    The East Northants Resource Management Facility(ENRMF) is operated by Augean PLC. Thecompany is a leader in the specialist waste sectorand delivers a broad spectrum of services for therecycling, treatment and disposal of our moredifficult to manage wastes. As the modern wastemanagement industry is highly regulated andcompliance led we set ourselves high operational standards to meet the industry’stargets. We take our responsibilities to the environment, local communities andour employees very seriously.

    About the site

    The ENRMF site at present comprises a hazardous waste landfill site, a soiltreatment and recycling facility and clay extraction operation, together with

    operational infrastructure such as offices and a laboratory.The site was taken over by Augean in 2004. To enable thesite to be operated to a high standard the companyinvested in engineering, remediation and gasmanagement works to ensure that the site is compliantwith planning regulations and the Environmental Permits.The laboratory was the first dedicated waste analysisservice facility in the UK. ENRMF is a nationally importantfacility providing a safe, secure and well regulated facilityfor suitable hazardous wastes. The landfill site is one ofonly eight in England and Wales permitted to accept sucha wide range of hazardous wastes. It is the only hazardouswaste landfill site in the East Midlands and there are nosites accepting a similar range of wastes in the East ofEngland, the South East, London or the West Midlands.The soil treatment facility is one of only two in England and

    Wales providing an extended range of treatment and recycling opportunities.

    In July 2009 a planning application was submitted to Northamptonshire CountyCouncil for the landfill disposal of low level radioactive waste (LLW) in part of theENRMF, in addition to the consented hazardous waste. Augean PLC is awaitingthe decision of the Secretary of State to determine the outcome of an appealagainst the refusal of the County Council of this application. The decision isexpected towards the end of May 2011.

    A final decision on whether to include LLW disposal in the proposed applications

    referred to below will be made following consideration of issues raised in theSecretary of State’s decision on the appeal and the completion of the pre-application consultation.

    What is proposed

    The present planning consent for the landfill and the soil treatment facility endsin August 2013. Following market studies, Augean concluded that given thecurrent market conditions for the landfill of hazardous wastes, the site would beunlikely to be completed by 2013. In order to complete and restore the site to itscurrent permitted landform it is necessary to submit an application to seek anextension of time for operations to continue on site for a further three years.During the last few years Augean, through representations to theNorthamptonshire Minerals and Waste Development Framework has made clearits intentions to develop an extension to the permitted void area so that ENRMFcan continue to provide a facility for the disposal of hazardous wastes in thelonger term.

    Augean therefore propose to submit planning applications for both the extensionof time and area for the landfill and soil treatment facilities together with theextraction of clay at ENRMF.

    Following discussion withand a request from localcommunity representativesat the Kings Cliffe LocalLiaison Group, Augean isproposing to submit twoseparate applications forplanning permission. It isperceived by the Group thatthe time extensionapplication is less complexthan the full applicationhence could be determinedmore quickly. This wouldprovide a more extensiveperiod over which theplanning authority and thecommunity can consider thefull proposals.

    • The first application is for a time extension of approximately three years tocomplete landfilling of the consented area to December 2016. Permissionis also needed for an extension of time for the associated soil treatmentand recycling facility until December 2016.

    • The second full planning application, which will be submitted in parallel, isfor the time extension to the existing consents as well as a landfill areaextension within the boundary of the existing planning consent to developthe unworked area in the west of the site to create additional void.Permission will also be sought for the extraction and stockpiling of clay toprovide engineering material to line the new void space as well as theexportation of clay for use off site. So that we can continue to provide therange of services at ENRMF, an extension to the life of the soil treatment andrecycling facility until 2026 will be proposed. It is proposed that the site willbe restored to woodland and grassland.

    About the waste

    The specific types of hazardous waste that can be disposedof at ENRMF are set out in the current Environmental Permitissued by the Environment Agency. Augean PLC operatesa rigorous set of waste acceptance criteria to ensure thatonly permitted wastes are deposited at the site. Any wastethat arrives at ENRMF that has not been subject to the pre-acceptance andbooking procedure is rejected or quarantined and the Environment Agencyinformed. Treatment residues, asbestos and contaminated construction anddemolition wastes are typical of the wastes accepted.

    The LLW which may be accepted is waste that contains very small amounts ofradioactivity. The waste typically comprises construction and demolition wastesuch as soils, crushed concrete, bricks and metals from the decommissioning ofnuclear power plant buildings and infrastructure, or from manufacturing activities,science and research facilities and hospitals where radioactive materials are used.Only LLW at the lowest activity end of the LLW category (up to 200Bq/g) will beaccepted at the site; the routine disposal of wastes with this low level of activitywill not result in the exposure of people to any more than 1 percent of normalbackground radiation from natural sources, and which is less than 500 times theaction level for natural radon in homes.

    For all the wastes which it is proposed will be accepted at the site procedural andoperational controls will be implemented to ensure that the potential emissionsresulting from all the site activities are controlled and within criteria specified andagreed with the Environment Agency which are protective of human health andthe environment.

  • About the environmental impacts

    An environmental impact assessment of the effects of the proposed developmentis currently being carried out by technical specialists. The risks and impacts are

    being assessed for the separate elements of theproposals as well as their cumulative effects. People,wildlife and the environment can be affected by hazardouswaste, contaminated soils and LLW through directcontact with or exposure to the waste or indirectly throughinhalation or ingestion of contaminated materials such asdust, water, or food. Risk assessments have been carriedout for a number of situations including the operationaland long term post operational periods when

    management of the site is no longer in place. The risk assessments includeexpected events and activities as well as accidents which it is considered areunlikely to occur. In addition to the impacts on people the impacts of theproposed development relating to air quality, ecology, water resources, landscapeand visibility, noise, traffic and amenity are being assessed. The preliminaryfindings of the environmental impact assessments are described in thePreliminary Environmental Information report which is available for review as partof this pre-application consultation. The results of the environmental impactassessments carried out to date confirm that the proposed development will notresult in unacceptable harm to human health or to the environment.

    Community consultation

    Augean would like the opportunity to explain and discuss our proposals withmembers of the local communities, and intends to consult with them throughoutthe pre-application period, and thereafter. The community will have theopportunity to respond with its comments, ideas and concerns. Augean iscommitted to listen, take account and respond to the views expressed. We wouldlike your opinion to influence aspects of the scheme that are not fixed bylegislation or national policy. For that reason we are holding a number ofCommunity Consultation Events. These are:

    A full set of the current documents including the Preliminary EnvironmentalInformation report has been sent to all local parish councils within ten kilometresof the ENRMF site and they have been posted on the company’s website. Theyare also available to view in hard copy at ENRMF and Oundle Public Library.Throughout the consultation period there will be opportunities for discussion andcomment on the proposals. Comments can be made at all the communityconsultation events, to Augean PLC by email, via the website or by letter at theaddress below. Following submission of the applications the County Council willalso conduct its own statutory consultation on the scheme as part of theirconsideration of the applications.

    The formal pre-application consultation ends on 8 July 2011. We would be gratefulfor any comments by then at the latest so they can be reviewed and taken intoaccount in the finalisation of the proposals and the application documents. Thefeedback received by the Company will be analysed and recorded in theStatement of Local Engagement. This document forms a part of the planningapplications and can be viewed on the County Council and Company websites.
