A series of unresolved issues between both sides are covered in a Side Letter that accompanies the licence including: RPI (replace with CPI or should there be one?) Spreadsheet remains (as modified by SDWG) Very little changes if you use Packtracker or

other reporting tools From 2014 there will be sample reporting –

so institutions will report annually on new items only

Every 3 years will do a full report to include renewals as well as new scans

New reporting requirements

Page 6: An overview of the new CLA higher education

Amended definition of ‘authorised persons’ Need to restrict access to the scans by ‘appropriate

controls’ not technical means Digital component coverage of US publishers is opt

in Scanning and photocopying is opt out so lists are

different Adding cover sheets to digital originals – not

required if already have a ‘copyright notice’ CLA Look up tool and reliability issues

Other issues to consider

Page 8: An overview of the new CLA higher education

Will you make use of the digital part of the licence? How will you manage this in practice? Who will make the

copies and be authorised? Are you going to advertise the changes to the licence, e.g.

the option to use digital originals? Will items be copied under the new CLA licence or the

specific licence that comes with most e-journals/e-books? If this is not consistent, what will that do to the figures?

How useful will the new ‘look up tool’ be? Will anyone will use of the ability to 'copy' from websites? Do you think reporting only new items will make things

easier?

Adapting to the new licence - questions we asked of users….
