1.1 Permanent or temporary change in land

use, land cover or topography including

increase in intensity of land use (with

respect to local land use plan)

No Proposed amendment (coal transportation by

road) shall not result in change in land use, as

no major infrastructure is required to carry out

loading, unloading activities for trucks/

dumpers and roads/ National Highway/ State

Highway already exist for transportation of coal

by road.

The route (copy of Sketch enclosed as

Annexure-B) that is proposed to be followed

for coal transportation through trucks/ dumpers

is as following:

a) Entry: The empty dumper shall run on

NH49/200 Double Lane till Belpahar Railway

crossing (approx. 59 Km from Lara STPP) and

then on State Highway and finally entering into

MCL mining area. In order to reach Lakhanpur

Mines, trucks/ dumpers shall follow the internal

approach road of MCL.

b) Exit: In order to exit, the loaded trucks/

dumpers shall run on internal mine road/

existing single lane road of Lakhanpur Mines

(approx. 7-8 Km) which is connected to

NH49/200 at Lakhanpur area Mandir (Exit

Point shown in sketch). Then the trucks/

MoC from Lakhanpur and Korea Rewa blocks

of MCL and SECL respectively till TLCMP is

operational.

In view of the above, NTPC plans to transport

coal from Lakhanpur and Korea Rewa coal

blocks to Lara STPP by road network.

Existing National Highway/ State Highway is

being used for transportation of construction

material and the same shall be used for coal

transportation also.

Considering the bridge linkage from Lakhanpur

mines for both the Units (2x800 MW), coal

(grade G-13) requirement (90% of normative

requirement) would be approx. 15,554 MT/day

for which approx. 2074 truck trips having

average capacity 15 MT for to and fro distance

of 115 Km is anticipated. This will generate

additional traffic on road.

ground or surface waters?

1.24 Changes in water bodies or the land

surface affecting drainage or run-off? No Not applicable.

The proposal is for change in mode of coal

transportation.

1.25 Transport of personnel or materials for

construction, operation or

decommissioning?

No Not applicable as the proposal is for change in

mode of coal transportation and infrastructure

required for transport of coal i.e. road, is

already existing.

Movement of workers and other personnel to

the operation site takes place through the

existing networks only.

1.26 Long-term dismantling or

decommissioning or restoration works? No Not applicable.

1.27 Ongoing activity during decommissioning

which could have an impact on the

environment?

No Not applicable as the proposal is for change in

mode of coal transportation through an existing

road network.

1.28 Influx of people to an area in either

temporarily or permanently? Yes There may be influx of a small number of

General Manager (S&M),

Coal India Ltd., Coal Bhawan, Premise No.-04 MAR, Plot No. - AF-III, Action Area- I A, Newtown, Rajarhat, Kolkata - 700 156.

Sir,

Sub:- Coal quantification of the power plants granted Bridge Linkage.

Ref:- (i) MOC's O.M. No. 23021/3/2015-CPD dated 08.02.2016.

(ii) Minutes of the special meeting of the SLC(LT) held on 18.03.2016 vide No. 23014/2/2016-

CPD dated 11.04.2016.(iii) Letter No. FU-35/2014-IPC dated 15.01.2015 of Ministry of Power.(iv) CIL's letter No. CIL/S&M/Power/185 dated 16.05.2016 and another letter no. CIL/ S&M /

Power/188 dated 17.05.2016 followed by Corrigendum vide letter No. CIL/S&M/Power/207dated 27.05.2016.

In reference to the above, I am directed to state that Coal India Ltd. has sent offer of coal supply under Bridge Linkage to different power plants. But for each power plant they have offered a range of Grade of Coal. As such for each unit of a power plant, 'Agreed requirement of Coal' i.e., 90% of 'Normative Requirement' have been calculated for each grade of coal (within the offered range of grade of coal) separately considering supply of total quantity of coal of that pa1ticular grade only and not that all the quantities mentioned against each grade of coal for a particular unit of a plant are to be supplied. For example, in SI. No. 1, in case of Unit 8 of Koradi TPP, the Agreed Requirement of Coal has been calculated as 1.624709 MT if G8 grade coal supplied OR l .730678 MT if G9 grade coal supplied OR 1.851379 MT ifGlO grade coal is supplied and not that 1.624709 MT of G8 grade+ 1.730678 of G9 grade+ 1.851379 MT of GlO grade coal is to be supplied. Accordingly yearly quantities under bridge linkage have been calculated for all the cases.

Therefore, based on the above mentioned letters of CIL, Ministry of Power and minutes of the special meeting of SLC(LT) held on 18.03.2016 the statement for quantification of "Bridge Linkage" is enclosed herewith

as Annexure - I, for your kind perusal and necessary action please.

Enclo: As above. Yours faithfully,
