CHAPTER 6, PART 1, DIVISION 8 - CARAVAN / TRANSPORTABLE HOME PARK CODE CHAPTER 6, PART 1 - USE CODES Effective from 15 December 2006 6-28 PineRiversPlan Division 8 Caravan/Transportable Home Park Code 8.1 Overall Outcomes (1) The overall outcomes are the purpose of this code. (2) The overall outcomes sought by the Caravan/Transportable Home Park Code are the following:- (a) The siting and physical form of accommodation facilities and other ancillary structures are appropriate to the desired character and environmental values of the areas in which they are situated; (b) A high standard of accommodation and recreational facilities are provided on site for the occupants of the caravan/transportable home park; (c) Acceptable levels of natural light, natural ventilation and privacy for occupants of the premises and the occupants of adjoining premises are provided and maintained; (d) Safe, convenient and adequate facilities addressing the following aspects of development are provided on site:- (i) parking facilities and vehicle manoeuvring areas; (ii) passive and active recreation; (iii) potable water supply and power; (iv) waste storage, recycling and disposal; (v) shower, toilet and laundry facilities; (vi) fire fighting and emergency vehicle access; and (vii) equitable access; and (e) Safe, convenient and adequate infrastructure is available to the premises. 8.2 Compliance with the Caravan/Transportable Home Park Code Assessable development that is consistent with the specific outcomes of the Development Requirements Table 6.1.8 - Assessment Criteria for Assessable Development contained in Section 8.4 complies with the Caravan/Transportable Home Park Code. 8.3 Development Requirements The development requirements of this code relate to the following elements:- (1) Development Site Area Limitations (2) Density of Development (3) Setbacks and Buffers to the Development Site Perimeter (4) Dimensional Criteria for Individual Accommodation Sites (5) Caravans and Structures on Individual Accommodation Sites (6) On-Site Vehicle Circulation, Parking and Standing Facilities (7) Communal Recreation Facilities (8) On-Site Amenities and Waste Storage, Recycling and Disposal Facilities (9) Fire Fighting Facilities and Emergency Vehicle Access (10) Alternative Accommodation Types (11) Outdoor Lighting (12) Disabled Facilities (13) Infrastructure Provision (14) Tall Structures Historic Version PineRiversPlan

Division 8 Caravan/Transportable Home Park Code

8.1 Overall Outcomes(1) Theoveralloutcomesarethepurposeofthiscode.(2) The overall outcomes sought by the Caravan/Transportable Home Park Code are the

following:-(a) Thesitingandphysicalformofaccommodationfacilitiesandotherancillary structures

are appropriate to the desired character and environmental values of the areas inwhichtheyaresituated;

(b) Ahighstandardofaccommodationandrecreationalfacilitiesareprovidedonsitefortheoccupantsofthecaravan/transportable home park;

(c) Acceptablelevelsofnaturallight,naturalventilationandprivacyforoccupantsofthepremisesandtheoccupantsofadjoiningpremisesareprovidedandmaintained;

(d) Safe, convenient and adequate facilities addressing the following aspects ofdevelopmentareprovidedonsite:-(i) parkingfacilitiesandvehiclemanoeuvringareas;(ii) passiveandactiverecreation;(iii) potablewatersupplyandpower;(iv) wastestorage,recyclinganddisposal;(v) shower,toiletandlaundryfacilities;(vi) firefightingandemergencyvehicleaccess;and(vii) equitableaccess;and

(e) Safe,convenientandadequateinfrastructureisavailabletothepremises.

8.2 Compliance with the Caravan/Transportable Home Park CodeAssessable development that is consistent with the specific outcomes of the DevelopmentRequirements Table 6.1.8 - Assessment Criteria for Assessable DevelopmentcontainedinSection8.4complieswiththeCaravan/TransportableHomeParkCode.

Development Site Area LimitationsSO 1 The overall development site is of a size andshapewhichadequatelyaccommodatesthesitinganduseofcaravans, transportable homesandtheirassociatedfacilities,and theon-sitemanoeuvringofvehiclesand transportable home structures into their designated positions, whilemaintainingtheestablishedordesiredcharacterofthearea.

PS 1.1 Theoveralldevelopmentsitehasanareaofnolessthan:-(1) if one or more transportable homes are

accommodatedonthedevelopmentsite–4ha;or(2) ifnotransportable homesareaccommodatedon

thedevelopmentsite–2ha.AND

PS 1.2 Theaveragedepthtowidthratioof theoveralldevelopmentsitedoesnotexceed4to1(4:1).

Density of DevelopmentSO 2 The development is of a density which givesrecognition to, and does not detract from, the character ofdevelopmentonadjacentlandandotherlandinthegeneralvicinityofthedevelopmentsite.

PS 2 The overall development has a density of nomorethan:-(1) if the majority of individual accommodation sites

areused,orareintendedforusebytransportable homes – 25 individual accommodation sites perhectareofoveralldevelopmentsitearea;or

(2) ifnotransportable homesareaccommodatedonthedevelopmentsite–40individualaccommodationsitesperhectareofoveralldevelopmentsitearea;or

(3) if neither (1) or (2) above apply – 30 individualaccommodation sites per hectare of overalldevelopmentsitearea.

Setbacks and Buffers to the Development Site PerimeterSO 3 All caravans, transportable homes, car parkingfacilities,buildingsorotherstructures,whethertemporaryorpermanent,arelocatedonthedevelopmentsiteinamannerwhich:-(1) does not adversely impact on the existing or desired

streetscapeforthearea;(2) isinkeepingwiththedesiredorestablishedcharacterof

thearea;(3) doesnotresultinsignificantlossofamenitytouseson

adjacentland,orlandinthegeneralvicinityofthesite,havingregardto:-(a) overshadowing;(b) privacyandoverlooking;(c) naturallightandventilation;and

(4) doesnotresultinadverseeffectsonthesafeandefficientoperation of the vehicle carriageways and pedestrianthoroughfareswithinthefrontageroad.

PS 3.1 Unless more extensive buffering is requiredby another code within this planning scheme which isapplicable1totheparticulardevelopmentsite,a6mwidelandscapedbufferconstructedtothestandardprescribedinPlanning Scheme Policy PSP30 Landscape Design isprovidedandmaintainedonsiteforthefulllengthof,andadjacent to, the boundaries of the overall developmentsite.For purposes of this provision, the property boundaryincludesanyidentifiedprobable future land acquisition line.

ANDPS 3.2 IndividualaccommodationsitesdonotencroachuponthebufferrequiredbyPS 3.1.

ANDPS 3.3 No car parking facilities or structures, (otherthan fences and freestanding walls), are constructedwithinthebufferprescribedbyPS 3.1.

Dimensional Criteria for Individual Accommodation SitesSO 4 Each individualaccommodationsite isofsufficientsizetoadequatelyaccommodate:-(1) the siting and use of the intended residential

accommodation facility to be accommodated on thatsite;

(2) asinglecarparkingbay;(3) any annex associated with the use of the residential

accommodationfacilityonthesamesite;(4) anydetachedon-siteamenitiesfor thesoleuseof the

occupantsofthataccommodationsite;(5) any internal setbacks or buffers required under this

code;and

PS 4.1 Eachindividualaccommodationsitehasanareaandfrontagetoaninternalroadwayofnolessthan:-(1) for those sites accommodating or intended to

accommodateatransportable home–225m2witha15mfrontage;or

(2) for those sites not covered by (1) above – 100m2witha10mfrontage.

ANDPS 4.2 No internal roadway or communal pathwayencroachesuponanypartoftheindividualaccommodationsiteareaidentifiedinPS 4.1.

structuresfromaninternalroadwaytotheirdesignatedlocationsontheindividualaccommodationsitewithoutcrossinganyotherindividualaccommodationsite.

Caravans and Structures on Individual Accommodation SitesSO 5 Eachindividualaccommodationsiteisdevelopedinsuchamannerastoprovidea levelofamenitycomparableto that of other self-contained residential development onadjacent land and other land in the general vicinity of thedevelopmentsiteinregardto:-(1) overshadowing;(2) privacyandoverlooking;(3) naturallightandventilation;and(4) streetscape.

PS 5.1 Only one caravan or other residentialaccommodation facility covered by the term caravan/transportable home park is sited on any individualaccommodationsite.

ANDPS 5.2 Nostructuresotherthan:-(1) thoseidentifiedinPS 5.1;and(2) those associated with the use of the site for residential accommodation where such structures are used solely by the occupants of that accommodationsite;areerectedonanyindividualaccommodationsite.

ANDPS 5.3 Abufferhavingawidthofno lessthan1.5misprovided between the side and rear boundaries of anyindividualaccommodationsiteandvehiclesorstructures, (other than fencesand freestanding retainingwalls), onthatindividualaccommodationsite.

ANDPS 5.4 For those developments where the majority ofindividualaccommodationsitesareused,orareintendedfor use by transportable homes, a setback of no lessthan3misprovidedbetweentheinternalroadboundaryof the individual accommodation site and any buildingorstructure,(otherthanretainingwallsandfences),onthosesitesused,or intended foruseby transportable homes.

ANDPS 5.5 Exceptforthosefacilities:-(1) setasideforthesoleuseofanon-sitemanager;(2) providedonsiteforcommunaluse;(3) providedonsiteforthemaintenanceofthepremises;

and(4) provided on site as a storage facility for use by

residents;allvehicleaccommodationandstructuresarecontainedsolely within clearly defined and numbered individualaccommodationsites.

On-Site Vehicle Circulation, Parking and Standing Facilities

SO 6 Adequatefacilitiesareavailableoneachindividualaccommodation site to accommodate the likely demandof residentsof thesite in regard tovehicleparkingand thesupportofaccommodationstructures.

PS 6.1 Onthoseindividualaccommodationsitesused,orintendedforusebytransportable homes,thefollowingparkingandstandingfacilitiesareprovided:-(1) oneroofedcarparkingspace2;and(2) anunobstructedareaofno lessthan7.5mx10m,

clearofthesetbacksprescribedunderPS 5.3andPS 5.4ofthiscode.

ANDPS 6.2 On those individual accommodation sites notcovered by PS 6.1, the following parking and standingfacilitiesareprovided:-(1) onecarparkingspace;and(2) one sealed bay, clear of the setbacks prescribed

under PS 5.3 of this code, for the siting of acaravan.

Specific Outcomes for Assessable Development Probable SolutionsPS 6.3 Where the individual accommodation site isrequired by the solutions under the “disabled facilities”element of this code to be accessible to people withphysical disabilities, the car parking space referred toinPS 6.1andPS 6.2 istobedesignedandconstructedfor use by disabled persons to the standard prescribedin Australian Standard AS2890.1 (1993) Off-Street Car Parking.

SO 7 Sufficientspaceisavailableonthecommunalareasofthedevelopmentsitetoaccommodate:-(1) theparkingneedsoftheon-sitemanager,maintenance staffandotheron-siteemployees;(2) thelikelydemandofresidentsoftransportable homes foradditionalresidentparkingbaysconvenientlylocated onthedevelopmentsite;(3) the likely demand of visitors to the site in terms of numbersandlocationofvisitorparkingbays;(4) theneedsforservicevehicleaccess,manoeuvringand standingareas;(5) theturningmanoeuvresofvehiclesandtransporttrailers gainingaccessto,andfrom,allindividualaccommodation sites;and(6) thecarriageof vehiclesbetween thevehicularaccess pointtotheoveralldevelopmentsiteandeachvehicle standingareaontheland.

There isno “probablesolution” for thenumbersor typeof service vehicle standing bays to be provided on thedevelopmentsiteunderthiselement.PS 7.1 Visitor car parking bays are provided on thecommunal areas of the development site at a rate ofno less than 1 bay per 2 individual accommodationsitesandaresodistributed thatpartofevery individualaccommodationsite iswithin50mwalkingdistanceofavisitorcarparkingbay.

ANDPS 7.2 Additionalresidentcarparkingbaysareprovidedonthecommunalareasofthedevelopmentsiteatarateofnolessthan1bayper2individualaccommodationsitesused,orintendedforusebytransportable homes,andaresodistributedthatpartofeverysitewhichisused,orintendedforusebytransportable homes iswithin15mwalkingdistancefromoneofthesebays.

ANDPS 7.3 Servicevehiclestandingareas3areprovidedonthe communal areas of the overall development site inlocationsadjacenttothefacilitiesthattheyservice.

ANDPS 7.4 Internal roadways providing vehicular accessto and from individual accommodation sites have areservewidthofnolessthan10mandareprovidedonthecommunalareasoftheoveralldevelopment.

ANDPS 7.5 Internalroadwaysprovidingvehicularaccesstoand fromeachvehiclestandingarearequiredunderPS 7.1, PS 7.2 and PS 7.3 are provided on the communalareasoftheoveralldevelopment.

ANDPS 7.6 Three car parking spaces are provided within10m travel distance of an access door to any on-sitemanager’sresidenceandaresetasidefortheexclusiveuseoftheon-sitemanager.

ANDPS 7.7 One car parking space per staff memberemployedonthesiteatanypointintime,isprovidedonsiteandissetasidefortheexclusiveuseofon-sitestaffemployedintheoperationofthecaravan park.

ANDPS 7.8 OfthevisitorcarparkingbaysprescribedinPS7.1:-(1) atleast1in10oftheoverallnumberofbaysrequired is providedadjacent to theon-site receptionarea; and(2) atleast1in20oftheoverallnumberofbaysrequired is designed and constructed to the standard prescribedforusebydisabledpersonsinAustralian Standard AS 2890.1 (1993) Off-Street Car Parking.PS 7.9 Asinglelaybyhavingdimensionsofnolessthan20mlengthx4mwidth,anddesignedforusebyavehiclewithanattachedcaravan ortransporttrailer,isprovidedadjacenttotheon-sitereceptionareaandisdesignatedfor the exclusive use of customers undertaking initial“check-in”proceduresandemergencyservicesvehicles.

Specific Outcomes for Assessable Development Probable Solutions

Communal Recreation FacilitiesSO 8 The development is provided with landscapedrecreation areas and facilities which are accessible by alloccupants of the caravan/transportable home park andwhich are equivalent to that required for other forms ofresidentialdevelopmentofasimilardensityintermsof:-(1) area;(2) shape;(3) casualobservation;(4) catering for the recreational needs of all age groups likely to be represented in a residential facility of this nature;and(5) protectionofusersfromdirectexposuretothesunand inclementweatherconditions.

PS 8.1 Notlessthan30%oftheareaofthatsectionofthedevelopmentsiteoccupiedbythecaravan/transportable home park isdevelopedandmaintainedaslandscapedrecreationareafortheuseoftheoccupantsofthefacilityandtheirbonafidevisitors.

ANDPS 8.2 The30%landscapedrecreationareaprescribedunder PS 8.1 does not include service areas such asclothesdryingareasandbinstoragefacilities.

ANDPS 8.3 Notlessthan5%oftheareaofthatsectionofthedevelopmentsiteoccupiedbythecaravan/transportable home park is developed and maintained as communalrecreationspace.

ANDPS 8.4 The5%communalrecreationspaceprescribedunderPS 8.3:-(1) does not include any of the landscaped buffers totheperimeterofthesiteprescribedin“probable solution” PS 3.1 of this code, or any part of an individualaccommodationsite;(2) doesnot includevehiclestandingareasor internal roadways;(3) is so located that pedestrian access from any individual accommodation site to the entry point tosuchspacedoesnotinvolvecrossingmorethan oneinternalroadway;(4) issolocatedthatentrytosuchspaceiswithin100m walkingdistanceofeveryindividualaccommodation site;and(5) is so designed that every part of the required communal recreation space is observable from a roofed facility accessible by all occupants of the caravan/transportable home park.

ANDPS 8.5 30% of the communal recreation spaceprescribed under PS 8.3 is developed and maintainedspecificallyasone,ormore,playareasforchildren.

ANDPS 8.6 For those developments which do notaccommodate transportable homes4 every swimmingpoolprovidedwithinthedevelopmentissurroundedbyafenceorotherbarriercomplyingwithAustralian Standards AS 1926.1 (1993) and PS 1926.2 (1995) Swimming Pool Safety.

ANDPS 8.7 Roofed recreation areas having an aggregatefloorareaequivalentto1m2perresidentforthelicensedcapacity of the caravan/transportable home park areprovidedonsite.

On-Site Amenities and Waste Storage, Recycling and Disposal FacilitiesSO 9 For those caravan/transportable home parkswheresleepingaccommodationinotherthantransportable homesoramanager’sresidenceisprovidedfor,laundryanddryingfacilities5meetingthereasonableeverydaydemandsoftheoccupantsofthefacilityareprovidedonthedevelopmentsiteandaremaintainedinworkingorder.

PS 9 Laundry and drying facilities meeting theacceptable standards outlined in Planning Scheme Policy PSP32 Laundry and Personal Amenities for Shared Accommodation Facilities are provided on thedevelopmentsite.

Specific Outcomes for Assessable Development Probable SolutionsSO 10 For those caravan/transportable home parkswheresleepingaccommodationinotherthantransportable homes or a manager’s residence is provided for, ablutionandotherpersonalhygienefacilities5meetingthereasonableeverydaydemandsoftheoccupantsofthefacilityareprovidedon the development site and are maintained in workingorder.

PS 10 Ablutionandpersonalhygienefacilitiesmeetingthe acceptable standards outlined in Planning Scheme Policy PSP32 Laundry and Personal Amenities for Shared Accommodation Facilities are provided on thedevelopmentsite.

SO 11 For those developments where laundry facilities,ablution and other personal hygiene facilities are providedpursuanttoSO 9orSO 10ofthiscode,andthosefacilitiesareavailable forcommunaluse, theyaresited inamannerwhich:-(1) allowsforconvenientaccessbyoccupantsofindividual accommodation sites which are not served by private laundry,sanitaryorbathingfacilities;and(2) doesnothaveasignificantadverseeffectonthedesired amenityofoccupantsofindividualaccommodationsites incloseproximitytothesecommunalfacilities.

PS 11.1 No individualaccommodationsitewhich isnotserved by private laundry, sanitary or bathing facilitiesis more than 80m from the entrance door of an on-sitebuildingcontaininglaundry,sanitaryandbathingfacilitiesforcommunaluse.

ANDPS 11.2 Buildings containing laundry, sanitary andbathingfacilitiesforcommunalusearenocloserthan15mtoanyindividualaccommodationsite.

SO 12 Wastestorage,recycling,disposalandbinwashoutfacilitiesadequatelycateringfortheeverydayon-siteactivitiesofresidents,managers/operatorsandmaintenancestaffare:-(1) conveniently located in terms of the waste generating activities;(2) appropriately screened from recreation areas, internal thoroughfares,receptionareasandadjacentland;(3) of sufficient size to accommodate the everyday anticipatedloadofthewastegeneratingactivity;(4) solocatedastonothaveasignificantadverseeffecton theamenityofoccupantsofthesiteandadjacentland;(5) readilyaccessibletowastecollectionvehicles;and(6) solocatedthatrequiredreversingmanoeuvresbywaste collection vehicles are minimised in terms of number and traveldistance,andare restricted toareaswhere sightdistancesarenotoverlyconstrained.

PS 12 Waste storage and bin washout facilitiesmeetingtheacceptableconstructionstandardsoutlinedinPlanning Scheme Policy PSP16Construction Standards for Bin Washout Facilities, Shared Carwash Facilities and Waste Receptacle Storage Areas are provided on thedevelopmentsite.Thereisno“probablesolution”forthelocation,screeningandsizeofwastestorageandbinwashoutfacilitiestobeprovidedonthedevelopmentsiteunderthiselement.

SO 13 Disposal points for waste water generated byresidential activities on individual accommodation sites areavailable:-(1) inconvenientlocationsintermsofthewastegenerating

activities;and(2) inaformwhichallowseaseofdisposalofwastewater

into an approved system and maintenance of thefacilitieswhileminimisingthepotentialforcontaminationofsurfacesoilorsurfacewaters.

PS 13 Each individual accommodation site on whicha transportable home or caravan is, or is intended tobeaccommodatedhasaccesstoawastewaterdisposalpointincorporatingthefollowingattributes:-(1) foreachsiteonwhichatransportable homeis,or

isintendedtobelocated,thedisposalpointis:-(a) suitableformechanical,water-tightconnection;

and(b) wholly contained within the individual

accommodationsitethatitserves;and(2) foreachsiteonwhichacaravanis,orisintendedto

belocated,thedisposalpoint:-(a) iswithin10moftheindividualaccommodation

sitethatitserves;(b) isnotlocatedonanindividualaccommodation

siteifitservesmorethanonesite;(c) incorporates an impervious paved area

measuring not less than 1m x 1m, gradedinternallytoadrainageinletwhichisconnectedtoasanitarydrainagesystem;and

(d) incorporatesawaterstandpipesuppliedwithpotablewater.

SO 14 Individual accommodation sites have convenientaccess to a safe system of reticulated electricity, potablewaterandtelecommunicationfacilities.

PS 14 Eachindividualaccommodationsiteisconnectedto 240 volt reticulated electricity and reticulated potablewater.There is no “probable solution” for telecommunicationfacilities.

residentvehicleswhileensuringthatthewashingactivityhasnosignificantadverseeffectontheuseofinternalroadways, pedestrian thoroughfares or individualaccommodationsites;and

(2) in a form which allows the efficient capture of washwaterandthedirectionofwashwaterintoanapproveddrainage system while minimising the potential forcontaminationofsurfacesoilorsurfacewaters.

PS 15.1 Car washing facilities meeting the acceptableconstructionstandardsoutlinedinPlanning Scheme Policy PSP16 Construction Standards for Bin Washout Facilties, Shared Carwash Facilities and Waste Receptacle Storage Areas areprovidedwithincommunalareasofthesiteattherateof1carwashingspaceper100individualaccommodationsites.

ANDPS 15.2 A separation distance of no less than 6m isprovided between any car washing facilities and anyindividual accommodation site, internal pedestrianthoroughfareorinternalroadway.

SO 16 For each individual accommodation site on whichatransportable homeorotherrigidroofedstructure is,oris to be accommodated, disposal points for roof water areprovided:-(1) inconvenientlocations;(2) in a form which allows ease of disposal of roof water

fromallroofedareasonthatindividualaccommodationsiteintoasystemofadequatecapacitytoacceptrunofffromanaveragestormevent;and

(3) in a form which allows ease of maintenance of thefacility.

PS 16 Roof water disposal points suitable for directconnection to a roof water drainage system from atransportable home or other rigid roofed structure,andformingpartofanundergroundstormwaterdrainagesystem capable of accepting the flows of a 20 yearaverage recurrence interval for the catchment areaserved,areprovidedineachofthecornersoftheindividualaccommodationsite.

Fire Fighting Facilities and Emergency Vehicle AccessSO 17 Forthosedevelopmentswhichaccommodate,orareintended to accommodate caravans, a fire hydrant systemadequatetoaddressthereasonableneedsofthefirefightingserviceforthedevelopmentareainregardtothefollowingisprovidedandmaintainedonthedevelopmentsite:-(1) thesize,shapeandtopographyofthedevelopmentand

itssurrounds;(2) theoperationalequipmentavailable to thefirefighting

serviceforthedevelopmentarea;(3) thefirehazard inherent in thematerialscomprising the

developmentandtheirproximitytooneanother;and(4) the fire hazard inherent in the surrounds to the

developmentsite.

PS 17 In addition to those fire fighting facilitiesrequiredundertheBuilding Code of Australia fortheon-site buildings, on-site hydrant facilities to the standardprescribedunderAustralian Standard AS 2419.1 (1994) Fire Hydrant Installationsareprovidedandmaintainedonthedevelopmentsite to theextentnecessary toensurecompletecoverageoftheentiredevelopmentsite6.

SO 18 Acompleteandreadilyunderstooddirectorysystemofon-sitefacilitieswhichfacilitatestheeffectiveoperationofemergencyservicespersonnelcarryingout theirdesignatedduties, and aids in the direction of other visitors to thedevelopmentsite, isprovidedat thevehicularentrypoint tothesite.

PS 18.1 Asignincorporatingandidentifying:-(1) theoveralllayoutofthedevelopment(toscale);(2) internalroadnames;(3) allcommunalfacilitiesidentifiedbyname;(4) receptionareaandon-sitemanager’soffice;(5) on-site hydrant facilities including hydrant points,

booster points, on-site pumps and hydrant waterstoragefacilities;and

(6) physical constraints within the internal roadwaysystemwhichwould restrictaccessbyfirefightingappliancesandotheremergencyvehicles;

isprovidedatthevehicularentrypointtothesiteadjacenttoasealedlaybynosmallerthan11mx3.5mwide.

ANDPS 18.2 The sign prescribed under PS 18.1 and thegraphicsthereonare:-(1) inaform;(2) ofasize;and(3) illuminatedtoalevel;which allows the information on the sign to be readilyunderstood, at all times, by an average person eitherstanding,orseatedinavehicle,4.5mfromthesign.

Alternative Accommodation TypesSO 19 Theprimaryuseof thedevelopmentasresidentialaccommodationinowneroccupiedcaravansortransportable homes is preserved by limiting the number of individualaccommodationsitessetasideforresidentialuseinalternativeformsofaccommodation.

PS 19.1 Except for an on-site manager’s residence,sleeping accommodation for long-term users of thedevelopmentsiteisrestrictedtoowneroccupiedcaravans or transportable homes.

ANDPS 19.2 No more than 20% of the overall number ofindividual accommodation sites on the developmentsite are used for sleeping accommodation in facilitiesother than owner occupied caravans or transportable homes.

Outdoor LightingSO 20 Anadequate levelof illumination isprovidedatalltimesat thepedestrianentrypoint to thedevelopment siteand within the communal areas of the overall developmentsitewhichwouldordinarilybeusedbyresidents.

PS 20 Thepedestrianentrypointtothedevelopmentsiteandthedesignatedpedestrianthoroughfaresleadingto:-(1) theentrypointtotheoveralldevelopmentsite;(2) thereceptionareaforthedevelopmentsite;and(3) all buildings and other structures within the

communalareasofthedevelopmentsitewhicharerequiredtobeilluminated;

are at all times illuminated to a level no less than thatprescribedunderAustralian Standard AS 1158.3.1 (1999) Road Lighting – Pedestrian Area (Category P) Lighting - Performance and Installation Design Requirements.

SO 21 Outdoorlightingnecessarilyassociatedwiththeuseoflandasacaravan/transportable home park isoperatedinsuchamannerasnottocauseunreasonabledisturbancetoanypersonoranimalonadjacentland.

PS 21 Externallightingwithintheoveralldevelopmentsiteisdirectedandshieldedinsuchamannerasnottoexceed the “recommended maximum values of lighttechnical parameters for the control of obtrusive light”giveninTable2.1ofAustralian Standard AS 4282 (1997) Control of Obtrusive Effects of Outdoor Lighting. Forpurposesofthattable,“curfewedhours”aretakentobethose hours between 10pm and 7am on the followingday.

Disabled FacilitiesSO 22 Safe,dignifiedandequitableaccess forphysicallydisabledpersonsisprovidedto,andwithin:-(1) thosecommunalareasof thedevelopmentsitewhich arenormallyaccessibletoresidents;and(2) an appropriate number of individual accommodation siteswhicharedesignedtoaccommodatethereasonable needsofphysicallydisabledpersons.

PS 22 Access for physically disabled persons isprovided:-(1) from the entry point to the development site, and from every on-site car parking space designated for use by disabled persons, to every individual accommodation site required by this code to be accessiblebydisabledpersons;(2) fromevery individualaccommodationsite required by thiscode tobeaccessiblebydisabledpersons to those parts of the communal area which are normallyaccessibletoresidents;(3) to,andwithin,atleast1individualaccommodation

siteforevery20individualaccommodationsites,orpart thereof,onwhichcabinsareerectedorwhicharesetasideforaccommodationintents;

(4) within those outdoor communal areas of thedevelopmentsitewhicharenormallyaccessibletoresidents;and

(5) to,andwithin,atleast1individualaccommodationsite for every 20 accommodation sites, or partthereof,whicharesetasidefortheaccommodationof owner occupied caravans or transportable homes;

to the standard prescribed under Australian Standard AS 1428.1 (2001) Design for Access and Mobilityandina manner which does not require disabled persons notin motorised vehicles to travel along those parts of theinternalroadwaysnormallyusedbyvehiculartraffic.

Infrastructure ProvisionSO 23 The overall development site has access toinfrastructure capable of adequately catering for thereasonableeverydaydemandof thedevelopment in regardto:-(1) roadaccess;(2) stormwaterdrainage;(3) watersupply;(4) electricitysupply;and(5) telecommunications.

PS 23.1 The overall development site has directvehicular access7 to a dedicated road constructed to astandardwhichincludes:-(1) concretekerbandchannel;(2) a1.2mwideconcretefootpath;(3) sealedroadpavement;(4) linemarking;and(5) roaddrainageworks;ontheultimatealignmentprescribedinPlanning Scheme Policy PSP28 Civil Infrastructure Design foraroadofthestandarddesignatedby theadministeringauthority, andwhichisconstructedforthefullfrontageofthesite.

ANDPS 23.2 The development is directly connected to aCouncil maintained stormwater drainage system whichsatisfies the requirements of Planning Scheme Policy PSP28 Civil Infrastructure Design.

ANDPS 23.3 The development has direct access to areticulatedcommunitypotablewatersupplywhichsatisfiestherequirementsofPlanning Scheme Policy PSP28 Civil Infrastructure Design.

ANDPS 23.4 The development has direct access to areticulated community electricity supply and a landlinetelecommunicationfacility.

SO 24 Adequate sheltered pay phone facilities satisfyingthereasonableeverydaydemandoftheusersoftheoveralldevelopment are provided in appropriate locations on thedevelopmentsite.

PS 24 At least 1 pay phone for every 100 individualaccommodationsites,orpartthereof,havingthefollowingcharacteristics is available in the reception area or in acommunalareaoftheoveralldevelopmentsite:-(1) shelteredfromadverseweatherconditions;(2) capableofIDD,STDandlocalareadialling;(3) availableona24hourbasis;(4) illuminated to a level no less than that prescribed inAustralian and New Zealand Standard AS / NZS 1680.0 (1998) Interior LightingorAS 1158.3.1 (1999) Road Lighting – Pedestrian Area (Category P) Lighting – Performance and Installation Design Requirements asapplicabletothelocationofthefacility;(5) accessible to disabled persons to the standard prescribedinAustralian Standard AS 1428.1 (2001) Design for Access and Mobility;and(6) readilyobservablefromreceptionareas.

Tall StructuresSO 25 Structuressuchas lightpylons,antennae,masts,aerialsandtelecommunicationstructureswhichareancillaryto the use of premises as a caravan/transportable home parkarerestrictedtoaheightandappearancewhich:-(1) does not adversely impact on the existing or desired

streetscapeforthearea;and(2) isinkeepingwiththedesiredorestablishedcharacterof

thearea.

PS 25.1 Structures such as light pylons, antennae,masts, aerials and telecommunication structures arelimited inheight so thatnopartof thosestructures, orattachments to the structures, projects more than thelesserof:-(1) themaximumheightpermittedunderanothercode

withinthisplanning schemewhichisapplicable1totheparticulardevelopmentsite;and

(2) 10mabovenatural ground surface.AND

PS 25.2 Transmissionandreceivingdishesarenolargerthan:-(1) 1.2mdiameterinaresidentialarea;or(2) 1.8mdiameterinanyotherarea.
