate what minor maintenance needs to occur before the fall/winter snows. Examples of minor maintenance would be, sign repair/replacement, pothole and minor road repair, brush removal along roads, culvert cleanout/repair/replacement, etc.
3.3 Road Maintenance Best Management Practices
SMUD will meet applicable Forest Service best management practices for road maintenance, as provided in Forest Service guidelines.
3.4 Snow Removal
To enhance recreational access in the Crystal Basin, SMUD will remove snow each winter consistent with the Crystal Basin Recreation Area Snow Removal Plan, 2003-2004 (Attachment

F-1). SMUD will be responsible for repair/replacement of signs and road damage caused by snow plowing.
3.5 Major Road Repairs
Any major road repairs or upgrades will need to be scheduled for the following years to coincide with SMUD’s budget process.
3.6 Emergency Repairs
SMUD conducts a wide variety of repairs in response to emergency situations such as high winds, storms, wildfires, and other natural disasters (e.g., slumps, slides, erosion). Such repairs may be needed at any time. SMUD will notify the Forest Service as soon as feasible of any emergency repairs. The notice will include a description of the work, location, and cause of the emergency, if known.
3.7 New Roads
Construction of new roads will not be considered “regular” maintenance. Construction of new roads within the ENF would be considered a new project and would require consultation with the Forest Service.
3.8 Recreation Facility Access Roads
Maintenance and major repairs or upgrades for road segments leading to most UARP-related developed recreation facilities and UARP-related undeveloped recreation sites will be covered as part of the operation and maintenance of the recreation facility or recreation site.
