Message from the President It is a great privilege for me to introduce the 2016 George
Jeffrey Children’s Centre Annual Report. As President and Chair
of the Board, I have seen George Jeffrey Children’s Centre
transform into a stronger, more collaborative and accountable
organization.
2016 has been another busy year and despite sustained pressure
across all of our services, the Centre has once again delivered
against all major objectives within budget and on time.
After years of dreaming and planning, we finally completed
the While You Wait project in partnership with George Jeffrey
Children’s Foundation. This award-winning project brought
more clinical care and short-term support to children and
families in our catchment area. It provided the evidence and
inspiration to drive our continued Board advocacy for increased
funding and investments in best practice models to address
growing wait lists. The While You Wait project is just the start
of the journey to improve Service Excellence at George Jeffrey
Children’s Centre. You’ll be able to read more about the results
of this project in this Annual Report.
The past year has also seen an increased Board emphasis
on Partnerships & Integration. We successfully completed
a stakeholder analysis and challenged ourselves to engage
directly with our funders, community partners and sector
associations like Ontario Association of Children’s Rehabilitation
Services (OACRS). Participating in collaborative discussions and
strategy tables ensures a stronger voice for the children and
families of George Jeffrey Children’s Centre, and all children
involved in the special needs system of care in Northwestern
Ontario.
One of the largest and most needed efforts this year was the
Board work on Governance & Accountability. We reviewed and
reaffirmed the Centre’s vision and mission to bring alignment
throughout the organization and with our external stakeholders.
A comprehensive review of our governance model was also
carried out which resulted in some positive changes to our
structures, policies and by-laws. A sincere thank you to all the
Directors and Committees of the Board who participated in this
governance work. I truly believe that the Board is now better
prepared to perform its leadership, fiduciary, strategic and
generative responsibilities for years to come
This was my last term serving as President & Chair of George
Jeffrey Children’s Centre and it has been an absolute pleasure to
be a small part of this amazing organization. In closing, I would
like to extend a grateful thank you to the Board, management
and staff whose tireless efforts to enrich children’s lives are a
privilege to be associated with. Special thanks to the Centre’s
CEO, Tom Walters, for his valued advice and support as we
undertook significant organizational transformations. Also, to
the George Jeffrey Children’s Foundation; thank you for your
continued dedication to a mission for which the challenges are
ever-growing.

A few personal highlights for me this year were introducing
my own children to the work of the Centre and increasing
their awareness about children with special needs; proudly
watching Centre staff present clinical best practices to
their peers at the OACRS conference; participating on the
provincial OACRS Communications Committee; and seeing
the While You Wait project win Innovative Project of the Year
at the Northwestern Ontario Innovation Awards.
By working together, I truly believe that we will be a centre of
excellence for the delivery of services to children with special
needs.

We deliver:
George Jeffrey Children’s Centre (GJCC) is a paediatric outpatient health facility located in Thunder
Bay, Ontario. We have supported the physical and developmental needs of children for over 60
years; providing services to infants, children and adolescents from birth to 19 years. The Centre is
one of 20 Children’s Treatment Centres in Ontario and we are a member of the Ontario Association
of Children’s Rehabilitation Services (OACRS).

George Jeffrey Children’s Centre believes in a family-centred service

I have just completed my third year as CEO at George Jeffrey Children’s Centre (GJCC) and I am very pleased to report on the activities of the Centre in this past year.
Service ExcellenceIn the past year, 1777 clients received service from
GJCC. This compares with 1700 clients in the
2015/2016 year and 1400 in the 2014/2015 year.
The Clinical Leadership Council composed of
the Director of Client Services, the Manager
of Clinical Services, Clinical Practice Leads for
speech, occupational therapy and physiotherapy,
Special Project Leads for augmentative
communication and quality assurance continued
to do excellent work. A number of new clinical
pathways were created and implemented. Care
plan documentation was worked on to ensure
more consistency and to assist in tracking
achievement of clinical goals. A number of clinical
policies were developed and approved. There
was continued work on the wait list initiative and
improvements in client flow and programming.
The Intake/Waitlist Management project (While
you Wait) which prioritized clients on the waitlist
and provided improved pathways to clinical
care including short term services wrapped
up officially in March of 2017. We want to
send special thanks to the Foundation for their
generous financial support of this initiative. We
were also given a 2016 “Innovative Project of the
Year” Award at the RBC Innovation Awards for our
While you Wait project at the Awards ceremony
on May 18, 2017.
Partnerships and IntegrationThis area has seen substantial work in the past year.
The Far North project delivered in partnership with FireFly continued to
provide services to nine remote first nations in the Northwest Region.
Almost 300 clients were served this year.
We continued to provide ongoing consultation clinics with local
paediatricians and orthopaedic surgeons throughout the year. The
expertise and access to specialists is of great help to clients and staff.
The Special Needs Strategy released by the Ontario government has
resulted in substantial planning efforts amongst service providers in
Health, Education, Children’s Services and Developmental Services in
both the Districts of Thunder Bay and Kenora/Rainy River/Fort Frances.
The Coordinated Service Planning proposals were approved this year for
Thunder Bay and for Kenora/Rainy River/Fort Frances by MCYS. Children’s
Centre Thunder Bay is the primary lead for our District and FireFly is the
primary lead for their District. GJCC has committed a social worker to
work with clients requiring coordinated service planning.
The Integrated Rehabilitation Services planning tables had their
submissions returned and must revise and re-submit by the end of 2017.
This initiative is designed to make access to a continuum of rehabilitation
services available to clients across multiple sectors.
We have continued our strong partnerships with OACRS, our provincial
association. Our Board Chair, Stephanie Ash remains on the provincial
Board of Directors. I attend regular OACRS Leadership Council meetings
and a number of our staff are on committees in areas such as best
practice, Goldcare management information system, human resources,
finance, risk management, quality assurance and Clinical managers.
The Board of Directors continued to meet with key stakeholders in the
past year to solicit their ideas and input. We met with Board and staff
representatives from Children’s Centre Thunder Bay. We also met with a
number of Foundation representatives discussing the potential for new
projects, the hiring of a new ED for the Foundation, legal agreements and
opportunities for further joint planning.

Workplace ExcellenceTurnover of staff has been minimal this past year but
there were a number of maternity leaves resulting in the
hiring of some contract employees.
Professional development at all levels of the organization
continues to happen and helps our staff and volunteers
be the best they can be for clients.
The staff wellness committee continued to plan and
deliver events to support staff, improve morale and
enhance health. Thanks for all you do.
We held an employee recognition luncheon to honour
years of service milestones. More information is in the
body of the annual report. We are truly blessed to have
so many staff that stay with our organization long term.
FundingAn overview of the Financial Statements is
included on another page in the annual report.
We had a good year financially and stayed within
budget in all areas of the organization.
GJCC thanks our major funders for their ongoing
support. This includes the Ministry of Child and
Youth Services, the District of Thunder Bay Social
Services Administration Board and the GJCC
Foundation.
We provided Speech Language Services to
544 children in Lakehead Public Schools from
September 2016 to June 2017. We will continue
with our contract in the new school year.
In closing, I want to extend my thanks to a number of people.
Firstly, a special thank you goes out to the GJCC Board of Directors for their leadership and guidance to our organization and to me as their CEO.
Next, I want to thank the staff of the Centre: clinicians and therapy assistants, administrative staff, Foundation staff and managers for their dedicated work for our clients and their family members.
I also want to thank our many service partners across many sectors that work with children and families. Your partnership on behalf of our clients is greatly appreciated.

2017 RBC Innovation Awards
Daycare Play and Family Fun Day
George Jeffrey Children’s Foundation is an independent charity
that works with our community members and philanthropic
partners to ensure that George Jeffrey Children’s Centre has
the resources required to enrich children’s lives. We connect
donors with priority investments at the Centre.
Specialized service needs for children are outpacing the
government funding available for them. Every single donation
to our charity helps George Jeffrey Children’s Centre
provide treatment and services for children and youth in our
community and throughout Northwestern Ontario. Together
we are helping children reach their greatest potential.
Over the last year our charity has aligned its efforts with various
initiatives at the Centre, with our main focus being continued
support of the Centre’s wait list initiative. Through the “No
Child Should Wait” campaign we have been raising funds to
bridge the gap of services for children and their families who
are on the wait list.
Our partnership with the Centre is strong. We are committed
to continuing to do all we can to connect the generosity of our
great community with opportunities that will benefit children
and their families.
