Foreword
Micro, Small & Medium Enterprises – Development Institute, Mumbai is dedicated to
render the services for the development of MSMEs in Maharashtra since 1954. The
Institute functions in close coordination with the State Government in this endeavor
and to implement various programmes & policies formulated by the Government of
India.
This annual Progress Report for the year 2012-13 includes the important
programmes and activities organized by the Institute during the year 2012-13. It is to
mention here that this Institute has organized 115 ESDPs, 45 EDPs, 31 MDPs, 02
National Vendor Development Programmes, 20 State Level Vendor Development
Programmes, 16 special programmes on various topics like Packaging for Exports,
Programme on Intellectual Property Rights, Bar Code, Acquire Product Certification
Licenses under NMCP etc. Twenty three District’s Brief Industrial Profiles and two
Status reports were prepared. 432 units were reimbursed ISO 9000 subsidy, 194
units were provided Bar Code subsidy, 27 units were provided Product Certification
reimbursement and 39 MSME units have participated in the International Trade
Fairs / Exhibitions under MDA Scheme. Efforts were also made for implementation of
NMCP and MSE-CDP scheme etc. in the State and involving all stake holders in
potential districts and regions.
I appreciate the sincere efforts made by Shri S.A. Kedare, Asstt. Director(EI), Shri D.G.
Kargutkar, Stenographer and Shri V.N. Joshi, UDC in preparing and bringing out the
Annual Progress Report for the year 2012-13, under the guidance of Dr. C.V. Saraf,
Dy. Director (IMT/EI). I hope this document will be found useful by all concerned.

2.0 ABOUT MAHARASHTRA
Maharashtra is the second largest State in India in terms of population and
geographical area (3.08 lakh sq.km) of the country. The state has actual population of
112, 372, 972 (as per 201 Census (Provisional) which is 9.29 percent share of total
population of India. It is bounded by Arabian Sea in the West, Gujarat in the North
West, Madhya Pradesh in the North, Andhra Pradesh in the South-East and
Karnataka and Goa in the South. The Konkan Coastal stretches about 720 kms long in
the West and the Sahyadri ranges parallel to the seacoast at about 80 Kms wide in
the East. To the coast of the Sahyadris stretches a vast plateau. This plateau is
drained by the three great rivers Godavari, Bhima and Krishna, which rise in the
Sahyadri and flow eastward across Indian Peninsula into the Bay of Bengal.
The State has 35 districts, which are divided into six revenue divisions viz. Konkan,
Pune, Nashik, Aurangabad, Amravati and Nagpur for administrative purposes. The
State has a long tradition of having statutory bodies for planning at the district. For
local self-governance in rural areas, there are 33 Zilla Parishads, 355 Panchayat
Samitis and 27,993 Gram Panchayats. The urban areas are governed through 23

Municipal Corporations, 222 Municipal Councils, 4 Nagar Panchayats and 7
Cantonment Boards.
Mumbai, the capital of Maharashtra and the financial capital of India, houses the
headquarters of most of the major corporate & financial institutions. India’s main
stock exchanges & commodity exchanges are located in Mumbai.
Literacy:
As per the census 2011 (Provisional), literacy rate was 82.91 per cent. It was 89.82
percent and 75.48 percent for males and females respectively.
Working Population:
The composition of workers in 2001 indicates that the proportion of main workers to
total population in the state decreased from 39.3 percent in 1991 to 35.9 percent in
2001. However, the proportion of marginal workers to total population, which was
3.7 percent in 1991, increased substantially (6.6 percent) in 2001. The proportion of
main workers to total workers, which was 91.4 percent in 1991, declined to 84.4
percent in 2001.
State Income :
The preliminary estimates of the State Income of Maharashtra at current prices for
the year 2009-10 is Rs. 8,71,891/- Crore and the per capita State Income is Rs.,
74,027/-. At constant prices, the State Income in 2009-10 is estimated at Rs.
6,34,829/- Crore and the per capita State Income at Rs. 57,458/-.
INDUSTRIAL SCENARIO
Maharashtra has been in the forefront in sustaining industrial growth and in creating
environment conductive to industrial development. Investment – friendly industrial
policies, excellent infrastructure and a strong and productive human resource base
have made it a favoured destination for manufacturing, export and financial service
sectors. However, the year 2008 – 09 witnessed a heavy turmoil in the global
economy, which had an impact on the Indian as well as State economy.

The advance estimate of Gross State Domestic Product (GSDP) is expected to grow at
10.5 per cent during the year 2010 – 11 as against 8.7 per cent during the previous
year. Industry Sector is expected to grow by 9.1 percent. Services Sector is expected
to grow by 10.9 percent during the year.
The preliminary estimate of GSDP at constant (2004–05) prices was Rs. 7,01,550
Crore during 2009 – 10, as against Rs. 6,45,492 Crore in 2008 – 09, showing an
increase of 8.7 per cent. The GSDP during 2009 – 10 at current prices was Rs.
9,01,330 Crore, showing an increase of 16.6 per cent over that of the previous year.
The State continued to attract highest industrial proposals resulting into maximum
generation of employment compared to other State due to availability of better
infrastructure, skilled human resources and stable social conditions. The State’s
share in proposed investment and employment in the country is 10 and 15 percent
respectively.
Total 20,484 industrial projects, including FDI projects with an investment of Rs.
9,20,121 Crore have been approved for setting up new industries in the State during
August, 1991 to August, 2010. By the end of August, 2010 with an investment of
Rs.1,95,407 Crore, 8,322 projects were commissioned. Total 796 industrial project
including FDI projects with an investment of Rs. 1,51,209 Crore and proposed
employment of 2,25,710 were approved during September 2009 to August, 2010.
During the same period, 36 projects with an investment of Rs. 8,673 Crore and
employment of 9,458 were commissioned.
The industrial policy reforms have reduced the industrial licensing requirements,
removed restrictions on investments & expansions and facilitated easy access to
foreign technology as well as foreign direct investments. Since August, 1991 to
August, 2010 total 16,140 industrial projects with a investment of Rs. 6,95,516 Crore
generating 30.24 lakh employment have been approved by the Government of India
for setting up industries/mega projects in the State. Maharashtra has remained one
of the favoured destinations for industrial investment in the country maintaining
status of the most industrialized State and has successfully attracted a large share of

industrial investments in the post liberalization era, from both domestic as well as
foreign entities.
The State has adopted the Special Economic Zone Policy (SEZ) with effect from 10th
Feb. 2006. The SEZs notified as duty free enclaves, have a relaxed and business
friendly policy regime, aimed at promoting rapid industrial development and
employment generation. It is expected that this will trigger inflow of large foreign
and domestic investments in infrastructure for SEZs and productive capacities, which
will lead to generation of additional economic activities and employment
opportunities. Upto 31st December 10, 233 SEZ proposals were received in the State,
of which 143 SEZ were approved by the Central Government (105 formal and 38 in
principle approvals) and 63 of them are notified SEZ.
The State Government has taken a number of initiatives to promote development of
Information Technology (IT) / Information Technology Enabled Services (ITES)
sector in the State. The Steps include formulation of a progressive sector-specific
policy, development of IT parks and the knowledge corridors. As envisaged in
‘Information Technology (IT) and Information Technology Enabled Services (ITES)
Policy, 2003’, the State has offered various fiscal incentives to IT / ITES industries.
Besides, non-fiscal incentives like additional FSI, permitting software industry in
residential areas, suitable permissions to develop communication systems, self-
certifications under labour laws are also offered.
In view of this, 36 public IT parks are established by MIDC and CIDCO. For getting
private participation in creating world-class infrastructure for IT industry, 425
private IT parks have been approved, out of which 88 IT parks have started
functioning. These are located in Mumbai (41), Thane (9) and Pune (38) district.
These functioning IT parks with investments of Rs. 1,403 Crore are creating 1.87 lakh
jobs. The remaining 337 IT parks with investments of Rs. 6,347 Crore have been
given Letters of Intent and are expected to generate 8.46 lakh job opportunities.
Public, Bio-Tech (BT) parks are also developed in the State at MIDC Jalna and MIDC
Hinjewadi (Pune). While four private BT parks are being developed in the state with
total investment of about Rs. 300 cores.

3.0 ABOUT MSME-DI, MUMBAI
MSME-Development Institute, Mumbai was established in the year 1954 as Small
Industries Service Institute, Mumbai. In the year 1960, it was shifted to its own
premises at Sakinaka, Mumbai. The MSME-DI, Mumbai (erstwhile SISI, Mumbai)
Building was inaugurated on 17.04.1960 by Hon'ble Shri S.K.Wankhede, the then
Minister of Industry, Govt. of Maharashtra. The Office was headed by its first Director
Shri R.V.Patel. The Institute is presently headed by Shri G.M. Ambhore, Director.
MSME-DI, Mumbai is engaged in the promotion and development of MSME Sector in
the State of Maharashtra. Consultancy Services / Guidance is one of the important
activities of the Institute. The important consultancy services being rendered by the
Institute includes techno, economic, managerial, export related and promotion of
entrepreneurship. The Institute also coordinates and implements various policies
and programmes of the Central Government. The important functions, of the
Institute to MSME Sector in the State are briefly stated below:

This Institute provides support/services to the State Government as well as co-
ordinates various activities for the prospective and existing entrepreneurs at the
state level for promotion and development of small-scale industries. 23 districts of
Maharashtra are under the jurisdiction of this Institute and its Branch Development
Institute at Aurangabad. The revenue figures for the year 2011 -12 of this Institute is
as follows:
Another Institute at Nagpur looks after the remaining 11 districts of Maharashtra.
MSME-DI, Mumbai provides various types of extension services and assistance in
setting up of units, promoting and developing products and Services for the MSME.
The Institute has Technical Officers to provide guidance in all trades viz. Metallurgy,
Mechanical, Chemical, Leather, Electrical, Electronics, Food Industry, Management
and Economic Investigation, Export and Industrial Design.

3.2 Divisions
This Institute has Officers in the Divisions like Industrial Design, Electrical,
Mechanical, Industrial Management & Training, Economic Investigation, Leather &
Footwear, Metallurgy, Glass & Ceramics. In addition we also have CAD/CAM Centre.
These divisions provide Technical Consultancy & Training for the Existing &
Prospective Entrepreneurs. The CAD/CAM Centre has been set up with the support
of Indo German Tool Room, Aurangabad, and imparts training in the field of
Computer Aided Designing & Machining.
Library
MSME-DI, Mumbai has a well-equipped library containing Books, Technical Journals,
Periodicals, Project Profiles, Government Circulars and book relating to
Entrepreneurship, Management etc, for MSME Entrepreneurs for reference. During
the current year the Office has procured 60 new Technical books. Around 3500
visitors visited the Library during the year 2011-12.

Infrastructure
The Institute has 04 air conditioned Training Halls which have been equipped with
modern training equipments like laptops, lcd projectors etc. In addition, it also has a
conference hall. As a part of Office Automation this Office has about 50 + computers
with Leased Line Connectivity.
Workshop
The Common Facility Workshop Tool Room attached to MSME DI, Mumbai provides
valuable services in the field of Job work & Training to the MSME in and around
Mumbai. The modern machineries like CNC EDM Wire cut and CNC Milling & Boring
Machine, CNC Machining Centre etc. are providing quality services to the MSME
Sector.
During the year 2012-13 Workshop earned a Revenue of Rs. 5,72,289/- as against
the target of Rs.4.00 Lakhs through Training & Job work Facility. 71 Candidates were
trained and 98 Units were provided Job work facilities.
SENET
SENET Division is equipped with latest IT Infrastructure and Leased Line
Connectivity. The important divisions of this Institute are networked with SENET
through LAN to facilitate easy exchange of data. The website of MSME-DI Mumbai is
designed, maintained & updated from SENET Division. SENET Division helps the
technical division for Collection of Data, sending emails etc

Incubators (Business Incubators)
Director and A.D. (Mech/CDE) attended Management Committee meeting in respect
of DKTE Business Incubation under the NMCP Scheme of O/o. MSME at Ichalkaranji
on 14th July 2012, wherein 4 new proposals from the incubates submitted to the Host
Institution were scrutinized and incubates were interviewed by all the Committee
members.

MSME-DI, Mumbai has been attending meetings convened by the Host Institutions
and provide every assistance to Host Institutions and incubates in the State.
IP Facilitation Centre (IPFACE), NCL, Pune:
IP Facilitation Centre (IPFACE) aims to promote awareness and adoption of
intellectual property rights amongst entrepreneurs and MSMEs, also making
accessible high-quality IP services and resources, IPFACE is a project of the Venture
Centre supported by Ministry of MSME, Govt. of India and National Chemical
Laboratory, Council of Scientific and Industrial Research, India. IPFACE is located at
the NCL Innovation Park, Pune, India. The activities and events held at IPFACE since
the launch of IPFACE has been reported every quarterly to O/o. DC (MSME). At the
out set few achievements during 2012 – 13 is as listed below:

Brief write-up of the various other initiatives taken up by this Institute under
NMCP:
1. One day Awareness/Sensitisation programme on Intellectual Property Rights
was organised in association with Sangli-Miraj MIDC Manufacturers
Association, Sangli on 15th July 2012. The programme was inaugurated by
Shri M.V. Bhagat, Joint Director of Industries, Pune Region, Pune. Shri Sanjay
Aranake, President, Sangli-Miraj MIDC Manufacturers Association, Sangli was
the Guest of Honour. Shri G.M. Ambhore, Director, MSME-DI, Mumbai presided
over the inaugural function. During his presidential address he elaborated in
detail all the schemes of O/o. DC (MSME) i.e. NMCP, Cluster Development, etc.
Faculties from IP Facilitation Centre, NCL, Pune were invited. The following
topics covered during the programme:
� Introduction to Intellectual Property - What is IP? Different Types of IP
and differences.
� Patent and Procedure – What is Patent? How to apply for a Patent?
� Trademark, Copyright and Industrial Design – What is Trademark?
How to register Trademark? What is Copyright? What is Industrial
Design?
� Licensing and Technology Transfer, Ownership of rights by employees.
� Enforcing Intellectual Property Rights.
Total 61 participants from MSMEs in and around Sangli attended the
programme.
2. Two days Interactive Workshop on Intellectual Property Rights was organised
in association with All India Cosmetic Manufacturers Association, Mumbai on
7th & 8th Sept. 2012 at Mumbai. The programme was inaugurated by Ms.
Radhika Rastogi, IAS, MSSIDC, Mumbai. Shri M.V. Bhagat, Joint Director of
Industries, Pune Region, Pune. Shri Satish Thipse,, President, All India
Cosmetic Manufacturers Association, Mumbai, Shri Prakash Badgujar,
Scientist & Head, CFTRI, Mumbai, Shri Dev Dutta Jha, Scientist F & Head, BIS,

Certification Licenses was organized in association with All India Plastic
Manufacturers Association on 19th Oct. 2012 at AIPMA House, Mumbai.
Director briefed the participants regarding schemes of Ministry of MSME,
National Manufacturing Competitiveness Programme and activities of MSME-
DI, Mumbai. Total 42 participants attended the programme.
4. Awareness programme for encouraging MSMEs to acquire Product
Certification Licenses was organized in association with Mahratta Chamber of

Commerce, Industries & Agriculture (MCCIA) on 20th Oct. 2012 at MCCIA,
Pune. Joint Director of Industries, Pune Region inaugurated the programme.
Shri B.M. Haneef, Scientist ‘F’ & Head, Bureau of Indian Standards (BIS), Pune
was also present as a Guest of Honour and Shri Anant Sardeshmukh, Director
General, Mahratta Chamber of Commerce, Industries & Agriculture addressed
the participants on behalf of MCCIA. Director, MSME-DI, Mumbai delivered
key note address and also given Power Point presentation on schemes of
Ministry of MSME, National Manufacturing Competitiveness Programme and
activities of MSME-DI, Mumbai. Total 84 participants attended the
programme.
5. Seminar on Barcode was conducted on 25.10.2012 at MSME-DI, Mumbai in
association with GS1 India. Various topics including introduction, benefits and
implementation of Barcode were covered during the programme. Total 50
participants benefited from the programme.
6. Awareness programme for encouraging MSMEs to acquire Product
Certification Licenses was organized in association with MASSIA, on 13th Dec.
2012 at MASSIA Hall, Aurangabad. Director briefed the participants regarding
schemes of Ministry of MSME, National Manufacturing Competitiveness
Programme and activities of MSME-DI, Mumbai. Total 37 participants
attended the programme.
7. Seminar on Barcode was conducted on 11.12.2012 at Aurangabad in
association with MASSIA, Aurangabad. Various topics including introduction,
benefits and implementation of Barcode were covered during the
programme. Total 37 participants benefited from the programme.
8. Awareness programme for encouraging MSMEs to acquire Product
Certification Licenses was organized in association with Bombay Small Scale
Industries Association, Mumbai, on 6th January 2013 at Mumbai. Director
briefed the participants regarding schemes of Ministry of MSME, National
Manufacturing Competitiveness Programme and activities of MSME-DI,
Mumbai. Total 65 participants attended the programme.
9. Seminar on Barcode was conducted on 07.01.2013 at Mumbai. Various topics
including introduction, benefits and implementation of Barcode were

10. Seminar on Barcode was conducted on 22.01.2013 at Kalbadevi, Mumbai.

11. Seminar on Barcode was conducted on 29.01.2013 at Sangli. Various topics
including introduction, benefits and implementation of Barcode were
covered during the programme. Total 70 participants benefited from the

12. Seminar on Barcode was conducted on 01.02.2013 at Nashik. Various topics
including introduction, benefits and implementation of Barcode were
covered during the programme. Total 42 participants benefited from the
programme.
13. Seminar on Barcode was conducted in association with Leather Crafters
Association, Mumbai on 25.02.2013 at ITMMA, Mumbai. Various topics
including introduction, benefits and implementation of Barcode were
covered during the programme. Total 31 participants benefited from the
programme.
14. Seminar on Barcode was conducted in association with Leather Goods
Manufacturers Association on 12.03.2013 at LIGMA Hall, Dharavi, Mumbai.
Various topics including introduction, benefits and implementation of
Barcode were covered during the programme. Total 42 participants
benefited from the programme.
15. Training programme on Packaging for Exports (for one day) was organized in
association with Indian Institute of Packaging on 12th March, 2013 at MSME-
DI, Mumbai. Total 32 participants attended the programme.
16. Training Programme on Packaging for Exports (for two days) was organized
in association with Indian Institute of Packaging on 28th and 29th March 2013
at MCCIA Conference Hall, Pune. Total 39 participants attended the
programme.

17. V Audit for Lean Manufacturing Clusters (Mini Cluster Group – I) was carried
out by D.D. (Met) and A.D. (Mech) along with Asstt. Director, National
Productivity Council for 12 units on 13th and 14th March 2013 at
Ahmednagar.
18. Under the Lean Manufacturing Competitiveness Programme, following five
clusters have been identified and diagnostic studies have been completed by
the consultant and submitted to NPC for further necessary action:-
i. CMIA Lean Cluster Pharma.
ii. CMIA Lean Cluster Packaging.
iii. CMIA Lean Cluster Engineering
iv. CMIA Lean Cluster Automotive.
v. MASSIA Auto Component Cluster, Waluj.
The consultant has been identified and cluster members are in the process of
signing the tripartite agreement.
19. Support to EEPC under NMCP for reimbursement of Stall charges of 18 MSEs
who participated in the Exhibition at Mumbai in the month of March 2013
under Marketing Assistance Scheme.

4.2 CLUSTER DEVELOPMENT (MSE-CDP)
MSME-DI, Mumbai, since 2006, the year in which Cluster Development programme
i.e. SICDP was introduced and then subsequently in the year 2008 renamed as MSE-
CDP. The cluster approach was initiated to address the issues like sustainable
growth, cost competitiveness, capacity building, technology upgradation, marketing
development assistance on commonality. Since 2008, under MSE-CDP, 34 clusters
have been identified in the State of Maharashtra for Soft Interventions (26 clusters)
and Hard interventions (8 clusters) undertaken by O/o. DC (MSME), Ministry of
MSME, Govt. of India, through Directorate of Industries, Govt. of Maharashtra, in the
jurisdiction of MSME-DI, Mumbai as detailed below:

The work of MSE-CDP is being coordinated by Asstt.Director (Mech). The following
activities / programmes have been conducted for the development of the above
mentioned clusters:
1. Director and A.D. (Mech/CDE) attended meeting convened under the
Chairmanship of Development Commissioner (Inds.), Govt. of Maharashtra on
11th April 2012 regarding clusters identified under MSE-CDP and got
administrative approval for undertaking Soft Interventions for Jaggery
Cluster, Kolhapur, Paithani Saree Cluster Yeola, Dist. Nashik, Bamboo Article
Cluster, Chandrapur, Bamboo Cluster Gadchiroli and Common Facility Centre
(Hard Intervention) in respect of Dal Mill Cluster, Nagpur, Garment Cluster,
Ichalkaranji, Textile Cluster, Malegaon. Various issues related to aforesaid
clusters were discussed in detail with the SPV members and State Govt.
Authorities. Chairman, DC (Inds.), Govt. of Maharashtra emphasized on road
maps and action plan to be submitted by respective SPVs of the aforesaid
clusters. General Manager, DICs of the respective districts, SPV
representatives and MIDC officials were also present in the meeting.
2. A.D. (Mech/CDE) attended the Steering Committee meeting of IP Facilitation
Centre, NCL, Pune on 10th April 2012.
3. A.D. (Mech/CDE) attended Purchase Committee meeting convened under the
Chairmanship of Joint Director of Industries, Pune on 4th May 2012 for Raisin
Making Cluster, Sangli and Readymade Garment Cluster, Vita Sangli.
4. Dy. Director I/c., Br. MSME-DI, Aurangabad attended the review meeting
organized by District Industries Centre, Aurangabad on 31st May 2012.
During the review meet, the progress as regards the development of Auto
Component Cluster, Printing Cluster and Tiny Engineering cluster was
reviewed.
5. Dy. Director I/c., Br. MSME-DI, Aurangabad had prepared the Proposal for
Packaging Industry cluster and Engineering cluster at Aurangabad during the
meeting held on 23rd May 2012 with those cluster members. Further, Dy.
Director I/c. also gave the presentation on MSE-CDP schemes during the
meeting. Around 200 members were present.
6. Director and A.D. (Mech/CDE) attended the Steering Committee meeting
convened under the Chairmanship of Development Commissioner (Inds.),

Govt. of Maharashtra on 14th June 2012 regarding preparatory-cum-review
regarding Common Facility Centre proposals in respect of (1) Auto &
Engineering Cluster, Ahmednagar, (2) General Engineering & Allied cluster,
Bhosari, Pune and (3) Mango Processing Cluster, Ratnagiri.
7. Director attended the 30th Steering Committee meeting held under the
Chairmanship of Secretary (MSME), Govt. of India on MSE-CDP at O/o. DC
(MSME), New Delhi on 19th June 2012 regarding Common Facility Centre
proposals in respect of (1) Auto & Engineering Cluster, Ahmednagar, (2)
General Engineering & Allied cluster, Bhosari, Pune and (3) Mango Processing
Cluster, Ratnagiri.
8. A meeting was convened on 27th June 2012 under the Chairmanship of
Director, MSME-DI, Mumbai in respect of Terry Towel Cluster, Solapur to
carry out preliminary assessment before recommending the same to the Head
Quarters. SPV members and officers of the committee were present in the
meeting.
9. Dy. Director I/c., Br. MSME-DI, Aurangabad attended a meeting with the
members of Tiny Engineering and Allied Industries Cluster, Aurangabad,
Mudrak Sangh and Auto Component Cluster, Aurangabad on 27th June 2012
for modifying the DSR of Tiny Engineering and Allied Industry cluster
including Action Plan.
10. Director and A.D. (Mech/CDE) attended Soft Intervention inaugural
programme in respect of Paithani Saree Cluster, Yeola, Dist. Nashik on 4th July
2012.
11. Director and A.D.(Mech/CDE) attended the Purchase Committee meeting
convened under the Chairmanship of Joint Director of Industries, Nashik on
05.07.2012 in r/o Powerloom Cluster, Shirpur, Dhule for CFC to be set up.
12. A.D. (Mech/CDE) attended Purchase Committee meeting held under the
Chairmanship of Joint Director of Industries, Pune Region, Pune on 3rd July
2012 in respect of Readymade Garment Cluster, Vita, Sangli and Raisin Making
Cluster, Sangli for CFC machinery proposal.
13. A.D. (Mech/CDE) attended the validation of Diagnostic Study Report in
respect of Tiny Engineering & Allied Industries cluster, Aurangabad on 7th July
2012.

carry out Soft Interventions for the Terry Towel Cluster, Solapur. On line
application, as well as, hard copy enclosed with relevant documents have been
forwarded to O/o. DC(MSME), New Delhi.
16. Director and A.D. (Mech/CDE) attended Coordination Committee meeting
convened under the Chairmanship of Development Commissioner (Inds.),
Govt. of Maharashtra, Mumbai on 6th Aug. 2012 in respect of General
Engineering & Allied Industries Cluster, Bhosari, Pune, Auto & Engineering
Cluster, Ahmednagar and Mango Processing Cluster, Ratnagiri, in view of in-
principal approval given for the aforesaid proposals in the 30th Steering
Committee meeting held on 18th and 19th June, 2012 at O/o. DC (MSME), New
Delhi.

4.3 NATIONAL LEVEL VENDOR DEVELOPMENT PROGRAMME-
CUM-BUYERS SELLERS MEET
1. The National Vendor Development Programme cum Exhibition has been
organized at MSME-DI, Mumbai in association with National Small Industries
Corporation and supported by NABARD, Govt of Maharashtra (MSME),
Bombay Small Scale Industries Association, TISSA, All India Plastic
Manufacturers Association, Mumbai from 5th to 7th January 2013. A total 70
number of participants has exhibited their products during the exhibition.
The public sector undertakings like Western Railway; Mumbai Port Trust:
Naval Dockyard: Bureau of Indian Standards: ICICI Bank Canara Bank, KVIC:
Coir Board: etc. have participated in the event. Approx 10000 visitors have
visited the exhibition during the 3 days and expected business from the
exhibition is approx Rs. 7.00 cr. During the Programme, seminars such as,
Buyer Seller Meet, Sensitization Programme on Barcode, Awareness
Programme to acquire product certification licenses were also organized.
The programme was inaugurated by Mrs Radhika Rastogi, IAS, Secretary
(MSI) and DC (Indus) Govt. of Maharashtra. During her inaugural address she
has stated that for the growth of Medium, Small Industries and Service
organizations Govt. has been giving, thrust towards the technology
development, modernization, and quality improvement of the SME Sector. She
also stated that the Govt. of India has given various incentives and launched
various schemes by Ministry of MSME and other organizations from time to
time for the growth of MSE’s. Further he briefed about the various facilities
and schemes of BIS for the promotion and upgradation of MSE Sector. She
has also briefed about the introduction of Public Procurement Policy during
the year which has benefited the MSME Units.
Shri Arun Mehta, CMM(Sales) Western Railway, Mumbai has given the
Presidential address and stated that Indian Railway procure a huge quantity
of Spare parts and consumables from various sources. He requested that SME
sector to supply more and more quantities of materials to the Indian railway

and he briefed about the purchasing procedure followed by the Western
Railway.
Shri G.M.Ambhore, Director, MSME-DI has welcomed the dignitaries and the
gathering and provided the brief inputs regarding the development of MSME
Sector and also emphasized the need for development of MSME sector.
Further he briefed about the various schemes and facilities extended to the
MSE sector such Barcode reimbursement, ISO 9000, Participation in
International Trade Fairs, cluster development and NMCP implemented by
Govt. of India. He also elaborated about the Public Procurement Policy
introduced by the Government.
Shri Hemraj Singh, Chief General Manager, NSIC Ltd, Mumbai addressed the
gathering and requested that more number of public sector undertakings and
state Govt. agencies should participate in the event and also assured full
support to the units from NSIC.
During the Inaugural session, Shri M.V.Ashok, Chief General Manager,
NABARD, Shri M.R.Khambete, President COSIA/TISSIA Thane, Shri Bankim
Mistry, President BSSIA, Mumbai, Dr. Ashutosh Gor, President AIPMA, Shri
Harsh Kaul, CGM SIDBI, has also expressed views for the development and on
marketing aspects of SME sector.
Valedictory function was conducted on 7th January at 5.00.pm, Mr.
S.P.Mahajan, Addl.Director (Indus), Government of Maharashtra, was Chief
Guest, during his address he discussed regarding the various schemes
introduced by the Government of Maharashtra for the benefit of the SME
sectors. The Chief Guest and dignitaries on the dais released
Souvenir/Exhibitors Directory. Certificates and Mementoes were distributed
to the Exhibitors. The Participants has appreciated the efforts of MSME-DI
during the Valedictory function. The Vote of thanks was given by Shri
C.V.Saraf, Dy.Director, MSME Mumbai.

Programme. Officials from Central Railway, Indian Oil Corporation Ltd.,
Currency Note Press, Nashik Thermal Power Station, M/s. ABB Ltd., M/s.
Graphite India Ltd., M/s. Atlas Copco Ltd., M/s. Mahindra Ugine Steel Co. Ltd.,
and M/s Rishab Instrument Pvt. Ltd. had explained about their vendor
registration procedure. Moreover, State Bank of India had briefed the
participants about the MSE-CGT scheme. Also officials from NSIC, had
explained about their financial schemes. Dr. C.V. Saraf, Dy. Director, MSME-DI,

MSME-DI, Mumbai co-ordinated the participations of Micro & Small Enterprises at All

the exhibits of participating Micro & Small Enterprises. Wide publicity and assistance

REGISTRATIONS
Awareness Programmes on MSMED Act 2006 and its implications are conducted for
the benefit of Micro and Small enterprises, implementing agencies, promotional
agencies, etc. The Institute is responding to the queries of the entrepreneurs and DIC
regarding the implementation of Act regularly and guiding the visiting entrepreneurs
for the procedure of filing an Entrepreneurs Memorandum(s). Wide publicity of the
MSMED Act 2006 is facilitated through delivering the talks at every training

C) Census of MSMEs:
A.D. (EI) had followed up with Directorate of Industries, Govt. of Maharashtra,
Mumbai as regards to submission of monthly data of EMs issued to MSMEs. Also
necessary follow ups with Directorate of Industries for submission of frame list for
the year 2007-08, 2008-09,2009 – 10, 2010 – 11 and 2011-12, and also for obtaining
utilization certificate for onward transmission to O/o DC (MSME), New Delhi was
carried out. Moreover, follow up with Directorate of Industries as regards the Index
of Industrial Production (IIP) work for finding out the status of the units was carried
out.

4.7 TRAINING PROGRAMMES
MSME-DI Mumbai have conducted 153 Industrial Motivational Campaigns benefiting
8752 unemployed youths, 115 ESDPs benefiting 2763 unemployed youths, 31
Management Development Programmes benefiting 722 persons, 45 EDPs benefiting
1072 unemployed youths, and 2 Skilled Development Programmes benefiting 71
unemployed youths and workers. All the programmes have been conducted in
various districts of Maharashtra as per the target assigned for SC/STs and other
beneficiaries. These programmes have been conducted jointly through various
Technical Institutions. Special programmes in CAD CAM and CNC Machining &
Operation etc. were conducted under PD A/c. Total 735 participants got the benefit.

National Award 2011
1. A meeting of the State Level Selection Committee for National Awards 2011
was organised under the Chairmanship of Secretary (MIS & DC), Govt. of
Maharashtra on 22.05.2012 at office of Secretary (MSME) & DC (Industries),
Govt. of Maharashtra, Mumbai for screening and recommending the
applications of National Awards 2011 to (i) Outstanding efforts in
entrepreneurship in manufacturing (18 Nos.), (ii) Outstanding efforts in
entrepreneurship in Service, (iii) Research & Development (02 Nos.), (iv)
Quality Products (v) Product/Process innovation efforts (6 Nos.). Director of
MSME-DI, Mumbai convener of the meeting along with the Hon’ble members
from Industries Associations, NPC, MCED, Joint Director of Industries, Bank of
Maharashtra, Grahak Panchyat, Mumbai attended the meeting. Out of 26
applications received at MSME-DI, Mumbai, 15 applications are recommended
and forwarded to Office of DC (MSME), New Delhi.
2. A meeting under the Chairmanship of Director, MSME-DI, Mumbai was
convened on 29th Nov. 2012 at MSME-DI, Mumbai for review of National
Award 2011. DD (IMT), Dy. Director, Directorate of Industries, Govt. of
Maharashtra, officials from NIESBUD, New Delhi, members of COSSIA and
BSSIA, and successful entrepreneurs who had awarded with National Award
had attended the meeting and discussed on the questionnaires designed for

Visit of Officials from O/o. DC (MSME) and VIP to MSME-DI
1. The Secretary (MSME), Govt. of India visited MSME-DI, Mumbai on 8th June
2012 and held a meeting with the officers to reviewed the performance of the
Institute. Detailed presentation was placed before the Secretary by Director,
MSME-DI, Mumbai. Hon’ble Secretary briefed about the schemes of MSME.
Further, Director attended 29th SKOCH Summit along with Secretary (MSME),
New Delhi. Also, IMT Section had arranged for 3 Industrial visits.
2. Director and Dy. Director (IMT) arranged the meeting of the Hon’ble Minister
Shri K.H. Muniyappa, Minister of State (Independent Charge) for Micro, Small
and Medium Enterprises (MSME), Govt. of India in association with Khadi &
Village Industries Commission, Mumbai on 31st Oct. 2012 at KVIC, Mumbai.
Director delivered presentation on MSME-DI activities in the meeting.
3. Director, DD (IMT), A.D. (EI) and A.D. (Mech) attended the Department
Related Parliamentary Standing Committee on Industries on 2nd Nov. 2012 at

1. Director along with A.D. (IMT) attended meeting organized by Businessmen’s
Association of Maharashtra, Borivali. Director briefed about Schemes of MSME-
DI, especially focused on Cluster, NMCP Schemes and motivated participants for
National Award 2011.
2. A.D. (L/F) as a member in MSME-Cell attended a meeting at AIPMA, Mumbai
held on 20th April 2012.
3. A.D. (L/F) delivered lecture on Activities & Schemes of MSME-DI, Mumbai in the
programme organized by Chota Nagpur Tribal Youth Association at TATA
Institute of Social Science, Deonar, Mumbai on 29th April 2012. Total 35
participants were present in the programme.
4. AD (EI) attending the District Level Consultative Committee Meeting held
at Pune on 30/4/2012 at 12:00 Noon. Bank of Maharashtra convened the
meeting under the chairmanship of Shri Vikas Deshmukh, Hon’ble District
Collector, Pune. During the meeting the chairman had reviewed the target
allotted to all nationalized banks based on their previous year’s performance
and desired to take necessary steps for achieving the same. The Annual Credit
Plan for the year 2012-13 of Pune district was also launched at the hands of
the District Collector.
5. Director and D.D. (IMT) had meeting with Bombay Small Scale Industries
Association and Stainless Steel Traders Association on 30th April 2012
regarding organizing the Seminar on MSME Schemes for the benefit of the
MSME sector.
6. Director attended State Level Bankers Committee meeting at Pune on 28th
May 2012 convened by Bank of Maharashtra, Pune for reviewing the
performance of the banks as regards Govt. financial schemes.
7. Director and A.D. (EI) attended the Bankers Empowered Committee
meeting on 30th May 2012 at Mumbai convened by Reserve Bank of India.
8. Director and DD (IMT) attended the interactive meet organized by MCCIA
at Nashik on 19th May 2012. During the interactive meet, Director gave
presentation on Govt. financial schemes pertaining to MSMEs. DD (IMT) also
interacted with the members of MCCIA.

Federation of Association of Small Industries of India on 18th May 2012 at
Mumbai in which Director gave presentation on MSME schemes pertaining to

10. Director convened the Action Plan Core Programme 2012-13 meeting on 14th
June, 2012 to discuss the progress as regards the Project Report preparation,
Status Report, Intensive Technical Assistance and regarding the Secretary’s
recent visit to this office.
11. Quarterly Hindi meeting was held under the Chairmanship of Director MSME-
DI, Mumbai on 14th June 2012 in order to review the progress of Hindi work.
12. Director and A.D. (Mech/CDE) attended Sensitisation programme on Scheme
for Development/Strengthening of Agriculture Marketing, Infrastructure,
Grading and Standardization on 29th June 2012 at Regional Agmark
Laboratory, Govt. of India, Ministry of Agriculture, Mumbai organized by Dr.
Vithalrao Vikhe Patil Institute of Cooperative Management, Pune and National
Institute of Agriculture Marketing, Jaipur. Director inaugurated the programme
as a Chief Guest and delivered presentation on MSME-DI activities and schemes
of O/o. DC (MSME).
13. A.D. (EI) had meeting with the members of Dhule Industries Association on 19th
June 2012 as regards the problems faced by the MSMEs and also the impact of
Delhi - Mumbai corridor project on MSMEs existing in Dhule district for
including the same in Industrial Potential Survey report of Dhule.
14. Dy. Director I/c., Br. MSME-DI, Aurangabad delivered lecture on Project
Formulation on 21st June 2012 during the programme organized by MCED,

NO. OF VISITORS ATTENDED
The officers of this Institute has provided guidance to around 13665 visitors
regarding various aspects of technologies, management, project selection, project
report preparations, finance etc.. The visitors have also visited the library for
collection of information regarding MSME, project profiles and technical literature,
etc. Apart from this, the MSME-DI officers have also visited around 350 units and
provided necessary guidance and technical support.
FOLLOW UP
MEME-DI, Mumbai has conducted follow up of EDP/ESDP trainees through
correspondence / telephone. 380 trainees have reported about establishing their
own self employment ventures, while 850 have reported about obtaining job
opportunities.
HINDI MEETINGS/HINDI PAKHWADA:
This Institute has convened Quarterly Hindi meetings in order to review the progress
of Hindi work carried out in the Institute. This Institute has observed Hindi Divas
from 14th Sept. to 28th Sept. 2012. During this period various activities in Rajbhasha
like Essay competition, Debate competition, etc. were carried out.
