UrbaCon Trading & Contracting (UCC) is a class-A certified design build turnkey
construction company which has prominently emerged as a key construction
contractor in Qatar with visionary leadership and highly experienced management.
Its primary mission is to translate its vast professional expertise into construction
landmarks within the potential of Qatari emerging markets by providing the highest

This is reflected in our successful achievement of OHSAS 18001, ISO
14001 and the award of the International Safety Award, with Merit,
from the British Safety Council.
UCC’s strength has increased substantially over the last 4 years and
likewise our continuous attention to HSE requirements has grown in
parallel, we are therefore proud to present our report for 2014
detailing our progress and would welcome your feedback and

OVERVIEW
The Health, Safety & Environment Department (HSE) publishes an Annual
Report on the performance of its functions. It shows how the organization has
performed against published work plans, HSE Management System (HSEMS)
and applicable laws so that stakeholders can see how we are delivering.
This is our third Annual Report for UCC and this report outlines the
performance and accomplishments of our business for the year 2014.
Moreover, it covers the areas of Health, Safety and Environment in line with
the Company policy and commitment to report HSE performance.
UCC operates under a common set of business principles which are
supported by policies and business control. These include a group HSE
Commitment and Policy which requires every department and project to
possess a systematic approach to HSE Management.

POLICY AND COMMITMENT
UrbaCon conduct business so that all risks to people, property and the
environment are reduced to an absolute minimum. It aims to have an HSE
performance that will earn the confidence of staff, customers, shareholders
and society.
Our long-term business success depends on our ability to continually improve
the quality of our services while protecting people and the environment.
Emphasis must be placed on identification and evaluation of all health,
safety & environmental hazards, compliance with all applicable HSE
legislation, prevention of incidents, injuries and ill health and quality
enhancement. This commitment is in the best interests of our customers/
clients, our employees and contractors, our stockholders, and the
communities in which we live and work.

HSE MANAGEMENT SYSTEM
UCC comprehensively manages health, safety and environment (HSE) as a critical
part of its process. Its Health, Safety & Environment Management System (HSEMS) is
fully aligned with ISO 14001:2004 and OHSAS 18001:2007 standards and employs a
systematic approach to achieve continuous performance improvement. To ensure
success, the following key elements are required in the process:
Visible management leadership
The Company’s Senior Management is committed to the implementation of the
Management System and its further development to improve the Company’s ability
and enhance customer satisfaction with work meeting the specified quality on time
and with minimal acceptable impact on the environment and without
compromising the health and safety of the workforce and others involved in our
business activities. The system assures that we meet not only our Customer’s
requirements but also the regulatory and statutory requirements.
Organizational responsibilities
UCC Senior Management takes the ultimate responsibility for all matters with respect
to HSEMS implementation. The HSEMS roles, responsibilities and authorities are
defined for relevant functions and various levels within the organization. UCC
Management Team provides the resources essential to the implementation and
control of the HSE Management System, including: training, human resources,
specialty services and financial resources, technical and informational services
Hazard identification and assessment
Management representative with the help of process owners and other HSE Officers
identifies the occupational health & safety, hazards & risk assessment and controls.
Prior to commencement of any work or task assessment for risks involved will be
carried out. This will include both routine and non-routine activities and as
assessment regarding the effects of the work or task will gave on all persons having
access to the workplace.
Risk assessment
The hazards identified shall be assessed, prioritized and documented with regards to
the risk they pose at the workplace and personnel with regards to HSE. Each hazard
will be assessed using a risk assessment to determine the level of risk involved.

The controls required for reducing each risk are determined from the requirements of
the following hierarchy:

UCC’s performance in Health, Safety and Environment (HSE) remained strong
in 2014 with most projects meeting safety targets on metrics such as zero
fatalities and minimal lost time injuries (LTIs).
International Safety Award 2014
UCC achieved the International
Safety Award 2014 with merit (90%
score) from British Safety Council,
United Kingdom. This is the rarest
global award in Health and Safety
given to companies based on
stringent verification and
compliance to good practices in
HSE. It obviously benchmarks our
HSE performance which
demonstrates our commitments

EMERGENCY PREPAREDNESS AND RESPONSE
Emergencies and crises can happen anytime, often when least expected. To ensure
readiness in handling these, UCC has established procedures to identify potential
hazards, their impact and how to respond to such situations for preventing and
mitigating the environmental impacts and occupational health & safety risks.
First Aid Training
UCC regularly conducts first aid training for its staff.
On January 19 to 21, 2014, first aid training was
successfully completed by 40 staff from various
projects at Hamad International Training Center.
The training provided basic rescue and first aid
education including guidelines in giving
emergency care, patient/ casualty handling, soft
tissue, bones, joints, and muscle injuries, preventive
shock management, common emergencies,
bandaging techniques and cardio pulmonary
resuscitation (CPR). The training aims to make the
workplace safer, improve staff’s ability to save a
lift, and prevent an injury from becoming serious.
Mock Drill Preparation
Throughout 2014, UCC conducted
various trainings on fire fighting and
prevention in all its various projects
in order to increase awareness
among employees. This ensures
immediate response and readiness
of personnel in case of a real fire
incident.

Emergency Drills
Emergency arrangement is a vital part in
providing a safe working environment in
a site. It identifies the responsibilities,
actions and resources necessary to deal
with in an emergency. Prior to preparing
a procedure, we carry out a risk
assessment, estimating how likely it is for
an emergency event to occur at our sites
and if it does, how serious or damaging
the consequences would be. Our
emergency arrangements provide an
appropriate and proportionate response
to any situation.
Emergency mock drills are mandatorily
being carried out every 6 months at all
our sites. Several mock drills have been
performed including fire emergency &
medical emergency.
Various marine emergency drills were conducted in marine and coastal projects
(Coast Guard Base Expansion, Six Islands and The Island Project – Villa & Gate House
Marine Works).

IN DISCUSSION
HSE is a core value within UCC. How did they perform
in 2014?
Over the last year, we have given high priority to
promote our HSE culture and to ensure that it is actually
upheld by all employees and subcontractors. As part of
the culture, they are encouraged to take personal
responsibility for their actions. Line management staff
obviously plays an important role here. It is their task to
promote the HSE culture in their respective areas of
responsibility. We have organized workshops targeted at
the middle management in particular to ensure its
effectiveness.
You must have been pleased about the ISA award
given for your HSE activities?
Yes, it was great for UCC to win the International Safety
Award from British Safety Council. This purely shows good
management commitment and leadership towards HSE. I
am also just as delighted with the HSE commitment shown
by our employees, which we reward with our internal HSE
Award system. We are looking ahead to ensure higher
safety.
What is so important about these certifications?
We want to make sure that our HSE management system meets the highest international standards.
We are also keen to further enhance the quality of our HSE measures and minimize any risks. Last but
not least, certification of management systems to internationally recognized standards leads to greater
legal certainty around the world. We therefore believe it is important to certify our management
systems at all levels- local and international.
How does HSE relate to sustainability?
With the advent of sustainability, our skills and experience are more important than ever. HSE leaders
are increasingly responsible for designing and implementing strategies to take companies beyond
compliance. These initiatives involve tasks such as:
Developing and leading a formal sustainability program
Creating successful internal partnerships to integrate HSE values and practices across the UCC
business
Communicating enterprise risks associated with HSE failures
Establishing corporate HSE standards and practices, considering sustainability as a key element
Publicly reporting progress on a full spectrum of HSE and sustainability initiatives
Responding to stakeholder inquires about their company’s HSE and sustainability performance

ENVIRONMENT & SUSTAINABILITY
Environment & Sustainability involves making decisions and taking action that are in
the interests of protecting the natural world, with particular emphasis on preserving
the capability of the environment to support human life.
Our Company ensures that all procedures being carried out at our projects are
environmentally sustainable and resource efficient and all materials being bought
are from renewable sources and with low emission.
UCC has striven hard to constitute policies which can be implemented at all
projects. Our certifications such as ISO 14001:2004 & membership from Qatar
Sustainability Assessment System (QSAS) reflects our dedication and commitment in
maintaining and improving environmental sustainability. We believe that by taking
steps today, we will proactively support the future of our Company and bring
increased value to our customers, employees and shareholders.

World Environment Day Event
UCC tied up with Kainat Foundation to
celebrate World Environment Day
(WED) on 12th June 2014 at Friends of
the Environment Center, Doha. The
event consisted of an art exhibition,
seminars and an award ceremony
where 39 winners out of 209
participants from various competitions
conducted for schools in the GCC
were honored.
Every Year, the inclusive theme set by UNEP on World Environment Day signifies our
sense of responsibility towards protecting our nature and surrounding. The WED 2014
theme “Raise your voice not the sea level” inspires us to work together for a
collective cause.

Waste Management
To prevent any damage to our environment, we ensure that proper waste
management is implemented in our company.
Water Quality Sampling
In our Marine Projects, we ensure that regular water quality sampling is being carried
out to assure that water quality is not being compromised. Sampling is being done
by a registered Third Party.

HEALTH PROGRAM & PROTECTION
Blood Donation Campaign
In association with Hamad Medical
Corporation (HMC), blood donation
campaign was carried out last 2014 at our
Head Office (Al Jassim Building) and
Shahaniya Camps, giving UCC/KCT staff
and others the opportunity to donate
blood.
As part of the Company’s social
responsibility, the blood donation
campaign aims at supporting the blood
bank and blood requirements of local
hospitals. Each year, UCC makes a
conscious effort to host a blood donation
and receiving a great response each time.

Health Surveillance
Health surveillance is a system of
ongoing health checks. It is
important for detecting ill-health
effects at an early stage, so we can
introduce better controls to prevent
them getting worse; providing data
to help us evaluate health risks;
enabling employees to raise
concerns about how work affects
their health; highlighting lapses in
workplace control measures,
therefore providing invaluable feedback to the risk assessment; and providing an
opportunity to reinforce training and education of employees. UCC prioritizes the
health and safety of its employees hence the implementation of the mentioned
system.
Heat Stress Management
Most of us are aware how high the temperatures get in Qatar during summer
season, ergo proper and sufficient control measures are implemented at all of our
project sites to protect our employees and avoid unwanted incidents such as heat
stress.

Around 7,000 pieces of Tiffin Carriers
were provided for each of our
operatives to prevent food spoilage
and for sanitary reasons.

Site Medical Facilities
Construction sites are considered high risk
workplace where workers are exposed to
hazards that could result in serious injury
or illness and would require first aid. In this
regard, it is essential that all employees
have quick and easy access to first-aid
facilities on site.
First aid arrangements in our sites are
determined in several factors. This
includes taking in consideration the
geographic location of our sites where
we consider the distance needed to
reach emergency services; distribution of
workers at site to provide easy and fast
access to first-aid rooms; number of
workers in order to provide adequate
number of first-aiders and first aid boxes
as required by the state’s legal standards;
weather; workplace hazards and risks;
history of accidents and nature of work or
activities being carried out at site.
World No Tobacco Day
Every year, on May 31, World Health
Organization (WHO) mark World No
Tobacco Day, highlighting the health risks
associated with tobacco use and
advocating for effective policies to
reduce tobacco consumption.
According to WHO tobacco kills nearly 6
million people each year, of which more
than 600,000 are non-smokers dying from
breathing second-hand smoke.
To show support to this event, UCC sent
out a message to all staff, specifically the
ones who smoke and use tobacco, to
stop smoking/using tobacco on that day
at least.

HSE TRAINING & AWARENESS
It is vitally important to lay a good foundation of health and safety skills in a
construction company. We ensure that UCC is well-equipped to improve safety
standards and save lives by investing in safety training from the top to bottom of our
company.
Providing health & safety information and training help to:
Ensure employees are not injured or made ill by the work they do;
Develop a positive health & safety culture, where safe & healthy working
becomes second nature to everyone;
Find out how to manage health and safety better;
Meet legal duty to protect the health and safety of employees.

IOSH Working Safely Training
On January 3 & 10, 2014, 28 Foremen
and Supervisors attended this training
which was conducted by ArBrit Safety &
Engineering Solution. It provides an
essential introduction to the basics of
safety in the workplace.
Heavy Equipment Safety
22 PMV Operators attended specialized
training in March 2014 which was
conducted by HSE Trainer. The training
tackled safe movement of heavy
equipment, fire prevention and control
measures to be applied when using
heavy equipment.
Fire Prevention and Fighting Training
412 operatives from various projects
attended specialized trainings regarding
Fire Prevention and Fighting which was
conducted by HSE Trainer.

Banksman Training
Banksman trainings have been
conducted a number of times due to the
increased machinery and vehicle
activities at site. 45 selected Operatives
received this training last 2014.
Marine Training on CSD
10 selected staff attended the said
training on 16th of April 2014 which was
conducted by BOSKALIS. Marine Traffic
System and awareness of Cutter Section
Dredger (CSD) anchoring point was
discussed.
Floor Warden Training
35 staff attended this specialized training
on July 15 & 20, 2014. It was conducted
by HSE Trainer. Duties & responsibilities
were discussed to the selected Floor
Wardens.
Training on Safe Use of Ladder
The training program was conducted by
HSE Department for UCC Hospitality –
Women’s section to exhibit its
commitment towards health & safety on

The Construction Week Qatar Awards is an event celebrating the achievements
of Qatar's construction contractors, was held for the third year on Wednesday
24th September 2014. The awards seek to recognize and reward individual
excellence, corporate prowess and project success. UCC won the No.1
Contractor of the year 2014.
