He earned his submarine dolphins whileserving on USS KENTUCKY (SSBN 737)(Gold)and then attended the Naval PostgraduateSchool, earning a Master of Science degree inElectrical Engineering. Additional sea toursinclude USS WYOMING (SSBN 742)(Blue) andUSS MARYLAND (SSBN 738)(Gold). Followinghis sea tours, Captain Burton became anEngineering Duty Officer in 2003.His engineer-ing duty tours include: Submarine DeputyProject Superintendent and Project Manager atPuget Sound Naval Shipyard and IntermediateMaintenance Facility; Submarine MaintenanceBranch Head and Portsmouth Naval Shipyardbudget analyst on the staff of Commander,United States Fleet Forces Command (USFF);Carrier Deputy Project Superintendent atNorfolk Naval Shipyard; Joint Counter Radio-controlled Improvised Explosive DeviceElectronic Warfare (JCREW) Chief Engineer atUnited States Forces – Iraq (USF-I);Maintenance Requirements, Readiness, andImprovements Officer on the staff ofCommander, Submarine Force, U. S. PacificFleet in Pearl Harbor, Hawaii; and Operationsand Product Line Officer at Puget Sound NavalShipyard and Intermediate MaintenanceFacility.

Captain Burton assumed duties as the 47thcommander of Pearl Harbor Naval Shipyardand Intermediate Maintenance Facility on July7, 2017.

DOE Meet and GreetOn November 15th, ACECH hosted an

evening Meet and Greet event with the StateDepartment of Education (DOE) at the PacificClub. The event was attended by current andpast ACECH board members, DAGS/DOEcommittee members, and individuals from theDOE. The intent of the event was to congratu-late Duane Kashiwai on his upcoming retire-ment and to thank him for his 10+ years of ser-vice as DOE’s Public Works Administrator.Duane has been a valuable asset to ACECHand its member firms by continuously thinkingof ways to improve project delivery and con-tracting methods as well as maximizing the useof modern technology and industry practices inthe design and construction of school facilities.

Among Duane’s many accomplishments washis involvement in creating a BuildingInformation Modeling (BIM) Standards to facili-tate collaboration among the various designersand to identify potential conflicts prior to con-struction. He also promoted sustainability byrequiring “green” practices in the design andconstruction of DOE facilities and by initiatingthe State’s aggressive Heat AbatementProgram which successfully cooled over athousand classrooms using various methodsincluding solar-powered air conditioning, ceil-ing fans, and reflective paint.

The Hawaii Undersea Research Laboratory(HURL) specializes in providing scientists withthe tools and expertise they need to investigatethe undersea environment, including sub-mersibles, remotely-operated vehicles, andother cutting-edge technologies.  HURL wasformed as part of NOAA’s National UnderseaResearch Laboratory through the University ofHawaii in 1981 and operated with NOAA basefunding until 2012.

Mr. Kerby will discuss the evolution of sub-mersible operations at the Hawaii UnderseaResearch Laboratory over the last 3½decades, as well as the submersibles’ capabil-ities and the unique and varied missions thesubmersibles have been involved in.

Dr. Zapka started by explaining the problemof reducing energy usage in building and theimpact of maintaining a healthy working envi-ronment. Reducing energy usage in the build-ing means impacts to lighting and air condi-tioning systems. Better lighting is known toincrease people’s productivity and is healthier.Providing more outside lighting can reduceelectric lighting but increases air conditioningenergy. Also, providing more outside air helpsprovide a healthy building environment, butagain can increase air conditioning energycosts because of higher heat load contained inthe humidity of the outside air. Dr. Zapkaoffered several options on overcoming theseproblems while allowing buildings to use lessenergy and ways for the building to producesome of its own energy needs. He also talkedabout a better understanding of the humanbody and its cooling system and how that canlead to more efficient air conditioning andHVAC system designs in Hawaii.Meeting Notes – Dec 1, 2017. Speaker: SteveHochart – Dudek; Dave Martin HawaiianElectric. Title: “Use of a UAV-MAG survey forthe purpose of UXO and infrastructuredetection on the Ewa plain, Oahu”.

Steve Hochart and Dave Martin presented toEAH how a drone (UAV – Unmanned AerialVehicle) can now be used to do Magnetometer(MAG) surveys. Using the UAV meant not hav-ing to clear the survey field and the survey isalso faster. They were able to identify under-ground areas that would need further inspec-tion and clearing by manual means. The droneflight paths are programmed for the actual sur-vey so manual control is reduced to landingand takeoffs to recharge the batteries.

LOOKING BACK AT 2017ASME-HI kept active under the leadership of

outgoing Chairman Derek Sato and incomingChairman Froilan Garma. They conducted sixmembers’ meetings on February 1, March 28,June 6, August 8, October 3, and December 8.Thanks to Past Chairman Derek Sato for keep-ing the Section active for several years aschairman, to Student Section President RyanRoque for participating in senior section meet-ings and reporting on student section activities,and to Dr. A. Zachary Trimble for reporting onUHM DME happenings.

Congratulations to the other section officers,Vice Chair Derick Kam, Treasurer Kevin Dang,new secretary Jason Frifeldt, Members RonaldFlegal and Raymond Liu for a smooth transitioninto the new section year (begins July 1).Thanks to Victor Russell for serving as secre-tary.

The Francis Rhodes Montgomery DesignCompetition was held May 5. Thanks to Dr.Trimble and Dr. Mehrdad N. Ghasemi-Nejhadfor their help in organizing the competition andkeeping this ASME-HI event going. The judgeswere Mechanical Engineers from HawaiianElectric Company, Steven Kehm, Abel Siu Ho,Simeon Powell, and Nathan Yuen.

ASME-HI again helped with MATHCOUNTSCompetitions in February and March. EdChang and Ronald Flegal are both MATH-COUNTS Hawaii Steering Committee membersresponsible for proctoring the competitionsand recruiting the volunteer proctors and scor-ers, besides helping with set up and clean up,and providing a story for the Wiliki.

We participated in one high school careerfair, Kailua High School on November 17. Thishas been a continuous participation goingback at least ten years. At our display andspeaking to the students were MechanicalEngineers Stuart Akagi, Froilan Garma, SaraMatsui, and Derek Sato.

Finally, we had just one tour in 2017. It was atthe Hawaiian Electric’s Campbell IndustrialPark (CIP) Power Station on November 4 to seethe 1 MW Battery Project. Coordinator of thetour was member Sam Gillie.

Hawaii Section of ASME and its membershope to keep this close relationship with theUHM Department of Mechanical Engineeringand their Student Section, into 2018 andbeyond, to keep on promoting MechanicalEngineering in Hawaii. Wishing everyone avery happy and prosperous 2018!
