Prime Minister, Minister of Agriculture, Minister for Kampala Capital City Authority, State Minister for Youth and Children Affairs, Chairperson Parliament Committee on Agriculture, Members of Parliament, District Steering Committee Representatives, Development Partners, and Private and Public Sector Representatives. This was preceded by a Coffee Lab that was conducted by Office of the Prime Minister’s Delivery Unit (OPMDU) in conjunction with UCDA between 27th and 31st March 2017 and attracted stakeholders from across the coffee value chain. These came together to develop solutions for supporting the ambition of producing/exporting 20 M bags; understanding the most critical issues to tackle; testing the feasibility of ambition and timeline; defining specific interventions aligning key stakeholders (e.g., from government, private sector, research, private sector) and paving the way for developing implementation program. The event was marked by various speeches from both the private represented by Mr. Kailash Natan, Managing Director of Ugacof and Mr. Tony Mugoya of UCFA as well as high ranking Government officials. On the Coffee market and outlook, Mr. Kailash noted that there was still a strong demand for coffee especially in the traditional markets, though the biggest potential was in emerging markets and export countries, with more growth in COMESA region. “Algeria, Tunisia, Morocco, Egypt, Sudan and South Africa have penetrated and into importation of coffee from Uganda and we need to embrace these strategic markets that will stabilize the prices and sustain coffee farming” he said. The global production is set for an estimated 150m bags down from 152m produced in 2015/2016 while Uganda’s export performance is set to be around 4.2m bags 2016/17 which is quite a significant and substantial increment after three consecutive years of volumes keeping in the range of 3.5 million bags. Mr. Tony Mugoya outlined the achievements of the National Steering Committee in the past 10years, its composition and its vision. Dr. Ezra Suruma, Head of the Prime Minister’s Delivery Unit, gave a brief about the Coffee Roadmap which consists of 9 key initiatives that include building a structured demand, branding Uganda Coffee, support to local coffee businesses, strengthening farmer organisations and producer cooperatives, support joint ventures, provide and promote concessions for coffee production on large underutilized land, improve quality of planting materials, improve access to quality inputs and developing a coffee finance programme with Central Bank and Treasury. From these initiatives, it’s expected that the Government of Uganda will be able to produce up to 20million bags by 2025-2030, with improved yield and expansion of land under coffee of 20% earning between USD$1.5 to 2.2billion export earnings per year. H.E. the President of Uganda later addressed the Participants and observed that as early as 1986, the Research Institute at Kawanda was developing clonal coffee which would yield much higher than the original coffee. He urged farmers not to entirely depend on UCDA staff for extension services but also other knowledgeable people adding that the industry should devise other means of reaching the farmers like weekly radio programmes to sensitize farmers since they are willing to learn. He noted that land fragmentation is inevitable however, Coffee should be adopted as an anti-poverty crop for the small scale farmers and tasked the Hon. Minister of agriculture to solve the issue of fake agro-inputs. President Museveni observed that Ethiopia has performed well because the Government in Addis Ababa has spearheaded the value addition drive but young emerging countries like Uganda have been facing modern day slavery by exporting unprocessed coffee at US$2/kg compared to US$32/ kg of processed and packaged coffee. He added that Uganda can still make profit even if coffee price declined and called upon the stakeholders to take advantage of value addition. On 21st March 2017, Uganda Coffee Federation (UCF) in conjunction with Uganda Shippers’ Council held a half day coffee sector specific Electronic Certification training at Mosa court Apartments to critically walk participants through the electronic certification system.

The system was introduced late last year and various trainings were carried out initially but there were quite a number of grey areas as far as the coffee industry and trade was concerned and therefore Members requested for an elaborative training session.

The training was conducted by Mr. Rubanga Alexander, Supervisor International Affairs, Customs Department, Uganda Revenue Authority and was attended by 38

participants from both coffee exporting and Logistics companies.

Mr. Rubanga gave an elaborate walk through the system of gaining membership in the system, originating the Certificate of origin, submission and authorisation process.

In addition to the training, participants had ample engaging time with the trainer who was able to give a feedback to all the questions posed and at the same time requested them to always

feel free to contact him for any support especially in regard to exports to some countries that had additional requirements.

At the end of the session, participants were satisfied with the mode of training and the proficiency of the trainer.

One issue that was left unresolved was about the Phytosanitary Certificate which was not in the mandate of URA but we promised to organize another forum where it will also be discussed.

The Swedish International Development Agency has launched an Innovation against Poverty (IAP) Fund. This is a specialized fund aimed at identifying and supporting innovative inclusive business models that will deliver commercial benefits for the private sector and developmental benefits for the low income population prioritizing women and youths. The fund will be managed by SNV in partnership with BoP Innovation center and Inclusive Business, Sweden.

The IAP fund includes a mix of business development advisory and non-reimbursable funding for up to 49% of the total investment of the selected project which will be in a range of €50,000 and €200,000.

IAP fund aims to support business initiatives that are Innovative, Inclusive,

commercially viable and scalable; and should be based in Cambodia, Ethiopia, Uganda and Zambia. It will focus on Agriculture and food (food security, improved nutrition and sustainable agriculture), Energy (Access to affordable, reliable, sustainable energy), WASH (Sustainable management of water, hygiene and sanitation) and ICT (Access to technologies and services that support other target sectors.

The initial concept note submission is from March to 24 July 2017 and the evaluations and selestions will run up to August 2017.

NEW ED at ICO: At its 119th Session held from 13 to 17 March 2017, the International Coffee Council appointed Mr. José Dauster Sette of Brazil as the new Executive Director of the ICO for a five-year term from 1 May 2017, this comes at the death of the Mr. Robério Oliveira Silva who passed away on Dec. 30, 2016. Mr. Sette previously served as ICO head of operations between Nov. 2007 and Dec. 2012, while also serving as interim executive director from Nov. 2010 to Oct. 2011. Mr. Sette was most recently the Executive Director of the International Cotton Advisory Committee.

Market outlook: “Large export volumes and high levels of stocks in consuming countries seem likely to put pressure on price levels,” ICO said. According to the ICO Report for March, Shipments of Robusta beans rose 7.9% to 10.5m bags, defying worries over poor weather feared to have hit production in major growing countries, concerns which helped London Robusta futures hit a five-year high of $2,282 a tonne on January 19th.

Every year the SCAA Event celebrates a Producing Country as a Portrait Country. AFCA Kenya Chapter in partnership with the Coffee Directorate in the Ministry of Agriculture, Livestock and Fisheries in Kenya and Specialty Coffee Association of America are organizing this event. At the Event the Portrait country’s Coffee, Culture and People are highlighted. This opportunity allows producers to tell their story to over 12,000 of the world’s coffee industry professionals.
