EXECUTIVE SUMMARY

National Institute of Foundry and Forge Technology (NIFFT), Ranchi, established by Govt.

of India, in collaboration with UNDP-UNESCO in 1966 at Ranchi, Jharkhand, conducts

the Ph.D., M. Tech. (FFT), M. Tech. (ME), M. Tech. (MSE), M. Tech. (Env. Engg.), B. Tech.

(ME), B. Tech. (MME), A.D.C. (Foundry Tech.) and A.D.C. (Forge Tech.) programmes,

Ph.D, M.Tech., and B.Tech. Courses are affiliated to Ranchi University, Ranchi.

Placement :

The Placement of Students is:

ADC - 95%, B.Tech.- 94% and M.Tech.-18%

Publications :

There are 31 publications in reputed International journals/conferences/symposia and 12 publications in National journals/conferences/symposia.

NIFFT - An OverviewEver since its inception in 1966 by the Govt. of India in collaboration with UNDP- UNESCO, National Institute of Foundry and Forge Technology (NIFFT), Ranchi, has been looked upon by the industry to provide qualified engineers and well trained specialists in the field of Foundry Technology, Forge Technology and other allied manufacturing areas and has earned reputation as a leading institute for imparting technical education and organizing teaching and training programmes in these engineering disciplines. The institute has also been tenaciously and meticulously conducting industrial research, design and development work in the relevant areas

and providing consultancy and documentation services to the industries.

NIFFT is registered as a society under the Societies Registration Act of 1860. The management of the Institute is vested with Board of Governors with chairman at its apex and members drawn from AICTE, MHRD, Private and Public Enterprises, Technical and R&D institutions.

Academic Programmes :

NIFFT has five departments of study viz. Foundry Technology, Forge Technology, Manufacturing Engineering, Materials and Metallurgical Engineering and Applied Sciences and Humanities. The Institute offers the following regular programmes :

� M. Tech. course in Environmental Engineering

� M. Tech. course in Materials Science and Engineering

� B. Tech. course in Manufacturing Engineering

� B. Tech. course in Metallurgy and Materials engineering

� Advanced diploma course in Foundry Technology

� Advanced diploma course in Forge Technology

All the academic programmes have been accredited by National Board of accreditation (NBA), AICTE, New Delhi. Students are selected for admission through ALL India Engineering Entrance Examination (conducted by CBSE all over India) for B. Tech. courses; through GATE score and interview for M. Tech. courses; through written examination conducted by NIFFT for advanced diploma courses; and through written test/interview for doctoral and post doctoral programmes.

The Institute is affiliated to Ranchi University for the award of under graduate and post graduate degrees. Advanced Diploma is awarded by the institute itself. The Institute has kept its objective broadening and courses expanding with time for adapting to the dynamics of the industries and needs of the society. In order to give impetus to other allied

Fields, some new courses are about to be introduced shortly.

Continuing Education :

Continuing education at all levels such as part time research programmes, refresher and special courses in established and emerging practices for industry personal is one of the most important activities of the institute contributing towards development of society. The programmes are usually of 1-2 weeks duration offering a wide range of topics covering Foundry and Forge Technology, pollution control, energy conservation and management, manufacturing processes, materials characterization, inspection and quality control and other fields of industrial importance. The activities also include unit based programmes of short term duration on request from the industries or organizations as per their need either at the premises of industry /organizations concerned or at the institute. The Institute has also the privilege of imparting training to people from other developing countries of South-East Asia and Africa. Students from countries like Burma, Sri Lanka and Nigeria have undergone training at this institute in the past. The Institute has also conducted unit based programmes in Foundry Technology for Nepalese and Sri Lankan engineers/technologists (Technocrats).

Research Activities :

One of the main objectives of the Institute is to carry out industrial research and development work in Foundry, Forge and associated scientific and engineering fields. All infrastructural facilities exist in the institute for carrying out research activities. R&D programmes cover areas like pattern design and manufacture, sand system design, melting, methoding of castings, forging process simulation, die life estimation, evaluation of lubricants, CAD & CAM of casting and forging, failure analysis, Mechanical and Non destructing testing, chemical and instrumental analysis, environment & pollution control, metal matrix composites and powder metallurgy forging. Most of the faculty members are holding Ph. D. students registered under Ranchi University. The faculty members continuously participate in various seminars/symposia/conferences to present their research works. Many research papers are also published in different national and international journals of repute.

Consultancy services :

The Institute provides consultancy services to the industries in the field of foundry, forge and allied fields on payment basis depending on quantum of the work involved besides pre-consultancy charges. Consultancy services are extended in the form of preparation of feasibility reports, preparation and execution of technical projects, selection and evaluation of equipment and machinery, testing of raw materials and quality control of products.

NIFFT faculty (individual or group) holds discussions with the concerned industrial representative in order to identify and define the problem and to develop consultancy proposal based on quantum of work involved. If needed, specialists may conduct pre consultancy survey for 1 to 2 days in the organization to overview the infrastructure available and ongoing processes. Institute and the concerned industry will then enter into an agreement with terms of reference, estimated consultancy fees and time schedule.

Experimental and Testing Facilities :

The Institute has well equipped laboratories and workshop for carrying out practical study work by the students and for extending testing facilities pertaining to foundry, forge, metallurgical analysis and materials characterization to the outside organizations on payment basis.

The department of Foundry Technology has Cupola Furnace (1.5 tonnes per hour ), Crucible furnace (2 nos.,

50 Kg each), Electric Arc Furnace (20Kg), Skelener furnace (15Kg Aluminum), Induction furnace(100Kg), Electric Pit furnace (5Kg Al), Pressure Die Casting machine (60 tonnes), On line Carbon Silicon Analyzer & Thermal Analysis System, Complete Sand Plant (Pioneer), Sand Mullers, Jolt and Squeeze Moulding Machine, Shell Moulding Machine, Permiability Meter, Compressive Strength Tester, Mould Hardness Tester, Thermo Lab, Surface Area Measurement Equipment, Universal Testing Machine foe Sand, AFS Clay Determinator, Shatter Index Testing Machine, Gas Measurement Equipment, Moisture Teller, Sample Preparation Machine etc.

The department of Forge Technology has 750 Kg Friction Hammer, 150 tonnes Hydraulic Press, Pneumatic Power Hammer (50, 150 & 250 Kg), 120 tone Trimming Press, 1” Multi Forge Upsetter, Laboratory Rolling Mill, Carbolite Furnace, Oil Fired Billet Heating Furnace, Surface Roughness Tester, Tensometer & Forging Screw Press, Ball Mill for Powder Production.

The department of Materials & Metallurgical Engineering has major equipments such a Servo Hydraulic Dynamic Testing Machine, differential Thermal Analyzer, Scanning Electron microscope, X-ray Difractometer, Impact Testing Machine, In situ Metallographic Equipment, Universal Tensile Testing Machine, Metallography Image Analyzer, Portable X-ray Fluorescence FIM, Magnetic Crack Detector, Induction Heating Machine, High Temperature Muffle Furnace, Ultrasonic Flaw Detector, Fluorescent Penetrant Inspection Equipment.

The Department of Manufacturing Engineering has well equipped Pattern and Machine shops, Metrology Laboratory having profile Projector, Laser Micrometer, Layout Measuring cum Marketing Machine, Auto Collimator, Surface Roughness Testing Machine and Form Tester ; Welding Laboratory having Shielded Metal Arc Welding M/C, TIG welding attachment, MIG welding M/C, Submerged Arc Welding M/C , Spot Welding Machine, Plasma Arc Cutting M/C, Oxy Acetylene Cutting M/C, Spay Coating Unit, CAD/CAM and FMS laboratory having 4 – axis CNC Milling Machine, CNC Lathe, Robot (Linear Slide Base).

The department of Applied Sciences & Humanities has classical Chemical Analysis, Optical Emission Spectrometer, Orion Iron Meter, Atomic Absoption Spectrometer, Photovac Air Analyzer, Nano Pure water system, Automatic Particulate Matter Detector, Vacuum Coating Unit with Electron Beam Evaporation, Scanning Potentiostat/Galvanostat, Electrical & Electronics Laboratory, Modern Language Laboratory & Communication centre.

Publications :

LIBRARY AND DOCUMENTATION CENTRE EXISTING FACILITIES

The Library and Documentation Centre of NIFFT rendering valuable services to the Institute and Users. It has 50880 reading materials (Books, Journals, Standards, Transparencies, Slides, Video Cassettes and Microfilms etc.)

The Library is kept open from 9:00 A.M. to 10:00 P.M. on all Monday to Saturday & Sunday 09:00 A.M. to 05:30 P.M. The Centre provides Reading Facilities, Borrowing Facilities, References Services, Reprography Services, Inter Library Loan, Binding and Audio-Visual Facilities to its users. The Library has approximately 550 users and can provide sitting space to 80 people at a time.

The centre subscribes 62 Journals

The centre added 389 books during the period. The total acquisition was 50880 on 31.03.2015 as compared to 50491 on 31.03.2014.

1. QUIZ COMPETITION (29/07/2014)

A Quiz Competition was organized by the NIFFT students Gymkhana on 29th of July, 2014.The participation was from every trade of the Institute & the students had shown a great interest towards it. The preliminary round was a written one, after it the finale took place among six teams. Each team was comprised of three members.

2. INDEPENDENCE DAY CELEBRATION (15/08/2014)

On the occasion of 67th Independence Day of Republic of India, NIFFT was filled with the air of joy & patriotism. On this great day, Dr.SanjayKumar,Director(Officiating),NIFFT,Ranchihasdonetheag hoisting in front of Red Building at 8:30 am sharp. He was given guard of honour by the home guards.

The melodious National Anthem “Jana Gana Mana” was sung in a chorus by the B.Tech (female) students of NIFFT which filled everyone with the sense of respect to the martyrs & feeling of patriotism towards our motherland.After Independence Day speech, packets of sweets were distributed to every member of NIFFT, Ranchi.

3. INDEPENDENCE DAY CELEBRATION( Kartavya,NIFFT,Ranchi)

On the special occasion of Independence Day, the volunteers and children of Kartavya - National Institute of Foundry and Forge Technology (NIFFT) Ranchi Chapter, filled the morning air of Hatia.

The flag hoisting, done by two of NIFFT faculty members Dr K. K. Singh and Prof V. M. S. Hussain, marked the start of the program at the time of 10:30 A. M. The children then began the national anthem 'Jana Gana Mana' that others joined as well in a feeling of respect, patriotism and remembrance.

Two of Kartavya's students delivered speeches, one in English and one in Hindi, along with the attending faculty members Dr K. K. Singh, Prof V. M. S. Hussain and Prof B. Mallick and a 2nd year volunteer on the theme of Indian struggle for independence and the impact of education in helping the people fight the present day social issues. Dr K. K. Singh spoke,that there are many more initiatives to be taken like Kartavya to help those who are financially unable to help themselves.

Apart from these, a variety of cultural activities also took place which won the heart of everyone present there & finally sweets and prizes were distributed to the participants.

4. CAT@NIFFT (16/08/2014)

On special request of the members of “Abhigyan” (Higher Education Preparation Society, SAC,NIFFT) an orientation session for CAT was organized by the B-Factory.

B-factory is an start-up run by the alumni of IIM-A, i.e. Mr. Rahul Anand (PGDBM,IIM-A,2011) & Mr. Kamlesh Chauhan [B.Tech(NIT-C), PGDBM,IIM-A,2011].

After carefully examining the faculty profile & the results of B-Factory, it was allowed to conduct orientation session for B.Tech students.

The speaker for the session was Mr. Rahul Anand (PGDBM, IIM-A,2011) & many valuable tips were given to the budding engineers and the students also gained many informative things in the session .

5. JANMASHTMI CELEBRATION (17/08/2014)

As every year, Janmashtmi was celebrated in the NIFFT premises with full enthusiasm, joy & energy. The event started with the worship of Lord Krishna, which was carried out by the students & faculty members in the morning hours of 17th of August,2014.

Apart from regular events, an essay writing competition on the topic “Impact of WTO’s TFA on India” and an extempore competition was also organized. The Jury for extempore were

Dr. K.K. Singh, Chairman, Students Gymkhana, Dr. Amitesh Kumar & Dr. Ghanshyam Das .

The winners were Mr. Durgesh Shukla (B.Tech, 2nd Year) & Mr. Gaurav Tiwari (B.Tech, 2nd Year) respectively.

The most applaud able event for this year was a Drama on “Untouchability”, depicting Krishna’s behaviour towards his devotees & friends of so called lower castes. It was presented by the students of Dance & Dramatics Club, SAC, NIFFT.

In the evening, the most awaited event i.e. Matkiphod took place. The saga again continued, this year again B.Tech (Final Year) cornered the top slot and B.Tech (ME,3rd year) gained the runner-up positions. The joyful event came to an end on the next day i.e. 18th of August, 2014.

6. DEBATE COMPETITION(24/08/2014)

To enhance the communication & oratory skills of NIFFTians, a debate competition was organized on 24th of August, 2014.

The topic for the debate was “Rape happens in India not in Bharat”

The venue for this event was CSDC, Red Building, NIFFT & the jury was Mrs. Sujata Smriti Gupta, Asst. Professor, DASH, NIFFT,Ranchi.

In total there were eight teams, consisting of two members each. Every participant had shown remarkable level of intellect & oratory skill. There was cut throat competition amongst all of them.

The results are as follow:

7. Pledge & Launch Ceremony,Swachh Bharat Abhiyan (02/10/14)

On 2nd October, 2014 Prof. Sanjay Kumar, Director(I/C), NIFFT has taken pledge along with all students, faculty members & staffs to achieve Clean Society & to give his valuable time in this noble work.The Campaign started with launching Clean India Campaign in the NIFFT premises; all members of NIFFT picked up broom & cleaned the whole NIFFT premises.

8. Cleanliness Drive & Awareness Campaign(09/10/14)

On 9th October,2014 a cleanliness drive cum awareness campaign was conducted in the slums of Hatia & Tupudana by the Students’ Gymkhana. The students conducted the cleanliness drive & educated the public about the need and necessity of hygiene & cleanliness.

Along with the Students, Dr.K.K. Singh, Chairman, Students’ Gymkhana & Dr. G.S. Das, Vice-Chairman, Students’ Gymkhana were also present in this drive.

9. Essay Writing Competition(23/10/14)

On 23rd October,2014 an Essay Writing Competition was organized by the Students’ Gymkhana on the topic “ Ways to curb manual scavenging”. In this events around more than 50 students participated and very good ideas received about the above mentioned subject.

10. Plantation Drive(27/11/14)

On 27th November, 2014 a plantation drive was conducted in the premises of NIFFT ; in this drive around 100 saplings were planted by the students in the campus. The saplings were provided by the Ministry of Environment & Forest at a very nominal rate. All the plants were adopted by the students & they cater towards their protection & development.

Dr. K.K. Singh, Chairman, Students’ Gymkhana was also present during this event & guided the student.

11. Virtual Round, SUPRA(08/01/15)

The SAE team of NIFFT Ranchi qualified the virtual round by handling tough competition amongst 164 team in the prestigious championship of SUPRA held in Chennai on 8th of January, 2015.

12. Speech Competition (17/01/15)

On 17th January, 2015, a speech competition was conducted on the topic “Dream of Yours Swachh Bharat” by the Students’ Gymkhana.

Around 30 students participated in this event for a better society tomorrow.

The annual All India Cultural & Techno-Management Fest was organized during 20-22nd February, 2015 .The fest was based on the theme of “Glorious Jharkhand” & social cause was “Clean India”. The inauguration took place on 20th of February,2015 . The Chief Guest was Mr. Avijit Ghosh, CMD,HEC & Guest of Honour was Mr. A.P. Singh,Director(E),MECON. The other member present were Prof. P.P. Chattopadhyay,Director,NIFFT , Dr. K.K. Singh, Chairman,Students’ Gymkhana and Mr. Shashank Priya, President, Students’ Gymkhana & Student Convener,JINKS’15-Pranav’15. This year various institutes of higher learning participated in this youth fest. Some of them are, IIT-KGP,NIT Jamshedpur, NIT Durgapur, NIT Rourkela, NIT Raipur, NIT Patna, IIM Ranchi, XLRI, NUSRL Ranchi, XISS and many others.

The major sponsors for this year were Canara bank, TATA Metaliks, Department of Tourism, Department of Art & Culture, JHARCRAFT, TATA Motors, NRHM, VODAFONE, TATA Tayo Rolls. & many others.

14. IIM@NIFFT,Interaction Session (22/03/15)

On 22nd of March, 2015 an interactive session was organized by the Indian Institute of Metals,Ranchi chapter for the students of NIFFT Ranchi. The Dignitaries present were Mr. S.K. Verma, Jt. z 15 Member Cricket Team participated in TEMPEST-2014 from 14th November 2014 to 17th November 2014. NIFFT was semi-finalist in cricket tournament.

z 15 Member Football Team went to TEMPEST-2014 from 14th November 2014 to 17th November 2014. NIFFT was eliminated in quarter-finals of the tournament.

z 16 Member cricket team participated in 23RD CHETAN DEVRAJ MEMORIAL EAST ZONE INTER TECHNICAL INSTITUTIONS CRICKET TOURNAMENT from 10 February 2015 to 15 February 2015. NIFFT was the FINALIST of the tournament.

1.SignificantAccountingPolicies

Basis Of Accounting:

The accounts have been prepared under the historical cost convention on an accrual basis as a going concern with revenue recognized and expenses accounted on accrual basis & applicable mandatory standards.

Inflation

The assets and liabilities are recorded at historical cost to the institute. These cost are not adjusted to reflect the changing value of purchasing power of money.

Fixed Assets

Fixed Assets are stated at cost of acquisition or construction all costs relating to the attributable to construction or acquisition of fixed assets upto the date of the assets is put to use.

2. The National Institute of Foundry &Forge Technology, Hatia, Ranchi is Teaching &Training Institute. The Institute is fully dependent on grants receipt from Govt. of India ,Ministry of HRD ,New Delhi. It is non profit making Institute. As such its accounting policies are based on non commercial pattern.

3. The assets are shown at its original cost. The depreciation on fixed assets have been provided in the account on the basis of Written Down Value Method. As and when any assets is declared condemned\un-serviceable and is disposed off then the original value of such assets is reduced from the fixed assets. The Institute is following the provisions as per schedule XIV under company’s Act 1956.

4. The system of accounts is based on accrual basis.

5. As being the education system, the payment of income tax on the surplus of the organization is exempt from tax.

6. It is certified that the assets are not obsolete/unusable shown in the accounts.

7.EmployeesRetirementBenefit:

The Institute contribution’s to P.F. are charged to Income & Expenditure accounts for the year. Provisions and other retirement benefit viz. Gratuity and commuted pension have been made on the basis of accrual basis.

The internal audit was carried on by us according to the scope provided by us and the observation during our audit is as follows:

FIXED ASSETS

1. Land and Building (Schedule 8 ) Rs.9.85 croreThe Institute is situated on land leased by M/S HEC. The lease agreement expired on June 1998 and was not renewed by the HEC till date. As per common format of accounts introduced by the ministry of finance for Central Autonomous Bodies superstructure on lease land should be depreciated at the rate coterminous with the amortization of lease period. Presently the institute is charging depreciation of Building only as lease period of land was not renewed.

2. Unadjusted/Unrealised loans and advances of closed project TEQIP (Schedule 18) Rs.11.55 lakh

Out of total asset valued Rs.5.8 crore, a sum of Rs.11.55 lakh was lying unadjusted against loans and advances though TEQIP project was closed on 31.3.09. However, the above sum of loans and advances were still continuing under this project. Out of the above amount Rs 11,23,225 had been advanced to EDCIL Ltd on 12.12.2007 and Rs 31,529 to NIFFT.

INVESTMENT

1. Investment (FLC) ( Schedule 11 ) Rs 65,21,899.53

No records and documents were produced in support of investments made under this head in spite of requisition issued & personal request.

1. Expenses AdvancesIt was found that staff advances were not being adjusted in time. In some cases they are pending for more than a year. Even in some cases advances were sanctioned without previous advances being adjusted.

4. CBI Attachment (DR Rs. 5,54,613)A sum of 8,04,613 was confiscated by CBI as money due to Lions Security for non depositing of PF by them. Out of this amount the institution had received back a sum of Rs.2,50,000 only on 29th April,2010 ,upon courts order. The balance represents the due amount. Earlier recommendation of recognizing the balance amount as a liability due to M/s Lion Security has not been compiled with. In our opinion liability to the extent of this amount should be made in the books.

5. Deposit with CPWD (DR RS.55,62,16,904.00)The amount has been paid to CPWD towards construction of the institute building .The amount is pending adjustment for want of the bill and hence shows as advance.

6. Income Tax Refundable (DR RS.4,96,476)

The amount represents excess tax deducted at source almost 11 years back from the bill of the institution. The institution being a non-profit making organization, was eligible for non deduction of tax on its income and hence could claim refund from the income tax department after filling due return .The return is also not available on the institute record .It is recommended that the amount be written off in the Income/Expenditure Account of the institute.

7. Other Security DepositA sum of Rs.39,870.00 is deposited as security with various parties and due to be recovered since long. No details as to the name and the address of the parties are available with the institute. In our opinion, all such items are irrecoverable and need be written off against the income.

CURRENT LIABILITIES

1. LIC Premium (CR RS.6,698.40)A sum of Rs.6698.40 figure was a liability due at the beginning of the year. It was found that the amount was appearing in the books since long. It appears to us that the amount deducted from the salary of the staff was not remitted to the LIC and as such the liability was appearing in the books. As the amount is the benefit to the Employees, we recommend to search out the details of the Employees from whole salary the deduction has been made and necessary payment to the LIC should be made with interest. In no case the same should be written back in the books.

2. Unadjusted Earnest Money of closed project TEQIP (Schedule 9) Rs.1,76,963.Earnest money amounting to Rs 1,76,963 appearing in the books since 2009-2010 has not yet been adjusted.
