Analysis of assets declaration of Union Council of Ministers in the PMO

website

77% of our Ministers (59 out of 77) are crorepatis based on their declarations to Prime Ministers

Office (PMO).

The average asset value of a minister in the current ministry is Rs. 10,63,55,097 (Rs 10.6 crores). In

2009, the average asset value of a minister was Rs 7.3 Cr.

The current ministers on an average are Rs 3.3Cr richer than in 2009. This is inspite of the fact that

19 ministers in their 2011 declarations to PMO have not given the value of several of their movable

and immovable assets (details in Annexure I).

The highest asset increase in rupees has been for Dr. S. Jagathrakshakan of DMK whose assets

show an increase of Rs. 64.5 crores in two years (from 5.9 crores in 2009 to 70 crores 2011). He is

followed by Praful Patel with an increase of Rs 42 Crores (from 79.8 crores in 2009 to 122 crores in

2011) and Kamal Nath with an increase of Rs 26 Crores (from 14 crores in 2009 to 41 crores in 2011)

The highest asset increase percentage wise has been for Dr. S. Jagathrakshakan (DMK). His assets

have grown by 1092%. He is followed by Smt. Panabaka Lakshmi (INC) with a growth of 828% in her

assets and Shri Tusharbhai Chaudhary (INC) with a growth of 705% in his assets.

The richest Minsters are Praful Patel (assets worth 122 crores), S. Jagathrakshakan (assets worth 70

crore) and Kamal Nath (assets worth 41 crore[1])

15 ministers[2] have shown a decrease in their assets as compared to the assets they declared in

2009. 6 of them have not given the value of several of their assets.

[1] According to recent newspaper reports, the net worth of Kamal Nath’s assets has been calculated to 256 crores, which is

including the assets of the companies in which he has business interest. The total value of his assets calculated in this

report takes the value of his personal assets and the assets of his family only as given in his declaration. In spite of repeated

efforts, we have not been able to get a clarification on Mr. Kamal Nath’s assets from his office.

Delhi, September 15th, 2011: Association for Democratic Reforms (ADR) and National Election Watch (NEW), a

nationwide campaign comprising of more than 1200 NGOs and other citizen led organizations, has been

working on electoral reforms, improving democracy and governance in India.

Prime Minister’s Office (PMO) disclosed the financial assets and liabilities of Ministers online. Association

Democratic Reforms (ADR) and National Election Watch (NEW) have analyzed the declarations of all the 77

Ministers and also compared it with the assets declared by them during 2009. This report is based on this

analysis.

according to 2009 declaration, value of movable assets is 22 lakhs and immovable assets is 6.5 crores.

Recommendations of ADR and NEW Although NEW and ADR applaud the effort towards greater transparency of the PMO, very important

information like Income Tax Returns, Present market value of assets etc. is missing in most of the declarations.

If this move of the PMO’s office is to set a meaningful precedence towards greater transparency, the NEW and

ADR recommend that declarations be made in the same format as the affidavits outlined by the Election

Commission of India so that crucial information can be disclosed in public interest.
