FROM: Larry M. Foster, Director of Schools DATE: December 15, 2015 RE: Report to County Commission Listed below are informational items that may be of interest to you. The November 2015 board minutes are attached for review. As we come to the close of another calendar year, we are always determining if things are in check. SALES TAX Down about $11,000 from last year. We were up about $130,000 in
October 2015 compared to October 2104. Overall running about $200,000 compared to 2013 and 2012.

We are down in ADM by 40 compared to this time last year and down 132 ADA compared to this time last year. We are running right at 95 percent attendance rate. Enrollment does impact our local share. However, ADA’s are based on the best two of the first three attendance periods.
MIDDLE COLLEGE
We have just completed the first semester of Middle College. This partnership between Anderson County and Roane State was developed to allow high school juniors the opportunity to earn an Associate’s Degree by high school graduation. These students completed 142 college courses that include; Chemistry, College Algebra, Pre-Calculus, College English, Speech and Psychology. The total hours earned this semester was 426 with an overall GPA of 3.45 out of 4! We are now meeting with the sophomore classes at CHS and ACHS to plan for the next group of students to begin in the fall of 2016. WORKSHOP
The board has set tentative plans to convene in a retreat or workshop to discuss urgent issues at hand. Currently they are focusing on finding a director of schools for the next school year. I submitted my intent to retire at the end of the school year and forego the remaining year on my contract. We will begin the budget process by:
1. Reviewing our current enrollment compared to the other school districts 2. Reviewing needs and requests from principals and directors 3. Evaluate all revenue streams including BEP funding and determine growth and
anticipated revenues for the next year compared to current expenditures
TSBA CONVENTION The board attended the annual TSBA Convention and listened to issues that boards of education will face this session. Charter schools will continue to be an issue along with school vouchers. The legislature passed a school voucher bill for special needs students but the criteria has not been determined and will be established for the 2016-2017 school year. Also, transgender students are a topic of concern for school boards and is one that could impact budgets due to facility changes. BOARD OF EDUCATION The Anderson County Board of Education voted on a resolution Thursday night to ask legislators to put a one year moratorium on the new assessment for TNReady and that it not be counted as part of the teacher’s evaluation scores. Commissioner of Education Candice McQueen has announced that she will visit Clinton High School on January 7, 2016 and will visit four or five classrooms. The commissioner and her staff will convene at 10:00 AM at the Net-Zero building on the campus of Clinton High School.
MINI-GRANTS We are pleased to announce that UTrust has awarded our schools $60,300 to be used to help increase learning experiences for students, boost employee morale and enhance the relationship between the board and school employees this year. In a committee meeting on December 7, 2015, the Personnel Committee recommended the following:
$40,000 in mini-grants to teachers
$7,000 for the annual classified banquet and recognition
$8,300 for the annual teacher celebration
$2,000 for school board/ employee relations
$1,000 for a retired employee luncheon
$2,000 for teacher recognition
The grant was awarded to our system due to our participation in the UTrust Recognition Program for our employees over the year. A group of employees such as custodians, cafeteria workers, teachers, etc., are recognized by their schools each month. Board Secretary Pam Crawford helped initiate this program two years ago by establishing student-led A-Teams throughout the schools. The program continues to grow each year. We became a Five-Star system this year based on criteria defined by UTrust for all programs throughout Tennessee. Please see the list of mini-grants that will go to each school below:

The board of education approved the closure of Central Office the week of December 21, 2015. Employees will be required to take two days of vacation or personal leave on
December 21 – 22; December 23 – 25 are scheduled holidays. Central Office will observe the New Year holiday on Friday, January 1, 2016 as well. FFA Clinton High School’s FFA Chapter attended the 88th National FFA Convention in Louisville, Kentucky October 28 through November 1, 2015. Students spent the week attending leadership workshops, participating in events and activities, were recognized for their achievements, and served as the legislative body for the National FFA Association. Condreanna Rymer, Sabrina Thompson and Ryan Winchester of the Clinton FFA Chapter were awarded the American FFA Degree for their dedication and achievement. The American FFA Degree is the top degree in a four-tier degree program that recognizes individual achievement in instructional programs, supervised experience and leadership development. The Clinton FFA Chapter also received the 2 Star National Chapter Award at the convention. This award is bestowed upon the top 10 percent of FFA chapters in the nation. Chapters that received the award actively implemented the FFA mission and strategies. These chapters improved their operations by using a Program of Activities which emphasizes student, chapter, and community development.

VI. COMMENTS FROM THE CHAIR
A. Dr. Burrell provided information from a litigation report from Board Attorney Sal Varsalona. Motion by Rickey Rose and seconded by Don Bell to authorize Mr.
Varsalona to contact Norris City leaders to make them aware of the liquor tax litigation. Motion carried. Motion by Rickey Rose and seconded by Don Bell to
enter into informal mediation with the City of Clinton and Oak Ridge regarding the payment of monies owed and report back to the board of education. Motion carried.
VII. DIRECTOR’S REPORT
A. Something Good – Andersonville Elementary School (AES) was recently named one of the top three elementary schools in the state by SCORE. AES student Nicholas Reynolds won SCORE’s Students Rise to the Challenge scholarship for grades 3 – 5 and delivered his award winning speech to the board.
B. The Golden Broom Award was presented to Fairview Elementary School.
C. Paula Sellers provided a copy of the grade card report.

D. Dr. Tim Parrott reported on the LEAD Conference. ACHS Principal Andrea Russell said she was excited to find good ideas from other systems at the conference. CHS Principal Eric Snider said ACS is on the right track with PLC’s.
E. The PLC Conference report was given by Katrina Oakley. Ms. Oakley said the conference was a great learning opportunity. CMS Principal Chris Goodwyne said the conference was very informative and he learned about high leverage strategies for school leaders. Mr. Rose asked how information from the conference(s) is disseminated to other schools. Dr. Parrott said the information is shared in principal meetings and in PLC’s.
F. Mr. Foster described UTrust Employee Appreciation activities that were held for Bus
Drivers during the month of September, 2015. VIII. STUDENT SERVICES
A. The Disciplinary Report was approved as presented.

Manager personal storage in the estimated amount of $2,500. This unit should be
approximately 12x16’, have garage style doors and metal roof. The installation of
blocks is also needed in order to house the storage facility. Motion seconded by
Earl Cagle. Motion carried.
