3.2 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION

3.2.1 Identification of the project & project proponent: We have already received Environmental Clearance vide letter No. J-12011/79/2005.IA.III (CIE) dated 16/06/2006 for the plot area (plot no. 28, 29, 2) 2,21,647 Sqm and built up area (on these plots) 3,98,964.59 Sqm under category 8(b) from MoEF for Business Park located at Plot No. 28 ,29 and PI-2 in Hinjawadi, MIDC Area, Pune, Maharashtra in the name of M/s DLF Akruti Info Parks (Pune) Ltd.

A land lease was done between Maharashtra Industrial Development Corporation (MIDC) and M/s DLF Akruti Info Parks (Pune) Ltd for plot area 2,21,647 sqm. Then MIDC subdivided land into two part and transfer PI-2 & Plot No.-29 to M/s Akruti City Magnum Ltd (Plot Area: 1,20,288 sqm) and Plot No. 28 to M/s DLF Akruti Info Parks (Pune) Ltd (Plot Area: 1,03,307 sqm). On 06-12-2016 the name of the company changed from M/s DLF Akruti Info Parks (Pune) Ltd. to M/s Quadron Business Park Private Limited.

Earlier M/s Quadron Business Park Private Limited was granted permissible FAR (on plot no. 28) of 1,45,303.77 sqm. Now additional FAR of 32,317 sqm and Non-FAR of 26,829 sqm has been granted. Thus, built up area will increase from 1,45,303.77 Sqm to 2,04,450 Sqm. Hence it falls under category 8 (b) of the EIA notification 2006.

3.2.2 Brief Description of the Nature of the Project: The project “Quadron Business Park” offers IT offices, retail space and food courts etc. The project has already been granted Environmental Clearance vide letter No. J-12011/79/2005.IA.III (CIE) dated 16/06/2006 for the plot area 2,21,647 Sqm and built up area 3,98,964.59 Sqm to M/s DLF Akruti Info Parks (Pune) Ltd. under category 8(b) of EIA Notification,2006.

Now the project is proposed on a plot area of 1,03,307 sqm and built up area of 2,04,450 sqm. Green area 20,661.40 sqm is proposed which includes shelter belt, avenue plantation, herbs & shrubs, landscape/water bodies etc. Need for the Project & its importance to the country or the region:

• It will increase Infrastructure of the area.

• It will provide healthy, green & safe premises.

3.2.3 Need for the Project & its Importance to the Country or the region: • It will increase Infrastructure of the area & will provide better life style.

• The project will promote sustainability & will provide healthy environment

to the people at the site & nearby.

3.2.4 Demand & Supply Gap: In today’s world, there is a strong need of systematic & sustainable living so as to save resources for future generations and to provide them a better place to live by providing them a healthy environment.

This “Quadron Business Park” having a systematic land use planning for IT offices, and commercial area will provide a better working & educational environment. Sustainability in terms of Transport, Energy, Water & Waste is proposed in the project which will lead to a healthy present & future.

3.2.5 Import vs. Indigenous production: As this is a construction of Business Park (IT complex) so this section is not applicable

3.2.6 Export Possibilities: As this is a construction of Business Park (IT complex) so this section is not applicable

3.2.7 Domestic/Expert Markets: As this is a construction of Business Park (IT complex) so this section is not applicable

3.2.8 Employment Generation (Direct & Indirect) due to the Project: The Expansion of “Quadron Business Park” is providing employment of around 150 labourers during construction phase and employment to 19712 personnel as staff and supporting staff during operation phase. Staff will be required for IT offices and commercial area and other staff for miscellaneous purposes.

if any: This project is a construction project which comes under category 8 (b) of EIA Notification, 2006 and it is not an interlinked project.

It is an expansion of existing complex; hence no alternate or interlinked site is being considered in this project.

The surrounded area is moderately developed area. Area is well connected by road network and has power supply with all necessary amenities.

3.3.8 Size or Magnitude of Operation: After expansion, the total plot area of the project will remain same (1,03,307 sq m) & the total built-up area will be 2,04,450 sq m.

3.3.10 Details of raw material required:

3.3.11 Marketing area of final products:

As this is a construction of Business Park (IT complex) so this section is not applicable.

3.3.12 Mode of transport of raw materials and finished products:

The raw materials during construction will be transported by trucks and trolleys. Ambulances, cars, two wheelers etc. will be used during operational phase.

3.3.13 Resource optimization and reuse and recycling in project resources: The concept of reduce, recycle and reuse will be taken into consideration at every step of this project. The excavated soil/ rock will be properly stacked within the site under tarpaulin cover and will be reused for backfilling purpose. The top soil shall be preserved separately and will be used for landscaping purpose and the excess excavated soil will be disposed off to approve Municipal Filling Ground.

The treated water from STP will be reused in gardening and flushing purpose and same shall be followed in future. The quantification of the same is given later in Pre-Feasibility report.

The municipal solid waste will be segregated and sent to organic waste converter. The Organic waste from complex can be used as manure for landscaping. The quantification of the same is given later in Pre-Feasibility report.

3.3.14 Management of Resources: 3.3.14.1 Water source and quantity: The total quantity of water required in the project will be 1311 KLD out of which fresh water requirement will be 462 KLD which will be met by MIDC.

3.3.14.2 Energy Source and requirement: The total power requirement will be 15230.5 kVA which will be met by Maharashtra State Electricity Distribution Company Limited.

DG sets of 1 x 1000 KVA, 1 x 1010 KVA, 9 x 1500 KVA, 1 x 2000 KVA & 3 x 2250 KVA (11 working + 4 standby) will be used for power back-up in common area of the sites. Proper stack height of 6 m above roof level are provided in existing and stack height of 6 m will be proposed.

3.3.15 Waste Management: 3.3.15.1 Amount of wastewater generated and STP capacity: The amount of waste water of 894 KLD will be generated from the Complex, which will be treatment in in-house 2 no. of STP of total 1075 KLD capacity (existing capacity 700 KLD & Proposed capacity 375 KLD).

3.3.15.2 Solid waste Management:

Total 2669 kg/day solid waste will be generated from the complex which will be properly managed and send to organic waste converter & approved vendors/recyclers.

The hazardous waste in the form of used oil will be 166 litres/month which will be given to approved vender of CPCB and E-waste of 4 - 5 kg/day will be handled as per e-waste management handling rules.

Battery waste generated from inverters & UPS. It will be properly managed as per Batteries (Management and Handling) Rules 2001.

Details of Solid Waste Management are given later in Pre-Feasibility Report.

3.5 Planning Brief: 3.5.1 Planning concept: The project “Quadron Business Park” offers IT offices, Retails space, food courts, etc. The project has already been granted Environmental Clearance. The existing plot area of plot no. 28 is 1,03,307 Sqm and built up area on this plot is 1,45,303.77 Sqm to M/s DLF Akruti Info Parks (Pune) Ltd. under category 8(a) of EIA Notification,2006.

3.5.2 Population projection: Total population of the project has been estimated after expansion to be 21826, out of which the 19712 as Staff & visitors will be 2114.

3.5.4 Assessment of infrastructure Demand (Physical and social): As the physical infrastructure already exists in the area there is no need for development of new infrastructure.

The development of “Quadron Business Park” in the project area will result in the increase in the social infrastructure as the population related to complex in form of staff, employees, visitors will increase.

3.5.5 Amenities/facilities: There will be IT Offices, Retail space, Food Court, etc.

3.6 Proposed Infrastructure: 3.6.1 Industrial area: This is the development of “IT Complex” so there will not be any production in the project area.

3.6.2 Other area: The proposed project will have IT Offices, Retails space, Food court etc.

3.6.3 Green development and Plantation Details: Green belt planning will be done with ecological perspectives for the project taking into consideration and availability of space and other aspects. This will help in increasing the aesthetic effect of the environment.

Since tree trunks are devoid of foliage, scrub should form there to give coverage to the trunks. The trees maintain the regional ecological balance and conform to soil and hydrological conditions. Indigenous species would be preferred.

Green belt/greenery will be developed along most of the periphery of the project area as well as along roads. Area under plantation/greenery after expansion will be 20,661.40 sq m with trees and plants. The trees planted will be of adequate height. Any trees that do not survive will be replaced. The plantation/greenery programme will be completed, simultaneously along with the project.

3.6.6 Sewage system: Total quantity of wastewater generation will be 894 KLD. The treated water 849 KLD shall be utilized for flushing, gardening, Misc. purposes, DG Cooling & HVAC Cooling. After expansion, the waste water generated will be treated in in-house Sewage Treatment Plant capacity 1075 KLD (Existing: 700 KLD & Proposed: 375 KLD). The STPs shall be based on MBR technology.

SCHEME OF SEWAGE TREATMENT PLANT:

The Membrane Bio Reactor Technology is the most advanced development in the field of biological treatment providing treated wastewater for recycling in smaller footprint and under stringent discharge norms.

Hollow Fiber membranes are introduced to mixed liquor to separate treated effluent from mixed liquor. Membrane being the absolute physical barriers ensures complete removal of suspended impurities. MBR applications include even retrofits of existing systems as well as installation of new systems, for both meeting the most stringent discharge norms and reuse. Treated wastewater from MBR can be even reused for cooling tower make-up, to generate high purity water through Reverse Osmosis and other non-potable applications. This process can help environment protection by treating wastewater and making it suitable for variety of application and thus conserve precious drinking water. Biological system designed for MBR process operates at higher MLVSS concentration with higher sludge retention time thus produces a low quantum of biological sludge thus reducing the sludge dewatering cost.

MBR technology combines the skills of our membrane specialists to deliver integrated treatment solutions with firm process guarantees such as BOD and TSS less than 5 mg/l and also removal of nutrient (nitrogen & phosphorous) and coliforms etc.

Biological process fluid (mixed liquor) is pumped to the Membrane Operating System (“MOS”). The mixed liquor is introduced to membrane, along with air, evenly across the bottom of the tank through a unique two-phase jet system. This mixed liquor fills the membrane tank and flows upward through the membrane submodules, creating cross-flow dynamics across the membrane surface. This cross-flow continuously scours the membrane surface and prevent solids dehydration at the membrane surface. Applying a low-pressure vacuum to the inside of the membrane fiber pulls water through the membranes and pumps the filtered water to the next process step. Solids, including organics, bacteria, and most viruses, are rejected by the membrane system and retained in the mixed liquor, which overflows the MOS back to the aeration tank.

The Membrane Operating System is an assembly with integral membrane modules arranged in rack assemblies, inserted into the membrane tank.

MOS Mixed Liquor Distribution & Recirculation Jets are designed to distribute the air scour and mixed liquor flow evenly across the membrane submodules.

This feature eliminates potential polarisation (concentration) of suspended solids around the membrane fibers which could be main cause for the failure and damage of individual fibers thus submodules. Additionally, this feature provides even distribution of mixed liquor solids to each membrane unit, critical so that all membranes see the same process conditions. The return recirculation of mixed liquor ensures influent comes in intimate contact with the concentrated biomass, offering better organism selection and added flexibility in the anoxic cycle for advanced nitrogen removal, when required. This same jet system also acts as an integral part of the membrane cleaning system, providing an efficient scouring of the membranes with chlorine cleaning solution. The integrated cleaning system allows the submodules to be quickly cleaned in place. Additionally, the clean and efficient procedure eliminates the need for membrane removal from process tanks that can damage membranes and present risks to plant operators.

Relaxation, Maintenance and in situ CIP are exclusive features of this MBR Process to ensure consistent water quality and complete membrane life. The entire operation is PLC controlled.

The characteristics of Raw sewage and the characteristics required for the treated water will be as given in Table below respectively.

3.6.11 POWER REQUIREMENT: 3.6.11.1.1 SOURCE: The total electric load after expansion for the complex will be 15230.5 kVA which will be sourced through Maharashtra State Electricity Distribution Company Limited.

3.6.11.1.2 BACK-UP: In case of power failure, power backup will be provided through DG sets 1 x 1000 KVA, 1 x 1010 KVA, 9 x 1500 KVA, 1 x 2000 KVA & 3 x 2250 KVA (Existing: 1 x 1000 KVA, 1 x 1010 KVA, 9 x 1500 KVA & 1 x 2000 KVA; Proposed: 3 x 2250 KVA) with stack height of 6m above roof level & will be kept in acoustically enclosed room.

3.7 REHABILITATION AND RESETTLEMENT (R&R) PLAN: 3.7.9 Details on Project Affected person: A land lease was done between Maharashtra Industrial Development Corporation (MIDC). No person resided on the land at the time of acquisition of land by MIDC. Hence, there will be no project affected persons.

During Operational Period:

1. Measures shall be taken to identify the Electrical Environment Impacts (Hazards) arising during the land preparation for use, building construction operation, and the entire cycle activities of the project and proper mitigation measures shall be adopted. The location of transformers, earth pits, electric panels, boards and distribution of power from power house or generator house/switch room, cable network shall be carefully monitored. All the standards, codes or legal requirements required to be adopted during the installation of electrical equipment, appliances, electric/ battery heating/ cooling appliances/ plant distribution lines/ cables network, switch boards, circuits, earthling/ bounding, earth pits, lightning arrestors and protective equipment and clothing shall be carefully fulfilled.

2. All Fire and Explosion Hazards in the entire cycle activities of the project and all possible sources of fire hazards and fire mitigation measures shall be noted. All the

standards, codes & legal requirements of line diagram for fire protection systems including fire water supply, storage of water, overhead water tanks, underground water tanks and their capacity, water sprinkling system (moveable, stationary) shall be fulfilled. Emergency exits, fire ladders, fire protective clothing and equipments like helmets, safety belts, safety ladders, safety boots and goggles, fire suits, cranes used for fire-fighting and for the rescue of the people in case of fire in multi-storied buildings and others shall be provided. Proper Coordination with Local Municipal Fire Brigade, police, health surveillances (To treat the effected person in fire) shall be maintained. Proper Fire Management System shall be installed with time schedule giving how far is the fire station and how long it takes to reach the building. Provision of Training programme & mock drill shall be made at regular intervals.

3. Environment Management Plan shall be prepared with Emergency Procedures (Emergency Plan) to deal with localized fire and electrical hazards and hazards due to natural calamities at the entire cycle of the activities of the project. Provision of the communication systems to call to help and assistance from nearby building complexes bodies and other external authorities like district authority, fire services, police services, medical services, civil and defense services etc. shall be provided.

4. Provision of Health and Welfare Facilities will be provided to the labours engaged in land preparation and building construction at the entire cycle activities of the project such as:

I. Provision of drinking water from an approved source. II. Provision of latrines and urinals and accommodation as per the rules and their

drainage and disposal treatment. III. Provision of medical and first aid treatment. IV. Facilities for sitting, shelters, rest rooms and lunch rooms, crèches, canteen etc. V. Provision of working in shifts.

5. Provision of mitigation measures regarding the Health and Safety will be made to the workers employed or proposed to be employed in the entire cycle activities of the project.

14) Examine and submit details of use of solar energy and alternative source of energy to reduce thefossil energy consumption. Energy conservation and energy efficiency.

15) DG sets are likely to be used during construction and operational phase of the project. Emissionsfrom DG sets must be taken into consideration while estimating the impacts on air environment.Examine and submit details.

16) Examine road/rail connectivity to the project site and impact on the traffic due to the proposedproject. Present and future traffic and transport facilities for the region should be analysed withmeasures for preventing traffic congestion and providing faster trouble free system to reach differentdestinations in the city.

17) A detailed traffic and transportation study should be made for existing and projected passenger andcargo traffic.

18) Examine the details of transport of materials for construction which should include source andavailability.

19) Examine separately the details for construction and operation phases both for EnvironmentalManagement Plan and Environmental Monitoring Plan with cost and parameters.

20) Submit details of a comprehensive Disaster Management Plan including emergency evacuationduring natural and man-made disaster.

21) Details of litigation pending against the project, if any, with direction /order passed by any Court ofLaw against the Project should be given.

22) The cost of the Project (capital cost and recurring cost) as well as the cost towards implementationof EMP should be clearly spelt out.

23) Any further clarification on carrying out the above studies including anticipated impacts due to theproject and mitigative measure, project proponent can refer to the model ToR available on Ministrywebsite "http://moef.nic.in/Manual/Townships".
