PROFESSIONAL EDUCATION IN HIGHER EDUCATION

• In Indonesia, the higher education sector also includes

vocational education conducted by polytechnics, and in

some cases by universities and colleges. Many of these

providers are also licensed to certify graduates of the study

programs on behalf of relevant professional associations.

• In specific sectors such as health, a national exit examination

is organized by the relevant professional association. Only

examinees that pass this examination are certified, and

without this certification a graduate is not eligible to acquire

the license for practice. Such national exit examinations have

been imposed for medical doctors and nurses.

• Vocational education is higher education of a diploma

program that prepares students for employment in

specific applied proficiency up to applied bachelor’s

degree program.

• The vocational education may be developed by the

Government up to an applied master’s degree program or

applied doctoral degree program.

VOCATIONAL PROGRAM IN INDONESIA Vocational Program Description

Diploma, composed of :

• One year diploma (D1)

• Two year diploma (D2)

• Three year diploma (D3)

• Four year diploma (D4)

Diploma program is vocational education intended for

graduates from secondary education or equivalent to

develop skills and reasoning in applying science

and/or technology

Applied Master’s Degree

Program (S2-Appl)

Applied master’s degree program is the continuation

of vocational education intended for graduates from

an applied bachelor’s degree program or equivalent

to develop and implement science and/or technology

through scientific reasoning and research

Applied Doctor Degree Program

(S3-Appl)

Applied doctoral degree program is intended for

graduates from an applied master’s degree program

or equivalent to invent, create and/or contribute to

application, development and implementation of

science and technology through scientific reasoning

and research

• Professional program is special expertise education

intended for graduates from the bachelor’s degree program

or equivalent to develop their talents and capacity to

qualify them for employment.

• This program may be provided by a HEI in cooperation with

the MONE, other Ministries, LPNK and/or other professional

organizations responsible for the quality of professional

services

• Requirement of lecturer in professional program :

• Minimum academic qualification of graduates from a professional program and/or from a master degree (S2)

• Minimum working experience are 2 years.

CURRICULUM

• Higher education & professional education curriculum is a

set of plans and arrangements for goals, contents and

materials of teaching and how they are used as the basis

for learning activities to achieve the higher education

goals.

• The curriculum of Higher Education Programs shall

conform with the National Standard for Higher

Education for each Study Program, that also includes the

development of intellectual capacity, morals and skills.

NATIONAL QUALIFICATION FRAMEWORK

• Law No. 12/2012, Section 29 :

“National Qualification Framework (NQF) is the grading of

learning outcomes to compare the outputs of formal,

non-formal, informal education or work experience in

recognition of work competencies according to the work

structure in various sectors.

NQF shall be used as a key reference to determine the

competencies of graduates from academic education,

vocational education and professional education.”

INDONESIAN QUALIFICATION FRAMEWORK (IQF)

• The legal basis for IQF is the Presidential Decree

no. 8/2012, that describes the education programs

from 9th year to TVET and Higher Education.

• IQF conforms with Law no. 13/2003 pertaining to

human resource development, Government

Regulation no. 31/2006 on the National Job

Training System, and Law no. 20/2003 on the

National Education System.

IQF AND HIGHER EDUCATION

• Based on Presidential Decree 8/2012, IQF including hierarchy

of 9 levels of learning outcomes to enable equivalency of the

outcomes of formal education, non-formal education, and

informal learning or work experiences.

• IQF becomes the fundamental reference for defining the

competence of graduates of academic, vocational, and

professional education against the different levels.

• The levels of the IQF is described as learning outcomes,

consisting of (i) values, ethics, moral as basic components; (ii)

science, knowledge, or know how comprehension; (iii) work

competencies; and (iv) level of autonomy and responsibility in

the work place.
