INTRODUCTIONThefiveyear‘PoweringImprovement’strategywasfirstlaunchedin2010andbroughttogetherelectricitycompanies,tradeunionsandtheHealthandSafetyExecutive(HSE)withtheaimofmakingtheUKelectricityindustryaworldleaderinoccupationalhealthandsafety.‘PoweringImprovement’isdesignedtopromotecontinuousimprovementinthemanagementofhealthandsafetyriskswithintheUKelectricityindustry,andin2015thestrategywasre-launchedtobuildonthesuccessofthefirstphase.

Theaimistoimproveoccupationalhealthandsafetyperformancethroughvision,leadership,directionandco-ordinatedactionintothefuture.ThefirstphaseofthestrategyensuredalignmentwithHSE’sstrategy“TheHealthandSafetyofGreatBritain:BepartoftheSolution”,whichwaslaunchedin2009andisfoundedontheprinciplethattheeffectivemanagementofhealthandsafetyisessentialtotheoperationandreputationofasuccessfulbusiness.The‘PoweringImprovement’strategycontinuestoalignwiththenewGBStrategy‘HelpingGreatBritain(GB)WorkWell’.

ENAandEnergyUKcompaniesandtheindustry’stradeunions,Prospect,Unite,GMBandUnison,togetherwithHSEsupportthefollowingprinciples:

>Allworkersinourindustryhavetherighttogotoworkeachdayandnotbeinjuredormadeillbytheirwork;

>Werecognisetheimportanceofcooperationbetweenallgroupsthatmakeuptheelectricityindustry:generation,transmission,distribution,contractors,tradeunionsaswellasgovernment,regulatorsandotherworkers’representatives;

>Werecognisethateveryoneinourindustryhasaresponsibilitytolookaftertheirown,theircolleagues’,andthepublic’shealthandsafety;

>Werecognisetheseriousconsequencesofwork-relatedaccidentsandillhealth–bothpersonal,economicandreputational;

>Wearefullycommittedtoaddressingoccupationalhealthissuesaswellassafetyones;

>WeaspiretoexceedcompliancewithH&Slegislationtostriveforcontinuoushealthandsafetyimprovementandtoprovidetheleadershipandresourcetomakethishappen.

ThisAnnualProgressReportandSHEReviewisthesecondeditionwithinthesecondphasethatsummarisesprogressoftheelectricityindustry’shealthandsafetystrategy‘PoweringImprovement’,andreportsonprogresswiththe2016annualtheme‘ManagingOccupationalIllHealthRisks’.

BACKGROUND POWERING IMPROVEMENT FIRST PHASE 2010-2015PoweringImprovementistheelectricityindustry’sHealthandSafetystrategyandcontributestothedeliveryofthenewGBStrategy‘HelpingGreatBritain(GB)WorkWell’.ThreeoverarchingthemeshaveconsistentlyrunthroughoutthedurationofPoweringImprovement:

>Leadership>Improvingcompetence>Workerinvolvement

Tomaintainmomentumthroughoutthefiveyears,eachyearofPoweringImprovementhasfocusedonaspecifictheme,whichwasidentifiedasapriorityareafortheelectricityindustry.EachthemehasbeenledbyaseniorchampionfromoneofthePoweringImprovementpartners.In2011PoweringImprovementfocussedonoccupationalhealthandwellbeingandwaschampionedbyJaneWillis(thenDirectorofCross-CuttingInterventions,HSE)andJohnCrackett(ManagingDirector,CentralNetworks).Duringthisyearanumberofoutputsweresetandachievedincludinghighlevelcommitmentsforeachorganisationtosuccessfullymanageoccupationalhealthrisks.ENA’sOccupationalHealthCommittee,EnergyUK’sOccupationalHealthForumandtheOccupationalHealthAdvisoryGroupidentifiedandtackledtheindustrytop3healthrisks(MusculoskeletalDisorders[MSDs],MentalHealth[Stress]andPublicHealthIssues[Cancer,Diabetesetc.])througheffectivemanagementandinitiatives.Eachcompanyreviewedtheirapproachtothemanagementofstress,developedpoliciesfortherehabilitationofindividualsbackintotheworkplaceandconsideredafast-trackphysiotherapyapproachtothemanagementofMSDs.Theyraisedawarenessoftheimportanceofworkforceinvolvement,specificallyhealth&safetyrepresentativesandotherworkers’representatives,inthemanagementofoccupationalhealthandsupportedthemin

carryingouthealthrelatedactivitiestosupportthedeliveryplanthroughouttheyear.Inaddition,ENA’sOccupationalHealthCommitteedevelopedguidanceandsupportingmaterialtohelpcompaniesdeliverthesixcommitmentsandmakethemareality.Furthermore,aHealthNeedsAssessmentToolwasproducedtohelpcompaniesunderstandandassesstheirhealthandwellbeingneeds,aHealthandWellbeingFrameworkwasdevelopedtoassistcompaniesinthemanagementoftheiroccupationalhealthissues,andasuiteofgoodpracticeoccupationalhealthcasestudieswerereviewedandupdated.AllofthesematerialsareavailableonadedicatedPoweringImprovementwebsite,whichalsoincludesassociatedsupportingmaterial.

POWERING IMPROVEMENT SECOND PHASE 2015-2020ThefirstyearofPoweringImprovement2015–2020focussedonWorkingwithContractors,butalsofeaturedtheofficiallaunchofthesecondphaseofthestrategyandthepromotionofcontinuingworkbeingundertakeninsupportofthethemesfromthefirstphase2010-2015.

VISIONBy2020theUKelectricityindustrywillhavedeliveredasustainedimprovementinhealthandsafetyperformancebyapplyingandinfluencingbestpracticeapproachesutilisedinthetopperformingsectorsintheUKandbeyond.Successwillbeevaluatedusingleadingandlaggingindicatorssuchasinjuryandillhealthdatatogetherwithfeedbackfromrelevantclimateandculturesurveys.

STRATEGYENAandEnergyUKcompanieswillworkinpartnershipwithTradeUnions,HSEandContractorstoensureourindustryhasarealisticandinclusiveapproachtohealthandsafetyatwork.PoweringImprovementisintendedtoprovideafocusandlineofsightbetweentheelectricityindustry’sinterventionstodeliverasustainedimprovementinhealthandsafetyperformanceandtheframeworksetoutintheHSEelectricitysectorstrategy.

Throughoutthe5yearswewillmaintainafocusonmanagingourpriorityrisks,includingworkingwithelectricity,workingatheightanddriving.Althoughthestrategyisfocussedonoccupationalhealthandsafetyrisks,publicsafetyissuesinvolvingbothmembersofthepublicandthird-partycontractorswillcontinuetobeaddressedasapriority.ENAhasadedicatedPublicSafetyStrategy(OurCommitmenttoPublicSafety)thathasbeenrunningfor10years.

TheIndustrywilldevelopandagreeaseriesofrelevantandreliableleadingandlaggingindicatorstotrackandmonitorperformance.

ThesecondphaseofPoweringImprovement(2015–2020)recognisesthatallworkersinourindustryhavetherighttogotoworkeachdayandnotbemadeillbytheirwork.Toachievethiseveryoneinourindustryhasaresponsibilitytolookaftertheirownandtheircolleagues’healthtoavoidtheseriousconsequencesofwork-relatedillhealth.Theindustryisthereforefullycommittedtoaddressingoccupationalhealthissuesandtosharingbestpracticeregardinghealthriskmanagement.Thisincludessharinglessonslearnedwhenthingsgowrong.

Anintegratedapproachtothemanagementofoccupationalhealthhasbeenadoptedthroughtheuseofawarenessprogrammes,employeeengagement,specialisthealthcareprovisionandongoingsupportatalllevelsoftheorganisation.Thisisachievedthroughtheuseofsuitablehealthsurveillancesystemsandfitnesstoworkprogrammesthatnotonlymaintainthehealth,wellbeingandwelfareofemployees,butalsoprovidebusinesscostbenefits.

ANNUAL FOCUS AREA FOR 2016 MANAGING OCCUPATIONAL ILL HEALTHFollowingthesuccessfulfirstphaseandafterconsultationwiththestrategypartners,itwasagreedthatasimilarapproachwouldbeadoptedforthesecondphaseandayearshouldbededicatedforaddressing‘OccupationalHealth’.Inlinewiththefirstphaseeachyearhasadedicatedtheme;2016wasdedicatedto‘ManagingOccupationalIllHealthRisks’.Thisthemeprovidesanopportunitytodefineandpromotehealthmessagesnotonlyfor2016,butinto2020andbeyond;thisreflectstheneedforlongtermplanningandmanagementofhealth,manyaspectsofwhicharelongtermincauseandnature.Theindustryworkinggroups,ENAOccupationalHealthCommittee,EnergyUKOccupationalHealthForumandtheOccupationalHealthAdvisoryGroup,togetherwiththe2016Champion,wereresponsibleforsettingouttheprioritiesforhealthandmanagingtheimplementationofthe2016DeliveryPlan,whichisavailableonthePoweringImprovementwebsite.

OUTPUTS>Companieswillconductareviewandreassessmentofthetopthreerisksthatcouldimpactthehealthoftheiremployeesandimplementcontrolmeasurestofacilitateimprovements;

CHAMPIONToensurecontinuityfromthefirsttosecondphaseofPoweringImprovementeachthemeisledbyaseniorchampion.In2016GeoffEarl(DirectorofSafety,HealthandEnvironmentforNorthernPowergrid,CompanysideChairofElectricityIndustry’sNationalHESACandChairofENA’sOccupationalHealthCommittee)wasappointedasChampion.

At the start of 2016 Geoff said: “I am extremely honoured to champion the Industry’s focus on Occupational Health in 2016. It is my firm belief that every employee and contractor

working in our industry has the right to go home uninjured and in good health at the end of each working day. I emphasise “good health” and remind colleagues that absence through ill health accounts for approximately 300 times more working days lost than absence as a result of injuries caused by workplace accidents. We all agree that accidents are unacceptable and I hope that as a result of our focus year on occupational health, industry partners will work together and share strategies and tactics to effectively tackle the causes of ill health. This time next year, I hope we will look back and say that we really have emphasised Health with a capital “H” to feature just as prominently alongside as Safety with a capital “S”.

GeoffmadeatremendouscommitmenttohelpdrivethedeliveryofPoweringImprovement2016and,throughhisinfluencewithintheaboveroles,andthededicatedworkcarriedoutbythePoweringImprovementSteeringGroupandindustryfora,anumberofsignificantoutputswereachieved.

ACHIEVEMENTS

OCCUPATIONAL HEALTH SPONSORS LEAFLET

ENA’sOccupationalHealthCommitteepublishedaleafletinMarch2016thatwasdistributedatalllevelsoftheelectricitynetworkcompanies.Thiswasintendedtoillustratetheaimsandobjectivesofthe2016theme,butmoreimportantlyrecognisetheindividualchampionsandsponsorsofoccupationalhealthinitiativesintheseparateorganisationstoprovidetransparencyonthecompanies’initiatives.TheleafletisavailableonthePoweringImprovementwebsite.

ROAD MAPOneofthemainoutputsfor2016wasthedesignandproductionofanindustryOccupationalHealthRoadMap.TheaimoftheroadmapistoproduceanactivelivingrepositoryforresourcesandinformationthatinterestedpartiescancontributetoandaccessduringthePoweringImprovementInitiative2015-2020.ItisaresourcetoolfreelyavailableviathePoweringImprovementwebsiteforanyonewhowishestousethetooltobrowse,learnandgainbestpracticeguidanceandadviceonsuccessfulinitiativesdesignedtotackletheindustry’soccupationalillhealthrisks.

Thetoolwasdevelopedthroughout2016andisdesignedtobeanintegralfeatureontheexistingPoweringImprovementwebsite.ItwillbelaunchedattheENASHEConferenceinMay2017.

TheENAOccupationalHealthCommitteealsoreviewedandrevisedthetopindustryriskareas,whichprovedtobeconsistentwiththoseidentifiedin2011(MusculoskeletalDisorders[MSDs],MentalHealth[Stress]andPublicHealthIssues[Cancer,Diabetesetc.]).

ENA’sOccupationalHealthCommitteereviewedtheguidanceandsupportingmaterialforthesixcommitmentsfrom2011toensuretheircontinuedrelevance.TheyalsoreviewedtheexistingHealthandWellbeingFramework,whichwasdevelopedtoassistcompaniesinthemanagementofoccupationalhealthissues,andwhichnowalsofeaturesasanintegralelementoftheroadmap.Asuiteofgoodpracticeoccupationalhealthcasestudieswereproduced(asdocumentedinthisSHEReview).AdedicatedPoweringImprovementwebsite,whichincludesassociatedsupportingmaterialfortheinitiative,continuestobeupdatedregularly.

INDUSTRY POWERING IMPROVEMENT WORKSHOPAdedicatedPoweringImprovementIndustryWorkshopwashostedbyENAinLondononthe19thOctober2016aspartofthe2016themeof‘ManagingOccupationalIllHealthRisks’.Theworkshopwasattendedbyaround40industrypeoplefromENA&EnergyUKMemberCompanies,TradeUnions(Prospect,Unite,UnisonandGMB)andtheHSE.Therewereanumberofpresentationsgivenattheworkshop;DeborahJamieson(DepartmentforWorkandPensions),GeoffEarl(DirectorofSHEatNorthernPowergridandthe2016PIChampion),AnnaRowland(NationalGrid),StephanieSchreiber(BusinessInTheCommunity),GeoffCox(HealthandSafetyExecutive)andDrGregIrons(OccupationalHealthAdvisoryGroup).Theeventprovidedanopportunitytohighlightmanyoftheinitiativeswithintheindustry,discussroutestofurtherimprovingthemanagementofhealthrisksandconsiderfuturechallengesinthisfieldfromnewmaterialsandwaysofworking.

OTHER HEALTH RELATED WORKKeyhealthrisksarebeingaddressedthroughindividualcompanyinitiativesandoccupationalhealthandwellbeingprogrammestobothraiseawarenessandensureeffectivecontrolsareinplacewithinthebusinesses.

In2013theEUpassedaDirectiveonoccupationalexposuretoEMFswhichreplacedtheearlier2004Directive.ItiscloselybasedontheguidelinespublishedbyICNIRPandmemberstates(includingtheUK)hadthreeyearstobringitintoeffect.IntheUKthiswaseffectedthroughtheControlofElectromagneticFieldsatWorkRegulations2016,whichcameintoforceon1July2016.

TheENAEMFStrategyCommitteedevelopedanindustryriskassessment,ENASHEStandard,informationsheetandtrainingvideotohighlightandsupporttherequirementsofthenewRegulationstodemonstratehowcompanieswithintheelectricitysectoraresufficientlycomplyingwiththeexposurelimitsintheRegulations.

SHE MANAGER GROUP SEMINARSENASafety,HealthandEnvironmentalManagersGroupheldaseminaronManagingOccupationalHealthinFebruary2016todiscussthepotentialoutputsfortheyearanddiscusshowtofurthersupporttheinitiative.ThishasbeenfollowedupbythecollationofhighlevelcasestudiesandinitiativesthatwillbeincludedaspartoftheSHEReview.

UTILITY WEEK H&S CONFERENCE Theoccupationalhealthandwellbeingofemployeesintheelectricitysectorisapriorityforcompaniescarryingthesameimportanceassafety,accordingtoGeoffEarlwhospokeattheUtilityWeekHealthandSafetyConferenceonthe30thNovember2016.Settingouttheimportanceoftheissue,andinhiscapacityasthe2016ChampionofthePoweringImprovementstrategy,Geofftolddelegatesthatacrosstheindustryworkingdayslosttosicknessandillhealthfarexceedthosefromaccidents.

CollaborationisattheheartofthePoweringImprovementstrategyand2016broughttogetherawiderangeofstakeholderstobuildthecaseforoccupationalhealthimprovementinanindustrythathasalreadyseensignificantprogressinsafetyperformance.Aworkshopon‘ManagingOccupationalIllHealth’consideredinterventionsandcontrolmeasuresthatshouldformpartofamatureresponsetothehealthriskswithinthe

electricityindustrytoensurethephysicalandmentalwellbeingofallemployeesinahealthyworkplace.ThesehavefedintothedesignoftheOccupationalHealthRoadmap,whichwaspresentedattheUtilityWeekConferenceandwillformthebasisofthePoweringImprovementapproachgoingforward.

HEALTH AND SAFETY EXECUTIVE LAUNCH EVENT Thestrategy,‘HelpingGreatBritainWorkWell’,wasformallylaunchedataneventinLondononthe29thFebruary2016.HSEreceivedinputfromvarioussectorsfromacrosstheUKincludingtheUtilitiessectorandheldaseriesofinvitation-onlyeventsincitiesaroundBritaininearly2016,whichENAandEnergyUKattendedonbehalfoftheElectricityIndustry.

ThethenHSEchairDameJudithHackittsaidtheseeventshadshown“strongsupport”forthestrategy’saims.“Wehavespokentohundredsofpeopledirectlyandreachedmillionsmorethroughsocialmedia,”saidHackitt.“Butwhatwehaveseenismorethanjust’support’,thereisahugeamountofenergyandadesiretogetinvolvedindrivingimprovementinallpartsofthesystem.”.

TheworkofPoweringImprovementwassubsequentlyrecognisedasacasestudyinthestrategywhenitwaslaunchedinFebruary2016asanexampleofthe‘ActingTogether’theme.

CASE STUDY: POWERING IMPROVEMENT IN THE ENERGY INDUSTRIESEnergyNetworksAssociation(ENA),EnergyUKandfourtradeunionswithsupportfromHSE,launchedtheirPoweringImprovementinitiativewiththepurposeofmakingtheenergyindustryworldleadersinhealthandsafetyperformance.Areviewhighlightedboththechallengeandprogressinachievingreductionsinthenumberofincidentsandinjuriesandtheinitiativehelpedcontributetoa40%reductioninfatal,majorandlost-timeincidents.

PoweringImprovementprovidesanoverarchingframeworkofsupporttoindividualcompanyprogrammesandisprovingeffectiveinhelpingachievethefurtherstepchangerequiredinthedrivetowardsleadingperformance.

PoweringImprovementwasillustratedashavinghelpedincreasetheprofileofoccupationalhealthandwellbeinginelectricitycompaniesthroughprovidingaplatformtoshareknowledgeandallowvisibilityofbestpracticeintheelectricityindustry.

HSE COMMITMENTS HSEheldaneventattheImperialWarMuseumonthe24thNovember2016tolaunchthe‘Commitments’publicationaspartofthe‘HelpingGBWorkWell’strategy.Theeventcelebratedover100commitmentsmadebyindustry,tradeunionsandothergroupstoplaytheirpartinimprovinghealthandsafetyintheirworkplacesandindustries.

COMPANY WORKSHOPSManyoftheelectricitynetworkoperatorshavebeencarryingoutanumberofcontractorengagementworkshopsthroughout2015&2016,includingafocusonoccupationalhealth.Notonlyareeffectivehealthandsafetymessagesinfiltratedintothebusinessthroughemployeeengagement,butitalsoallowsinitiativestocrossovertothecontractorswhocarryoutasubstantialamountofworkonthenetworks.

ANNUAL ENA SHE MANAGEMENT CONFERENCEThe27thannualSafety,HealthandEnvironment(SHE)ManagementConferencetookplaceinBelfast,NorthernIrelandinMay2016toaddresskeyhealthandsafetyissuesintheUKelectricityindustry.However,withthefocusin2016onhealth,theconferencepromotedemployeehealthandwellbeingasanimportantpriority.

Theconference,hostedbyNIENetworksandorganisedbyENA,seekstofosterco-operationbetweenindustrystakeholdersandpromotebestpracticeinmanagingsafety,healthandenvironmentchallenges.In2016seniorspeakersfromacrossthesectorfocussedtheirattentiononthehealthandwellbeingofemployeesintheindustrywithdiscussionsonoccupationalstress,nutrition,shiftworkingandapproachestomentalhealth.

ENA Chief Executive David Smith said:“Thewell-establishedhistoryoftheSHEConferencedemonstratesthecollaborationbetweencompanies,employeesandtheHealthandSafetyExecutivewhichhasdeliveredasignificantimprovementintheelectricityindustry’shealthandsafetyperformancesinceprivatisation.

ASSET MANAGEMENT WORKSHOPSAswellasworkshopsspecificallyfocussedonthethemeofoccupationalhealth,anumberofotherworkshopscontinuetobecarriedoutonAssetManagementandCorporateMemory,anareathatwillbeaspecificfocusin2017andpredominantlyfocussesonthehealthoftheassetswithintheindustry.

SCOTTISH POWER SuccessfulcorporatememoryandassetmanagementworkshopswereheldinHoylakeonthe22ndMarchandCumbernauldonthe23rdMarchhostedbyScottishPower.

ESB NETWORKSAnothersimilarworkshopwasheldatESBNetworksinDublin,RepublicofIrelandonthe2ndJune2016.TheWorkshopwasattendedbyover50ESBstaffincludingseniormanagementandoperationalfieldstaff.

NIENetworksprimarilyusedsicknessabsencerecordsfrompreviousyearstoassessthetopoccupationalhealthriskstothecompany.This,alongwithadvicefromourOccupationalHealthConsultants,indicatedthatmentalillnessrelatedconditionssuchasstress,anxietyanddepressionwerethenumberoneissueweneededtofocuson.Thiswasfollowedbymusculoskeletaldisordersandthethird,aftersomebenchmarkingwithotherENAmembercompanies,identifiedalackofhealthsurveillanceforourforktruckoperators.

MENTAL ILLNESS RELATED ISSUES NIENetworksembarkedonaseriesofmentalillnessrelatedawarenesstrainingprogrammesthroughout2016.Allcourseswerefacilitatedbyexternalindependentadvisersandcomprisedofsomeone-to-oneandgroupdiscussions.Theseincluded;

MUSCULOSKELETAL DISORDERS NIENetworksworkedalongwithaprofessionalphysiotherapistandouroccupationalhealthconsultantstodeviseaprogrammecalled“HowHealthyisyourback”.ThiswasinitiallydeliveredtoofficebasedstaffatNIENetwork’sannualHealth&SafetyWorkshopsinFebruary2016.

InconjunctionwithourOccupationalHealthAdvisorsandWelfareProvider,NIENetworksworksinpartnershiptoimplementanyrehabilitationprogrammesthataremadetoassistwithareturntowork.Medical,welfareandcounsellingservicesthataredesignedtopromotementalwellbeingwithintheworkplaceareprovidedalongwithassistanceandsupportforindividualsorgroupsofstaffsufferingfromthenegativeeffectsofstress.

ThereisanincreasedfocusonoccupationalhealthstatisticswithsuchinformationbeingreviewedonaquarterlybasisattheHealthandSafetyManagementCommittee(HSMC).Occupationalhealthrelatedmattersarediscussed,reviewedandactionstaken.TheHSMCisattendedbyanumberofseniormanagersacrossthecompany,includingtheManagingDirector.NIENetworksalsousesanumberofdatasourcestoassistinidentifyinganyissues/problemareas.Theyincludeexitinterviews/questionnaires,employeesurveys,focusgroups,returntoworkinterviews,PPRs(performanceappraisals),andanalysisofsicknessdataincludingareviewofsicknessagainstsicknessreason.

Informationiscommunicatedtoemployeesthroughanumberofmethodsincludingthemonthlybriefingprocesswhichincludesasectiononhealthandwellbeing.Quarterlyhealthandwellbeingnewslettersaresenttoemployeehomeaddressesaimedatsignpostingemployeesandupdatingthemwithusefulinformationandtheprovisionofguidance/tipsetc.Inaddition,regularfeedbackandengagementisencouragedfromemployeesandthereexistsa‘WellbeingBlog’onthecompany’sintranet,“TheWire”,toencourageemployeestoshareinformation,getinvolvedandprovidefeedback.

ANNUAL OCCUPATIONAL HEALTH & WELLBEING WEEKEveryyearsince2013NIENetworkshaveorganisedanddeliveredafullweekofeventsandinitiativesunderthethemeof‘OccupationalHealth&Wellbeing’.AsOccupationalHealthwasthePIthemefor2016,wetriedtomake2016biggerandbetterwithmorehealthchecks,presentationsandeventsduringtheweekatallourofficelocationsthroughoutNorthernIreland.Attendancenumberswereupthisyearwithalmost600employeesattendingeventsthroughtheweek(upalmost200from2015).

WesternPowerDistribution(WPD)commencedits‘SwitchedOntoHealth’campaignattheendof2015,andthishascontinuedtorunthroughout2016andindeedinto2017andbeyond.

Over600heartagecalculationswerealsoperformedatthisstand,identifyingthecardiovascularriskfactorofindividualsandappropriateindividualadvicegiventoreducetherisks.

FollowingonfromthesesessionsWPDhasInitiatedaccessabilityforallemployeestoacorporategymmembership,utilisationoftheEmployeeAssisstanceProgramehasincreased,WPDhasreviewedandimprovedthephysiotherapyserviceprovided,andhasreviewedandreplacedtheWPDexistingmentalhealthpolicyandstandardtechnique.

HealthisintegraltoeverythingwedoatWesternPowerDistributioneventotheinclusionofeveryoneweworkwith.During2016healthwasfeaturedateachofWPD’sfourannualcontractorconferencesusingthe‘HelpGBWorkWell’framework.WPDarecommittedtoidentifyingandtacklingthecausesofstressrelatedillnessintheworkplace,understandingthatexcessivestressresultingfrompersonalordomesticcausesmaymanifestitselfinthework

environment.InWPDeachepisodeofmentalhealthlastsonaverage33workingdays(2016data,40daysin2015).Thisdoesnotincludetimelostduetopresenteeismorotherillnesses(whichmaybeinitiallycausedbymentalhealthproblems).Ultimately,andmoreimportantly,thebiggestcostofamentalhealthillnessistotheindividual.Becauseofthis,inNovember2016WPDbegandeliveryofa3hourworkshopinMentalHealthvia23presentationsacrossallareasofthebusiness.Feedbacksofarhasbeenexceptionalandthenextstagewillbetodesigntangibleinformationfromtheseworkshopstobedeliveredtoallindividualswithinthebusiness.

HeadlinesicknessabsenceacrossNorthernPowergridfortheyearending2016was2.93%.Thiswasanincreaseof13%over2015levelsandresultedintheannualtargetof2.70%beingexceeded.Bothshorttermandlongtermsicknessabsenceincreasedover2015levelsto10,063and8,725dayslostrespectively.Thelargestincreaseindayslostthroughsicknesswasattributabletothecombinedmusculoskeletalcausationsofbackstrainsandlimbdisorders,whichcombinedtoaccountfor3,110workingdayslost;upby48%(backstrains)and19%(limbdisorders)over2015levels.Stress/anxietyaccountedfor3,029workingdayslost,ariseof32%over2015levels.

Annualsicknessabsencerateshavebeenatoraround3%forthepastfiveyearsand,withanageingworkforce,significantattentiontohealthandwellbeingisanessentialelementtothisplaninordertomaintainsicknessabsencelevelsbelowthe3%level.Analysisshowsthat45%oftheworkingdayslostduetosicknessabsenceareattributabletoemployeesinthe51to60yearsolddemographic.Theplancontinuestotargetproactiveinterventionsatthisagegroupwhilstseekingtoensureothergroupsreceiveappropriatehealthsurveillanceandattentiontomaintaintheirhealththroughouttheirworkinglives.Thesecondcompanystresssurveyinitiatedin2015wasprogressedin2016.Thesurveyis

beingundertakenonatargetedbasisatthoseareasofthebusinesswhereintelligenceindicatesthatstresslevelsmaybemoreprevalentandisbeingcomparedagainsttheanalysisfromthesurveyundertakenin2011/12.

TheNorthernPowergridHealth&SafetyCommittee(HESAC)continuestodedicateanagendaslottoreviewanalysisofsicknessabsenceandspecificallysicknessduetostressrelatedcircumstances.Although,accordingtonationalstatistics,stressisamajorcauseofworkingtimelostduetosickness,theanalysiswithinNorthernPowergridhasdemonstratedthatthenumberofcaseswasrelativelylowcomparedtothenationalaverage.However,absencedurationswerelongerthantheaverageforallothercausesofsicknessabsence.TheHESACwillmonitorthedataanddiscussperiodicallythrough2017.

AreviewofourcompliancewiththeWorkingTimeDirectivehighlightedinstanceswherestaffworklonghours,particularlyduringmajorincidents.Whilstnospecificaccidentscanbeattributedtofatigue,NorthernPowergridareconsciousfatiguecanbeamajorfactorincontributingtolapsesofconcentration.

MENTAL HEALTH AND WELLBEINGAtargetedstresssurveywascarriedoutwiththoseareasofthebusinessconsideredmostatriskbeingthefirsttoparticipate.ThesurveyutilisedtheHSEManagementStandardstechniqueandwasarepeatofasurveycarriedoutin2010.Theresultsshowedthesituationtobeholdingsteadywithneitherimprovementnordeterioration.Thesurveyresultedinactionplanswhichweremainlycentredonbettercommunicationsincluding:

Throughout2016wehaveendeavouredtoincludeatleastonetopicalandrelevanthealthorwellbeingitemineachofourendofmonthsafetybrief.TopicscoveredwereselectedonthebasisofeitherinternalNorthernPowergridtrendanalysis(ergonomicsandvibration),seasonalhazards(suchassunexposureandhydration)orGovernment(PublicHealthEngland)campaigns,includingkeyonesarounddiabetes,bloodpressureandheartdisease.

FATIGUE MANAGEMENTIn2016wedevelopedacomprehensivefatiguemanagementpolicy,consultedwidelyviaourCompanyHESACandarecurrentlypreparingtoimplementthepolicythroughoutthebusiness.WorkshopsarescheduledthroughQ22017tocommunicatethepolicyandprocessesformonitoringandcontrolviaourmanagersandsupervisors.

Priortothedevelopmentofthenewpolicy,NorthernPowergriddidnothaveadeclaredmaximumnumberofcontinuousworkinghoursatwhichmanagementactionwouldbetakentocontroltheonsetoffatigue,bothshorttermandcumulativeovermultipleworkingdays.

Nominallythenewpolicyintroducesageneralprincipalthatbeyondthe16hourscontinuousworkingpoint,aclearandagreedmanagementplanmustbeinplacetomanagethehealthandwellbeingofworkersthroughtotheirrestperiod,andthatcumulativefatigueisalsocontrolledviamanagementinterventionifnecessary.KeyprinciplesunderpinningtheproceduresforfatiguemanagementwithinthecompanyaredrivenbythedefinedcriterialaiddownintheWorkingTimeDirective.TheDirectivesetsouttheacceptablelimitsoveraspecified‘timeframe’of52weeks;thetimeframeusedwithinNorthernPowergridis26weeks.Withinthistimeframethereisthepossibilitythatworkingpatternstriggeractionsrequiredtoaddressthepossibilityofanindividualbecomingfatiguedthroughexceedingthelimitsoutlinedintheoverallallowedtimeframe.

Thedefinedcriteriawillestablishtheactionlevelwhich,ifexceeded,willtriggerspecificmanagementactioninallcircumstancestoaddresspotentialfatiguefactors.Thetriggersforestablishingwhenfatigueissuesmaybecomeafactor,duetoanindividual’sworkinghoursorwherefatiguemayultimatelybecomeasafetyissue,willbedependentoftheroleandactivitiesperformedbyeachindividual.Themanagementsystemsinplacemustroutinelymonitorhoursworkedandmustensurebothreactive(timesheetrecording)andproactive(scheduling)system’sprovidesuitableandtimelyinformationtoallowfatigueissuestoberecognisedandactiontobetaken.Officebasedstaffworkingnormalofficehourswillnotrequireanytimemonitoringunlessexceptional,oneoffcircumstanceprevails.

Thenormaltimerecordingrequirementwillnormallyapplytooperationalstaffundertakingregularovertimeandstandbyduties.Forthepurposeofmanagementcontrolcoveredbythispolicy,workingtimeisdefinedastimespentatworkand‘on-the-clock’.Thisincludesanytraveltimetoandfromtheworksiteordepot.Allothertimeispersonaltimewhichwouldconstituteasbeingrestperiods.Whilsttherestperiodsareoutsidethecontroloftheworkenvironment,itmustberealisedthatthelevelofrestandeffectiverecuperationwillvarysignificantlyon

thetimeofdayandindividualcircumstances,andfatigueactionplansmayberequiredandtriggeredatanypointoftheworkingtime.

HEALTH & SAFETY ESSENTIALSDuring2016ScottishPowerwantedtoraisetheprofileof“OccupationalHealth”withinhealthandsafetytoensurethatequalattention,knowledgeandawarenesswasgiventothe“OccupationalHealth”aspectsofworkastheyareto“OccupationalSafety”.

AkeystrategicinitiativewhichsupportedthiswasthelaunchoftheHealth&SafetyEssentials.TheScottishPowerHealthandSafetyteamworkedhardtoengagewithcolleaguesacrossScottishPowertocreateasimplesetofguidingprinciplestopromotepositivebehaviourandattitudestoreduceaccidentsandkeepemployeessafe.

Streamliningofmanagementreferralsforconcernsregardingworkstationandvehiclesensuringassessment,physiotherapytreatmentandanyadjustmentsareimplementedmoreefficiently.

AspartofUKPN’sregularreviewofoccupationalhealthstandardsandperformance,dataonfitnessforworkandhealthsurveillanceoutcomesisreviewedaswellasassessmentstandards.EachyearFitnesstoWork(FFW)jobdemandassessmentstakeplacetoensurethestandardssetareappropriateforspecificroles.

TheintroductionofhandhelddevicesthroughoutthebusinesshasledtoareviewandrevisionofDSEtrainingandassessmentprocesseswhicharebeingsupportedbytheintroductionofmusculoskeletalassessmentsaspartoftheroutineFFWassessments.

Focusduringtheyearhasbeenonprovidingmanagerandwellbeingchampiontraining,aswellasraisingawarenesstoallemployeesofthesupportavailablefromindependentserviceproviders(EAP,OH).Ithasbeenayearoftechnologicalchangeandorganisationalchangeandourtradeunionpartnershavebeenencouragedtoundertakestressmanagementsurveysacrossthebusiness.Thesearenowcompleteandajointtaskforceisnowinplacetoreviewtheissuesraised.

Throughout2016wecontinuedwithpositivehealthandwellbeingmessagesandprofessionaladvicetoencourageouremployeestoconsidersustainablyhealthierlifestyles,aswellencouragingtheirpartners,friendsandfamilytodothesame.

UKPNcontinuetomaintainpledgesmadeundertheDepartmentofHealth’sResponsibilityDealtodemonstrateUKPN’scommitmenttosupportthehealthandwellbeingoftheiremployeesaswellasencouragingotherstodo.

Onceagain,andinlinewithotherutilitybasedindustries,musculoskeletalandtoamuchlesserextentmentalhealthandcardiovascularissues,remainthekeyreasonformanagementreferrals,whichhelpedustodevelopkeycampaignstoprovidefocusandsupport.

HealthandWellbeingCampaignsincluded:

NATIONAL GRID’S TOP THREE HEALTH AND WELLBEING RISKS: MusculoskeletalandmentalwellbeingremainNationalGrid’smainreasonforabsenceandunderperformanceduetohealthissuesandwecontinuetofocusoureffortsintheseareas.Wehaveanenduringmentalwellbeingcampaignthatisnowinits5thyearandthiswillcontinuetogrowanddevelopoverthecomingyears.Ourfocusformentalwellbeingthislast12monthshasbeeninthefollowingareas:

1.Supportingandadvisinglinemanagerstohaveconstructiveconversationswithstaff;

2.Promotingcarepathwaysforemployeesandmanagerstofollowtoresolveorfindsupportformentalhealthissues;

3.IncreasingthenumberofemployeeswhohavecompletedMentalHealthFirstAidTraining(over500nowtrained);

4.IntegratinggoodmentalwellbeingpracticeintoHRleadershipcapabilitiesframework.

FormusculoskeletalissueswehaveconcentrateduponreviewingandimprovingourapproachtoDSEandworkstationassessmentsandsupport.

WehaverefreshedthetrainingandassessmentprocessandrevitalisedthenetworkofDSEChampionAssessors.ThenewprocesshasbeentrailedandisduetolaunchinApril2017.Thethirdriskrelatestopublichealthissuesasmoreconsistentlywearestartingtoseechronichealthconditionsassociatedwithweightimpactinguponemployees’abilitytoundertaketheirroleeffectively.

Thisyearwehaveundertakenasubstantialhealthengagementprogrammearounddiabetes,investigatedandintroducedacarepathwayforemployeeswithsignificantweightissuesmanagedthroughOccupationalHealth,andwearelookingtogetemployeesmoreactivebyrunninga300unitfitbittrialthathopefullywilltranslateintoacompanywideprogrammefor2017.

REVIEW HEALTH SURVEILLANCE AND FITNESS TO WORK PROGRAMMESIn2016wereviewedouroccupationalhealthriskprofilesacrossouroperationalfieldbasedworkforce.Wedothisevery5yearsandthenadjustourFitnessforWorkandHealthSurveillanceprogrammestoreflectcurrentriskstatusandanydevelopmentsthatmayhaveoccurred.Thisincludesreviewingestablisheddata,sitevisits,discussionswithsupervisors,operativesandtradeunionsafetyrepresentatives.Ariskmatrixisthencompletedforeachjobroleandthetypeandfrequencyofmedicalassessmentisestablished.

MANAGING MENTAL WELLBEING WecurrentlyhaveaUKMentalWellbeingSteeringGroupwhichdrivesthementalwellbeingprogrammeinNationalGrid.Thisyearwehavefocusseduponthefollowingareas:

NationalGrid’sMentalWellbeingCampaigncontinuestodevelopandisanenduringprogrammethatwillrunforseveralyears.Itsaimsaretoaddressthestigmaanddiscriminationintheworkplace,improvelinemanagercapabilitiestomanagetheirownandtheirteam’smentalwellbeing,reviseHRpolicyandpracticeandtocreateacommonunderstandingandlanguagearoundmentalhealthtoencouragemorewellbeingconversations.Specificallyin2016/17wearesupportingthebusinesswiththeirmanagementofchangeapproach,ensuringthatmentalwellbeingiscentraltochange,increasingthenumberofmanagersandemployeesthathaveundertakenMentalHealthFirstAidtraining,anddevelopingmentalwellbeingasalinemanagercapability.WeranspecificpromotionaleventsontheTimetoChangeday(February),duringMentalHealthAwarenessWeek(May)andonWorldMentalHealthDay(October).

OTHER CAMPAIGNS IN 2016:WefocusedoneducatingandriskassessingourworkforceforType2diabetes.Thiswasayearlongcampaignthataimedtoincreaseawarenessofthesignsandsymptoms,itsimpactuponemployeesandtheirperformance,waystomanageorminimisetheriskofcontractingthediseaseandthenthetellingofemployeelifeexperiencesoflivingwithordiscoveringthattheyhadit.943employeeswereidentifiedashavingmediumorhighriskofdevelopingType2Diabetes.

TheElectricityNorthWestHealthandSafetyvalueis“Toprotectourpeople,ourcustomersandourenvironment”.ToachievethisElectricityNorthWesthavecommencedtheimplementationoftheirHealth,SafetyandEnvironmentStrategyfortheRIIO-ED1period2015-2023.

DuringtheyearwehavefocusedonMentalHealth,MusculoskeletalissuesandDrugsandAlcoholasthekeyoccupationalhealthrisks.Thefocusareasweredecideduponbycarryingoutthoroughanalysisofsicknessabsencemonitoringandfeedbackfromsurveyscarriedout.Thesehaveincludedbothinternalandexternalsurveysanddirectstafffeedback.MentalHealth:AseriesofarticleshavebeenpublishedthroughSafetyTeamBriefstohighlightkeyareascovering:

HEALTH SURVEILLANCEWecontinuetocarryoutourhealthsurveillanceprogramme.Beforethestartofthelatestcycle,wereviewedourroleprofilesagainstthetypeofhealthsurveillancethatisneededforthepresenttasksundertaken.

Todeterminebestpractice,thebusinessandourcontractpartnersbenchmarkedagainstabluechipmanufacturingcompanytounderstandhowtheyapproachandcarryouthealthsurveillanceandwellbeinginitiativeswithintheirorganisations.Theiroverallaimregardinghealthistoensureallemployeesare100%fituponretirement.

DRUGS AND ALCOHOLWehavecommunicatedthatourdrugsandalcoholpolicyistohelpandsupportemployeeswhomayhaveadrugoralcoholissueandacknowledgetheyhaveaproblem.Wehavealsoimplementedatestingregimeincludingwithcauseandrandomtesting.

MANAGEMENT STANDARDS FOR WORK RELATED STRESSWehavecarriedoutacomprehensiveauditandreviewacrossthecompanywhichalignedwiththestressmanagementstandards.Thishasallowedustoidentifyareasofgoodpracticeandareaswhereimprovementscanbemadeandreviewthecontrolmeasuresinplacetoaddressourworkplacepressureandstresspolicy.Inadditiontotrainingmanagerstoidentifyearlywarningsignsamongstemployees,informationonstressandmentalwellbeingwasmadeavailabletoenableindividualstorecogniseearlytriggerpointsandtechniquestoalleviatesymptoms.Interventionswerewidelypublishedthroughteamsafetybriefings.

RIGHTSTEPSAspartofourwellbeingprogrammeElectricityNorthWesthasteamedupwithRightsteps,partoftheTurningPointgroup,tointroducesupportinitiativesforcolleaguessufferingfrommentalhealthissues.

RightstepsprovideaccesstoCognitiveBehaviouralTherapy(CBT)forcolleaguesexperiencingissuessuchasstress;anxietyordepression;panicdisorders;lowself-esteemorconfidence;obsessivecompulsivedisorderorothermentalhealthconditions.IthasbeenproventhatCBTcanhelppeoplecreatecopingmechanismsinorderthattheycanstayinworkorreturntoworksoonerandthereforewearekeentosupportcolleaguesbybeingabletoofferthis.AccessingCBTthroughtheNationalHealthServicecansometimestakemonths.OurcollaborationwithRightstepsensuresthatcolleaguesarecontactedbyaqualifiedpractitionerwithin48hoursandbeintheprocesstoaccesstelephonesessionsusingCBTandself-helptechniquesquickly.Throughthisprocess,webelievethatwewillbeabletohelptoeitherminimisethechancesofbeingabsentfromwork,orsupportyouinreturningtoworksoonerandbebetterprepared.

BRITAIN’S HEALTHIEST WORKPLACE SURVEYDuring2016wetookpartintheBritain’sHealthiestWorkplaceSurveywithVitality.Theresultshavehelpedustounderstandthehealthandwellbeingprofileofourcolleagues.Theseresultswillassistusinplanningwhatareastoaddressinourfuturewellbeinginitiatives.
