16. Issues/ hurdles faced in undertaking ENVIS activities:

16.1. Reconstruction of Website from NIC

16.2. Due to unavailability of guidelines for TA/DA staff has to face lots of problem for the clearance of their TA/DA and sometimes even don’t get the actual expense bared by them.

16.3. Requirement of 02 new staff (Field assistant and GIS analyst).

16.4. Data collection for ISBEID platform is challenging and pain taking due to non availability of readymade data.

Annual Plan of Operation/Activities (APOs) for F.y. 2019-20 The annual plan of activities for 2018-19 in summative is enumerated below;

A. ENVIS activities as per new mandate:

§ To promote, implement and coordinate Green Skill Development Programme (GSDP).

§ To implement and coordinate Grid Based Decision Support System (GRIDSS) programme.

§ To participate, implement and coordinate Community-driven Environmentally Sustainable Village Programme (CESVP) as and when intimated by ENVIS Focal Point.

B. Ongoing/ Regular ENVIS Activities:

§ ISBEID data collection and data entry for 2018 year onwards as ongoing activity in all 17 modules. Enriching the Subject-wise database with climate change related information on wetlands, glaciers, forestry, wildlife.

§ Publication of Quarterly Newsletters.

§ Extension & Outreach programmes on environmental information sharing, awareness, education and training of youths/ students/ stakeholders/ local people at the ground level (district/ village level).

§ Monitoring of key 20+ environment related parameters and reflecting in the spatial form (Pakriti maps, grid based spatial content) as per the directives of the ENVIS secretariat.

§ Coordinate National Green Corps (NGC) programmes in Uttarakhand as a Nodal Resource Agency and collaborate with resource agencies.

§ Support the host department in environment awareness programmes in the State with resource materials like pamphlets, brochures, posters, banners.

§ Repository of Environmental Knowledge: ENVIS Hub will collect information pertaining to its assigned subject area ‘Status of Environment & Its Related Issues’ pertaining to State of Uttarakhand, maintain and update the subject-specific database, and based on its capability produce value-added information, such as Rules & Regulations; Legislations; Guidelines; Gazette Notifications, develop mobile apps, maintain photo bank; prepare research papers/publications etc. Numerical data on the assigned Subject Area will be collected, compiled, processed, analysed and submitted quarterly/annually as required to the ENVIS Focal Point.

§ State of Environment Atlas: District and State level maps will be created by strengthening the Management Information System (MIS) & Geographical Information System (GIS).

§ Grid Based Decision Support System (GRIDSS): For sustainable management of natural resources, ENVIS Hub will carry out survey of 03 districts in a phased manner in 9x9 km grid or less depending on the terrain, for effective survey of various environmental parameters such as air, water, noise, soil quality, solid, hazardous & e-waste, forest & wildlife, flora & fauna, wetlands, lakes, rivers & other water bodies, public health etc. For the survey, secondary data would be taken as base information and if required primary data would also be collected for further analysis.

§ Green Skill Development Programme (GSDP): ENVIS Hub will coordinate environment fields, like waste management, Air Quality Monitoring and Testing Analyst/Technician, Soil & Water Quality Analyst/Technicians, Cleaner Production.

§ Community-driven Environmentally Sustainable Villages Programme (CESVP): The programme envisages mobilizing communities on environmental issues, creating decentralized models of development empowering local communities, and building the right atmosphere in villages to adopt environmentally sustainable practices on community level.

Awareness Campaign on “Waste Management” during World Environment Day- 2018

ENVIS Hub UEPPCB organized an awareness campaign on “Waste Management” and a Drawing/Slogan competition “Say no to Plastic” during World Environment Day- 2018. The competition was organized in three different Govt. Schools of Dehradun. Preferences, was given to organize, the events in Govt. Schools. Subsequently, winner students were awarded by Prizes and Merit Certificates and Participation Certificates were also awarded to all the participating students. The students had also helped the ENVIS staff in displaying the banners, sticking posters etc. The posters prepared by ENVIS Hub on protecting ozone layer and waste management were also distributed in school.

A set of three dustbins (Red- Non Recyclable Waste, Green- Recyclable Waste and Blue- Food Waste) was also distributed for proper waste disposal in Schools. The School Staff and Children also pledged to keep their School Premises clean. ENVIS Hub also distributed Cloth Bags to the School Staff. The bags were stitched with a reason of decrease in use of plastic bags.

1. Government Inter College, Khurbura:- Students from senior and junior section participated in the drawing/slogan competition. Total 21 Students participated from the senior section and 42 students participated from the junior section making it a total of 63 participants.

2. Junior High School, Kotla Santoor:- 30 Students from Junior High School participated in the drawing/slogan competition including 04 winners and 26 participants.

3. Government Inter College, Maldevta:- Students from senior and junior section participated in the drawing/slogan competition. Total of 28 Students participated from the senior section and 34 students participated from the junior section making it a total of 62 participants.

Distribution of Cloth Bags during Earth Day and World Environment Day.

ENVIS Hub, UEPPCB purchased 600 cloth bags for distribution during Earth Day and World Environment Day. The bags had a message on “No use of Plastic” and included logos of Ministry of Environment, Forests & Climate Change, ENVIS Hub and Uttarakhand Environment Protection and Pollution Control Board. The main reason of stitching the cloth bags was to generate awareness among general public in decreasing the use of plastic bags and carrying cloth bags while going for vegetable and small grocery shopping.

ENVIS Hub and Uttarakhand Environment Protection and Pollution Control Board distributed the bags during Earth Day, World Environment Day in different vegetable markets, shopping markets of the city. The bags were also distributed in other cities and villages of Uttarakhand by ENVIS Staff and UEPPCB Staff during their visits at particular places.

ENVIS Hub also distributed these bags in all the events/awareness campaigns done in 2018. Every individual was asked to pledge that he/she would decrease the use of plastic carry bags in their homes.

World Ozone Day 2018- “Keep Cool and Carry On” As per directions of Ministry of Environment, Forest & Climate Change, Government of

India for celebrating World Ozone Day 2018- “Keep Cool and Carry On” with a tagline: The Montreal Protocol. In this context ENVIS Hub, Uttarakhand Environment Protection and Pollution Control Board organized a drawing and Slogan writing competition in two Government Schools namely Govt. Girls Junior School, Shamshergarh and Govt. Girls High School, Shamshergarh on the World Ozone Day theme. Both schools are situated opposite each other.

The competition was organized on 18th September 2018. Preferences, was given to organize, the events in Govt. Schools. The event was conducted in two groups i.e. Drawing and Slogan Competition groups. The students were given drawing sheets and writing sheets for drawing and essay writing. Subsequently, winner students from each group were awarded by Prizes and Merit Certificates and Participation Certificates was also given to all the participating students. The posters prepared by ENVIS Hub on protecting ozone layer and waste management were also distributed in schools.

Government Girls Junior School, Shamshergarh:- Students of junior school participated in the drawing/slogan competition. 17 students participated in Drawing and 09 students participated in Slogan writing competition making it a total of 26 Students.
