About This Document

Purpose

Due to the rapid expansion of multimedia applications, the downlink peak data rate now

exceeds 100 Mbit/s. The Long Term Evolution (LTE) standard was developed to meet this

increasing demand. A set of KPIs have been defined to evaluate this new system's

performance, especially that of the evolved Radio Access Network (eRAN).

1 Overview

This document specifies a set of eRAN KPIs used to evaluate the performance of the LTE

system and provides a detailed description of the counters necessary for calculating these

KPIs. Given that LTE is a new system, the KPIs in this document are drafts, and as such, are

subject to change. KPIs will be updated according to commercial network management and

radio network optimization needs.

The KPIs in this document are classified into the following seven categories:

2 Template for KPI Definition

According to the template, each KPI includes several sub-clauses.

KPI name (clause header):

Descriptive name of the KPI.

Description:

Brief overview of the KPI.

Measurement scope.

KPI monitoring scope. In general, KPIs are measured for each cell. A KPI's value reflects

its performance in a cell or radio network. You can view cell statistics to obtain

associated counters.

Formula:

Equation used to calculate the KPI. Generally, a formula consists of several counters

specified in other sub-clauses.

Associated counters:

Counters used in the formula. Chapter 11 "Counter List" provides a list of counters.

3 Accessibility KPIs

Accessibility KPIs are used to measure the probability that a user accesses the network and

requests services in the given operating conditions. The service provided by the E-UTRAN is

defined as EPS/E-RABs. (EPS is short for evolved packet system, and E-RAB is short for

E-UTRAN radio access bearer). Radio Resource Control (RRC) connections and System

Architecture Evolution (SAE) setups are the main procedures whose performance is measured

by accessibility KPIs.

3.1 RRC Setup Success Rate (Service)

3.1.1 Description

According to 3GPP TS 36.331, the RRC connection setup procedure is triggered by different

causes, which are identified in the "establishmentCause" field in an RRC Connection Request

message as emergency, highPriorityAccess, mt-Access, mo-Signaling, mo-Data, or

delayTolerantAccess-v1020. The UE sets the establishmentCause in accordance with the

information it receives from upper layers. The mo-signaling cause is a signaling-related cause.

All other causes are service-related causes. The accessibility KPI evaluates the RRC setup

success rate using service-related causes in a cell or radio network.

The RRC Setup Success Rate (Service) KPI is calculated based on the counters measured at

the eNodeB when the eNodeB receives an RRC Connection Request message from the UE, as

shown in Figure 3-1. The number of RRC connection attempts is collected by the eNodeB at

measurement point A, and the number of successful RRC connections is counted at

measurement point C. The related counters are discussed in chapter 11 "Counter List."

3.1.2 Definition

The RRC Setup Success Rate (Service) KPI is defined in Table 3-1. Note that the number of

RRC connection setup attempts (service) and the number of successful RRC setup

3.2 RRC Setup Success Rate (Signaling)

3.2.1 Description

The RRC Setup Success Rate (Signaling) KPI indicates the RRC setup success rate of the

signaling-related cause (mo-signaling) in a cell or radio network.

Like the RRC Setup Success Rate (service), the RRC Setup Success Rate (Signaling) KPI is

used to calculate the RRC setup success rate only when the "establishmentCause" field is set

to mo-signaling in a cell or radio network.

3.2.2 Definition

The RRC Setup Success Rate (Signaling) KPI is defined in Table 3-2. Note that the number of

RRC connection setup attempts (signaling) and the number of successful RRC setup

connections (signaling) are collected based on the description in section 3.1.1 "Description."

3.3 E-RAB Setup Success Rate (VoIP)

3.3.1 Description

The E-RAB Setup Success Rate (VoIP) KPI indicates the E-RAB setup success rate of the

voice over IP (VoIP) services in a cell or radio network.

According to 3GPP TS 36.300 and 3GPP TS 36.413, the counters related to this KPI are

measured when the eNodeB receives an E-RAB Setup Request message or an Initial Context

Setup Request message from the mobility management entity (MME), as shown in Figure 3-2.

The E-RAB is part of the Evolved Packet Service (EPS) bearer. According to 3GPP TS

23.401, an E-RAB is one or more Service Data Flows between UE and an EPC. The E-RAB

identity remains unique for the UE even if the UE-associated logical S1-connection (S1 bearer)

is released during periods of user inactivity. The E-RAB consists of both the E-RAB radio

bearer (between the eNodeB and the UE, which is the same as the radio bearer defined in the

EPS bearer) and the corresponding S1 bearer (between the eNodeB and the MME).

Figure 3-2 and Figure 3-3 show two scenarios: MME-initiated E-RAB setup (Scenario A) and

UE-triggered E-RAB setup (Scenario B). Scenario B is triggered by the radio bearer setup.

Initial Context Setup Request messages are exchanged between the eNodeB and the MME. If

the E-RAB Setup Request message or Initial Context Setup Request message requires

multiple E-RAB setups at the same time, specific counters are incremented for each E-RAB.

The eNodeB collects the number of E-RAB connection setup attempts at measurement point

A, and the number of successful E-RAB connections is counted at measurement point B, as

shown in Figure 3-2 and Figure 3-3. Note that the eNodeB needs to specify the Quality of

Service (QoS) Class Identifier (QCI) for VoIP in the E-RAB setup message.

The voice service can be identified by the QoS information, particularly the QCI in the

E-RAB Setup Request message. In general, QCI 1 is assigned to the voice service.

3.3.2 Definition

The E-RAB Setup Success Rate (VoIP) KPI is defined in Table 3-3. Note that the number of

E-RAB connection setup attempts (VoIP) and the number of successful E-RAB setup

connections (VoIP) are collected based on the descriptions in section 3.3.1 "Description."

3.4 E-RAB Setup Success Rate (All)

3.4.1 Description

The E-RAB Setup Success Rate (All) KPI indicates the E-RAB setup success rate for all

services, including the VoIP service in a cell or radio network. This KPI is calculated based on

the counters (both the E-RAB connection setup attempts [all] and the successful E-RAB setup

[all] counters) measured at the eNodeB, as shown in Figure 3-2.

3.4.2 Definition

The E-RAB Setup Success Rate (All) KPI is defined in Table 3-4. The number of E-RAB

connection setup attempts (all) and the number of successful E-RAB setup counters (all) are

collected based on the description in section 3.3.1 "Description."

3.5 Call Setup Success Rate

3.5.1 Description

The Call Setup Success Rate KPI indicates the call setup success rate for all services,

including the VoIP service in a cell or radio network. This KPI is calculated based on the RRC

Setup Success Rate (Service) KPI, the S1 Signaling Connection Setup Success Rate KPI, and

the E-RAB Setup Success Rate (All) KPI.

3.5.2 Definition

The Call Setup Success Rate KPI is defined in Table 3-5. The KPI is calculated by

multiplying the RRC Setup Success Rate (Service) KPI, the S1 Signaling Connection Setup

Success Rate KPI, and the E-RAB Setup Success Rate (All) KPI.

4 Retainability KPIs

Retainability KPIs indicate the network's capability to retain services requested by a user for a

desired duration once the user is connected to the services. Retainability KPIs are important in

evaluating whether the system can maintain a certain level of service quality.

4.1 Call Drop Rate (VoIP)

4.1.1 Description

The Call Drop Rate (VoIP) KPI indicates the call drop rate of the VoIP services in a cell or

radio network. A VoIP call drop occurs when the VoIP E-RAB is abnormally released. Each

E-RAB is associated with QoS information. Usually, the QCI of VoIP services is 1.

An E-RAB consists of a radio bearer and a corresponding S1 bearer. Any abnormal release of

either bearer causes a call drop. A release is defined as abnormal by its release cause

according to 3GPP TS 36.413.

Two procedures can be performed to release E-RABs: E-RAB Release Indication and UE

Context Release Request, as shown in Figure 4-1.

When the eNodeB sends an E-RAB Release Indication message to the MME or a UE Context

Release Request message to the MME as shown in Figure 4-1, the abnormal E-RAB release

counter is incremented if the bearer to be released carries data and the release cause is not

"Normal Release", "Detach", "User Inactivity", "CS Fallback triggered", "UE Not Available

for PS Service", or "Inter-RAT Redirection". If the message contains several E-RAB ID IEs

(in the E-RAB To Be Released List IE), the counter will be incremented for each individual

E-RAB.

4.1.2 Definition

The Call Drop Rate (VoIP) KPI is defined in Table 4-1.

4.2 Service Drop Rate (All)

4.2.1 Description

The Service Drop Rate (All) KPI indicates the call drop rate of all the services in a cell or

radio network, including the VoIP service. Similar to the KPI defined in section 4.1 "Call

Drop Rate (VoIP)", this KPI measures abnormal releases at the eNodeB.

The Service Drop Rate (All) KPI is defined in Table 4-2.

5 Mobility KPIs

Mobility KPIs are used to evaluate E-UTRAN mobility performance, which is critical to

customer experience. Three categories of mobility KPIs are defined based on the following

handover types: intra-frequency, inter-frequency, and inter-Radio Access Technology (RAT).

5.1 Intra-Frequency Handover Out Success Rate

5.1.1 Description

The Intra-Frequency Handover Out Success Rate KPI indicates the intra-frequency handover

success rate from the local cell or radio network to the intra-frequency neighboring cell or

radio network. An intra-frequency handover (HO) includes both inter-eNodeB and

intra-eNodeB scenarios.

The intra-eNodeB HO scenario is shown in Figure 5-1. The attempted HO counters are

collected at point B. When the eNodeB sends an RRC Connection Reconfiguration message

to the UE, it performs a handover. The eNodeB counts the number of times an intra-eNodeB

intra-frequency HO is attempted in the source cell. The successful HO counters are collected

at point C. The eNodeB counts the number of successful intra-eNodeB intra-frequency HOs

in the source cell when the eNodeB receives the RRC Connection Reconfiguration Complete

message from the UE.

Two scenarios are available for the inter-eNodeB HO, as shown in Figure 5-2 and Figure 5-3.

The HO attempts are collected at point B. When the source-eNodeB (S-eNodeB) sends an

RRC Connection Reconfiguration message to the UE, it decides to perform an inter-eNodeB

HO. In this KPI, the source and target cells of the handover operate at the same frequency.

The number of inter-eNodeB intra-frequency HO attempts is measured at the source cell.

The number of successful inter-eNodeB intra-frequency HOs is collected at point C, as shown

in Figure 5-2 and Figure 5-3. During a handover with the source and target cells at the same

frequency, the number of successful inter-eNodeB intra-frequency HOs is measured in the

source cell. This measurement occurs when the S-eNodeB receives a UE Context Release

message from the target-eNodeB (T-eNodeB) or a UE Context Release Command message

from the MME, indicating that the UE T-eNodeB is successfully attached to the T-eNodeB.

5.2 Inter-Frequency Handover Out Success Rate

The Inter-Frequency Handover Out Success Rate KPI is similar to the Intra-Frequency

Handover Out Success Rate KPI. However, in this KPI, the target and source eNodeBs

operate at different frequencies.

5.2.1 Description

The Inter-Frequency Handover Out Success Rate KPI indicates the inter-frequency handover

success rate from the local cell or radio network to the inter-frequency neighboring cell or

radio network. Note that the measurement points for the associated counters are the same as

those for the intra-frequency HO scenario described in section 5.1.1 "Description." The target

LTE cell operates at a frequency different from that of the source LTE cell, which is the only

difference between this KPI and the Intra-Frequency Handover Out Success Rate KPI.

As shown in Figure 5-1, if the source and target cells operating at different frequencies are

controlled by the same eNodeB, the eNodeB counts the number of intra-eNodeB

inter-frequency HO attempts at point B and the number of successful intra-eNodeB

inter-frequency HOs at point C in the source cell. As shown in Figure 5-2, if the handover

source and target cells are operating at different frequencies, the eNodeB counts the number

of inter-eNodeB inter-frequency HO attempts at point B and the number of successful

intra-eNodeB inter-frequency HOs at point C in the source cell.

5.2.2 Definition

The Inter-Frequency Handover Out Success Rate KPI is defined in Table 5-2. Note that the

attempted HO and the successful HO counters are collected based on the description in

section 5.2.1 "Description."

5.3 Handover In Success Rate

5.3.1 Description

The Handover In Success Rate KPI indicates the handover success rate from the inter- or

intra-eNodeB neighboring cells to the local cell or radio network. The HO includes both

inter-eNodeB and intra-eNodeB scenarios.

The intra-eNodeB HO scenario is shown in Figure 5-4. The attempted HO counters are

collected at point B. When the eNodeB sends an RRC Connection Reconfiguration message

to the UE, it performs a handover. The eNodeB counts the number of intra-eNodeB handover

attempts in the target cell. The successful HO counters are collected at point C. The eNodeB

counts the number of successful intra-eNodeB HOs in the target cell when the eNodeB

receives an RRC Connection Reconfiguration Complete message from the UE.

successful inter-eNodeB HO s are measured in the target cell at point C when the T-eNodeB

receives an RRC Connection Reconfiguration Complete message from the UE and sends a

UE CONTEXT RELEASE message to the S-eNodeB or when the T-eNodeB sends a

HANDOVER NOTIFY message to MME.

5-7 after the eNodeB sends a Mobility From EUTRA Command message to the UE. The

number of successful inter-RAT HOs from LTE to CDMA2000 increases by 1 at point C,

where the eNodeB receives a UE Context Release Command message from the MME after

the UE accesses the CDMA2000 network.

5.5.1 Description

The Inter-RAT Handover Out Success Rate (LTE to WCDMA) KPI indicates the success rate

of handovers from an LTE cell or radio network to WCDMA networks.

The number of LTE-to-WCDMA HO attempts increases by 1 at point B as shown in Figure

5-8 after the eNodeB sends a Mobility From EUTRA Command message to the UE. The

number of successful inter-RAT HOs from LTE to WCDMA increases by 1 at point C, where

the eNodeB receives a UE Context Release Command message from the MME after the UE

accesses the WCDMA network.

6 Service Integrity KPIs

The service integrity KPIs indicate the E-UTRAN impacts on the service quality provided to

the end-user. The service integrity KPIs can be calculated for each cell or radio network.

6.1 Service Downlink Average Throughput

6.1.1 Description

The Service Downlink Average Throughput KPI consists of nine sub-KPIs that are mapped to

nine QCIs. These sub-KPIs indicate the busy-hour downlink (DL) throughput of a service

with a specific QCI per user in each cell. The Service Downlink Average Throughput KPI

reflects the end-user experience.

6.1.2 Definition

The Service Downlink Average Throughput KPI is defined in Table 6-2. Nine different

sub-KPIs exist for each QCI. The formula for each KPI is mapped to its corresponding

counter. Table 6-1 lists the requirements for services with different QCIs.

Utilization KPIs are used to evaluate the capabilities, such as the capability to meet traffic

demands, in specific internal conditions.

7.1 Resource Block Utilizing Rate

7.1.1 Description

The Resource Block Utilizing Rate KPI consists of two sub-KPIs: the uplink resource block

(RB) utilizing rate and downlink RB utilizing rate. These two sub-KPIs indicate the busy-hour

DL and UL RB utilizing rates in each cell or radio network.

7.1.2 Definition

8 Availability KPIs

A cell is available when the eNodeB can provide EPS bearer services. Availability in a cell

can be measured when a variety of hardware/software faults occurs in the cell.

8.1 Radio Network Unavailability Rate

8.1.1 Description

The Radio Network Unavailability Rate KPI indicates the percentage of time when cells in a

radio network are unavailable. This KPI is used to evaluate the deterioration of network

performance caused by unavailable cells on the radio network during busy hours.

8.1.2 Definition

The Radio Network Unavailability Rate KPI is defined in Table 8-1. This KPI is calculated

based on the length of time all cell services are unavailable on the radio network.

9 Traffic KPIs

Traffic KPIs are used to measure the traffic volume on the LTE Radio Access Network (RAN).

Based on traffic types, the traffic KPIs are classified into the following categories: radio

bearers, downlink traffic volume, and uplink traffic volume.

9.1 Radio Bearers

9.1.1 Description

The Radio Bearers KPI consists of ten sub-KPIs. One KPI corresponds to the total of radio

bearers and the other nine correspond to nine QCIs. This set of sub-KPIs indicates the average

number of radio bearers in a cell or radio network. The radio bearer for each QCI is based on

the number of active RRC connections for each QCI, according to the QCI defined in the QoS

information.

9.1.2 Definition

The Radio Bearers KPIs are defined in Table 9-1 and include ten different sub-KPIs. The

formula for each KPI is mapped to its corresponding counter.

9.2.1 Description

Similar to the Radio Bearers KPI, the Downlink Traffic Volume KPI consists of ten sub-KPIs.

One KPI corresponds to the total DRB traffic volume, and the other nine correspond to nine

QCIs. This set of sub-KPIs indicates the downlink traffic volume in a cell, which is measured

at the PDCP layer and excludes the PDCP header.

9.2.2 Definition

The Downlink Traffic Volume KPIs are defined in Table 9-2 and include ten sub-KPIs. The

formula for each KPI is mapped to its corresponding counter.

mode in a cell. This value is calculated based on samples. The eNodeB records the number of

users in the cell to be sampled every second and then calculates the average value of these

samples throughout the measurement period.

11 Counter List

Table 11-1 provides a list of all the counters relevant to KPI calculation. In each KPI

specification, one or more parameters are used to calculate the KPI, as shown in the KPI

formula. Each parameter is mapped to a counter. For details on each counter, see eNodeB

Performance Counter Reference.

Note that only QCI 1 is used for VoIP service (conversational voice). According to Table 6.1.7

in 3GPP TS 23.203, QCI 7 can also be assigned to non-conversational voice. In this document,

QCI 7 is not considered to be part of the VoIP service in KPI calculation.

The counters listed in the following table are described in eNodeB Performance Counter

Reference.
