1.0 Introduction 1.1 Purpose and Scope
The purpose of this Appendix is to: 1) discuss existing survey, utility and topographic information; 2) describe existing conditions, design criteria, engineering methods and procedures that were used to layout the project features shown on the civil drawings; and 3) present the methods used and calculations developed for construction quantities.
1.2 Executive Summary
The Chicago Area Waterway System (CAWS) Dredged Material Management Plan (DMMP) identifies and evaluates alternatives to manage the volume of dredged material expected to be generated by the operation and maintenance of federal navigation channels in the Chicago Area over a minimum 20-year period of analysis. Commercial navigation capacity in the federal channels is maintained by periodic dredging to authorized depths. The need for dredging arises from sedimentation and the formation of shoals within the channel. As navigable depths are reduced, vessels are forced to light-load, reducing transportation efficiencies and leading to higher shipping costs. Maintaining authorized channel depths is an important part of maintaining the economic viability of the channels. There are six navigation projects in the CAWS: Calumet Harbor and River; the Cal-Sag Channel; Chicago Harbor; Chicago River; the South Branch of the Chicago River; and the Chicago Sanitary and Ship Canal. Among the CAWS channels, there are projected dredging needs only for Calumet Harbor and River and the Cal-Sag Channel. Over the next 20 years, an estimated 1,030,000 cubic yards of sediment will be dredged from these two projects. Federal law and U.S. Army Corps of Engineers (USACE) policy require that a Base Plan for managing dredged material be identified, addressing placement needs for at least 20 years. The Base Plan is the site-specific dredged material disposal alternative which represents the least-costly alternative consistent with sound engineering practices and meeting all federal environmental standards, including the environmental standards established by Section 404 of the Clean Water Act of 1972. Due to elevated levels of contamination in material dredged from Calumet River and the Cal-Sag Channel, this material cannot be placed in open-water or unconfined in upland locations. Approximately 500,000 cubic yards will be dredged from Calumet River and 30,000 cubic yards from the Cal-Sag Channel. Approximately 500,000 cubic yards of material will be dredged from Calumet Harbor. This material, however, is much less contaminated and can be placed unconfined in certain upland applications. There is currently only limited available capacity for managing material dredged from the Calumet Harbor and River and the Cal-Sag Channel. Annual dredging events at Calumet Harbor and River have filled the existing Chicago Area Confined Disposal Facility (CDF) to capacity, with fill management measures currently being used to extend the life of the facility. Dredging needs have been identified on the Cal-Sag Channel; however the designated placement site, the Lucas Berg CDF, was deauthorized as a currently available site for accepting dredged material by Section 6004 (Deauthorizations) of the Water Resources Reform and Development Act of

2014. As a result there is currently no placement strategy for sediment dredged from the Cal-Sag Channel. Shipments and receipts at Calumet Harbor and River and through the Calumet Sag-Channel are nationally and regionally important. Chicago is, the second busiest port on the Great Lakes by tonnage. Cal Harbor and River moved an annual average of over 7.5 million tons of commodities, since 2015. Two-thirds of those tonnages are moved on deep-draft vessels, with the rest transported by shallow-draft barges. Commodity movements in the Cal-Sag Channel are predominantly through-traffic, travelling between the Chicago Sanitary and Ship Canal and the Calumet River. Barges transport an annual average of nearly 5.2 million tons of commodities through the channel. Commercial navigation activities at the Calumet Harbor and River and Cal-Sag Channel projects are regionally significant, directly supporting 2,500 jobs. To ensure capacity for all projected dredging needs, alternatives were identified that would manage all material dredged from Calumet Harbor and River and the Cal-Sag Channel. Where possible, beneficial use of Calumet Harbor material was integrated in the plans. Potential Dredged Material Disposal Facility (DMDF) locations adjacent to the federal channel were screened and evaluated, resulting in three alternative plans in addition to a No Action Plan. Sediment remediation technologies and placement of material at established landfills were also evaluated, although these measures have much higher costs than construction of an upland DMDF. Sites were identified using the process described in the main report. The design criteria for each site were set as follow:
1. Storage of 500,000 CY of river dredged material (20 years at 25,000CY per year) 2. Two berm design, each 11 feet high. 3. Drying pad to accommodate yearly dredge quantity about 60,000 CY of material. 4. Access for marine unloading. 5. Dewater Routed to city sewer system, as applicable 6. Closure cap: 2.5 ft of clay + 0.5 ft of top soil
Once the new berms and liner are fully constructed, contaminated material will be placed in the new DMDF. The berms will be constructed in two stages. Once capacity provided by the initial 11-foot berm is reached, a second berm will be constructed adding additional height and capacity. When the facility is full at the end of the projected 20-year project life, a minimum 3-foot cover, consisting of clean dredged material and topsoil, would be placed on top of the

contaminated material for final site closure. The closed site would then be turned over to the nonfederal sponsor, the Chicago Department of Transpiration (CDOT). The following sites were selected after pre-screening:
1. Wisconsin Steel Site #1 2. 116th and Burley – Beemsterboer 3. LTV Site 4. Former KCBX North Terminal 5. Current Site - Vertical Expansion
2.0 Site Access, Staging and Storage 2.1 Wisconsin Steel Site #1
Access to the site can be made from 106th Street and Muskegon Avenue. This roadway was recently resurfaced, the cut can be made at the curve to create T-section. Two lane gravel road would connect the main road with staging and storage area. The staging and storage area was developed based on available land, and it was located next to the drying pad for convenience. The staging and storage area is not paved, 12 inch gravel will be placed as a base.
2.2 116th and Burley - Beemsterboer
Access to the site can be made from S Avenue O and 116th St. which crosses railroad tracks. Concrete paved access road continues along the railroad all the way to the site entrance, two lane gravel road would connect the access road with staging and storage area. The staging and storage area was developed based on available land, and it was located next to the drying pad for convenience. The staging and storage area is not paved, 12 inch gravel will be placed as a base.
2.3 LTV Site
Just off 116th Street is the entrance at the southeast corner of the site. The site has been compacted from the constant truck movements, so access around the site is manageable using the established roads. The staging and storage area was developed based on available land, and it was located next to the drying pad for convenience. The staging and storage area is not paved, 12 inch gravel will be placed as a base.
2.4 Former KCBX North Terminal
Access to the site can be made from 100th Street close to railroad tracks by Commercial Avenue. The access road follows railroad tracks, and it is concrete paved. The staging and storage area would be located right at the edge of the site. The staging and storage area was developed based on available land, and it was located next to the drying pad for convenience. The staging and storage area is not paved, 12 inch gravel will be placed as a base.

2.5 Current Site – Vertical Expansion
Access to the site can be made from E 95th Street utilizing current access road through IIPD Property at Iroquois Landing, alternative access if real estate agreements are not made, can be made from the Chicago District Calumet Park to the south using E Forman Dr. In either case, road improvements will be made to allow access to the site – grading, adding access gate, cutting curb, minimal concrete paving. The staging and storage area would be located right at the edge of the site, where it is currently located.
3.0 Demolition, Debris Removal, Grading and Erosion Control 3.1 Wisconsin Steel Site #1
The existing site does not contain any known above ground structures to be demolished. Grading is not within the scope of work for this project. The proposed features will be installed to match the existing topography, which appears to be flat. Any excavated material will be spread around the site to fill any voids. Heavy tree clearing and grubbing around the site perimeter will be necessary for construction of the proposed features. An existing drainage ditch borders the north and east sides of the project and should be protected by erosion control measures in accordance with the Illinois Urban Manual. Upon completion of the project, disturbed areas will be restored with permanent vegetation.
3.2 116th and Burley - Beemsterboer
The existing site is used as a parking lot paved and unpaved in various locations. The site contains two metal storage buildings: 500 ft x 100 ft and 250 ft x 70 ft that will need to be demolished. The site contains a concrete wall steel reinforced that is 1000 ft long and 25 feet wide, that would need be removed. Minor tree clearing and grubbing will be required to install the site features. There are existing dirt haul roads which could remain and be abandoned in place. The roads may also provide some benefit for equipment and vehicle traffic during construction. Minor grading will be necessary to slope the bottom of the DMDF south towards the proposed decant structure. Also, a perimeter drainage ditch will be installed along the exterior toe of the north berm to accommodate overland drainage from the north. All excess Calumet Harbor material must be used for construction of the berm or have a beneficial use identified and approved between USACE and the nonfederal sponsor.
3.3 LTV Site
The site is void of vegetation so no clearing and grubbing is necessary. Since the site is currently being used for recycling and storage of metals, it is unknown if the material will be removed from the site prior to construction, or if it can be salvaged. It was anticipated the material would remain onsite and a debris removal bid item would be necessary. The gravel stockpiles in the southwest corner were removed by the current owner, but due to older topographic survey used, it is still shown on the drawing. Minor grading will be necessary to slope the bottom of the DMDF south towards the proposed decant structure. All excess material must remain onsite and may be used for construction of the berm.

3.4 Former KCBX North Terminal
No demolition, clearing and grubbing, and/or grading will be necessary to access or install the site features since the site appears to be fully paved with concrete. In general, the project limits should be protected by proper erosion control measures in accordance with the Illinois Urban Manual. Any existing areas disturbed will be restored with permanent vegetation.
3.5 Current Site – Vertical Expansion
To optimize the site layout, the access road on the west side of the current CDF will be straightened, so some grading will be necessary. The current site will require minimal grading inside of the CDF. On the exterior side of the dikes, a swale/ditch about 1.5ft deep will be excavated in order to capture storm runoff. The ditch will be sloped to drain toward the existing dewatering pond. In general, the project limits should be protected by proper erosion control measures in accordance with the Illinois Urban Manual. Any existing areas disturbed will be restored with permanent vegetation.
4.0 Utilities 4.1 Wisconsin Steel Site #1
No utility information was provided for this site. A site visit also revealed no known utilities. It is assumed that there is no utility infrastructure that exists within close proximity of the project limits. Verification on the nearest existing sewer for a connection is required, however it is assumed at this point that it is located about 250 feet from the pump/decant structure at 106th St.
4.2 116th and Burley - Beemsterboer
No utility information was provided for this site. A site visit also revealed no known utilities since the site was locked and access was limited. It is assumed that there is no utility infrastructure that exists within close proximity of the project limits, and existing building is connected to septic system for sewer discharge. Verification on the nearest existing sewer for a connection is required, however it is assumed at this point that it is located about 2,000 feet away. The sewer line would be installed along the access road, under the railroad tracks, and through an open field area/park.
4.3 LTV Site
No utility information was provided for this site. A site visit also revealed no known utilities. It is currently in operation and could not be accessed. It is assumed that there is no utility infrastructure that exists within close proximity of the project limits. Verification on the nearest existing sewer for a connection is required, however it is assumed at this point that it is located about 1,000 feet away. The sewer line would be installed along the access road, under the railroad tracks.

4.4 Former KCBX North Terminal
No utility information was provided for this site. It is assumed that there is no utility infrastructure that exists within close proximity of the project limits. Refer to the plans for the layout of the effluent discharge pipes and structures. Verification on the nearest existing sewer for a connection is required, however it is assumed at this point that it is located about 1,000 feet away at 100th Street. The sewer line would be installed along the access road, under the railroad tracks.
4.5 Current Site – Vertical Expansion
There is no utility infrastructure that exists within close proximity of the project limits for the new work. The current discharge pipe will be reused, however the filter media will be replaced.
5.0 Berm Design For Wisconsin Steel Site #, 116th and Burley Beemsterboer, and LTV site, the layouts for the dikes were developed to store 20 years of dredge material by building an 11-foot berm during Phase I and building another 11-foot berm during Phase II. The side slopes for the berm would be 3 to 1 with a 12 foot wide crest. The exterior side of the berm would need to have a top soil layer with vegetation to control erosion. At this moment seed mix is to be assumed as grass/turf mix. At the exterior toe of the berm, a small ditch would need to be constructed to control storm water runoff, which will be directed to the storage/staging area if possible.
For Vertical Expansion, the layout for dike was developed to store 20 years of dredge material by building an 11-foot berm during Phase I and building another 11-foot berm during Phase II. Because the new drying pads are within and below the exterior dikes, the design does not include lining the bottom of these with clay, therefore the cross section was revised.

6.0 Major Assumptions 6.1 Wisconsin Steel Site #1
Unload Material Area will not require a new sheet pile wall installation. Based on the aerial photographs, there is an existing sheet pile wall installed at the river bend. The condition of the sheet pile wall is unknown. Assume construction of the unloading dock without sheet pile installation. Construction of a 150 feet wide by 1,300 feet long berm would be required since the site is very close to a public road and a residential area. The screening berm would also act as an extra/fail safe dust control feature. Side slopes of the berm are 3:1. It will be about 20 feet high, with 30 feet of crest width. The berm will be seeded with grass/turf mix to control erosion. It is assumed to be constructed using beneficial use material from Calumet Harbor.
6.2 116th and Burley - Beemsterboer
Unload Material Area will not require a new sheet pile wall installation. Based on the aerial photographs, there is an existing sheet pile wall installed along entire length of the site. The condition of the sheet pile wall is unknown. Assume construction of the unloading dock without sheet pile installation. Construction of a 150 feet wide by 1,650 feet long screening berm would be possible since the site is very large. The screening berm would also act as an external/fail safe dust control feature. Side slopes of the berm are 3:1. It will be about 20 feet high, with 30 feet of crest width. The berm will be seeded with grass/turf mix to control erosion. It is assumed to be constructed using beneficial use material from Calumet Harbor. Based on the available land, this site will also include about 17 AC of unused area that could to be developed by others. The cost for this area is not included.

6.3 LTV Site

6.5 Current Site – Vertical Expansion
In order to build the proposed dikes on existing dredged material, a system of wick drains will need to be installed, in order to pre-load the existing ground within the footprint of the new dike. This would reduce a risk for large settlements after dike construction. More details are provided in the Geotechnical Appendix. In order to protect the sideslopes on the Lake Michigan side, 2 layers of 3ft angular stone will be required to be installed about 6ft from the existing ground level. In order to achieve the capacity for the dredge material, the quantities gained from closing the facility with the closure cap, have to be added to Phase I and Phase II quantities.
7.0 Surveying and Mapping The existing topographic contours and spot elevations shown on the civil drawings were taken from a LIDAR Contours of Cook County projected in Illinois State Plane East, NAD83. The contours represent the general slopes of the terrain. The aerials shown are ESRI images last updated November 13, 2013. The mapping for the parcel lines are ESRI Shape File format projected in Illinois State Plane East, NAD83. This information is provided for general GIS applications and should not to be used in place of a field survey to determine precise location of features and parcel boundaries for any engineering design, legal, or regulatory purposes.

8.0 Maintenance of Traffic Maintenance of traffic during construction will be required per city and state standards—depending on the road being used to access the site. Consideration of other entities still occupying the site during construction may be necessary. All pavement and road surfaces damaged must be replaced in accordance with city or state standards.
