1 President’s address.

2 To adopt the attached standing orders for the orderly conduct of the AGM.

3 To consider the minutes of:1 the AGM of26th October 2013, and;

4 To:1 Receive and consider the Directors’ report annexed to the2013 annual accounts of

the company;2 Receive and consider the certified audited financial statements of the company for

the year ended 31st December 2013;3 Receive and consider the Income and Expenditure Account for the eight months to

the 30st September 2014 and the 2015 budget principles.

5 To fix membership fees for 2015, Mr. Sam McArdle, Honorary Treasurer, will present this – details of proposed changes are contained in the attached details. See Appendix 1.

6 To appoint Auditors for 2015.

7 To consider the following reports:1 Youth Commission Report;2 Off-road Commission Report;3 Track Commission Report;4 Women’s Commission Report;5 Para cycling Commission Report;6 Road Commission Report;7 Anti-Doping Report;8 College of Commissaries Report.

8 Business update presented by Mr. G, Liffey, CEO.

9 To consider the following motions:1) The Women's Commission propose that organisers of women's beginner's closed

circuit races and women's training days be permitted to issue a one day licencelimited to one time per participant.

2) The Women's Commission propose that taking account of participation issues unique to women’s racing the women's commission propose the following addendum to Chapter T1, section 5.

(f) In a women's stage race where riders may only enter as part of a team, the organiser will be allowed flexibility with regard to sections ‘(c); (d) in the creation of club/composite teams.

3) The Women’s Commission propose the introduction of a grading system for women and that it commence at the beginning of the 2016 season and that it be administered by a CI office employee.

5) The Women’s Commission propose that a notice be published by Cycling Irelandannouncing their intended high performance programmes including details of eachdiscipline and solicit applications for same allowing an adequate period for riders toapply. e.g. Junior World’s TT & Road; Senior World’s Road; Track Pursuit Squad &Ras na mBan

6) The women’s commission proposes that the junior and master women’s national road race championships are run concurrently over a distance not to exceed 80km.

7) Cycling Connacht propose that, the Senior National Road Championship structure revert back to the structure as set out in CI technical regulations G8 article 12 where the championships are rotated around the provinces on a 4 year basis starting with the Elite Championships bundle and Criterium Championships in Connacht in 2015.We would also ask that Cycling Ireland are more transparent and informative in their dealings relating to the awarding of Championship races.

9) Banbridge CC propose the introduction of a ‘non-cycling’ categorised Cycling Ireland licence. This licence type would accommodate the many regular non-cycling volunteers who assist clubs with events or administrative tasks. These volunteers may be associated with clubs due to family connections or previous memberships but nowhave no intention in cycling themselves. They are however willing and happy to assist and support clubs in many other formal activities which may require Cycling Ireland membership, including event organisation & standing for minor club administrative roles. They may also carry out duties where a full Cycling Ireland licence is notrequired, such as regular marshaling or timekeeping for example, however becominga member of a club will add to a ‘sense of belonging’ and hopefully encourage them to stay with the club for longer and continue to offer their support and services. Asnon-cyclists they would not require the insurance applied to the other licence types and as such a lower annual fee would be expected.

10) Cycling Ulster propose that a non-cycling membership to be re-introduced to cater for members who do not cycle. This membership to be capped at 10 euro.

11) Cycling Ulster proposes that next of kin details to be a mandatory field when applying for a licence.

12) Cycling Ulster propose Chapter T4 Article 2 of the Technical Rules and Regulations to be amended to include the maximum distances permitted for Juniors competing in Road Races, Time Trials and other applicable disciplines.

13) South Dublin CC propose that Vets over 50 category is to be abolished.

14) South Dublin CC propose that unplaced results to collect 1 point.

15) South Dublin CC Propose that the National Criterium Championships to be confirmed, approved and be in the calendar before print.

316) Orwell Wheelers propose that Cycling Ireland make a permanent rule that riders

may upgrade by one category on their first licence application of the season. Replacing:

“T3. 2(e) For 2014 Category A4, A3 or A2 riders as at the end of 2013 may opt to upgrade by one category on their first licence application for 2014, this option will notextend beyond 31st December 2013."

with :“T3. 2(e) Category A4, A3 or A2 riders may opt to upgrade by one category on theirfirst licence application for the season."

17) Orwell Wheelers propose that Cycling Ireland award points for open time trials Adding:

“T3. 1(n) In open time trials, points to be awarded 3-2-1 for the first three riders”

18) Team Bikeworx Celbridge propose a motion to levy €2 onto Cycling Ireland full competition & limited competition senior licences to facilitate the running of the Junior Tour of Ireland 2015

19) The Board of Cycling Ireland propose Article 1—Single Day Races.

1 President’s Address.President Rory Wyley declared the meeting open at 11:00 AM by welcoming the delegates.He invited all those in attendance to stand for a minute’s silence in acknowledgement ofthose members and friends who had died since the 2012 A.G.M.

The President commented on the following in his address:

• Membership growth• Excellent performance of CI riders at International level• Improvement in governance at Board level• Improvement in facilities• Failure to ensure all commissions working effectively• Giro coming to Ireland in 2014• The success of the forthcoming Awards Night in attracting a “full house”• Thanked the international teams support staff• Thanked the Board particularly the support and expertise of Secretary Jack Watson• Thanked immediate Past President Miceal Concannon for his support• Thanked Sponsors, funding partners and all the staff of CI• The passion and energy displayed by the membership in the Pat McQuaid controversy• Acknowledged the accomplishments of the past 25 years of CI’s existence• The enjoyment he got out of his years serving Irish cycling.

2) Standing Orders.These were accepted on the proposal of Miceal Concannon and seconded by Ger Campbell.

3) To consider the minutes of:

3.1 2011 A.G.M.These were accepted on the proposal of Tommy Lamb seconded by Anto Moran with nomatters arising.

3.2 EGM of 15th June 2013These were accepted on the proposal of Anto Moran seconded by Marian Lamb with nomatters arising.

4) Directors Report & Audited Financial Statements for 2012These, including the Income and Expenditure Accounts to 31st August 2013 were presentedby the Operations Manager Frank Keenan and are contained within the Congress Manual.These indicate that CI is on target to show a surplus for the year and the Budget principlesfor 2014 will be to continue to build a cash reserve. These were accepted on the proposalof Colm Rigley seconded by Michelle Lawless.

5) Membership Fees for 2014.The new licencing structure and associated fees as recommended by the Board and whichare contained within the Congress Manual, were accepted on the proposal of Marian Lamband seconded by Anthony Mitchell

6) Appointment of Auditors for 2014.The appointment of Grant Thornton was proposed by Liam Walker seconded by GabrielHoward and accepted. The President acknowledged the presence of Aileen O’Connor fromGrant Thornton and their support of Irish cycling over many years.

7) Commission Reports. 7.1 Youth. As the commission was non existent in 2013 there was no report and this was commentedon by Ger Campbell who stressed that this must be a Board priority. He acknowledged thatthere had been a successful Youth programme in 2013 but there was no strategy in place.

7.2 Off Road. This was proposed by Martin Grimley seconded by Anto Moran and accepted.

7.3 Track. This was proposed by Liam Walker seconded by Terry Cromer and accepted.

7.4 Women. This was proposed by Fiona Cooke seconded by Valerie Considine and accepted.

7.5 Paracycling. This was proposed by Neil Delahaye seconded by Marian Lamb and accepted..

7.6 Road. As the commission was non-existent in 2013 there was no report, however the Presidentreferred to the two groups appointed by the Board to deal with specific items, grading andsafety and these had been very successful dealt with as would be seen during the meeting.Nevertheless Ger Campbell stressed that the appointment of a Road Commission must bea Board priority.

7.7 Anti-Doping. This was proposed by Jack Watson seconded by Liam Walker andaccepted. The President acknowledged the contribution of Dr Conor McGrane in the field ofanti-doping.

7.8 College of Commissaires. This was proposed by Liam Walker seconded by AntoMoran and accepted. Reference was made to the increase in abuse directed atcommissaires by riders and this should be dealt with .as severely as possible. TheCommissaire’s News Sheet produced by the C of C’s secretary, Gary McIlroy wasacknowledged and Gary was thanked for this.

8) Business Update.This was given by the CEO Geoff Liffey and is detailed within Congress Manual. Thisprovoked numerous comments from the delegates and the following items were highlighted, Automatic membership renewal / Direct debits for membership Rather than reduce number of clubs in close vicinity to each other encourage more Attract Sportive riders who are not already members Lack of support from CEO / Board re the proposed Dundalk Velodrome / Velopark

7 Need to improve communications with members Does the format of commissions need addressing? The need for the Board to deliver its strategy through commissions The need for the Board / Provincial Executives to interact with grass roots What steps if any were taken when it was apparent that there would not be a Youth

Commission?

The Operations Manager, Frank Keenan, then gave an overview of the proposed newMembership Management System. Reservations were raised from some delegates re thecomplexity of computerised systems and concerns were also expressed regarding the useof a Scottish Company to provide the service rather than an Irish Company. These concernswere addressed by the Operations Manager.

9) To consider the following motions.

9.1 From Drogheda Wheelers:That where preferred by the club/promoter, that, on the day entries for road races be allowedto continue as opposed to the mandatory on line entry planned by Cycling Ireland. This wasproposed by Ger Campbell seconded by Gabriel Howard and carried.

9.2. From Adamstown Cycling Club:Junior Track Nationals must be held before the final selection of a team for Junior Europeanand Junior World Track Championships. Only riders who attend can be selected for NationalTeam, unless a note from a doctor is provided. This was proposed by Brendan Whelanseconded by Liam Walker and defeated

9.3. From Adamstown Cycling Club:Track commission to elect a member of selection committee for all National Track Teams.This was proposed by Brendan Whelan seconded by Liam Walker and defeated

9.4. From Adamstown Cycling Club:International Day, National Championships and one other domestic event (Duane Delaney)to be used as Junior Selection Track events. This is to afford domestic riders who have notbeen included in Talent ID program an opportunity to present their case for selection. Thiswas proposed by Brendan Whelan seconded by Liam Walker and defeated

9.6. From College of Commissaires:Chapter T2 Grading / Categories2. (h) , Veterans:“A rider who satisfies the above criteria may opt for a Senior Licence however this must bedone on their initial licence application for that year.”Reword as:

“A rider from the year in which he reaches the age of 40 will be entitled to request a veteran’slicence, such a request must be made on his initial licence application for that year. Howeverany such rider cannot subsequently revert to Senior category.”

This change to become effective from 1st January 2015.

This was proposed by Gary McIlroy, seconded by Jack Watson and passed.

9.7. From College of Commissaires:

Chapter T1.4 Licences“A rider’s licence may contain both the name of his UCI Registered Team and his CyclingIreland Registered Club - (see Glossary).”

Replace with:“A rider’s licence will contain the name of the Club, Club Team or UCI Registered Team forwhich he competes or participates in cycling activities.”

This was proposed by Jack Watson seconded by Gary McIlroy and passed.

9.8. From College of Commissaires:

Chapter T1.5 Licences“5). A rider being a member of both a Team and a Club as defined in rule T1.4 above, unlessgiven written approval by the Board of Cycling Ireland, must compete under the Team namesave for the following exceptions:

(a) A National, Provincial or County team selection;(b) As a member of a mixed team;(c) In a stage race where the approved special race regulations allows for a rider to

compete as a guest, on a team other than that stated on his licence. No more than one guest rider will be permitted on any team with a maximum of 4 riders and 2 guestriders on a team of 5 or more riders.”

Replace with:“5) A rider may compete for an entity other than that displayed on his licence under thefollowing conditions:

a) A National, Provincial or County team selection;b) As a member of a composite team or as a guest rider;c) In a stage race where the approved special race regulations allows for composite

teams then such teams must be made up entirely of riders holding CI licences or alicence issued by any other National Federation but containing an IRL code. Howeverwith the permission of the Board a composite team may be made up solely of riderswith a non IRL code.

d) In a stage race a CI club or club team may include riders who are not members of that club or club team but hold either a CI licence or a licence issued by another National Federation but with an IRL code. No more than one guest rider will be permitted on any team with a maximum of 4 riders and 2 guest riders on a team of 5or more riders;

9e) A rider being a member of a UCI Registered Team may not participate on either a

composite team or as a guest rider as referred to in points 5.(c) and (d) above.” Thiswas proposed by Gary McIlroy seconded by Oliver McKenna and passed.

10) From the Board of Cycling Ireland following Grading Review Workgroup’s recommendations.

The proposal in respect of changes to the current grading system, is contained in theCongress Manual, was proposed by Rory Wyley seconded by Neil Delahaye and passed.

11) From Kanturk Cycling Club:

That Cycling Ireland replace the current Veteran category with UCI Masters categories in the disciplines of Road, Time Trial and Hill-Climb.

That in 2014 CI award National Championships in Road, Time Trial and Hill-Climb inthree Masters categories of 45-54; 55-64; 65 and over, subject to the relevant Technical Regulations being modified to suit.

That, at the discretion of Cycling Ireland, UCI rules may be adopted or modified for these Masters National Championships

This was proposed by Tom Daly seconded by Dan Curtin. Jack Watson queried themotion in relation to the current veteran’s rules and was advised by Tom Daly that there was accompanying notes to the proposal which should clarify these concerns.The motion was passed.

12) To elect an Honorary President.

The following have been nominated:

• Mr.Denis.Toomey has been nominated by Tandem Cycling Ireland and the ParacyclingCommission.

• Mr. C. McKenna has been nominated by Cuchulainn Cycling Club and Cycling Leinster.

Following the address by each of the candidates, a secret ballot for which the staff membersacted as scrutinisers, was conducted. There were 123 votes cast in line with the number ofdelegates signing in and permitted to vote and the result yielded a tied vote with eachcandidate receiving 61 votes and there was one spoilt ballot paper. The Board with theexception of Denis Toomey verified all the ballot papers cast as being acceptable and in linewith those signing in and entitled to vote before announcing the result to the delegates. Asper the Articles and Memorandum of the Company in a tied vote it is the President’s right tohave the casting vote and he gave this to Denis Toomey and confirmed him as the HonoraryPresident of Cycling Ireland.

13) To elect three Board members. The following have been nominated:

• Mr. D. Toomey has been nominated by Tandem Cycling Ireland and the Paracycling• Commission;• Mr. J. Horgan has been nominated by Team Aqua Blue;• Mr. P. Shaughnessy has been nominated by Cuchulainn Cycling Club;• Mr. A. Mitchell has been nominated by North Down Cycling Club.

The delegates were advised that Pat Shaughnessy had withdrawn his nomination and asDenis Toomey had been elected President this only left John Horgan and Anthony Mitchell.Hence there was no need for an election and the two remaining nominees were confirmedas Board Members.

Following a query from Gabriel Howard the President confirmed that he could now accept anomination from the floor for the vacant Board position. Pat Shaughnessy confirmed that hewas now prepared to accept this position and as such he was proposed by Gabriel Howardseconded by Ger Campbell and elected to the Board.

14) Close of AGM.

In officially closing the AGM the President thanked the delegates for their attendance andrecommended that they stay on for the Discussion Forum which was to follow.

Prior to moving to the Discussion Forum incoming President Denis took the chair and indoing so complemented outgoing President Rory for the work and commitment he had givento Cycling Ireland both as Treasurer and President. He wished him well for his future. Roryacknowledged the President’s comments and indicated that he would be available to assistthe incoming Board as and when required.

Introduction:

Our main objectives were similar to the previous year:-• To make the Track Commission more inclusive by having representatives of the

provincial commissions join the TC meetings on conferences and also having reportsfrom the provincial commissions as a permanent agenda item.

• Have the website redesigned to reflect the activities of the Commission rather than just the activities at Sundrive Velodrome.

• To try to put distance between TC and the Sundrive club.

Track Commission Meetings:

Our attempts to include the regional representatives in the TC meetings were for the mostpart unsuccessful. There was little interest from the provinces in using the conference callfacility that was set up. There were few reports, updates or agenda items from the provincessubmitted to the Commission. The Chairman believes this can be improved by appointingrepresentatives for each of the velodromes who will liaise with the Commission.

Website:

The new website went on line towards the end of 2013 and contains information regardingthe three velodromes. This email is an open account monitored by representatives from 3clubs. Email accounts were set up for the different regions and they were asked forcontributions regarding their facilities such as times of accreditations and contact information.Unfortunately there was no acknowledgement of any of the emails that were sent.

Sundrive Velodrome:

Our efforts to get clubs (other than Sundrive Track Team) to avail of the facility at Sundrivewas quite successful. An email address ‘[email protected]’ was set up where clubscan send an email to book time. There is a calendar on the new website showing who hasbooked and what times are available.

Bray Wheelers, Sundrive Track Team, Black Rose, Orwell Wheelers, Kilcullen CC andAdamstown CC all had club sessions with their own coaches. Nass, SERC, Galway BayCC, Dublin Wheelers CC and Errigal CC had club sessions with Track Commission providedcoaches.

The downside to this has been that despite the velodrome and pavilion now being treatedas a shared facility the maintenance, cleaning etc. appears to lie with the members of theTrack Commission.

Unfortunately there are no figures available for the Kanturk.

Accreditation:

The two tier accreditation system has worked well in Dublin but we have had no feedbackfrom the other two locations. We can only conclude that the only track where this system isin place is Sundrive Velodrome.

The total number accredited was 100

League Races (Leinster)

It might appear from table 1 that there was a drop off in the amount attending the Wednesdaynight league races, this is not the case. The average amount attending each night increased. The table indicates the total amount of riders in the league (some riders may have onlyattended one night). This we see as a positive trend.

The increased attendance meant that group numbers could be equalised and an increasein standards led to an expanded A rider section which we also see as positive.The attendance of female riders showed a bit improvement which allowed u s to often hostwomen only races . Generally due to the varied ability of our female rider they were spreadacross A/B/C categories.

A very positive sign again this year was the amount of riders travelling from Galway andDonegal to the Wednesday night events.

Sundrive Velodrome:

The Youth Interprovincial Championships

The Youth Interprovincial Championships was reinstituted with a new format whichwas a team event for each age category. Leinster, Ulster and Connaught all fieldedteams, unfortunately Munster did not.

Senior Nationals

*Vets were included in 2012.

The Senior Championships showed slight in decrease in the number of competitors.This may be due to the Veterans having their own championships and the improvedperformance of the senior riders

Junior Nationals

Increase in the number of competitors since the previous year.

Duane Delaney

Increase in the number of competitors since the previous year.

Veterans Championships

The Vets also showed an increase. We suspect the overall entries would have beenhigher if we had introduced ‘age banding’. This would have put a strain on the humanresources available but we hope to introduce it next year subject to a review of thenumbers from this year and approval from Cycling Ireland.

Conclusions:We have had a very encouraging year in Track Cycling with increased field sizes in allevents. Of particular note is the success of th e Ulster riders in the Junior and Underagecategories.

On a local level, based on the figures available there have been improvements in thenumbers attending the League events at both Orangefield and Sundrive.The International GP was extended to a two day event this year. We saw two great daysracing in what was a well organised and trouble free event. Due to our efforts we manage dto get nationwide primetime TV coverage. The closer involvement with Dublin City Councilwas very encouraging and hopefully we will have resources avail to expand the ‘Dublin City Council Future Stars’ program next year.

The downside of the success of the International GP was that it put a great strain on theavailable Human Resources. This will have to be reviewed before next years event.

We believe we were successful in our efforts to make Sundrive Velodrome accessible to allclubs (nationwide) which has a very positive effect.

In Sundrive in particular there have been huge infrastructural improvements which has madethe staging and running of events easier.

2014 Goals

After last year’s AGM, the Women’s Commission committed to work on three key areas in2014, in order to attract and retain new racers and grow the women’s racing scene in Ireland:

1. Provide introduction to racing for new riders 2. Develop national level racing3. Revamp our communications strategy

Introduction to Racing Training camps:

We organised a number of one-day training days, in collaboration with local clubs, tointroduce new riders to road and track racing.

Women’s Road Racing camps were held in Naas, Bray, Nenagh, Castlebar1 over the courseof winter 2013/14. The average attendance was 20 participants per event. The day wascomprised of a guided group spin in the morning, and a talk on some aspect of cyclingtraining in the afternoon. While we had quite a number of very enthusiastic cyclists at theroad training days, the feedback from the organisers was they were attended mainly bywomen who were new to cycling, and not our target audience of women who want to stepup to road racing. For 2015, we intend to reformat these road training days, with moreemphasis on younger riders. We also plan to use existing resources (club developmentsystem, sportives and adventure races) to recruit new racers in 2015.

We also supported a women’s track training camp with Sundrive TC in May. The dayattracted 21 participants, who learned about track racing by trying out the Olympic Omnium.Many of the participants went on to compete in the Duane Delaney women’s category a fewweeks afterwards.

We organised a Junior Track camp at Alkmaar, NL (Nov 2013), Junior Road in Kippure,Wicklow (June) and Cycling & Studying for Secondary Students, Corkagh Park (October).A Junior team competed at the Visit Nenagh Classic, and junior riders also participated intest days and the track day at Sundrive.

Beginner Races under the auspices of the Women’s Commission

The Women’s Commission was directly involved in running two race series in the Dublinarea. It should be noted also that other women’s race series were run this year by local clubsaround the country.

The Orwell-Stickybottle Crit League was moved from Sandyford Industrial Estate and thisyear comprised of time trials, road races and crits for a six week period in spring.

The Corkagh Park Ladies Racing series was in its third season, and ran over 14 weeks insummer. Average attendance was 23/week, up from 16/week in 2013. The feedback thisyear was very positive - beginners were able to learn skills, and experienced riders had anaggressive mid-week training race.

A number of riders who were new to bike racing through the Orwell-SB and Corkagh Parkseries went on to compete successfully at Ras na mBan this year.

Develop national level racing National League

At the 2013 AGM, we decided to reposition the National League in 2014 as competitiveleague for experienced racers and incorporated the old Classic League into it. We alsocreated new criteria for races in 2014:

• Races between 50-80km in length, with preference for hillier circuits, separate to men’s races

• Removed ITT, and increased total number of road races to sevenMost events in 2013 had been clustered around Co. Meath - in 2014, we spread them throughout Leinster, with one in Ulster2

• New Junior prize, sponsored by Stickybottle.com

We had mixed success in terms of acquisition and retention of riders in the National Leaguein 2014. Over the seven events we had:

• 74 riders (193 sign-ons), compared to 73 riders (162 sign-ons) the previous year• 40 riders were new in 2014, of which 17 raced only one event, and 3 raced all

events• 39 riders lost in 2014 vs 2013• 34 core riders retained in 2014

In November, we plan to survey participants of 2013 and 2014 races to better understandthe perceptions around the National League and to plan the 2015 calendar. Although wewould like to expand the National League beyond Leinster, we need clubs/volunteers in otherparts of the country to work with the Women’s Commission to help grow the league in 2016+;the Women’s Commission is entirely voluntary, and cannot spread resources across thecountry with our current group.

An Post Ras na mBanRas na mBan was held in September in Co. Clare, and consisted of six stages over fivedays. 20 teams participated: 13 international, 6 county teams and Irish national team. AnPost was the title sponsor again in 2014, and the race also received generous sponsorshipfrom a number of other organisations3.

Key points from the 2014 Ras na mBan include:

• Fiona Meade (Munster Blarney) winning the NDC sprint jersey, stage win, top domestic rider

• Ras had lower number than domestic riders than usual this year - had more UK riders than domestic (no similar event in the UK, which makes Ran na mBan hugelypopular with British teams)

• It should be noted that the high performance track camp was scheduled at the sametime as Ras na mBan, which meant some of the domestic riders weren’t availableto race

Communications StrategyAt 2013 AGM, decided to overhaul our website, www.womenscycling.ie and use this as themain channel of communication about women’s racing. The website re-development wasdone by an external company under the direction of WC PRO Sandra Telford.

Highlights of new website:

• Key metrics - average time on page 1’28”, meaning visitors to the site are readingthe content, not just scanning/clicking through

• Most popular article was “Guide to open racing 2014”. Other popular articles wereabout new riders, diet & nutrition, upcoming events.

• Social media (Facebook) and organic search results drove the most traffic to the site

• Having overhauled the site, and kept it updated with fresh, new content, we have more PR reps in 2015 to help maintain the site.

AGM & Open Forum

The Women’s Commission AGM was held on Saturday, 27th September in Tallaght, Dublin,and was attended by 21 people, representing nine clubs from Leinster and Munster, andCycling Ireland.

In addition to regular AGM functions, we also held an open forum on women’s racing at anational level.

The Women’s Commission has submitted five motions for consideration at the CyclingIreland AGM, and has nominated its Chairperson, Siobhan O’Connor, for election to theboard of CI.

Since the 2013 AGM it has been an eventful period in Para Cycling Ireland. Taking over therole as Chairman after the legacy of Denis Toomey was daunting however, with a roundtable approach being adopted by the members of the commission over the five meetingsheld, I was confident we could continue to have Para Cycling Ireland in as good a place aswhere we got it and strive to further improving it.

The domestic season got off to the best possible start with a home location 2 day trainingcamp for aspiring riders incorporating a stage of the National Invacare Time Trial league andincluding a training ride, a work shop hosted by Paralympics Ireland and the first Para CyclingCrit race held through the streets of Roscommon town. While newly appointed DevelopmentTeam Coach Cathal Miller settled into his new position over that weekend. The Elite squadwere on a foreign training camp with the World Track Championships around the corner. Atthese Track Championships in Mexico in March our squad banked those all important pointsfor Rio qualifications with each and every selected rider getting top ten finishes. New tandempairing of James Brown & Brian McCrystal (male tandem) & Katie George Dunleavy & EveMcCrystal (female tandem) proving their worth on the track with Irish national records beingdemolished. Enda Smyth secured top ten with Colin Lynch making the podium.

The year rolled on with the Elite squad being announced for the World Cup in Italy in Mayand the first ever Development squad getting whittled down to compete in the World Cup inSpain in July. Again our riders banked in the World Cup in Italy with Mark Rohan, ColinLynch, Katie George Dunleavy & Eve Mc Crystal all making the podium. On the developmentside it was great to see riders take it upon themselves to compete at international events asindependent riders at their own expense to gain experience on the track or road and this isa direct result of the positive attitude adopted by members of the commission towards riderswishing to progress themselves. The experience gained by the development riders stood tothem with a successful campaign in the World Cup in Spain. This event being Cathal Miller’sfirst international event as Development Team Coach which led to a very professionalcampaign and resulted in a 13th place finish in the C4 Time Trial being the highest result. Iwish to thank him for his dedication and commitment to Para Cycling from the grass rootsto development squad.

With no stone left being unturned to identify talent with 15 National Para Cycling events fromlast March to date domestically without a doubt the talking point was the introduction ofEoghan Clifford in the solo bike section. Eoghan secured top spot at the NationalChampionships in Westmeath and from that was chosen to enter the World Championships.Eoghan secured the rainbow stripes in both the TT & RR at the World Championships heldin Greenville U.S.A. in the C3 category. All squad members secured top 10 finishes withJames Brown & Brian McCrystal taking 9th in TT, Colin Lynch taking 5th in TT, Mark Rohantaking 3rd in TT, tandem pairing of Katie George & Eve taking 2nd in RR being the best ofthe results of each riders two races, with Eoghan on the top step of the podium twice in threedays. These results did not fall from the sky. Huge work has been done by Neill Delehayeand I wish to take the opportunity to congratulate him since he took over the role of NationalCoach only last year. Most countries described 2013 a “transition” year after the LondonParalympics or “year off” however, it was anything but, for not alone our Elite squad but rightdown to newcomers to the Sport with Neill pushing everyone to be the best they can be.These results at Elite squad level are a testament to funding from the Sports Council and I

wish on behalf of Para Cycling Ireland to thank them as competition at this level would beimpossible without their support.

New talent in Para Cycling can come from anywhere; however we cannot lose sight of thedevelopment programme building new and existing riders from the ground up. A road raceseries and training headed up by Cathal Miller & Declan Slevin has been a huge successand the facility at Corkagh Park should be used more and more into the future by everyone.After two successful events, the last day we held a “come & try” event, this proved the bestto date. I wish to thank everyone involved in making the day a success from the familieshelping at the BBQ to hard racing with members of Clontarf CC who provided track supportand the day proved a huge success.

The National Invacare Time Trial League has proven to be a corner stone of riders reachingtheir personal goals. Since the first Invacare TT was put in place with Frank O’Leary downwith Shannonside CC in Athlone in 2012 it has gone from strength to strength. Six stageswere held this season in conjunction with Ballaghaderreen CC (Mayo), Shannonside CC(Westmeath), Blarney CC with the ever dynamic Rebel Wheelers (Cork), Lakeside WheelersCC (Westmeath), Bray Wheelers/Sorrento CC (Wicklow) and Cuchulainn CC (Louth). I wishto take this opportunity to thank them for facilitating the league in a professional manner,support leading up to the events and very high safety standards. For some riders this leaguewould be their first introduction to such an event. On the day of stage six the overall NationalInvacare Time Trial league results and yellow jerseys were presented to each category rider.Solo bike - Chris Burns, Tandem Men – Damien Vereker/Martin Kirwan, Tandem Women –Diane White/Catherine Hack, Handbike – Declan Slevin, Most Improved Rider Solo – MartinEnright, Most Improved Rider Tandem – Diane White, Most Improved Rider Handbike –Seamus Wall.

Also various Local Sports Partnerships helped us promote “come & try” events, again atestament to the future of the sport. On the strength of these days Sports Partnerships underthe direction of their local authorities have made investments in bikes for the developmentof the Sport for recreational to competition purposes.

Our first ever criterium race proved a huge success and I wish to thank Jackie McCormacktogether with the Ronan McCormack committee for a great event. Also Donamo DynamosCC (Roscommon) for support on the day. The Junior Minister for Sport Minister Michael Ringwas on hand that afternoon to present Jerseys from the 2013 season. This was a hugepromotional opportunity for all involved. Without our partners in promoting, developing andbeing able to compete at both National and International level we would not be in existence.The funding by the Irish Sports Council is the life line for results and I wish to acknowledgetheir commitment. Also Invacare and Cadburys for their continued support & sponsorship. Iwish to thank Paralympics Ireland for their continued support with the sports science teamand providing three classification days throughout the year with Naomi O Reilly & Dr. JoeConway attending national events. They have also provided support to those riders seekingUCI classification for International events. I wish to congratulate Para Cycling stalwartCatherine Walsh with her decision to work on a classification panel. I wish her the very bestand judging by the way she conducted herself as a World class rider for Ireland she will beheld with the highest esteem.

33The Nationals proved a huge success with yet again the Lakeside Wheelers CC at theorganising wheel. Conditions were unfavourable yet there was the largest contingent ofparticipants in the Para Cycling section to date. Most importantly I wish to pay tribute to allthe riders for what was a fantastic year. To see our squad being live streamed from the U.S.in the world Champs were fantastic moments. To hear the commentators saying Eoghanwas gone up the road on the C3 pelethon and to see Katie George & Eve in for the gallopwas electric. It would be great if the World Cup competitions

would look to doing this down the line. Moments like that, moments where a 11 year old girldone her first lap on a handbike at the Ronan McCormack Crit race through the streets ofRoscommon town to huge applause in the downpours of rain are what we strive for andeverything in-between.

Within Cycling Ireland I wish to thank the Board members for their continued dedication tothe discipline of Para Cycling, media coverage from Heather Boyle, Gerry Beggs for hiscontinued role and High Performance Coaches Brian Nugent and Neill Delehaye.

In conclusion I would like to thank all those involved and who supported not alone ParaCycling but Cycling in general. Our Para Cycling secretary Declan Slevin who together withhis wife Evelyn worked very hard from coordinating events to press releases. We expectour numbers to grow and expect we can build yet again. 39BMX Ireland has developed and promoted the Irish BMX Race Series over recent years. In2013, Cycling Ireland invited BMX Ireland to join the National Federation as a Commission.Previously, BMX Ireland operated as part of the Offroad Commission, with Alison Murphy,now BMX Commission Secretary, serving as the BMX rep on the ORC since 2008. On 1stMarch 2014, BMX Ireland became the Cycling Ireland BMX Commission.

The BMX Commission proactively engages in all operational, developmental, technical,promotional and governance of BMX Racing in Ireland. It operates under the auspices ofthe National Federation, Cycling Ireland, and is governed by its Procedures, Rules, Ethicsand Codes of Conduct.

The Commission is known as “BMX Ireland – A Commission of Cycling Ireland” and its 8members are drawn from the four provinces Leinster, Connacht, Munster and Ulster. TheCommission also has ‘co-opted’ members who provide invaluable services such as web andsocial media, graphic design & publications production, race reports, financial management,and race day preparation.

The 2014 Irish National BMX Race Series.

The 2014 Irish National BMX Race Series was a 6 Round series from March to August. Theracing began with Round One at the indoor track in Cherry Orchard, hosted by Dublin CityBMX Club. Ratoath BMX Club held Rounds 2 & 3, with Round 4 going to the all new LucanBMX track. Designed by BMX World Champion Kelvin Batey, the Lucan National wasregarded as one of the highlights of the year, with this venue being touted as one of the topBMX race tracks in Europe.

The National Series finished off with Rounds 5 & 6 at Ratoth BMX track with an excellent‘double-header’ weekend.

For this years National Series, the Commission took the decision to combine some agegroups. Due to small numbers in certain age groups eg., 3 or 4 riders, ‘processional-type’racing was creeping in, which was considered non-competitive and ‘boring’ for the riders,let alone spectators.

Combining age groups eliminated processional riding, bringing back the racing element,resulting in the skill level of the riders greatly increasing.

The National Series had 148 riders racing in 2014, which is down from 2013. As new trackscome online in 2015/16, the Commission fully expects rider participation to growexponentially.

The 2014 All-Ireland National Championships

The 2014 All-Ireland BMX National Championships took place on the 21st September,hosted by Lucan BMX Club on their fantastic new track in St. Catherine’s Park in Lucan.The All- Ireland National Championships is the single biggest one day race in Irish BMX andthe National Champion Title is the next most coveted title after the No.1 Plate of the NationalSeries.

The event attracted 98 entrants from 4 years old to 50 years old, who battled it out across11 different classes in the Challenge category and 3 different classes in the ChampionshipCategory.

The racing was fast and furious, with both male and female categories racing for the gloryof All-Ireland Champion. The main event of the day was the Masters 30+ category, whichhad Ireland’s very own World BMX Champion, Kelvin Batey, competing. Kelvin, as expected,went on to win the main event, rounding off for him a great year for both National andInternational honours.

The event also played host to visiting dignitaries from Larne Borough Council and LisburnCity Council in Co. Antrim. Both Councils are planning to develop their own BMX tracks, sorepresentatives were sent to watch the largest gathering of BMX racers on the island andsee the wonderful facility at St. Catherine’s Park.

The day rounded off with the presentations, where President of Cycling Ireland, Mr DenisToomey, was on hand to present the awards to the successful competitors.

The Cycling Ireland BMX Commission would like to thank Fingal County Council for havingthe vision to facilitate such a high standard track in the beautiful St. Catherine's Park and to‘Leader’ for funding the project along with all our sponsors and independent fundraisers.The Cycling Ireland BMX Commission would also like to thank our hosts Lucan BMX clubfor running another top class event.

BMX Clubs in Ireland – An Update.

As a result of the recent re-introduction to Ireland of BMX Racing, several new Clubs havebeen established to cater for the demand. By 2014, three Clubs had actual tracks (Ratoath,Lucan & Newcastle West), the other clubs being established to grow the numbers in theirrespective areas, and canvas local authorities for their own track facilities. With the largerpopulation centres in the east of the country, it is inevitable that most Clubs are based inthis geographical area. That said, it is great to report that along the eastern seaboard wehave clubs as far apart as East Coast Raiders in Larne, north Co. Antrim, all the way downto Cork BMX. Going forward in 2015, the BMX Commission is proposing that Clubrepresentatives meet with the BMX Commission every quarter, to discuss developments inour sport, club issues, and associated business. Currently, BMX Clubs in Ireland are:

Belfast BMX Club.Belfast BMX Club was established by race competitors in the Greater Belfast area. TheClubs main focus over the past year was to try and resurrect the old BMX track in OrmeauPark Belfast, which has lane dormant for many years. Through hard work, many hourscanvassing, and support from Belfast City Council, the BMX Commission is now happy toreport that the Club has secured the funding to redevelop the track. This is the news theClub has been fighting hard to get for some time now. The track location is excellent, withchanging and toilet facilities on-site, as well as a huge catchment area for attracting new

41members to the Club and to the BMX race scene. The redevelopment works are hoped totake place between November 2014 and March 2015, with a rideable track ready for the2015 Race Series. The BMX Commission offers its congratulations to Belfast BMX Club andlooks forward to bringing National and Championship races to its new facility.

Cork BMX Club.

Cork had great news to share with the BMX Commission and the wider BMX communityearlier in the year, when they announced a world-class BMX track would be part of the plansfor the new Tramore Valley Park at the former Kinsale Road landfill. Cork City Council lodgeda planning application to build the track in July which it hopes will be able to host internationalcompetitions and national championships.

The BMX Commission is happy to report that the City Council has engaged with us, andCork BMX club, demonstrating their desire for a successful and sustained facility. The newtrack will cover 11,000 square meters with an overall length of 320 meters. It will include aspectator area, and a pump track will also be included as a training track for junior BMXcyclists. Dublin City BMX Club (DCBMX).

DCBMX Club has a progressive youth and team development philosophy and thus boastsa large membership of talented younger riders who have garnered excellent results in boththe Irish and British BMX National Series. In 2014 the club hosted Round 1 of the IrishNational Series at the indoor track located in Cherry Orchard, Dublin 10. Unfortunately, dueto a variety of circumstances DCBMX has had to end its tenancy at the facility and is activelyseeking a new home for the Club.

East Coast Raiders Larne

ECR BMX Club is the most northerly based club on the Island. They are a very enthusiasticand hard-working group, working tirelessly to establish a track and facilities in Larne, Co.Antrim. Latest update is ECR are now very close to having a site confirmed for their track,along with the necessary funding. They envisage a rideable track for the 2015/16 season.

Lisburn BMX Club

Lisburn BMX in County Antrim is busy planning for its new track, which is in the process ofsecuring funding. The Club expects to have a rideable track for the 2015/16 season. TheClub is very focused on recruitment of new members to the sport and has taken youngpeople on skills training trips to Ratoath and Lucan BMX tracks.

Lucan BMX Club.

Lucan BMX Club was founded to operate the new BMX track in St. Catherine’s Park. Thetrack is built to European Championship standards with a view to one day hosting a

European Round of the UEC Series and maybe even the European Championships. TheLucan committee is made up of some of the most experienced and dedicated BMXers inIreland. Membership is growing steadily, with a big focus on promotional and coachingevents for the local & BMX community being planned for 2015.

Newcastle West Knights BMX Club.

NCW Knights BMX Club commenced construction of its track earlier this year. Three timeWorld BMX Champion Dylan Clayton was on board to design and consult on trackdevelopment. The BMX Commission is happy to welcome the Club to the National Series in2015, when NCW will host Round 2 of the National BMX Race Series, and the inaugural Munster 2015 BMX Championships.

Newry & Mourne BMX Club.

Newry BMX Club has just recently been established. The membership has been workingclosely with Newry & Mourne District Council to secure a site and funding for a BMX track.It is great to report, that the Club has been awarded a site within Newry City to locate itstrack. Even more promising is the news that the local Council has submitted a planningapplication and is working on securing funding for the project. Newry & Mourne BMX Clubhas worked hard over the past 2 years engaging with young people in Newry and takingthem on trips to Ratoath BMX track. This has resulted in the Club boasting a membershipof 48 members, who are all now looking forward to enjoying their own BMX track. The BMXCommission is again very excited about yet another new track and looks forward to visitingNewry in 2015/16 with National race events.

Ratoath BMX Club.

Ratoath Club is still the backbone of Irish BMX racing. The Club committee boasts anexcellent group of people who are committed and focused on the requirements and demandsof running a successful BMX facility. They hosted 3 Rounds of the 2014 season, as well asproviding excellent coaching sessions and upgrading their track during the year. The RatoathClub provides many of the volunteers for the BMX Ireland Race Team as well as providinghuge amounts of guidance and help to the newly established Lucan Club. The BMXCommission offers its thanks and gratitude to all at Ratoath BMX Club.

Wexford (Riverchapel)

A club has yet to be established to operate the new BMX track at Riverchapel, Co. Wexford(see section below ‘Track Building’). The BMX Commission fully expects a Club in-situ forits 2015 Report.

National Track Building.

From the ‘Club Update’ section it is clear to see that an aggressive track building programmeis in place. This is the cumulation of several years hard work by the BMX Commission, and

43in particular its National Track Development officer, Eamonn Wyer. The BMX Commissionalso wishes to express its gratitude to CI Board member Senan Turnbull for all his invaluablesupport and work on our National track building efforts. The Commission is pleased to seethat our efforts are now coming to fruition. However, we are not prepared to rest on ourlaurels, and acknowledge that we must ‘up the ante’ and become even more proactive inNational track building. To sustain our track building initiative, we need a structured plan ofsupport and input from Cycling Ireland, which we hope our National Federation will consider.As a group of volunteers, there is limited time and resources the BMX Commission has topursue a National programme of track building.

In essence, a few key ingredients to get a BMX track building programme established are:a. Direct support and involvement of Cycling Irelandb. A national plan of Local Authority engagement by Cycling Irelandc. A structured Funding plan with local, regional, national bodiesd. Lande. Volunteersf. Establish ‘BMX reps’ in all cycling clubs.

The BMX Commission has achieved a lot in recent years, with up to NINE tracks being on-line for the 2015/16 seasons.

Wexford BMX Track.As at October 2014, a new track is being constructed in Riverchapel south of Courtown, Co.Wexford. The design is by Kelvin Batey. BMX Commission National Track Developmentofficer Eamonn Wyer, is working closely with the local Council and contractor in ensuringthe build is as per plans, to ensure it’s a safe track to ride for both racers and leisure users.Completion of the track is planned for end 2014, with official opening in early 2015.

BMX Racing - Strategy for Growing the Sport.

A ‘Strategy’ for BMX at this early stage in its development is simple; we need as many tracksas possible. Spending resources and time trying to attract new people to the sport is verydemanding and difficult to quantify. To use the adage ‘Build it and they will come’, has neverbeen more appropriate. The BMX Commission is being regularly challenged about the paceof growth in our sport. The pace of development is dictated by the realistic amount of worka group of volunteers can do. However, for our population of 4.5 million and race numbersof 100 riders (0.0022%), this compares very favorably to our neighbor’s in the UK who havea population of 65 million and approx. 550 riders (0.00084%) at nationals i.e., per capita ofpopulation we are doing very well.

We are convinced that it is tracks that will grow the sport, not solely ‘boots on the ground’.We observed an excellent example of this at the UCI BMX World Championships inRotterdam this year; the small Caribbean island nation of Aruba, had riders making semisand finals - a fantastic achievement for a small nation of only 100,000 people. However, theyhave 14 BMX tracks, which proves that it is ‘tracks’ that make the difference, not thepopulation of the country!

The Commission regards BMX as a ‘grass roots’ cycling discipline, where riders are in acompetitive sport at a very young age. By attracting children to BMX, we have a hugeopportunity to make cycling a ‘life-long lifestyle’, where our young people can be competitiveBMX racers, leisure cyclists, or even nurtured and developed in to Elite athletes. The BMXCommission has discussed at length its strategy for the 2015 season and beyond. At a‘strategy meeting’ in April 2014, a set of clearly defined goals were established and animplementation plan discussed. However, due the on-going imperial work W2 Consulting isdoing for Cycling Ireland, we have decided to delay the Commission’s plans and await theresults from the W2 project. We are hoping the research being carried out and subsequentproposals and recommendations to Cycling in Ireland, will include a strategy for BMX, whichthe Commission can adopt.

2014 Race Season – Highlights.

The Irish National BMX Race Series was a successful 6 Round event, with the sportsustaining its presence as a serious contender on the off-road cycling calendar. The All-Ireland Championships, held at the new track in Lucan, was our ‘blue ribbon’ event of theseason, where BMX racing really showed off it’s exciting, family oriented and adrenalinefuelled nature.

Ireland was well represented at the UCI BMX World Championships in Rotterdam in July,where we had 11 riders make the trip. Three riders, Eamonn Wyer, Tom Campbell and RyanQuinn, battled hard to get out of their Motos into 1/8 finals. Kelvin Batey was there to defendhis Masters World title from 2013, getting a fantastic 2nd in the final. Kelvin also rode the30- 34 Cruiser Class, where he dominated, coming home as the new 30-34 Cruiser WorldChampion! Kelvin visits Ratoath and Lucan clubs regularly, where he carries out coachingand training sessions, which are proving invaluable to all our riders. The BMX Commissionoffers its thanks to Kelvin and congratulates him on his successes in 2014.

Several Irish riders regularly travelled to the UK and competed in the British BMX Serieswith some stand out performances from the likes of Corey Waller, Eoin Corrigan and KatieO'Neill, all making 'A Finals' in their classes. Corey in particular had an excellent UK seasonfinishing the series in an impressive 5th place. The Cycling Ireland BMX Commissioncongratulates all of our travelling riders.

The launch of the all-new track at Lucan was a major event for the Irish BMX community.Lucan BMX Club has to be commended for all their hard work and dedication, the result ofwhich is a top class BMX race track and a good strong Club, growing month-on-month.

2015 Race Season.

The BMX Race season in 2015 will be very exciting with the introduction of new tracks tothe series. Dates have been confirmed, with Newcastle West hosting Round 2 on May 10th. The highly successful ‘double-header’ weekend race will again go to Ratoath, with the hostClub for the All-Irelands still under consideration. Due to the launch of new tracks, the venuesfor the remaining Rounds will be announced early 2015.

An important initiative for 2015 will be the introduction of ‘Development’ and ‘HighPerformance’ rider programmes. In conjunction with Kelvin Batey and advice from Rachel

45Ormrod, the BMX Commission will be implementing an initiative, which will identify riderswho display excellent potential for inclusion in structured training and coaching programmes.It is the plan of the BMX Commission that at the next UCI BMX World Championships inBelgium, we will have an ‘High Performance’ and ‘Development’ squad representing Ireland.For major international events we will adapt the selection criteria used for MTB, and furtherrefine it for BMX. The exact structures for this are still being worked on and will launch early2015. The ultimate goal here is to link in with Long Term Athlete Development and aspire to Olympic qualification.

The BMX Commission is recommending that all new tracks coming on-line are ROSPAcertified, making this a mandatory requirement for a Club to host a race promoted by theBMX Commission.

At our National Series races, we are considering the introduction of a new category for‘Strider’ racing. This class is for 2 years to 4 years and is pre-cursor to BMX racing. TheCommission is exploring how this will operate in terms of volunteers to run it, health & safety,and child protection. We will announce in early 2015 if this is a viable series in its own right.

In 2015 the BMX Commission plans to launch an ‘E-Zine’ newsletter every quarter. Weconsider this a good method of communication with the wider BMX community. It will featuretrack updates, rider profiles, Club updates and profiles, rider competitions, race reports, newequipment features, coaching announcements, development & high-performance squadupdates, and general information.

The sport of BMX racing lacks female riders. We have liaised with Rachel Ormrod on thisissue and suggestions are we engage with the ‘Women in Sport’ initiative. To drive this forthe longer term, the BMX Commission plans to have a sub-committee of female members,whose sole remit is to develop a programme for females in BMX and pursue funding fromappropriate sources.For 2015 onwards, the BMX Commission will actively seek to grow the numbers ofcompetent and capable volunteers. We will also encourage more people to attain accreditedcoaching qualifications. For racing, we require more Commissaires, which will be promotedto a select group of people the BMX Commission will identify.

Summary.

In summary, the BMX Commission is pleased to say it is making steady progress in thedevelopment and promotion of BMX racing in Ireland. It is important to recognise though,as a sport we have only really just completed our third full season. Until Ireland can boast alarge portfolio of BMX tracks, for the shorter term the Commission will work hard atcanvassing for more track building across the nation. In conjunction with Kelvin Batey andall Clubs, we will also further develop more ‘structured’ coaching and skills developmentprogrammes. We also eagerly await the findings and recommendations from W2 Consulting,and hope that the development of BMX as both a competitive cycling discipline and leisurepursuit, is high on the agenda of recommendations to our National Federation.

Regulations:

The Technical Regulations of Cycling Ireland were updated to incorporate any rule changesfollowing the 2013 AGM and issued in mid-January for 2014. The Technical andAdministrative Regulations are available to view on www.cyclingireland.ie

Courses:

A two day Upgrade course for Road took place in February with 8 successful candidatesmoving forward for practical assessment throughout the 2014 Road Season. 7 of thecandidates have been upgraded from Grade B to Grade A Commissaire with one moreassessment take place in early 2015. The new Grade A Commissaires are:

• Aidan Higgins – Cycling Ulster• Aaron Wallace – Cycling Ulster• Pat Dowd – Cycling Leinster• Ray Staunton – Connacht Cycling• Richard O Gormon – Cycling Munster• Roddy Keane – Cycling Munster• John Breen – Cycling Munster• Eddie Keogh – Cycling Munster (to be assessed in early 2015)

A track specific Commissaires course is scheduled for December 6th/7th at Sundrive Road,Dublin. The track regulations have changed somewhat since the current Commissairestraining and so, to be eligible to Commissaire on the track in future, the specific course is tobe undertaken.

Despite long standing efforts to engage with the Off Road Commission in order to arrangean Off Road Commissaires course, this has proved unsuccessful with no date confirmed foran Off Road Course in the future.

The possibility of a Road Course will be looked at in the coming weeks and announced viathe usual means when required.

Concerns:

Cases of verbal abuse towards Commissaires were reported again in 2014 with any reportsreferred to the Provincial Executives in order to open up Disciplinary proceedings. Althoughthe number of cases reported were small in number, Provincial Executives are requested tocooperate with such referrals in order to protect the volunteers from the number of casesrising.

Concerns have been received from the membership with regards the consistent applicationof the rules in relation to dangerous racing on the open roads. Discussion is currently takingplace in order to find a suitable way to control events with the resources available.

For Stage Races and National Championships, a Chief Judge should be appointed. TheChief Judge forms part of the Commissaires Panel and so should be a Commissaire. TheCollege are looking at options for Commissaires to gain experience as Chief Judge in eventsand to be able to assist the results providers in the timely and accurate generation with theresults.

532014 has been another year of growth for Cycling Ireland in several areas. Membership hasrisen by a further 21% to almost 23,500 members across 397 clubs. The number oforganised events has also risen to over 750 throughout the year across the variousdisciplines. The performances and results by those representing the National team remainvery strong with some exciting new talent emerging.

2014 saw the Giro d’Italia Grand Depart from Belfast when the city turned pink and Irishfans got to see some of the best riders in the world race in their local environment. Thecrowds that came out to see this event were a testament to the growing popularity of cyclingin Ireland at present. A word of thanks must go to the many volunteers and 250 marshalswho attended training. These people played an important role in assisting with the successfulhosting of this event that provided a memorable experience for the riders and many others.Another first in 2014 was the hosting of the first ever European Championship event inIreland with the 2014 European Mountain Bike Marathon event taking place in the excellentCoillte facility at Ballyhoura. This weekend saw some of the best mountain bike riders fromaround Europe compete for a European Championship title. Overall the Off-road sectorwould benefit from a more consistent domestic program throughout the year, once suitablevenues can be found to host the events. For 2015 there is another European ChampionshipsMasters Cross-Country and Downhill to look forward to as well as a leg of the World EnduroSeries being promoted in Co Wicklow.

The leisure cycling participation levels remain healthy through organised and informal clubevents however there is a lot of untapped growth here. The 2013 Sports Monitor studyexplored for the first time cycling participation outside of the club environment, the resulthere was a staggering 85% of people who cycle, do so, outside of the club environment.Taking these figures into account, there is significant potential to bring the NGB and cyclesport to a great many people who, perhaps ordinarily, would shy away from cycle sport in aformal setting and being part of the club environment.

The challenge for Cycling Ireland is in how to harness this opportunity for people outside ofthe NGB something to experience and become part of the club environment and to supportthose already in clubs. This is best done by assisting them to build on their existing capacity,supports and structures to facilitate potential growth in membership where a programme ofintervention will encourage those outside of the NGB and club environment to become partof the club environment. Cycling Ireland will seek to meet this challenge through the deliveryof specific programmes such as Bike 4 Life delivered via a network of local leaders and withthe assistance of the local sports partnerships. Other initiatives like National Bike Week willcontinue to be supported, with cycling clubs around the country embracing the celebrationof cycling on many levels. During National Bike Week Cycling Ireland’s Family CyclingFestival Bike Fest saw a record number of people attend, with over 2,500 people travelthrough St. Anne’s Park in Dublin, enjoying the many sides of cycling. Comedian PJGallagher was the Bike Fest ambassador and activities ranged from BMX and MountainBiking to Sprocket Rocket cycling skills, Rules of the Road and Single Track Racing. BikeFest saw children engage with cycling in local schools prior to the festival, with over 500children entering a competition to name and colour our Sprocket Rocket character”

2014 saw the rollout of the new membership management system used by clubs, membersand event promoters. This year saw 98% of licence registrations completed online and allcycling Ireland events are now registered online. A lot of progress has been made to moveaway from paper based forms to move processes online allowing for more efficientprocessing of the increased volume of activities and more importantly to ease the burdenon club volunteers. A new online event registration module which is fully integrated into themembership system is now available for clubs to use and will provide optional payment directto the clubs. Full details of the changes planned for 2015 in the membership system areoutlined in Appendix 5

The provision of new facilities remains an important objective to provide venues that allowfor safe, enjoyable and family friendly cycling activities to occur. Progress has not been greaton some projects such as the Kerry Downhill trail for Killarney; however one facility thatcompleted was the opening of the new BMX track in Lucan outside Dublin at St Catherine’sPark. This side of the sport is enjoying a strong resurgence and 2015 should see the openingof several new tracks across the country. Plans for an indoor Velodrome at the NationalSports Campus in Abbotstown are progressing well with a planning application to besubmitted before the end of 2014. The timelines for this project are not clear at present butwe expect to have a better picture by early 2015.

The financial outlook remains stable with 2014 seeing the 3rd successive year of a positivecash surplus being achieved by year end. There is a need to widen the income base andattract some commercial sponsors so we can provide more services to the growingmembership particularly by providing regional support structures and ensuring creatingconsistency is achieved across our expanding range of cycling events. A large draw on thefinancial resources of the federation remains the significant insurance cost to cover all ourmember’s activities and manage a claim rate that to date for 2014 has seen more than 120accidents notified and over 20 liability cases still pending.

The High Performance squads have enjoyed a very successful year with medals won acrossthe World Championships events in both Road & Track in both Olympic and ParalympicPrograms. This is a tremendous achievement from a relatively small pool of athletes. Addedto this is the emergence of the younger generation with three medals won at the EuropeanJunior/U23 Track Championships. This year also saw the biggest Junior Team of five ridersat the Road World Championships in September. The focus of the HP programme is on thetrack and road discipline for both Olympic and Paralympic Squads. 2015 will be a vital yearfor securing Olympic and Paralympic qualification positions and will also see Irish riderscompete in the first ever European Games in Baku. A provisional 2015 high performancecompetition program and a full list of the medals won by the High Performance Squads isshow in Appendix 1

Away from the competition side, work continues in the background amongst the HighPerformance team and support personnel and service providers to ensure the athletes aresupported throughout the year. The training base in Majorca is working well to provide thecorrect environment for athletes to prepare. Additional coaching capacity will be added bythe arrival of a new full time junior coach in November. A key objective is to retain and buildon the rider pathway across the age categories to ensure there is a competitive pipeline

55developing. Related to this is the need to build on the success of the talent team over thelast three years to ensure there is an appropriate ‘feeder structure’ from the youth categories.

The Coaching department output continues to increase providing more opportunities for ourmembers, as evidenced by some 570 people partaking in one of the 51 different coursesrun this year. Cycling needs skilled coaches at every level to enable participants to be thevery best they can be whether this brings them to a podium or the finish of a 40k sportive.There is now a detailed Long Term Athlete Development plan published, which if we can getfull embraced and subscribed to by the community of coaches will reap rewards in years tocome. A full detail of the coaching activities are outlined in Appendix 4

As we come to the end of 2014, we will be shortly launching our new five year strategy whichsets out the vision for Cycling Ireland in 2020 to be the leading contributor of medals atWorld, Olympic and Paralympic levels while ensuring sustained growth across all cyclingdisciplines and increased use of the bike across society. This strategy developmentdocument follows an extensive consultation process with the membership and all the keystakeholders. An overview of the essential elements of this strategy will be outlined at theAGM by the consultants who have facilitated the strategy development. A review of theprogress made against the previous strategy will also be covered.

Finally I would like to add my own thanks to the many clubs and volunteers who throughoutthe country provide the energy, enthusiasm and goodwill in running the various activitiesthat we all rely upon to the see and enjoy the sport of cycling.

Coaching, Education & Development

Cycling Ireland understands the importance of having effective, high quality coaches whocan develop, sustain and increase participation and performance in cycle sport. Cyclingneeds skilled coaches at every level to enable participants to be the best that they can be.Cycling Ireland Coach Education & Development Programmes are being developed anddelivered based on strategic needs, the coaches’ needs and ultimately the participants’needs. Cycling Ireland is fully committed to the coach, participant and the performer andcan be evidenced in 2014 by the extraordinary year for Coaching, Education andDevelopment.

Over the course of the year some 580 coaches and leaders have attended 1 of 51 individualcourses that have been run.

Within Coaching & Education steps are being taken to revise the existing coachingprogramme which will see the coach education programme evolve dramatically in the next4 years. The Cycling Ireland Strategic Plan - A Pathway for Cycling 2015 – 2019 clearlysets the direction for the next 4 years and beyond. Part of this strategy is to develop a WholeSport Coach Education Programme to enable coaches, participants and performers toreach their full potential.

Further work has also been undertaken to implement our Cycling Ireland Long Term AthleteDevelopment (LTAD) model which aims at effectively developing and implementing Coachand Rider Pathways. November 2014 will see Cycling Ireland pilot a brand new innovativetool. The Metrifit Athlete Monitoring Platform will see LTAD come to life. Metrifit is an onlineand smartphone tool that will monitor training, health and wellbeing and nutrition.

Sprocket Rocket continues to provide opportunity and access for young girls and boys todevelop key fundamental skills and to participate in cycling. Sprocket Rocket aims to recruit

a new generation of cyclists to our sport. to ensure the success of the Bike for Life programme. Cycling Ireland has spent considerable time in 2014

building capacity in this regard and has benefited from specific partnership working with the LSP network and

In August 2014 Cycling Ireland took on a new contract, with the Department of TransportTourism and Sport, with a responsibility over the design, development and rollout of a newNational Cycle Safety Standard. When completed the National Standard will sit with the suiteof courses offered by Cycling Ireland occupying a place after Sprocket Rocket and beforeBike for Life or Gearing Up, and will offer a key aspect of training in terms of road safetyskills which will be an excellent complement to existing programmes. In the longer term,Cycling Ireland will be tasked with maintaining the register of trainers qualified to the NationalStandard and will be the training body for those wishing to train to the standard.

Appendix 5Azolve System EnhancementsSystem Enhancement for Azolve 2015

Approaching the 1st anniversary for the Azolve System, it has expanded significantly fromthe core membership and club management system to event management with much moreto follow. We have added a number of helpful enhancements to the Membership systemand the other modules which will be rolled out in November for the 2015 licensing seasonand later in 2015 .

For you the Member...• New members will be able to register and select their licence in one visit to the portal.• “Traffic lights” to indicate where you are in the licence renewal process.• Useful Club finder embedded in the selection process for joining a local club• More members will be able to pay their club fees on line via PayPal• A group member registration facility where one member can register for others e.g.

families.• Integrated e-mail system will be available to you and your club/CI.• You will be able to enter events on-line throughout the year.• You will receive a handy pdf version of your licence for saving to your smart phone.

For the Club Secretary...• Clubs can decide when and if you want to approve members applications.• The Affiliation process has been streamlined for new and existing clubs.• “Traffic lights” to indicate where you are in the Affiliation process.• An advanced search facility on the member screen.• Member’s report has been significantly enhanced for reconciliation etc.• We have retained the favorable rate for PayPal users (but you need to reapply!).

For the Event Promoter...• We will be rolling out a useful event planner portal in the New Year.• All event details are available on our listing beneath the calendars on our website.• You will be able to do complete your Risk Assessment online in 2015• All insurance and sign on/Event fee sheets will be available on line• On-line event registrations available with significant advantages over 3rd party systems.

Coming in 2015...For the Commissaires...• Commissaires can be alerted to their event allocation on line with reminders of any

changes• There will be a facility to complete your reports on line which will automatically update
