As from this year, Angola intends to intensify its external relations withcountries like USA, England, China, Japan, India, Russia, France,Germany, Cuba and Brazil, according to the Angolan Minister for theExternal Affairs statement during the annual reunion of theextraordinary and plenipotentiary ambassadors.On what concerns Europe, the Minister praised the cooperation withthe European Union, which considers as being good, and focused thecase of Russia, at the same time as he promised to give more focusto Spain, France, Germany and England.
World Bank – Angola
On January, 16th, in Luanda, the World Bank signed an agreementgranting 7.5000 million kwanzas (75 million USD) to finance the project“Learning for all”, a project to which it had already been attributed 500million kwanzas by the Angolan Government.
Portuguese Speaking Community
The World Trade Organization’s General Director considered the ideadefended by Portuguese Speaking entrepreneurs regarding thecreation of a free market for the circulation of goods and persons as“very useful and healthy”.“It is a movement that would be useful and healthy for the integrationof the economies, given thatsince these are economies that alreadyhave a stronger connection amongst them, not only because of thelanguage, but also because of their culture and entrepreneurial view. Itis not by chance that the entrepreneurs are asking for this. It isbecause there is an intimate relation of cooperation and connectionbetween the economic systems of these countries”.The idea of creating a single market for goods and services, with freecirculation of people, has been defended by Portuguese speakingentrepreneurs represented by the Portuguese Speaking Community’sEntrepreneurial Confederation.
Industry
The Minister of Industry shall apply, until 2015, an integrated system
liaison office in Houstonto provide assistance toMCA´s US and Canadabased clients, and toassist new clients andprospective investors inplanning their operationsin the jurisdictionscovered by MCA network.

for the management of three textile units in the provinces of CuanzaNorte, Luanda and Benguela as a way to perfect the productive circuitof these units and grant that nowadays there is more interaction on theproduction chain. The management model allows the joint elaborationof an exploitation plan, grounded on the training of nationals, theacquisition of raw material and on the exploitation of products in thefactories Satec (Cuanza Norte), Textang II (Luanda) and Africa Textil(Benguela).
Petroleum
The researches made along the Angolan coast show signs that, duringthe next years, Angola will exploit petroleum in the presalt geologicallayers, at a depth of five thousand meters.Angola has a great accumulation of presalt geological layers, whichwill demand advanced technologies and human resources to work onthe growing petroleum sector. The Angolan salty layers appeared formore than 120 million years and will allow a profit around 18.000million dollars.
Diamonds
The Angolan Diamond Company is starting this year the exploitation ofthe alluvial projects of Calonda (LundaNorte) and Tchege (LundaSul),as well as the exploitation of Maua, the first mine to work in theprovince of Malanje. Also, the former Lucapa Mining Society (no, mineof Uari) is restarting its activity.
Licensing of companies
The Ministry of Commerce is easing the licensing process forcompanies and commercial agents with the creation of theCommercial Activities Licensing Integrated System (SILAC).The new system has the advantages to limit the number of times acommercial agent has to go to a SILAC desk or resource to theMinistry. Furthermore, as long has the agent has the necessaryequipment to do so, he/she can deal with the necessary licensingdocumentation via internet.By using the above referred means, the Angolan Governmentestimates to drop from 400 thousand to 10 thousand kwanzas themaximum fees for establishing micro, small and medium enterprises.
Banks
The Angolan Government and the Development African Bank (“BancoAfricano de Desenvolvimento”) signed a credit agreement the aim ofwhich is to finance the transport sector and which concerns the projectstudy that will allow the updating of the directive plan for the railroadsconnecting Zambia and the Province of Benguela. This will contributeto the regional integration of the Angolan economy in Africa and alsoguarantee Angola a vision of the priorities in the scope of economicand social dynamics in the region. Transmission of companies
The process of transfer of the ownership over 30 public companieswhich have been paralyzed or in an residual operational situation whichwill happen within the next five years, and shall contribute to thecreation of 300 thousand new work posts.The privatization process is part of a program for the diversification ofthe economy, the promotion of exportations and the resulting increasein national production.The major part of the companies is of a small or medium dimension,among which, in Luanda, the ENCEL, Bolama, Cometa I, II, and III,Textang I, Fiangol, Facobang, Hotel Katekero and Refrinor and in Huílathe Hermo Huíla and in Cuanza Norte, the Sotec.
Telecommunications
Angola Cables is installing a new submarine cable made out of opticfiber, action promoted within the scope of “South Atlantic CableSystem” (SACS), a telecommunications development network inAfrica.SACS is the first transatlantic system of the south hemisphere toconnect Africa to South America and it shall be the alternative to theexisting African connections with the rest of the world. Thetelecommunications in Africa have, so far, the major growth rate interms of internet users in the world.
Angolan Ports
A study made by Banco Espírito Santo Angola concluded that theAngolan ports have all the conditions necessary to supply theneighborly countries and to serve as connection between Europe andChina. The Angolan ports have a “geostrategic positioning in Africa.The port development is essential as a response to the increase of theinternal demand and to the strong increase of the commercialdynamics”, one can read in the above mentioned document. In 2012,the traffic of containers in Angola suffered a growth of 18% in relationto the previous year. For 2013 it is foreseen a growth of 10%, whichcan be explained by the economic slowdown of the EURO zone.
Dams
The Calueque water dam, in the province of Cunene and which wasbuilt in 1974, will be rehabilitated and amplified this year. The damshall have two hydroelectric centrals and a new canal for irrigation of90 thousand acres of fields.
Cooperating with Angola
USA – the issuance of visas to the American companies’representatives who intend to invest in Angola has been presentingseveral difficulties, fact that has been leading to many investmentsavailable in the USA in areas in which Angola demonstrates a hugepotential to be channeled to other African countries, where UScompanies find it is easier to obtain visas.The lack of infrastructures, the power cuts and the lack of transportsalso contribute to American companies to opt for other countries.However, it has been announced the opening of a North Americanbank in Angola between 2013 and 2014, bank through which theAmerican financial institutions can become engaged in the Angolancredit system. This bank will support communitarian developmentplans of nongovernmental organizations, the projects of which shall beevaluated and selected after a public tender to access the special fundcreated for self help projects.
