    BIHAR: AT A GLANCE

    GEOGRAPHY: Bihar is located in the eastern region of India between

    latitude 24-20'-10" N ~ 27-31'-15" N and longitude 82-19'-50" E ~ 88-17'-

    40" E. It is an entirely landlocked state, in a Sub Tropical region of the

    Temperate zone. Bihar lies mid between the humid West Bengal in the east and

    the sub humid Uttar Pradesh in the west which provides it with a transitional

    position in respect of climate, economy and culture. It is bounded by Nepal in

    the north and by Jharkhand in the south. Bihar plain is divided into two unequal

    halves (North Bihar and South Bihar) by the river Ganges which flows through

    the middle from west to east. Bihar's land has average elevation above sea level

    is 173 feet.

    ADMINISTRATION: Bihar is distributed in 09 divisions i.e. Patna,

    Magadh, Saran, Tirhut, Darbhanga, Koshi, Pernea, Bhagalpur & Munger. Further,

    Bihar has divided in 38 districts for administrative purpose i.e. Arwal, Patna,

    Nalanda, Rohtas, Bhabhua, Bhojpur, Buxar, Gaya, Jehanabad, Nawada, Siwan,

    Gopalganj, Sitamarhi, Muzaffarpur, Shivahar, West Champaran, East

    Champaran, Vaishali, Darbhanga, Madhubani, Samastipur, Saharsa, Supaul,

    Madhepura, Purnia, Araria, Kishanganj, Katihar, Banka, Bhagalpur, Munger,

    Lakhisarai, Aurangabad, Saran, Shekhpura, Jamui, Khagaria and, Begusarai.

    AGRICULTURE & INDUSTRY: The principal commercial products of

    Bihar inn crops are rice, wheat, lentils, maize (corn), sugar cane and for fruits, it

    is mangoes, bananas, jack-fruit, and litchis. In Industrial purview, Sponge Iron,

    Oil Refinery, Forging, Fertilisers, Jelly Filled Communication Cables, Watch

    Factory, Fruit Processing, Bulk Drugs are the major products of industries

    concentrated in Bihar.

    Fibers - silk (particularly from the Bhagalpur region in the East,

    producers of a distinct quality of silk, namely, tussar or tussah); and jute,

    transported to factories located mostly near Calcutta for easy export of the

    finished material.

    Forest Products - hard wood timber, saal and sakhua from the north; also

    cane for weaving, particularly from the swamps in West Champaran district of

    North Bihar.

    North Bihar, a rich agricultural area, has many industries associated with

    agricultural products. There is numerous sugar factories scattered throughout

    the area. Many rice and edible oil-mills also dot the landscape. It also has some

    sundry, but important, manufacturing plants, for example the Button Factory at

    Mehsi (East Champaran), and the old and renowned rail wagon manufacturing

    plant, the Arthur Butler & Co, at Muzaffarpur. Immediately after independence

    however, a major industrial complex grew around Barauni. The industrial

    plants located there are: the Fertilizer Factory, the Oil (petroleum) Refinery

    Plant, and the

    Thermal Power Station. Recently, a Thermal Power Plant has also begun

    operation at Kanti, in the Muzaffarpur district along its border with East

    Champaran. Regarding commerce and North Bihar, mention must be made of

    the gigantic annual cattle fair at Sonpur in the Saran district, close to the

    confluence of the Gandak and Ganges rivers. The fair is held around the

    religious festival of Kartik Purnima - full moon in the month of Kartik in the

    Hindu lunar calendar (corresponding to some time in Oct-Dec in the Gregorian

    calendar), which marks the end of the holy month of Kartik. Kartik Purnima in

    1998 falls on Nov 4. This fair is reputed to be one of the world's largest such

    fair, where not just cattle but also exotic animals and horses and elephants are

    traded in large number.

    BRIEF ABOUT MSME-DI, PATNA

    Formerly known as Small Industries Service Institute, Patna, now called

    as Micro Small and Medium Enterprises - Development Institute is located in its

    own building at Patliputra Industrial Estate in Patna. It is a field Institute of

    Office of Development Commissioner (MSME), under Ministry of Micro Small &

    Medium Enterprises (MSME), Government of India. The institute was

    established in 1957, since then this Institute is providing assistance for the

    promotion and development of Micro, Small & Medium Enterprises in the state

    of Bihar through implementing policy guideline of Ministry of MSME,

    Government of India. The main aim of this Institute is economic upgradation

    and employment generation through Industrial development. Operational

    jurisdiction of MSME-DI, Patna is spread over 17 districts of Bihar covered by

    17 District Industries Centers which are as under:-

    OBJECTIVE OF THE INSTITUTE

    MSME-DI, Patna is working with prime objective of balanced and

    sustained growth of MSME units as enumerated in the new Industrial

    Policy of the Government of India. With this objective in view, this

    Institute works in close coordination with State Government, Banks,

    Financial Institutions and other Development Institutions engaged in the

    development of micro, small and medium enterprises in the State.

    MSME-DI, Patna renders Managerial, Economic & Technical

    assistance to prospective as well as existing entrepreneurs. With a view to

    develop skill and entrepreneurship in the area, various types of product-

    cum-process oriented ESDP & EDP courses are conducted in different

    districts within operational jurisdiction of this institute from time to time.

    To provide managerial expertise to the MSME units, institute organizes

    various MDPs. Various awareness programmes on different topics like

    Bar Code, ISO Certification, Packaging, Marketing Assistance, etc are

    organized for the benefit of MSE units. In order to create awareness

    towards starting of self enterprises among the unemployed educated

    youths Industrial Motivational Campaign (IMC) is also organized in all

    districts under the jurisdiction of the institute. For in-depth

    industrialization, a flagship programme of NMCP of ministry of MSME is

    propagated in this state through its components. State level co-ordination

    committee with Industries Development Commissioner organized various

    awareness programmes with different stake holders of the state.

    REPORT OF REIMBURSEMENT SCHEMES

    With an aim to encourage and assist MSMEs in enhancing their competiveness in national as well as international markets by adopting better technologies, marketing strategies and acquiring various national and international product certifications, ISO 9000 Certifications, ISO 22000 Certifications, Bar Code, etc; Ministry of MSME, Govt. of India under the control of Development Commissioner (MSME) have launched many reimbursement schemes for MSME sector to obtain latest marketing tools and quality certifications at minimum cost. MSME DI, Patna has made continuous effort to spread awareness about above schemes through various programmes among the MSEs of the state and have encouraged them to obtain above certifications through certified agencies and get the benefit of reimbursement schemes.

    REPORT OF WORKSHOP

    The Common Facility Workshop attached to MSME-DI, Patna is engaged in providing workshop services to Micro and Small Enterprises of the state for their various kind of job work with an objective of providing quality services at affordable price to enable them to be competitive in the market. The workshop infrastructure of the Institute is also used for organizing various skill oriented training programmes for unemployed youths of the state. The workshop is equipped with machines such as CNC Surface Grinding Machine, Conventional Grinding Machine, Lathe Machine, Milling Machine, Shaper, Arc Welding Machine, Tool Cutting Grinder and one EDM Machine as well.

    REPORT OF MSE-CLUSTER DEVELOPMENT PROGRAMME

    MSME-DI, Patna have identified and undertaken many clusters in the state of

    Bihar in various districts under its jurisdiction for their growth and development

    under MSE Cluster Development Programme of DC(MSME), New Delhi. The different

    ACTIVITIES RELATED TO REHABILITATION OF SICK UNITS

    Government of Bihar has constituted a State Level Apex Committee for

    Rehabilitation of Sick Units as per Industrial Incentive Policy of the State under the

    chairmanship of Director (Industry), Govt. of Bihar. Director, MSME-DI, Patna is

    Member Secretary of the above committee. In the capacity of Member Secretary of the

    committee, this Institute coordinates the activities relating to rehabilitation of sick

    MSE units in the state of Bihar. The meetings of the committee are convened on

    regular intervals in which cases of sick MSE units are placed for discussion and

    decision regarding their rehabilitation. Each case put up before the committee is

    thoroughly examined by MSME-DI, Patna so that cases of viable units may be placed

    properly to the committee. MSME-DI, Patna also undertakes follow up activities for

    rehabilitation of sick MSE units.

    During 2015-16, three meetings of State Level Apex Committee were held.

    Necessary follow up action has also been taken by this Institute in this connection.

    REPORT OF SEMINAR ON BAR CODE ON 24.08.2015 AT MSME-DI, PATNA

    In pursuant to the DC (MSME), New Delhi sanction No. 10(4)/2014/Barcode

    dated 08/05/2015, one no. Of Seminar on Barcode was organised at MSME-DI, Patna

    on 24/08/2015 for the MSEs units. The programme was inaugurated by Shri

    R.P.Vaishya, Director, MSME-DI, Patna. In his inaugural speech Shri Vaishya

    emphasized on the importance of Barcode in boosting up the marketing avenues of

    MSEs in domestic market as well as its necessity for export of goods from the country.

    Shri D.K.Singh, Advisor, TRTC, Patna stressed the need for adopting Barcode by

    the existing entrepreneur.

    At the outset, Shri Sanjeev Azad, Assistant Director (L/F), welcomed the

    dignitaries and participants. While welcoming, Shri Azad spelled out the objectives

    and expected outcome of the programme. Shri S.P.Verma, Assistant Director (Met.)

    delivered the theme Presentation.

    In technical session, Shri Rajech Mittal, Barcode Consultant from Haldwani,

    Uttrakhand elaborated the importance, use and procedure to adopt the Barcode. Shri

    Mittal also made a live demonstration on Barcode creation.

    The programme was concluded with the vote of thanks delivered by Shri

    Sanjeev Kumar Verma, Assistant Director (G&C). Total 22 units participated in the

    programme. An amount of Rs 2200/- was realised as participation fees where as Rs

    30,000/- only was incurred as expenditure.

    REPORT OF AWARENESS PROGRAMME ON PRODUCT CERTIFICATION ON 09.01.2016 AT

    KAIMUR, BHABHUA

    MSME-Development Institute, Patna organised one day awareness programme

    on Product Certification in association with Rice Mills Cluster Kaimur, Bhabhua at

    Kaimur, Bhabhua on 09/01/2016 under Technology and Quality Upgradation support

    to MSMEs. The main objective of the programme to create awareness about the hand

    holding support provided by Government of India in the form of providing subsidy to

    MSME units towards the expenditure incurred by them for obtaining product

    certification licenses from National Standardization Bodies (like BIS, BEE, etc.) or

    International Product Certifications (CE, UL, ANSI, etc.). The purpose of the Standard

    Marking of the products is to assure product quality to the users/consumers.

    Certification of MSMEs products to International Standards, CE, ANSI, UL, Energy Star,

    etc. would also enhance acceptability of the products in the export market.

    Sri Sanjeev Azad, Assistant Director (L/F), MSME-DI, Patna welcomed the Chief

    Guest, other distinguish guest and participants present in the programme. Welcome

    ceremony started with Bouquet and with lightening the lamp. Sri Azad also addressed

    theme of the Programme and explained the Product Certification scheme of NMCP of

    our ministry along with the other schemes of the Ministry.

    The chief guest on the occasion was Sri D.K.Singh Ex Director MSME DI Patna

    and Advisor TRTC, Patna. Shri Singh explained the importance of Product Certification

    and its benefits.

    The Programme was presided over by Sri R.P.Vaishya Director MSME DI Patna

    and his presidential address told the Participants that the Programme will be

    successful only when the entrepreneurs will come forward to avail the facilities

    under the TEQUP scheme of our Ministry. He told that the main aim of the programme

    is to motivate MSEs to adopt and get the Certification of their Products Nationally and

    internationally as to become more competitive to sustain in the global market.

    motivated the local MSEs to come forward and get the certification of their Products.

    Shri M.K.Parmanik, Deputy Director, Bureau of Indian Standard, Patna

    Point Presentation. Sri Azad Shown the Video of Udhami Aadhaar to the Participants

    and given vote of thanks. Around 41 participants were attended the programme.

    MSME-DI Patna organized one day Awareness Programme on Energy Efficient

    Technology on 30/11/15at Gaurav Darbar Utsav Palace,Main

    Road,Malsalami,Patnacity for the GLS Lamp Cluster Patnacity.The Programme was

    organized in association with the Bihar Bulb Manufacturers Association Patna city .

    There were 54 participants in the Programme. The Programme was inaugurated by

    Sri R.P.Vaishya Director MSME DI Patna on 30/11/15.

    The programme started with the welcome address delivered by Sri Naveen

    Kumar ,Asstt. Director (Elect.) of the Institute.

    Sri R.P.Vaishya Director MSME DI Patna while addressing the participants

    explained the goal of the programme. He emphasized about reduction of cost of

    product & improving Quality to sustain in the market by adopting latest Technology &

    various measures at different level of Production.

    Sri D.K.Singh, Advisor TRTC Patna addressed to the participants. While

    addressing the participants he explained that the GLS Lamp manufacturing units

    needs to use the energy efficient devices inside their factory to be more cost effective

    and sustain in the market. He told that diversification towards the LED based Lighting

    Systems is necessary for the GLS Lamps manufacturing units due to high wattage

    consumption of the GLS lamp manufacturing units.

    Sri Alok Tripathi, Director in Charge National Institute of Electronics and

    Information Technology, Govt. of India addressed to the participants. He said that

    LEDs are the semiconductor based devices and more energy efficient devices. He

    motivated the entrepreneurs to diversify in the field of Led Lighting. He also told that

    their department will extend all the possible support in this field.

    Sri R.K.Jaiaswal, President FAISALCOMA briefed that due to high wattage

    consumption and Govt. Policy to promote the LEDs the GLS lamp manufacturing units

    wants to switchover in the field of LED lighting and they need Govt. support in this

    field.

    Sri Naveen Kumar, Assistant Director (Elect.) of the Institute while welcoming

    audience said that in the manufacturing of GLS Lamps huge amount of energy in the

    form of gases and power is used. There is scope of saving the energy in the

    manufacturing process. The units may also diversify in the field of LED based Lighting

    Systems in which the energy will be saved in manufacturing and use of devices as well.

    Therefore the GLS Lamp manufacturing units may diversify in the field of LED based

    Lighting Systems.

    Sri O.P.Sinha, President Bihar Bulb Manufacturers Association while addressing

    to the participants told that Bulb manufacturers need to use the energy Efficient

    Devices. LED is better option for them. However they need the support from Govt. in

    the field of raw material procurements and technology details.

    Sri Sudhir Kumar Yadav, General Secretary Bihar Bulb Manufactures

    Association also spoke on the occasion.

    During the technical session Sri Sheel Priyam Joint Director PCRA gave detailed

    presentation on Energy Efficient Technology. He also interacted with the participants.

    07.12.2015 AT KANHAIYAGANJ, NALANDA

    MSME-Development Institute, Patna in association with Kanhaiyaganj Jhula

    Cluster, Kanhaiyaganj, Nalanda organised one day awareness programme on Energy

    Efficient Technology at the Cluster on 07/12/2015 under Technology and Quality

    Upgradation support to MSMEs. The main objective of the programme to create

    awareness about the hand holding support provided by Government of India in the

    form of providing subsidy to MSME units towards the expenditure incurred by them

    for in adopting energy efficient and the need for energy efficiency and cash benefits

    from Energy Efficient Technologies (EFT) and Clean Development Mechanism (CDM).

    The related activities will be identification of energy efficient technologies for typical

    Technology and Quality Upgradation Support to Micro, Small & Medium Enterprises 9

    production units and preparation of model Detailed Project Report (DPRs) for cost

    effective, bankable energy efficient projects. The recommendations in the model DPRs

    will be used with the cluster based MSMEs for demonstrating the scope, need and

    financial benefits from EET projects, Promoting replication of model EET projects in

    the cluster based MSMEs and subsidizing the preparation cost of the DPRs for the EET

    projects taken up by the individual MSMEs. The expected outcomes from the Activity

    are: (i) Enhanced Awareness on energy efficiency in manufacturing processes, (ii)

    Energy audits of MSMEs, and (iii) Adoption of energy efficient technologies by MSMEs.

    Shri Sanjeev Azad, Assistant Director (L/F), MSME-DI, Patna welcomed the

    Chief Guest, other distinguish guest and participants present in the programme.

    Shri Sheel Priyam, Joint Director, PCRA, Patna addressed the Participants about

    how to analyse the wastage of energy and the effect of wastage on the cost of the

    REPORT OF AWARENESS CAMPAIGN ON QMS/QTT ON 29.08.2015 AT BHAGALPUR

    One day Awareness Campaign on QMS/QTT was organized at Hotel Bhawna

    International, M.G.Road, Bhagalpur on 29/08/15. The programme was organized with

    in association with Bhagalpur Udyami Sangh Bhagalpur. The programme was

    inaugurated by Sri R.P.Vaishya Director MSME DI Patna. There were 50 participants in

    the Programme. The programme started with the lighting of inaugural lamp by the

    guests and welcome of guest & dignitaries by Flower Basket.

    Sri Naveen Kumar, Asstt. Director MSME DI Patna delivered Welcome address

    and brief introduction about the Programme.

    Sri Amal Kumar Ghosh, Joint Secretary Bhagalpur Udyami Sangh while

    addressing the participants explained that these types of Programmes are very

    beneficial for the entrepreneurs because Quality has become a matter of great concern

    today. To sustain in the globalised Market the entrepreneurs need to adapt the Quality

    Management standards and quality Technology tools in their units.

    Sri Shailendra Kumar Saraf President, Eastern Bihar Chamber of Commerce &

    Industries Bhagalpur spoke on the occasion. He told that Bhagalpur is one of the

    oldest towns of Bihar and there is good potential for the entrepreneurs in Bhagalpur

    and the entrepreneurs need to follow the Quality techniques to sustain in the

    competitive market. Therefore this type of initiative taken by the Ministry of MSME is

    very appreciable. He motivated the participants to come forward to adapt the Quality

    Management Standards and Quality Technology Tools.

    Sri Mukutdhari Aggarwal, President Eastern Bihar Industries Associations

    Bhagalpur addressed the Participants. He pointed out that this type of Seminar should

    be more that one day duration so that the entrepreneurs could understand the topics

    covered in the seminar deeply and there is good impact of such type of the events. He

    be in Hindi. He motivated the participants to become more quality conscious.

    participants to adapt the Quality Management Standards and Quality Technology

    that the aim of Programme is to make the MSEs aware about the various Quality

    Management Standards and Quality Technology Tools to become more competitive to

    sustain in the Global Market. He explained about the various schemes of the Ministry

    of MSME for the MSEs. He told that in the present Global Market the quality is very

    important to sustain in the market. He narrated various examples about better quality

    and customer relationship.

    The inaugural session ended with vote of thanks offered by Sri Ratan Kumar

    Santhalia, Member Eastern Bihar Chamber of Commerce & Industries Bhagalpur.

    presentation on the QMS/QTT scheme of the Ministry. Sri R.K. Singh, Quality

    Consultant delivered lecture on Various Quality Management Standards and Tools of

    QTT Viz 5S and Six Sigma. The questions raised by the participants were replied by the

    Director & Guest Faculty and then Programme ended with the Vote of thanks offered

    REPORT OF AWARENESS CAMPAIGN ON

    QMS/QTT ON 04.09.2015 AT PATNA

    MSME DI Patna organized Awareness Campaign on QMS/QTT at the conference

    hall of Bihar Industries Association Sinha Library Road on 04/09/15. The Programme

    was organized in association with Bihar Industries Association Patna. The chief guest

    on the occasion was Sri Arun Aggarwal President BIA. Sri P.R. Upadhyay, Regional

    Director National Productivity Council Patna was special guest of honour on the

    occasion.Sri D.K.Singh Ex Director MSME DI Patna was the distinguished guest on the

    occasion. The Programme was presided over by Sri R.P.Vaishya Director MSME DI

    Patna. The programme started with the welcome of guest by the flower basket and

    welcome address by Sri Naveen kumar,Asstt. Director (Elect.) of this Institute. Sri

    Naveen Kumar Asstt. Director (Elect.) welcomed all the guest and dignitaries on the

    Dias. There were 54 participants in the programme.

    Sri P.R. Upadhyay, Regional Director ,National Productivity Council Patna while

    addressing to the participants spoke on the importance of Quality for the

    manufacturing Enterprises . He explained that without quality the MSEs could not

    compete in the Global market the big companies. The MSEs have to manufacture the

    good quality Product at the reasonable competitive price which can only be possible

    through adopting the various quality Management standards and quality Technology

    tools in their units. He also explained about the role of national productivity council in

    the Industrial Development.

    Sri D.K. Singh ex Director MSME DI Patna spoke on the occasion and explained

    the importance of QMS/QTT for the MSEs. He motivated the participants to become

    more quality conscious.

    global market.

    point presentation. He explained various Quality Management Standards and quality

    technology tools in detail. Entrepreneurs while interactions with the guest faculty

    have shown keen interest in 5 S, Six Sigma kaizen etc. Sri J.K. Singh explained in

    detailed the 5 S techniques and its advantages.

    In pursuant to the DC (MSME), New Delhi sanction no.

    41(1)/NMCP/QMS/QTT/MSME-DIs/2015-16, dated 16.11.2015, 1 no. of One Day

    Awareness Campaign on QMS/QTT was organised at Conference Hall, MSME-DI, Patna

    on 04th January, 2016 in association with Patna Industrial Area & Estate Association,

    Patna and Hajipur Industries Association, Hajipur. The Programme was inaugurated

    by the Chief Guest, Shri P. R. Upadhyay, Regional Director, NPC, Patna. In his address,

    Shri Upadhyay, elaborated the importance of Quality Management Standards in

    achieving the organizational excellence. Shri R. P. Vaishya, Director, MSME-DI, Patna

    presided over the function. In his address, Shri Vaishya emphasized the objective of

    organising the awareness campaign on QMS/QTT. He also spelled out about, by

    implementing the Quality Technology Tools, how an organization can compete

    globally. In the programme, Shri D. K. Singh, Advisor, Tool Room & Training Centre,

    Patna participated as the Guest of Honour. In his address, Shri Singh opined about the

    ignorance of some Quality can lead to the closure of the units. In the programme, Shri

    Vishnu Gupta, Director & Head, Bureau of Indian Standards, Patna participated as the

    Special Guest. In his address, Shri Gupta spelled out the various National and

    International Standards available for the Indian MSEs. Shri Balraj Kapoor, President,

    Patna Industrial Area & Estate Association, Patna also addressed the gathering and

    shared his experiences of adopting Quality Management Standards in the MSEs in

    Bihar.

    At the outset, Shri S. K. Verma, Asstt. Director (G&C), welcomed the dignitaries

    and participants in the programme. Shri Verma also delivered the theme presentation

    in the inaugural session. The programme was also attended by Umesh Kr. Singh,

    General Manager, DIC, Patna and other Officials from DIC, Patna and Office bearers of

    Patna Industrial Area & Estate Association, Patna. Entrepreneurs from Zila Udyog

    Sangh, Buxar and Hajipur Industries Association, Hajipur also attended the

    programme besides the entrepreneurs from Patliputra Industrial Area. A number of

    students of various Engineering colleges, undergoing training at TRTC, Patna and

    presentation on Quality Technology Tools and its methodology. Shri M. K. Parmanik,

    Deputy Director, BIS, Patna delivered presentation on National Standards for Products

    and Services. It was followed with Open house discussion. The programme was

    Director, National Productivity Council Patna was special guest of honour on the

    Patna. The programme started with the welcome of guest by the flower basket and

    welcome address by Sri Sanjeev Azad, Assistant Director (L/F) of this Institute. Sri

    Sanjeev Azad, Assistant Director (L/F) welcomed all the guest and dignitaries on the

    Dias. There were 41 participants attended the programme.

    Sri Sanjiv Kumar Verma, Asstt. Director (G&C), MSME DI, Patna addressed

    theme of the Programme and explained the QMS/QTT scheme of NMCP of our

    One day Awareness Programme on Incubators was organized at National

    Institute of Technology, Ashok Raj Path Patna on 04/02/16 by MSME DI Patna.

    Programme was inaugurated by Prof. Asok De, Director NIT Patna. There were 81

    participants in the Programme.

    Programme started with the welcome address by Sri Naveen Kumar, Assistant

    Director (Elect.) MSME DI, Patna. During his welcome address he told that Govt. of

    India has launched the National Manufacturing Competitiveness Plan to make the

    MSEs more Competitive in the Global Market of which Incubator is a component. He

    explained about aims and objective of the Programme.

    Sri S.P. Verma, Asstt. Director (Met.) of MSME DI Patna while addressing the

    participants said that the engineering students may come with the new Idea which

    may be commercialized for better innovations in the Industry. For this Govt. of India is

    giving the financial assistance for setting up of business incubators in the technical

    Institutions like engineering colleges. An incubator is a financial assistance scheme of

    Ministry of MSME to nurture the new Ideas that can be commercially utilized for by

    the Industry.

    Sri D.K. Singh, Advisor TRTC Patna addressed to the participants. He explained

    in detail the NMCP Programme of Ministry of MSME and Incubator scheme in detail.

    He motivated the participants to come forward with new Ideas and invention that can

    be commercially used in the industry. This will not only strength their knowledge but

    also makes the industries competitive price wise and quality wise. Govt. of India is

    giving the financial assistance under the Incubator scheme for setting up of the

    business Incubators in the Engineering Colleges and similar technical Institutions. He

    explained about the need of National Manufacturing Competitiveness Plan for the

    growth of MSEs in the competitive market and the role of the young generation in this

    field is very significant. Students can come up with the new innovations in the product

    that MSMEs are growth engines of our economy and Govt. has launched the NMCP

    scheme to accelerate the MSMEs growth in the competitive market. He explained in

    detail the various components of NMCP scheme during his speech. He communicated

    the details of financial assistance through the Incubator of NMCP scheme. The main

    objective of the scheme is to promote emerging technological and knowledge based

    innovative ventures that seek nurturing of ideas from professionals beyond the

    traditional activities of Micro, Small & Medium Enterprises (MSMEs). Such

    entrepreneurial ideas have to be fostered and developed in a supportive environment

    before they become attractive for venture capital. Hence the need arises for

    incubation centres to promote and support untapped creativity of individual

    innovators and to assist them to become technology based entrepreneurs. It also

    seeks to promote networking and forging of linkages with other constituents of the

    innovation chain for commercialization of their developments. This initiative is now

    being taken up by the Ministry of MSME the nodal Ministry for the development of

    entrepreneurship and creation of self employment and more employment avenues.

    Under the Incubator scheme total assistance per Business incubator is 66.50 lakhs.

    Sri Asok De, Director NIT Patna while inaugurating the Programme welcomed

    the Incubator scheme of Ministry of MSME and said that NIT Patna will extend all the

    infrastructural support for establishing the Business incubators. He said that NIT

    Patna have a separate wing for incubation where all the Lab facility will be provided to

    the students. He motivated the engineering students for taking initiative in the field of

    business incubation.

    Support for Entrepeneurial and Managerial Development of MSEs through

    Incubators was organised at R. P. Sharma Institute of Technology, Patna on 11th

    February, 2016. More than 90 engineering students from different trades and faculty

    members of R. P. Sharma Institute of Technology participated in the programme

    The programme was inaugurated by Shri D. K. Singh, Advisor, TRTC, Patna. In

    his address, Shri Singh motivated the participants towards innovation and new

    business ideas and solutions for the problems in society on which an enterprise could

    be established. He also stressed on the prospect of job creations and contribution in

    GDP through such ventures. Shri R. P. Vaishya, Director, MSME-DI, Patna presided

    over the programme. In his address, Shri Vaishya emphasized on the role of Business

    One day Awareness Programme on Business Incubator was organized at TRTC,

    Patna on 17.02.2016 by MSME DI Patna. There were 77 participants in the

    Programme. Programme started with the welcome address by Sri Gopal kumar Sinha,

    Assistant Director (Mech), MSME DI Patna. During his welcome address he told that

    Govt. of India has launched the National Manufacturing Competitiveness Programme

    to make the MSEs more Competitive in the Global Market. Awareness programme on

    Business Incubator is one component of the NMCP Schemes. He explained about the

    aims and objective of the Programme.

    Mrs. Anuradha Krishna, Faculty, Govt. Polytechnic, Patna 13 while addressing

    the participants said that the engineering students may come up with the new Idea

    which may be commercialized for better innovations in the Industry. For this purpose,

    Govt. of India is giving financial assistance for setting up of business incubators in the

    technical Institutions like engineering colleges. Students and Institutions should come

    forward to take the benefit of this scheme. She enumerated many field in which new

    ideas can be generated and nurtured for the benefit of the society.

    Shri A.K Singh, Principal, Govt. Polytechnic, Patna 13 appreciates the effort of

    MSME-DI, Patna to bring such government schemes among the engineering students

    and technical institutions. He emphasised that such initiative will definitely encourage

    and motivate meritorious students and dedicated faculties to nurture their new and

    innovative ideas so as to help the industry as well as society in improving their

    products quality and productivity. He suggested to organize such awareness

    programmes for the students of technical institutions on regular basis to create an

    environment to motivate youths to adopt self employment as their successful carrier

    option.

    REPORT OF STATE LEVEL VENDOR DEVELOPMENT PROGRAMME ON 10.12.2015 AT

    BHAGALPUR

    State Level Vendor Development Programme was organized at Bhagalpur on

    10/12/15 at Hotel Chinmaye Inn Bhagalpur.The programme was inaugurated by Sri

    R.P.Vaishya Director MSME DI Patna. There were 51 Participants in the Programme.

    Central Public Sector undertaking NTPC Khalgaon a super thermal power project and

    Sudha Dairy Bhagalpur Participated in the Programme.

    The Programme started with the welcome address by Sri Naveen

    kumar,Assistant Director (Elect.) MSMEDI Patna and welcome of all the dignitaries by

    flower Basket. While giving the Welcome address he told that the main aim of the

    programme is to create awareness about the Public Procurement Policy 2012 and

    ensure maximum participation of local MSEs in the tenders of CPSUs and other PSUs.

    There are many entrepreneurs who are capable to manufacture the items needed by

    the Public Sector Undertaking and large units. In Barari Large Industrial Estate

    Bhagalpur some of the units are already supplying to NTPC Khalgaon and the others

    can also become the registered Vendors of NTPC. They need to know their Purchase

    Procedures and requirements of items.

    Sri Amal Kumar Ghosh Joint Secretary Bhagalpur Udyami Sangh while

    addressing the participants encouraged them to compete in the market and

    manufacture the items requirements of Large undertaking. He told that there is large

    potential in the entrepreneurs in Barari Large Industrial Estate to manufacture the

    items needed by Large undertakings.

    Sri P.K.Sabat, Addl. General Manager (C&M) NTPC Khalgaon addressed the

    Participants. During his speech he said that NTPC Khalgaon is one of the NAV RATNA

    Public Sector Companies in Bihar with the huge requirements of components and

    materials from Nut and Bolt to Capital equipments like Boiler. There are a lot of items

    which can be supplied by the competent entrepreneurs. NTPC is doing the business of

    50,000 crores annually and equipments /materials of various categories purchased by

    NTPC for its requirements. He briefed about the Vendor Registration procedure in

    NTPC Khalgaon and their purchase procedures.

    Sri R.P .Vaishya Director MSME DI Patna while speaking to the entrepreneurs

    explained in detail about the Public Procurement Policy 2012 and its benefits to the

    MSEs. He said that Govt. of India has brought Public Procurement Policy 2012 wherein

    the provisions has been made for Central Ministries and Departments including CPSUs

    to procure 20% of the annual requirements of goods and services from the

    Micro/small enterprises. According to the policy the 20% of 20% that is 4% has to be

    procured from SC/ST owned Micro/Small enterprises. The policy has become

    mandatory w.e.f. Ist April 2015. He motivated the participants to come forward with a

    quality product to sustain and compete in the market. He emphasized that the

    entrepreneurs have to maintain a good quality product at low cost so that they may

    become vendors in the large undertaking. He also said that Govt. of India Ministry of

    MSME has launched a National Manufacturing competitiveness Plan for industries

    which has 10 components to make the industries Globally competitive and sustain in

    the market. He briefed about the various components of NMCP. Speaking about the

    requirements of NTPC khalgaon he said that Thermal Power Plants are such Projects

    which require variety of items from the MSEs. He also told about the requirements of

    Sudha Dairy Bhagalpur.

    During the Technical session the Senior officers from NTPC Khalgaon and

    Sudha Dairy Bhagalpur interacted with the Participants. Sri P.K. Sabat ,AGM NTPC

    Khalgaon gave a detailed presentation on their Vendor registration procedures and

    Purchase procedures. A question and answer session was organized with the

    participants and the officials.

    ARRAH, BHOJPUR

    One Day State Level Vendor Development Programme (SLVDP) was organised

    at Vidya Bhavan, Arrah (Dist. Bhojpur) on 11th December, 2015. In the programme, the

    Micro and Small Enterprises were informed about the marketing prospects of their

    products and services with the PSUs and other Large scale Industries. The Programme

    was inaugurated by Shri D. K. Singh, Advisor, Tool Room & Training Centre, Patna.

    While delivering inaugural speech, he appreciated the efforts made by MSME-DI,

    Patna to organise this programme to provide marketing prospects to the MSEs in

    present status of Indian MSEs and the need to provide hand holding to them. Shri R. P.

    Vaishya, Director, MSME-DI, Patna presided over the function. In his speech, Shri

    Vaishya emphasized the objective of organising SLVDP and the Govt. support to

    strengthen the Indian MSEs with Public Procurement Policy, 2012. He stressed on the

    need of implementation of Public Procurement Policy, 2012 by the CPSUs, as it has

    become mandatory to procure minimum 20% of their annual requirement of goods

    and services from MSEs w.e.f. 01st April, 2015. He also appealed the participating

    CPSUs (IOCL and HPCL) to display the list of items procured from Micro and Small

    enterprises. In the programme, 02 nos. of CPSUs, (IOCL LPG Bottling Plant, Giddha and

    HPCL LPG Bottling Plant, Giddha) and 01 no. of State PSU (Sudha Dairy) participated

    as Buyers and 38 nos. of MSEs participated as Sellers.

    At the outset, Shri S. K. Verma, Asstt. Director (G&C), welcomed the dignitaries

    and participants in the programme. Shri Verma also delivered the theme presentation

    in the inaugural session. The programme was attended by Shri Vishwanath Prasad,

    Bhojpur Chamber of Commerce & Industries opined that there should be similar

    policy in State Government. Shri Padmaraj Jain, Gen. Secretary, Bhojpur Chamber of

    Commerce & Industries also addressed the gathering and raised the issue of poor

    credit flow from Public Sector Banks to the MSEs of Bhojpur district.

    In the technical session, Shri S. K. Verma, Asstt. Director (G&C) delivered a

    power point presentation on Public Procurement Policy, 2012. The Officers from IOCL

    LPG Bottling Plant, Giddha, HPCL LPG Bottling Plant, Giddha and Sudha Dairy dairy

    delivered power point presentation on Vendor registration procedure and annual

    requirement of goods & services in their respective units. It was followed by Open

    house discussion. The programme was concluded with vote of thanks, delivered by

    Shri Sujit Kumar, Investigator (G&C), Br. MSME-DI, Dhanbad.

    REPORT OF STATE LEVEL VENDOR DEVELOPMENT PROGRAMME ON 26.02.2016 AT

    HUDCO, PATNA In order to provide market support to MSEs. Govt of India Ministry of MSME,

    MSME Development Institute Patna, has organised State level vender development

    programme in collaboration with HUDCO, Patna in their campus on 26th Feb. 2016.

    The purpose was to create win-win situation for Govt/ PSUs/large scale units as well

    as MSEs by develop new vendors for buyer and creating market opportunity for Micro

    & Small units of the region.

    Sh D K Singh the chief guest of the programme delivered his impressive &

    valuable talk on Public procurement policy- 2012.

    Sh. Thomas Antony T, Regional Chief, HUDCO, Patna chaired as distinguished

    guest and addressed the audience about their sincerity towards implementation of the

    public procurement policy and assured to support MSEs in procurement of goods. He

    also instructed their officers to prepare list out of 358 reserved items which are

    frequently used in their works.

    The programme was presided over by Sh R P Vaishya Director, MSME-DI,

    Patna. He emphasized on effective implementation of the policy so that win-win

    situation could be created both for CPSUs as well as MSEs in this region.

    During the technical session, Sh satish Kr. Sinha, DGM, HUDCO, Patna explained

    their requirement through power point presentation. Sh. S P Verma Asstt. Director

    (Met.) Of MSME-DI, Patna also narrated the policy through power point presentation.

    There after a reach interactive session was conducted. About 35 visitors participated

    the programme. After the interactive session the programme was concluded with vote

    of thanks by Sh. Victor Bhattacharjee AGM (IT), HUDCO, Patna.
