I would like to start off by saying it has been both an honor and a privilege to have served this greatorganization as your President this past year. I would like to thank you all for intrusting me to carryforward our vision, mission and goals. I believe we have had an outstanding year, especially whenconsider the difficult economic landscape we have been faced with.

It has been another busy year and time just seems to slip away. However, we were able to accomplishseveral important goals as an organization. One in particular was our first ever “free” Summer Schoolof Instruction program held at Graves Mountain Lodge on July 31, 2009. This was an unprecedentedevent in which the Association provided a full day of training and classes, along with lunch, for itsmembers at no cost to them. This was our way of giving back to our members and thanking them forall their support over the years.

Other accomplishments include our continued productive relationship with DHCD and other industrypartners. I would like to recognize DHCD for their sustained support and participation in our organiza-

tion. We also partnered with ICC and the Region VII chapter (including MD, DC, PA, DE, NJ andWV) in conference plan-ning for the 2009 Annual Business Meeting and code development hearings held in Baltimore, Maryland. The benefits ofthis endeavor proved a tremendous value to Virginia. It is part of our strategic plan and initiatives to outreach on all levelswith our industry. This was the perfect venue for interacting and networking with code officials from across the country;not to mention it provided new friends and enabled great professional relationships to continue to grow.

The organization also redesigned its web site with a completely different look. We have provided easier access to informa-tion such as printable registration forms, agendas, and meeting minutes. We also purchased a lap top computer completewith a recorder and scan program to be used for meetings. The scan program allows us to develop a data base to trackour member’s training and education hours for all our sponsored meetings and classes. In the near future we hope to beconnected directly to DHCD which will permit automatic tracking of certified inspector/plan reviewer required CEU’s.

I want to extend a mention of congratulations to two of our members for achieving milestones in their careers this past year.Bill Dupler was elected Secretary/Treasurer and Guy Tomberlin Director of the ICC. Congratulations go out to both of you.This was a well deserved accomplishment for all of your hard work and dedication to our industry. This is a great honor andwith that comes a lot of responsibility. I know you are both up to the task and will more than fulfill your commitments.

As you are aware VPMIA operates solely on the volunteerism of our members and the local jurisdictions across the state.This year we have instituted a mentoring program for those of you who want to get involved but are somewhat hesitantbecause you’re not quite sure what is expected. This is a perfect solution! Anyone interested in stepping up to work oncommittees or possibly chair a committee is encouraged to take full advantage of this program. Our current committeechairperson(s) will mentor you. This is designed to assist you in preparation with increased service in what ever capacityyou can provide to the organization. This is an opportunity you don’t want to miss. What better way to learn and under-stand the operation of the organization than by getting information first hand from the people who currently serve on theBoard of Directors. This is on–the–job training at its best with only a small investment of your time. The rewards youreceive will be endless.

In closing, it has been a great honor and privilege to have served this organization over the past year as your President. I wantto extend a heartfelt “thanks” to everyone for their time, commitment and dedication, striving towards making VPMIA abetter organization. You have stayed focused on our vision, mission and goals working within our strategic plan to help makeVirginia a better place to live, work and visit. It doesn’t matter what anybody says about being a good leader because a goodleader can only take you so far. You must have a strong core group willing to help and assist when needed. I believe that is whowe are and that’s why we are successful! I look forward to continuing to serve in any way I can as we move into the future.

PRESIDENT’S CORNER

On January 18, 2010, VPMIA lost one ofits long–time, valued members andfriends, Bud Lester. He was born January15, 1933, in Buchanan, Virginia, to thelate Dallas and Mae Lester. Bud was aloving father to two daughters, JackyeBoyd and the late Patricia Monaco,grandfather to Lee Edward Monaco andone great–grandson.

In 1953 Bud began his plumbing careeremployed with Fred Borden, Inc. wherehe started as an apprentice and workedhis way up to superintendant. In 1964,after more than ten years in the plumbing field, heventured out and started Lester Plumbing, Heating,Cooling and Electrical Contracting, but tradedunder the name Lester BuildingDevelopers. His firmprovided total contracting, including land acquisi-tion (he was also a licensed Realtor), excavating,home design and construction. In 1974 Bud beganan illustrious career with Fairfax County. He was aSenior Plumbing Inspector for four years beforemoving into a Plan Examiner position in 1978 wherehe served for two years. He was promoted to FieldSupervisor in 1980 and moved up again to AssistantChief Plumbing Inspector in 1985. In 1988 he becamethe Chief Plumbing Inspector where he served untilhis retirement in 1993. After his retirement fromFairfax County, Bud continued to do what he loved,sharing his vast plumbing knowledge as a generalconsultant to the plumbing community.

Bud began his service to VPIA (well before theMwasadded to incorporate mechanical) in the early 1980sand was recognized with the organizations highestlevel of accomplishment in 1993, the D. Paul Jack“Lifetime Achievement/Membership” award. Budchaired the code committee for the organization andparticipated on the committee for more than 10years. Bud also was a member of the Virginia CrossConnection Control Association. He often expressedthat some of his most rewarding experiences wereserving on the BOCA Code Development Commit-tees, Plumbing TestWriting Committees, and serving

as a committee member when the firstInternational PlumbingCodewas drafted.

But what Bud enjoyed the most was pre-cisely what VPMIA is based on, educa-tion. He loved to share his knowledgeand experiences by teaching the plumb-ing code. Bud was quoted in a trademagazine as saying, “code change hear-ings and serving on code committees aretwo areas that provide an excellent learn-ing opportunity,” and, “even a simple din-ner conversation or hallway gatheringbrings a wealth of information as you

discover how others solve problems.” This has beentrue for years and Bud recognized the importancemany years ahead of his time. It has been said that,because of Bud’s training, more than 1,000 plumberssuccessfully passed their master plumbing examina-tions. Although Bud probably wouldn’t have admit-ted it, he was a true mentor to both trade profession-als and code officials across the state and nation. Budbelieved that every experience was a learning oppor-tunity, be it at a code change hearing or around thewater cooler at work. He used to say, “There is alwayssomething new to be learned, ” just as any goodteacher would say.

His personal timewas spent enjoying the company ofhis good friend and companion of many years, JanScheetz. Traveling was his passion and he loved toexplore the country, especially out west in areas suchas Wyoming, Montana and the Dakotas. He was alicensed pilot and at one time owned his own air-plane. He enjoyed motorcycles and once traveledcross country to California. He was an antique carenthusiast, enjoying the 1920’s models but had a spe-cial affinity for restoring 1960’s model Mustangs.Other hobbies included hunting, coin collecting,model trains, NASCAR races, and trips toCharlestown slots. He truly enjoyed life and wasalways determined to make the most of it.

Bud will be sorely missed but his legacy will remainfor years to come.

REQUIREMENTS

in the 2009 International Plumbing Code

Chapter 9 of the International Plumbing Code(IPC) has a variety of methods that can be used

to vent plumbing fixtures and traps. Circuit ventingis one of these methods and it has been laboratoryand field tested, establishing a long history of satis-factory service. Extensive research into the perform-ance of circuit vented systems was conducted at theState University of Iowa. The research concludedthat the single vent for the eight fixtures providedthe necessary protection of the trap seal. Circuitventing was included in Hunter’s research andreported in BMS 66. The venting method has longbeen recognized by the plumbing community and isincluded in the American Society of PlumbingEngineers Data Book. The principle of circuit vent-ing is that the flow of drainage never exceeds a half-full flow condition. The air for venting the fixturescirculates in the top half of the horizontal branchdrain pipe. The flow velocity in the horizontalbranch is slow and non-turbulent, thereby prevent-ing pressure differentials from affecting the con-necting fixtures. The circuit-vented fixtures mustconnect to the circuit-vented branch in the horizon-tal plane to limit the amount of turbulence createdby fixture discharge.

The Circuit Venting method is similar to wet vent-ing except that it allows you to combine a total ofeight fixtures on a single floor that are not limitedto the two bathroom groups. It might be easier toexplain by examining how circuit venting differsfrom wet venting. The fixture drains shall connecthorizontally to the horizontal branch being circuitvented. Again, the fixture drains are limited inlength to those shown in Table 906.1. Because circuitventing is only to be used on horizontal applicationsas opposed to wet venting, which can be both hori-zontal and vertical installations, the maximum slopefor a circuit vent is 1 unit in 12 units horizontally,or 8-percent slope. The entire length of the circuitvent portion of the horizontal branch shall be sizedfor the total drainage discharge to the branch.There is not a unique sizing table for circuit ventingas there is for wet venting or common venting.

In closing it is my hope that engineers,design professionals, contractors, journeymenplumbers, and inspectors will realize the many meth-ods of venting that are available in the IPC. The IPCsupports sustainable plumbing installations and is the

The circuit vent connection must be located betweenthe two uppermost fixture drains and shall connectto the horizontal branch. It cannot serve as a drainfor other fixtures; it is truly a dry vent. Where a circuit vent consists of four or more water closetsand discharges into a drainage stack that alsoreceives the discharge of upper horizontal branches,a relief vent shall be connected to the horizontalbranch ahead of the connection to the drainagestack and after the most downstream fixture drainof the circuit vent. Additional fixture drains may beconnected with the circuit vented branch, but theyneed to be vented by means other than the circuitvent, and the FUVs would be added to the total fixture-unit discharge into the horizontal branch.Such fixtures also must be located on thesame floor as the circuit vent to whichthey connect (see figure 2). Wherethe relief vent receives the discharge of other fixtures, the maximum dischargeallowed is 4 drainagefixture units.

The International Code Council is leading the waywith many sustainable solutions across the entirebuilding industry. Aside from the 2009International Energy Conservation Codes whichwill be available soon, ICC and its members areworking side-by-side to improve water efficiencypractices across the building industry by staying onthe leading edge of plumbing manufacturing tech-nologies, specifying water-saving fixtures such aswaterless urinals and proper pipe water anddrainage sizing wherever possible, along with ensur-ing multiple sustainable plumbing codes are inte-grated into the upcoming 2009 InternationalPlumbing Code.

Circuit Venting

Lee Clifton is the Director of Plumbing Programs for theInternational Code Council, Plumbing & MechanicalActivities Section. He is presently located out of theWhittier, California Office. Lee comes to the Code Councilfrom the City of Los Angeles As a Principal Inspector withthe City of Los Angeles, one of his recent duties Includedplanning, organizing and coordinating the training pro-grams for approximately 200 inspectors and clerical staffthat work for the Housing Department. Mr. Clifton contri-bution played a big part in the Housing DepartmentsSystematic Code Enforcement Program winning the“Innovation in American Government” award consideredthe “Oscar” of government from Harvard. He also served asSenior Plumbing Training Officer for the Department ofBuilding and Safety for over seven years instructing over700 inspectors. He left the City of Los Angeles after 21years of service. Mr. Clifton has also taught PlumbingCode for the Plumbing, Heating, Cooling, ContractorAssociation of the Greater Los Angeles Area and the NorthOrange County Regional Occupation Program over thepast 20 years.

ARTICLE I — The Name, Seal, and Address of this Association

Section 1. The name shall be the Virginia Plumbing and MechanicalInspectors’ Association; herein and hereafter referred to as theAssociation.

Section 2. The seal shall be as indicated below:

ARTICLE II — Objectives

Section 1. The objectives of the Association are:A. To participate in the formulation of Virginia

Plumbing and Mechanical Code provisions.

B. To promote uniform understanding and applicationof the Virginia Uniform Statewide Building Code.

C. To promote and secure uniform inspection methodsthroughout the Commonwealth of Virginia.

D. To promote closer industry unity between code officials, governing agencies and the private sector.

E. To promote and improve the standard of profes-sional plumbing and mechanical inspectors.

F. To provide professional development through anannual education and training seminar which shallbe known as the School of Instruction.

G. To encourage growth of the Association by provid-ing enhanced services to its members and by promoting strong leadership values, respect and thepursuit of common goals.

ARTICLE III — Membership

Section 1. Active membership shall be open to code officials active-ly engaged in plumbing and/or mechanical code enforcement.Application for membership shall be in writing and submitted to theExecutive Secretary.

Section 2. Associate membership shall be open to those personsinterested in the design, manufacture, installation or sale of plumbingand/or mechanical systems and who are willing to promote the objectives of the Association. Application for membership shall be in writing, submitted to the Executive Secretary and reviewed by theBoard of Directors for approval.

Section 3. Retired membership shall be open to those members sub-mitting written application for retired status to the Executive Secretary.

Section 4. Life membership may be extended only to Active andAssociate members who have significantly contributed to promotingthe objectives of the Association. Life members may be nominatedand approved by the general membership at the third general mem-bership meeting. Life membership shall be limited to one Activemember and one Associate member per calendar year.

Section 5. Charter members are those who founded the Association.

Section 6. Honorary membership shall be open to those personswho are not members of the Association but have made a significant

contribution in promoting the objectives of the Association.Nominations for Honorary membership shall be in writing, submitted to the Executive Secretary by any member and reviewed by the Board of Directors for approval.

Section 7. All members shall conduct themselves in accordancewith the Associations Code of Ethics.

ARTICLE IV — Board of Directors

Section 1. The Association shall be governed by a Board ofDirectors, herein and hereafter referred to as the Board, which shallconsist of the elected officers, District Directors, the Director-at-Largeand the Chairperson of each standing committee.

Section 2. The Board shall manage the policies, business, propertyand affairs of the Association.

Section 3. OfficersA. The officers of the Association shall consist of a

President, Vice President, Secretary and Treasurer. Theofficers shall be Active members and shall be elected andinstalled during the annual School of Instruction.

B. The officers shall hold office from the close of the annualSchool of Instruction through the close of the annualSchool of Instruction of the following year. Officers shallserve no more than two consecutive terms in the sameoffice.

Section 4. DirectorsA. A total of four active members may be elected as District

Directors. The Directors shall be Active members andshall be elected and installed during the annual School ofInstruction.

B. The Directors shall hold office from the close of theannual School of Instruction through the close of theannual School of Instruction the following year.

C. Each District shall consist of all cities, towns and coun-ties as outlined in Appendix A.

D. The Director-at-Large shall be the immediate PastPresident.

E. Non-voting Ex-officio members on the Board ofDirectors shall include the President, or his or her dulyappointed representative, of the Virginia Chapter of theInternational Association of Electrical Inspectors, TheVirginia Fire Prevention Association, and The VirginiaBuilding Code Officials Association.

Section 5. In the event that an Officer or Director resigns, theBoard shall appoint, as soon as possible, an Active member to fill theunexpired term.

Section 6. AppointmentsA. An Executive Secretary shall be appointed by the Board

for a maximum term of five years or as determined bythe Board. Compensation of services rendered shall be asapproved by the Board.

B. A Director of Finance shall be appointed by the Boardfor a maximum term of five years or as determined bythe Board. Compensation of services rendered shall be asapproved by the Board.

ARTICLE V — Duties of the Officers, Directors, ExecutiveSecretary and Finance Director

Section 1. The PresidentA. To preside over all meetings.B. To select all committee chairpersons except the finance

Association on local, state or national committees,boards and similar entities when such representation isrequested or provided for by regulation or statute.Appointments shall not conflict with the Association’sby-laws or code of ethics.

D. To be an ex-officio member of all committees except thenominating committee.

E. To perform such other duties applicable to the office asprescribed by the parliamentary authority adopted by theAssociation.

Section 2. The Vice PresidentA. To assist the President at all meetings.

B. To preside over all meetings in the absence of thePresident.

C. To perform such other duties as applicable to the officeas prescribed by the parliamentary authority adopted bythe Association.

Section 3. The SecretaryA. To assist the presiding officer with the orders of business

and to distribute correspondences to all members present.

B. Notification of meetings.1. To send to all Board members a notice of every

Board meeting at least twenty days in advance ofsuch meeting.a. Ten days notice, including an agenda, shall be

given for all special meetings.2. To send all members a notice of every General

Membership meeting at least thirty days in advanceof such meeting.

C. To accurately record all business transacted at all meetings.

D. To maintain and have available at all meetings the officialminute book.

E. To record the voting at all meetings.F. To send letter ballots to all Board members not present

at meetings for which there is no quorum.G. To perform such other duties as applicable to the office

as prescribed by the parliamentary authority adopted bythe Association.

Section 4. The TreasurerA. To accurately record and post all funds received and

disbursed. Shall be bonded for at least fifty thousand dol-lars. The bond premium shall be paid by the Association.

B. To pay all bills that have been approved as per the budgetor by the Board.

C. To submit a quarterly report of the Association’s financesto the Finance Committee.

D. To submit a report of the Association’s finances at allmeetings, except special meetings unless included in thespecial meeting agenda.

E. To send all membership renewals by December 1 of eachyear.

F. To maintain the financial records of the Association on afiscal year from May 1 through April 30, unless other-wise approved by the Board.

G. To be a standing member of the Finance Committee.H. To perform such other duties as applicable to the office

as prescribed by the parliamentary authority adopted bythe Association.

Section 5. The District DirectorA. To attend the Board and General Membership Meetings

per term of office.B. To assist in the management of the Association.C. To report any concerns of the members within their dis-

trict to the Board.

Section 6. The Executive SecretaryA. To prepare for the Board all business that has not been

assigned to others.

B. To present or have presented at all meetings all reportsreceived from committee chairpersons.

C. To recommend plans of work and conduct the generalbusiness of the Association under the direction of theBoard and the General Membership.

D. To be a standing member of the School of InstructionCommittee.

E. To authorize both active and/or retired membership status.

F. To maintain all membership applications.G. To receive the letter of resignation of an Officer or

Director and present it at the next Board meeting.H. To send to each Director a current roster of all members

within their respective districts no more than thirty daysafter the third General Membership meeting.

I. To maintain and have available at all meetings a currentroster which lists only members in good standing by district affiliation.

Section 7. The Director of FinanceA. To coordinate the finances of the Association.B. To serve as the chairperson of the Finance Committee.

ARTICLE VI — Committees

Section 1. The number of committee members, mentioned below,includes the chairperson. Standing Committee chairpersons areappointed by the President, see previously in the text, Article V,Section 1.B. Standing Committee members are selected by the com-mittee chairperson as stated hereinafter in this Article or are estab-lished within the description of the committee. Standing Committeemembers that are established by the text are in addition to thosemembers appointed and selected. Standing Committees may include,but are not limited to. The following:

A. An Advertising and Yearbook Committee, composed offive members, shall be appointed within thirty days afterthe third General Membership meeting. It shall be theduty of this committee to manage an advertising campaignand publish the yearbook for the Association’s School ofInstruction.

B. An Auditing Committee, comprised of three members,shall be appointed within thirty days after the thirdGeneral Membership meeting. It shall be the duty of thiscommittee to audit the Treasurer’s account(s) at the closeof the calendar year and report at the fourth regularBoard meeting. The Treasurer shall not be a member ofthis committee.

C. An Awards Committee, comprised of five members, shallbe appointed within thirty days after the third GeneralMembership meeting. It shall be the duty of this committeeto select and present, the awards for Outstanding Serviceto the Active and Associate members of the Associationand the awards to the individuals that are the outstand-ing plumbing and mechanical apprentice of the year.

D. A By-laws Committee, comprised of five members, shallbe appointed within thirty days after the third GeneralMembership meeting. It shall be the duty of this com-mittee to review, discuss, prepare and recommend, to theAssociation, any necessary changes to the Association’sBy-laws in order to maintain current directives for theadministration of the Association..

E. A Certification, Education, and Training Committee,comprised of five members, shall be appointed withinthirty days after the third General Membership meeting.It shall be the duty of this committee to organize educa-tional classes for the School of Instruction.

F. A Finance Committee, comprised of three members, theTreasurer and the Finance Director, shall be appointedwithin thirty days after the third General membershipmeeting. It shall be the duty of this committee to pre-pare a budget for the fiscal year and submit it to theBoard for approval at its last scheduled meeting prior tothe third General Membership meeting. The committeemay submit amendments to the current budget at anyregular meeting. The committee shall prepare and sub-mit any other reports as directed by the Board.

G. A Legislative Committee, composed of three members,shall be appointed within thirty days after the thirdGeneral Membership meeting. It shall be the duty of thiscommittee to attend as many Virginia General Assemblymeetings as possible and to be observant of new regula-tions. This committee will review, discuss and report tothe Board of Directors and the General Membership, anylegislature or regulations that will directly or indirectlyeffect the Association or it’s members.

H. A Membership and Website Committee, comprised of fivemembers, shall be appointed within thirty days after thethird General Member-ship meeting. It shall be the dutyof this committee to keep the website current and updated. The website shall be the source of Associationmeetings, dates, membership and advertisement applications, Association and public information andother Association information.

I. A Nominating Committee shall be comprised of the five most immediate past presidents of the Associationwilling to serve in this capacity. The most immediatepast president on the committee shall serve as the chairperson. It shall be the duty of this committee to

nominate, at the third General Membership meeting,candidates for the offices to be filled. Before the election, additional nominations from the floor shall bepermitted.

J. A Plumbing, Mechanical and Fuel Gas Code Committee,composed of all Association members willing to partici-pate, the chairperson shall be appointed within thirty days after the third General Membership meeting. It shall be the duty of this committee to review, discuss and recommend necessary changes that apply to theCommercial and Residential Plumbing, Mechanical andFuel Gas Codes.

K. A School of Instruction Committee, comprised of theExecutive Secretary, the chairperson shall be appointedwithin thirty days after the third General Membershipmeeting. It shall be the duty of this committee to planthe program for the next Annual School of Instruction.

L. A Time and Place Committee, comprised of five mem-bers, shall be appointed within thirty days after the third General Membership meeting. It shall be the duty of this committee to review the date and location of all General Membership meetings and submit areport and recommendation to the General membership for approval at least twelve months prior to such meeting.

Section 2. Duties of the Committee ChairpersonA. To submit, in writing, all committee findings and

recommendations to the Executive Secretary at least ten days prior to any meeting, except special meetings,unless specified on the agenda. If the chairperson ormembers of the committee is in attendance at the meeting, such written report shall not be required.

B. To select all committee members not specifically provided for in other sections of these by-laws andreport their names to the Executive Secretary withinthirty days of their appointment.

Section 3. A Special Ad Hoc Committee shall be appointed for a specific purpose when necessary.

A. The committee shall be under the authority and direction of the Board, unless specifically provided herein.

B. The committee shall be comprised of at least five members.C. It shall be the duty of this committee to carry out a

specified task and present it to the Board.D. The committee chairperson shall not be granted the vot-

ing privileges as a Standing Committee Chairperson.

ARTICLE VII — Voting

Section 1. Only Active, Charter and Lifetime Active members whoare in good standing shall have the right to vote.

Section 2. All members shall have the right to make and secondmotions.

ARTICLE VIII — Meetings

Section 1. Three General Membership meetings shall be held eachyear. The first shall take place approximately fourteen days prior toor fourteen days after August 1. The second shall take place approxi-mately thirty days prior to or thirty days after November 15. Thethird shall take place approximately fourteen days prior to or four-teen days after April 1, during the Annual School of Instruction.

Section 2. Four Board meetings shall be held each year at a timeand location determined by the President. The first shall be held atleast sixty days prior to the first General Membership meeting. Thesecond shall be held at least sixty days prior to the second GeneralMembership meeting. The third on the day of the second GeneralMembership meeting and the fourth at least thirty days prior to thethird General Membership meeting. A quorum shall consist of atleast seven Board members. Action taken by less than seven Boardmembers shall be null and void unless confirmed by a letter ballotfrom those members who were absent.

Section 3. Special Board meetings may be called by the President.Such meetings may also be called by the Board with the writtenrequest of at least seven members. The purpose of the meeting shallbe stated in the call. The location of the meeting shall be determinedby the President. At least ten days notice shall be given. A quorumshall consist of at least seven Board members. Action taken by lessthan seven Board members shall be null and void unless confirmedby a letter ballot from those members who were absent.

ARTICLE IX — Dues

Section 1. Annual DuesA. Active membership shall be thirty dollars per calendar

year.

B. Associate membership shall be thirty-five dollars per calendar year except those who have paid for five con-secutive years shall only be required to pay thirty dollarsper consecutive calendar year thereafter.

C. Retired membership shall be ten dollars per calendaryear.

D. Charter and Life membership shall be absorbed by theAssociation.

Section 2. No members shall be in good standing whose dues arenot paid by March 1 of each year and shall not be maintained on themembership roster if not paid by December 31.

Section 3. Dues may only be revised at General Membership meetings.

ARTICLE X — Amendments

Section 1. The Constitution and By-Laws may be amended by two-thirds vote at any General Membership meeting, provided that theproposed amendment has been submitted in writing at a previousGeneral Membership meeting.

ARTICLE XI — Parliamentary Authority

Section 1. The current edition of Robert’s Rules of Order NewlyRevised shall be the Association’s final authority on all questions of procedure and parliamentary law not covered by the Constitution and By-Laws nor any special rules of order theAssociation may adopt.

District I Shall be the area, including all cities and town that lietherein, created by the counties of Augusta, Arlington,Clark, Culpeper, Fairfax, Fauquier, Frederick, Greene,Highland, Loudoun, Madison, Orange, Page, PrinceWilliam, Rappahannock, Rockingham, Shenandoah,Spotsylvania, Stafford and Warren.
