2016 ‘Our Languages, Our Way’ Community Language Grants – Funding Guidelines

1. BackgroundOCHRE, the NSW Government’s community focussed Plan for Aboriginal affairs,

commits the NSW Government to working in genuine partnership with Aboriginal

communities. OCHRE supports initiatives that improve Aboriginal people’s social,

economic and cultural wellbeing. Aboriginal Language and Culture Nests is one

initiative already established under OCHRE to increase the number of language

learners and teachers, through local partnerships between schools and communities.

In 2015, the ‘Our Languages, Our Way’ Language Grants program was launched to

fund Aboriginal community driven language revitalisation projects and strengthen

community ownership and participation in language revitalisation activities.

2. Purpose of ‘Our Languages, Our Way’ Community Language Grants

The grants support the ongoing celebration of Aboriginal culture and support cultural

revitalisation by assisting Aboriginal organisations to develop and/or implement

language projects in partnership with local communities to revitalise Aboriginal

languages in NSW. Connections to language and culture help to build cultural pride

and are key to the broader context of healing for Aboriginal communities.

3. Funding Funding is available for amounts of up to $30,000 (exclusive GST) for selected

projects. To be successful, applications for funding must meet all the Eligibility and

Selection Criteria set out in these Guidelines and any additional criteria set out in the

offer for funding and Funding Agreement for selected projects.

4. Project TimingAll projects are subject to the following timeframes:

i. Applicants must be prepared to commence their Project (either planning or

implementation) before 30 June 2016;

ii. Funded Projects must be completed with funds fully expended by 30 June

2017. All unexpended funds must be returned to Aboriginal Affairs.

5. Selection CriteriaThe Applicant must demonstrate in the application that the project proposal (the

Project) meets all the following criteria:

i. The Project is Aboriginal community-owned and driven;

ii. Supports Aboriginal language and culture revitalisation in NSW;

iii. Strongly demonstrates benefit to the broader Aboriginal community;

iv. The applicant has demonstrated capacity to undertake and complete the

proposed project; and

v. The application must meet all the eligibility requirements for Applicants,

Projects and Funding eligibility under the ‘Our Languages, Our Way’ Funding

Guidelines.

Note: In assessing applications, Aboriginal Affairs will take into account outcomes

from any previous community language project, the quality of the application,

reasonableness of costs and project management capacity of applicant to undertake

the project.

6. Applicant Eligibility Applicants must meet the following requirements to be eligible to receive funding:

i. Applicants must be an incorporated Aboriginal community organisation or an

Aboriginal community organisation in a partnership agreement with an

incorporated body which would auspice funding for the Project.

NB. Evidence of the auspice agreement must be attached to the application.

ii. Applicants must demonstrate strong links to local Aboriginal communities

including knowledge of local cultural and community engagement protocols.

iii. Applicants must demonstrate a level of language knowledge within the

organisation and of personnel engaged in the project, consistent with the

ability to deliver language projects.

iv. Applicants must demonstrate community engagement, awareness and

support for the development and delivery of the Project.

v. Applicants must authorise all materials including Reports and items produced

through the project to be made publicly available.

vi. Applicants and auspice organisations are required to demonstrate suitable

project management experience to deliver the Project.

Note: Previous recipients of ‘Our Languages, Our Way’ Grants funding with

outstanding reports or deliverables may not be considered eligible for funding.

7. Project eligibility The types of community projects considered eligible for applications include:

Language revival, sharing and cataloguing.

Revitalisation from historical sources.

Revitalisation from contemporary sources.

Recording language and/or cultural knowledge of language.

Developing and producing language resources.

Community awareness and education.

Community workshops and learning.

Building and strengthening language networks.

Reinforcing community ownership of language and related cultural assets.

Establishing and building partnerships to share language skills, resources,

language knowledge e.g. community partnerships with language resource

centres, universities, libraries, TAFE, cultural centres and institutes.

Applicants must attach a Project plan to their application which includes:

i. A timeline of project activities and milestones.

ii. A Project budget which demonstrates how the financial stability of the project

will be maintained.

iii. A clear view of project risks and how these would be managed.

iv. The Project plan and budget must demonstrate activities and costs directly

linked to language revitalisation.

v. How milestones, achievements and any evaluation findings are shared with

the broader community.

To be eligible for grants funding, the Project must:

i. Provide opportunities for community members to develop new skills.

ii. Demonstrate clear project objectives supporting language revitalisation and

demonstrate how the Project will deliver sustainable benefits to the Aboriginal

community.

iii. Demonstrate local Aboriginal community input into Project development and

evaluation methods; including the measure(s) of the success of the Project’s

objectives.

iv. For projects that are currently funded from other sources the project must

provide information to demonstrate there is no duplication of funding.

8. Funding EligibilityTo receive a funding offer applications must meet the following funding eligibility

requirements:

i. Projects that cannot be commenced within three months of funding approval

are ineligible.

ii. Grants will be provided for Projects only on a one-off basis i.e. no re-current

funding is available. Projects that require ongoing funding are ineligible.

iii. Projects are required to provide information about other current sources of

funding being used to support their application and the proposed project.

iv. For a Project that has received funding from other sources, the Applicant must

demonstrate there is no duplication of funding. Separate project reporting will

be required for ‘Our Languages, Our Way’ Grants funding.

v. Projects that are dependent on funding from another source where those

funds have not been secured, are not eligible for funding.

vi. Projects that are the core responsibility of another government agency are

not eligible for funding.

vii. Procurement processes or contracts are not eligible for grants funding.

viii. Projects for the research or development of resources for profit or other

commercial ventures are not eligible for grants funding.

ix. Project expenditure incurred on a fee-for-service basis to support the

Project may be eligible for funding. For example hiring technical equipment or

engaging a facilitator, tutor, cultural or language consultant or linguist, or costs

for a professional videographer for professional filming, editing and

packaging.

The following types of project expenditure are ineligible for funding:

Salaries expenditure including project co-ordinators, teachers or other project

salaries;

Capital - any type of building, construction or capital works including

renovations to a building, housing related costs or the purchase of land;

Purchasing any type of vehicle;

Purchase of a business or tools of trade;

Sitting fees, travel allowance or costs associated with membership of

Boards/councils;

Education and course fees are the responsibility of individual participants.

International travel costs are ineligible for funding. Proposals for Domestic

travel costs should demonstrate the benefits of travel to the project,

organisation and community. The costs of purchase of capital equipment such

as video cameras, iPad / smartphones / laptop computers or recording

devices is not eligible (unless forming an integral part of the Project*).

*The Assessment Panel closely assesses all submissions before making a final

ruling on these grounds. It is accepted that this type of expenditure may well be

an integral part of a whole project where the recording of oral presentations is a

component of a language program or resource.

9. Funding AgreementsApplications must demonstrate suitable arrangements for financial administration

and acquittal of the grant, including confirmation from an auspice organisation if one

is required.

Successful applicants will need to provide an ABN and bank account details to

Aboriginal Affairs as part of their application when a funding offer is made, to finalise

the funding agreement and invoice process.

Successful applicants will be required to meet all the requirements of a Funding

Agreement and complete reporting requirements and financial acquittal by a

specified date as stipulated within their funding agreement. In the event of any

breach or failure to complete these requirements in accordance with the funding

agreement and by the due date the applicant may be required to refund remaining

Grants funding. This may exclude the applicant from applying for future Aboriginal

Affairs funding opportunities.

10. Assessment ConsiderationsIn considering your application consideration will be given to:

i. Your eligibility for assistance, including your eligibility to deliver the project;

ii. The availability of funding under the ‘Our Languages, Our Way’ Grants

Program;

iii. The degree to which the application meets the purpose for funding;

iv. Consistency with these Guidelines; and

v. Other relevant considerations.

11. Applying for a GrantTo apply for funding please complete an application form which can be accessed via

the Aboriginal Affairs website http://www.aboriginalaffairs.nsw.gov.au/nsw-aboriginal-

Please note the following information when completing your application:

Applicants must list two referees in their application in order to verify their

organisation’s background and the project experience listed. Nominated

referees must include at least one organisation with a reliable performance

record, demonstrated cultural competency and experience working with

Aboriginal communities.

Successful applicants will be required to identify a designated

program/resource contact person and to liaise with Aboriginal Affairs to

promote Grants funded projects through internal publications and media.

The names of successful applicants, project details and amount of assistance

approved may be made public via the Aboriginal Affairs website.

Applications and all supporting documentation including a copy of your Project

Plan and budget must be submitted by the closing date: 5pm on Friday, 6 May 2016.

Late applications will not be considered.
