THIRD ANNUAL REPORT OF THE SECRETARY GENERAL OF THE BRICS CHAMBER OF

COMMERCE & INDUSTRY, NEW DELHI (INDIA) FOR THE YEAR 2014-15

Presented to the Third Annual General Meeting on

26th September, 2015

Good evening: Esteemed members of the Governing Body, Founder and Life Members, Overseas and

Corporate members and distinguished panel of Senior Advisors, Honorary Advisors and Honored guests.

It is a matter of great honor and privilege for me to address all of you on behalf of the Governing Body of the

BRICS Chamber of Commerce and Industry. I am delighted to welcome all of you to the third Annual General

Meeting of our fast growing non-governmental, non-profit organization which aims to create an enabling

support system for young entrepreneurs across all geographies. I thank all the members for their support

and cooperation in fostering the growth of the Chamber over past 3 years. Through your immense

cooperation we've been successful in creating awareness among the authorities towards serious problems

faced by businessmen engaged in bilateral trade between India and other BRICS countries, also the

problems faced by the billions of common people worldwide.

The year 2014-2015 has been significant as it has been a year with some great successes. On the positive

note, last year, the Chamber had offered an enhanced array of Business and social networking that attracted

greater number of satisfied participants, whose robust participation and continued support is gratefully

accepted and whole-heartedly appreciated. This has helped us in truly becoming the 'voice' of entrepreneurs

across borders, which is one of our fundamental objectives. I would now like to make a brief mention of the

major activities of our Chamber during the period under Report as well as informing new members about the

progress achieved since inception of our organization.

With the blessings and support of our members, together with similar assistance from distinguished

members of the Advisory Council, your organization has entered the fourth year of its journey towards

creating awareness about the fast changing needs and aspirations of emerging economies. It is my proud

privilege, as the Founder Secretary General, to present my third report before this venerable body.

Before I give you details of our activities during the year 2014-15, I would like to briefly walk you through the

major developments of the Chamber that took place in the current year. Our efforts are guided by the

constant desire to encourage extensive participation of young entrepreneurs. Towards that end, we have set

up three Centers this year which we call the 'Centers of Excellence'. They are, Centre for MSMEs, Centre for

Arbitration & Legal Services, and Centre for CSR.

Buddha rightly said, “The farther the source, the longer the stream”. Continuum of growth for any

organization requires its' ultimate goals to be in complete harmony with the welfare of maximum number of

people. This is when people in themselves act as the most valuable source of growth for that organization.

We as a Chamber firmly believe in this principle and therefore our main objective is to promote maximum

good for maximum number. No single entity can prosper in isolation. The strength of a nation, all the more,

lies in its allies and friends. Therefore, efforts to collaborate and cooperate should always be given greater

prominence.

BRICS CCI past Events & Conferences

? Connect Africa was organized to create new avenues and opportunities for young entrepreneurs

from India and African nations. Both are similar economies in terms of investment and growth

potential.

? The function started with a video message delivered by Honorable Gen. (Dr.) V. K. Singh, Minister of

State for External Affairs, Government of India. He was scheduled to personally attend and address the

gathering. He had shown keen interest in participating and encouraged the Chamber on this initiative.

? All Ambassadors of African nations, along with their colleagues, in New Delhi were invited for this

event. They were present in large number and showed keen interest to hold a discussion on

strengthening economic and business relations, by enabling young entrepreneurs.

? The program started with a welcome address by Mr. B.R. Saini, President of BRICS CCI.

? Reiterating on the importance of helping developing nations from Africa to accelerate its growth and

development Dr, B.B.L. Madhukar, Secretary General of BRICS CCI said in his address, “Africa is a

sunrise continent for investment. Recently India has been attracting lot of global investment interest as

well. In this scenario, BRICS CCI will dedicatedly extend all the support to developing nations from

Africa to facilitate their growth and development. We are delighted to announce that the Centre for

Arbitration that was set up in March 2015 will provide cost free legal advice to developing countries

that strive to set-up their businesses in India.”

? Mr. Naveen Coomar, Honorary Advisor, BRICS CCI further added, “Africa is a growing economy like

India and any model of growth that has been helpful to India would be relevant for Africa as well. We

should collaborate and explore the possibility of creating sustainable growth models for developing

economies. BRICS CCI promises to create an enabling environment for such countries that would

promote ease of doing business in the country.”

? The event witnessed discussions on Africa's priority of expanding business in India and their

expectations from BRICS CCI.

? His Excellency the Ambassador of Burkina Faso was the Guest of Honor. At the end of the event a formal

farewell was also announced for him.

? The Dean of Africa and her Excellency the Ambassador of Ethiopia, Dr. Gennet Zeeide also shared their

thoughts on opportunities in working with the chamber and encouraged members of African nations

to share their priorities and concerns at such forums and find collaborative solutions. They were very

positive on growing economic relations amongst participating nations from Africa.

? It was decided that separate deliberations with individual nations will be carried out to fully utilize the

potential of such associations.

? Mr. Suresh Goel, IFS and Former Ambassador to Africa also shared his experience of working with

African nations and highlighted the potential that exists.

? Mrs. Saloni Wahi, from CMA Investment Holdings that has business interests in several African nations

including Forbes Africa, also spoke and shared her perspective on opportunities.

BRICS Chamber of Commerce and Industry organized its first HR Director's Conclave on 13 March 2015 at

SCOPE Complex Conference Hall, New Delhi. The theme of the conclave was: Building and enabling eco-

system for success of 'Make in India' and 'Skilled India'. Honorable Dr. Pritam Singh, Padma Shree

Awardee, inaugurated the event. The event started with an address by President of BRICS CCI Mr. B.R. Saini

followed by Welcome address by the Secretary General, Dr. B.B.L. Madhukar. The conclave had 3 panel

discussions with eminent Industry experts sharing their thoughts and experiences on how to take this

agenda of 'Make in India' forward; how to make it successful.

In his welcome address Dr. Madhukar mentioned:

? Majority of skilled population is middle class with several aspirations

? Only 10% of the working population is skilled

? Most people possess hard skills and not soft skills

? BRICS CCI focuses not only on wealth creation, but also on equitable distribution

Dr. UD Choubey, Director General of SCOPE spoke about:

? Global integration, post liberalization and open economic policy

? People have to go outside and compete with the global market

? Fragility of community relations

? Enterprises have to change their approach - synchronize trust relationship for sustainability of the

enterprise

Dr. Pritam Singh in his key note address:

? Gandhi Ji believed that a great person is someone who makes others believe that he is also great.

? Need tocreate a relevant mindset for success of any enterprise.

? India's focus is on quantity and not quality. ? It is time we start thinking about 'Competitive Collaboration'.

? People in India must move from the strategy of survival to survival with excellence.

? One solution offered by him was the introduction of Innovation audit for companies in order to

ensure initiative and innovation.

The focus of the panel was youth: the myths about youth, their commitment and passion, components of

digital commerce and the three pillars of the ecosystem: Education, Youth and Employers.

? Changes are required making education accessible and available for all, and secondly bringing changes in

the elementary education system.

? Need to build a culture of innovation, thereby promoting a learning culture.

The focus of this session was importance of discipline and collaboration in achieving success in education

system, skilling of labor, designing of policy framework, training methodology, brand building, role of Board

of Directors and Government.

and the right attitude towards work.

legacy based which comes from colonial mindset.

? In India we focus on training the left-brain prominence that creates compliance while lower emphasis is

on Right brain where innovation comes from.

? People may be illiterate but not unintelligent.

BRICS CCI jointly with Commercial & Economic Affairs Office of Bulgaria to India, Embassy of the Republic

of Bulgaria organized an IT Business Meet: Bulgarian and Indian IT Delegation on 12 February, 2015 at

Hotel Ashok, Chanakya puri, in New Delhi. The delegates were welcomed by Stefan Lonkov, Head of

Commercial & Economic Affairs Office of Bulgaria to India and Dr. BBL Madhukar, Secretary General,

BRICS CCI. Naveen Coomar, Honorary Advisor, BRICS CCI introduced the purpose and format of the

meeting and initiated discussions amongst the delegates. The aim of this meet was to give the delegates

an opportunity to share objectives and information about their venture and explore possibilities of

collaborative engagements. This also set a networking platform between the Indian and the Bulgarian

delegates who could exchange their thoughts and put forward their ideas about their IT Companies. The

meeting was an interactive discussion where all the Bulgarian and Indian IT Companies got together to

discuss their collaboration to generate business. It provided one-on-one as well as one-on-many

interaction opportunities to openly share opportunities as well as explore possibilities. It was an intense

meeting that generated substantial interest in the delegates from both nations to share possibilities of

collaborative engagements.

Reuse on February 4, 2015 at Children's Academy School, Thakur Complex, Kandivali East, Mumbai. Ms.

Poonam Mahajan, Member of Parliament was the guest of Honor. Also, Anand Raj Anand (Music Director,

Composer, Lyricist and Playback Singer) graced the occasion. Secretary General of BRICS CCI, Dr. B.B.L.

Madhukar said that “BRICS Chamber of Commerce has joined hands with millions of Indians in Swachh

Bharat Campaign. Our main motive is 'awareness' among children so that it can be passed on to others so

that there will be a cycle of information which is important for this cleanliness programme. We strictly

believe that we can't buy a clean environment, we have to make one and to achieve this, we need stricter

policies and individuals must learn to do their deeds. And through this conclave, we aim to educate the

students and their parents about the mantra of 'Reduce, Recycle and Reuse'.” The event was sponsored by

Creya, Next Education, Sampurnearth, Greenopia and Principal India.

BRICS Chamber of Commerce and Industry together with the Russian Centre of Science & Culture and

Indian Institute of Corporate Affairs (IICA) organized the BRICS International Youth Forum from 28 to 30

January, 2015 at the Russian Cultural Centre, New Delhi. BRICS International Forum formed as a platform

for youth of BRICS nations to interact across national boundaries. It could, act as a linkage between policy

makers, government representatives, social organizations, export- import promotion councils, trade and

investment organizations, diplomats, bureaucrats, media and academicians. This forum is also expected

to provide insights on how to do business in India, the kind of technology and resources to be used to

increase the output and the possible benefits while expanding the business in India. The Chief Guest of

the event was Sarbananda Sonowal, Honorable Minister of State (Independent Charge), Ministry of Youth

Affairs & Sports, Government of India. Guest of Honor was Ms. Meenakshi Lekhi, Member of Parliament.

The keynote speaker was Ms. Tatiana Seliverstova, Head of the International Department, Russian Union

of Youth, Russia.

Honorable Minister of IT and Telecommunications, Ravi Shankar Prasad was the Chief Guest for the event.

He laid emphasis on the contexts of technology and commerce as a collective. He highlighted the Indian

horizon of commerce by reflecting the magnitude of potential that the Indian entrepreneurs hold. He

shared some brief and interesting anecdotes highlighting the passion and enthusiasm the young India

holds for e-commerce. He shared that e -commerce extension of India is surely paving way for the new

India, i.e. the Digital India. According to him, the dream of witnessing a Digital India will be fulfilled the day,

when the availability of resources, items and opportunities are just a click away for the Indians. Honorable

Minister remarked “Indians are born entrepreneurs.” One of the dearest aims for which he would leave no

stone unturned is the object of bridging the gap between the rural and urban India. He projected at

bringing the local and small scale entrepreneurs to the international platform by achieving the Digital

India.

BRICS Chamber of Commerce and Industry proudly kicked off its first Renewable Energy Conclave on May

30th, 2014 in New Delhi at India International Centre. The aim of the conclave was to thoroughly assess

the current business climate, future market prospects and feasibility of the renewable energy in the

developing BRICS nations. Mr. M.C. Gupta, a Former Chief Secretary, Haryana & Former Industries

Secretary, GOI and also Advisor to United Nations Industrial Development Organization (UNIDO) were

the Chief Guest for the event.

? Lt. Gen. D.V. Kalra (Ex Director General Ordinance Services) and Mr. K.S. Popli (Chairman and Managing

Director (IREDA) also presented their views on the significant topic of Renewable Energy.

A panel discussion was held between Dr. AshutoshRastogi (Group Member of Planning Commission of

Government of India), Mr. Sukhbir Singh (Ex-Offico Secretary to Government of India) and Mr.

ShashankAdlakha (General Manager Re New Power). Ms. KanikaKhanna (Chief Executive Office,

Sunkalp Energy provided a finale to the Conclave.

To address the rising issue of Affordable Healthcare in India, BRICS Chamber of Commerce and Industry

organized a workshop at India International Centre on 14th May, 2014. Dr. P.K Dave, A Padma Shree

Awardee and the Chairman of Department of Orthopedics at Rockland Hospitals, Former Director, AIIMS,

was the Chief Guest for the event. Drawing from his experience, he talked about the importance of

formulation and implementation of the healthcare policies.

? The Affordability Aspect – By Dr. S. B. Sashank (Special Secretary Health & Food Works/ Drug

Alabama, Birmingham, USA and founder of Ross Clinics.

guidance of an internationally renowned Prof. Dr. R.C. Nigam of Maulana Aazad Medical College, New

Delhi.

Notable and significant observers:

? Mr. Bageshwar Jha who represented Dr. Bindeshwar Pathak, a Padma Vibhushan Awardee and the

founder of Sulabh International.

? Ambassador Ajai Malhotra, Former Ambassador to Russia Federation, shared an experience about

running a philanthropic medical care outfit which is providing affordable healthcare solutions to

around 1lakh patients in one year project, World Heart Federation, Geneva.

? Workshop on Money Laundering, FEMA Regulations, and Cross Border Non Resident Taxation (14th

May'14)

The BRICS CCI, being one of the socially responsible organizations, held a successful workshop on 'Anti

Money Laundering and FEMA regulations, and Cross Border Non Resident Taxation' on 14th May, 2014

at the India International Centre. Mr. Vijayendra Nath Kaul (Former CAG of India and Padma Bhushan

Awardee) was the honorable Chief Guest and with various other eminent panelist and speakers.

? Panelist- Shri Kapil Goel (Charted Accountant & a Fellow Member of Direct Tax Representation

Keeping in view its objectives of promoting bilateral trade relations not only in the BRICS nations, but also

in other friendly & neighboring countries, the Chamber organized an Indian Trade Exhibition in Tashkent,

Uzbekistan from 2-4 October'2013. Maharashtra Government participated as a State Partner and a few

more States of India participated besides a large number of firms. Mr. Chhagan Bhujbal, Honorable

Minister for tourism of Maharashtra Government, and also filmstar Vivek Oberoi participated. Dr. Naresh

Trehan also graced the occasion with his benign presence.

An International Conference was organized in Delhi by the Chamber in association with FORE School of

Management, Delhi, on 22nd March, 2013 at Hotel Taj Man Singh, New Delhi. Minister of External Affairs,

Mr. Salman Khurshid graced the event as the Chief Guest. Dr. Bhishma Narayana Singh, Former Union

Cabinet Minister and Governor of Tamil Nadu & Assam presided and Dr G.V.G. Krishnamurthy, Former

Election Commissioner of India was the Guest of Honor. A good number of foreign diplomats and

prominent industrialists and businessmen actively participated in the conference. They discussed the

challenges and issues faced by the BRICS group and how together BRICS as an organization can forge

ahead to play a significant role in global governance.

The workshop was held on 9th March, 2013 at India Habitat Centre, Lodhi Road, New Delhi. Key note

speakers for the event were Dr. Rakesh Gupta, Advocate and Shri Anil Aggarwal, CA. The guest speaker for

the event was Shri SK Panda, IRS, Commissioner of Central Excise, Government of India who explained the

genesis and intricacies of money laundering law with which he has been associated from the drafting

stage itself. This workshop provided a platform to gain insight about impact of Money Laundering on

MNC's, banks, financial institutions and other organizations, and their legal rights to deal with it.

This workshop was held on 9th March, 2013 at India Habitat Centre, Lodhi Road, New Delhi. Key note

speaker for the event was Dr. Angeli Qwatra, Safety & Rescue Management Expert and Founder

Chairperson, Philanthrope. Also the panel discussion was chaired by Shri Vinod Kumar Duggal, Ex Home

Secretary, Government of India and former Member, NDMA, New Delhi. This workshop provided

opportunity to organizations to gain an insight over natural disaster prevention, risk reduction, mitigation

and response at the organizational level. It was very informative and knowledgeable workshop to

understand the risks associated with disasters and how to prevent it.

A delegation of 15 persons from the Chamber visited Durban besides Johannesburg and Cape Town,

South Africa to witness the environment around and for the BRICS Summit. The fifth summit of the BRICS

took place in Durban on March 26-27, promised to be an exceptionally significant event in several ways. It

highlighted the strategic weight and capability in whole of the African continent and especially in the

global political arena. The four widely discussed areas of the summit were:

? African infrastructure development.

? The BRICS led development bank with a starting capital of $50 billion from each participating nation.

? BRICS think-tank.

? A business council.

1. BRICS’ New Development Bank formally established during this Summit:

3. MOU AND UNDERSTANDING REACHED

It is being seen as major

multilateral development institution, created primarily to finance infrastructure projects in the BRICS

countries as well as other developing countries. The bank has a capital of $100 billion and is expected to

be operational by the end of 2015, or early 2016. Membership for the same will be open to all member

countries of the United Nations.

An announcement regarding the four new dialogue

partners was made during the summit. The four countries are Armenia, Azerbaijan, Cambodia and Nepal.

Belarus, a previous dialogue partner, is now formally an observer along with Iran, Mongolia, and

Afghanistan.

There was an official announcement pertaining to the fact that the current

membership [format] of BRICS is an optimal one and all member countries are driven by mutually

accepted national interests. And therefore the Union is in no hurry to expand its membership.

The BRICS countries reiterated their commitment to work in tandem with the International Organizations

such as the WTO and especially within the G20. However, there was insistence on International financial

architecture reform. The Brazilian President, Dilma Rousseff was noted saying that the alliance [BRICS]

must ‘make it a priority to increase representation in international organization, including the IMF.’ The

platform was also used by BRICS leaders to express their disappointment with the United States for not

ratifying the 2010 reforms to the IMF, which “continues to undermine the credibility, legitimacy and

effectiveness of the IMF.”

On the concluding day of

the BRICS/SCO meeting of global leaders the Russian president, Vladimir Putin emphasized the priority

task of improving cooperation in the finance sphere. “The idea of establishing an international project

financing centre on the basis of the SCO inter-bank association seems promising.” said Mr. Putin.

The entry of these countries is expected to enhance the SCO’s ability to counter regional as well as

contemporary challenges thereby boosting its political and economic potential.

• MOU on 3rd February, 2015 with All India Association of Industries to strengthen business relations and

develop reciprocal cooperation.

• Memorandum of Understanding between Empowerment and BRICS Chamber of commerce and industry

on 21st April, 2015.

• MOU dated 7th of May, 2015 signed with NUCLEUS INTEGRATED COMMUNICATIONS AND

ENTERTAINMENT PVT. LTD to facilitate them in getting speakers for its events.
