On the deliberation of the body for the STRAW Committee Head: 283 284 Councilor Obia: Mas maganda ang sagot at ideya ni Mariano. Decisive na siya sa trabaho. 285 Chair Hona: Mas konkreto ang mga sagot ni Mel (Councilor Mariano). 286 287 On the election of the Externals Committee Head: 288 Councilor Mariano: 0 289 Councilor de Ramos: 6 votes (consensus) 290 Councilor Adrian de Ramos is the CVMSC Externals Committee Head. 291 292 293 On the election of the STRAW Committee Head: 294 Councilor Mariano: 6 votes (consensus) 295 Councilor de Ramos: 0 vote 296
Councilor Mel Mariano is the CVMSC StRAW Committee Head. 297 298
Councilor Alberto: read the drafted CVM SC statement. 90% ng workers ay contractual at bawal sila 299
gumawa ng asosasyon. 5 days force leave at sapilitang pagpapapirma. Sahod ay base sa two tiered wage 300
system Sahod, safety, bawal ang asosasyon, 301
Chair Hona: First time in history na magka asosasyon ang mga kontraktwal. 302
Councilor Obia: Dating 15 hours nagging 8-10 hours mga napagtagumpayan . 303
Councilor Alberto: Discussed the amount needed to survive per day. 304
Chair Hona: May comment si Jewel. 305
Councilor Obina: Idagdag ang pandarahas 306
Councilor Ortiz: Madaming nasaktan? 307
Councilor Alberto: Madami, at marami ding goons. 308
Councilor Alberto: Walang ginawa ang pulis at local government. 309
Chair Hona reads on the 1st comment of Councilor Macalos on the statement drafted by the Education 310
and Research Committee Head (Councilor Alberto): 311
Statement: "It is clear that they (DOLE, etc) are on the side of the two illegal 312 recruitment agencies..." 313
Comment: We need to establish a balance, objectivity. Good leaders weigh things 314 and don't make baseless assumptions. Did we get the statement/stand of the government 315 agencies? They may seem deaf but as student leaders we have to remain open minded and 316 try understand both sides. 317
318
-
Councilor de Ramos: Wala tayong direct involvement. Kailangan malaman ang both sides (company, 319
DOLE, workers).
Bakit contractual workers, bakit may 321
regular? 322
Councilor Ortiz: Ang foul play ay may dahas. 323
pabago bago. 326
Chair Hona: LOC o Labor Only Contracting Policy.
Councilor Ortiz: Baka galamay nya. 342
Chair Hona reads on the 2nd comment of Councilor Macalos on the statement drafted by the Education 343
and Research Committee Head (Councilor Alberto): 344
Statement: "DOLE remains dumb..." 345
Comment: Dumb is not becoming of student leaders. We have to set a standard 346 of professionalism as early as now if we are to become the leaders of the 347 country. Please change the term into a more decent one and non-derogatory 348 term. 349
350
-
Chair: Lets use the word silent then. 351
Chair Hona reads on the 3rd comment of Councilor Macalos on the statement drafted by the Education 352
and Research Committee Head (Councilor Alberto): 353
Statement: "Two-tiered system" 354
Comment: Please explain what the system is to the body before we release a 355 statement against it showing a unified stand of the council. 356
357
Councilor Alberto further explained Two-Tiered Wage System that this is brought about by the Two-358 Tiered Wage System, a scheme that was first implemented under Aquino administration wherein the 359 wage of worker is divided into two the floor wage and the productivity wage. This wage system is not 360 applicable to the Philippine labor situation, since the productivity wage, which will be given by the 361 employer, could be subject to unjust situation such as low level of productivity and technology of the 362 country and subjective control of employers. 363
364
Councilor de Ramos: In favor ako dahil tamad ang state ng Filipino workers. Nakabase dapat ang sweldo 365
sa kasipagan, kaya siguro inimplement ang Two Tiered Wage System. 366
Councilor Mariano: In favor ako. 367
Tanduay. 369
Councilor Alberto: Hindi hiwalay na issue. Right ang organisasyon. Hindi ito kawalan kay Lucio Tan. Hindi 370
tumaas ang sweldo (data from Ibon Foundation). 371
No to contractualization, pag nag graduate 375
tayo ayaw mo naman agad ng permanent. 376
Objective condition ay tanggalin ang 377
contractualization. 378
Lucio Tan. 380
Councilor Alberto: Yung sa No to union busting.
manggagawa. 382
Councilor de Ramos: 2nd paragraph, leaning on side. Formality. Blind and deaf more of did not appeal to. 383
Subjective, explain pa. 384
-
385
Chair Hona reads on the 4th comment of Councilor Macalos on the statement drafted by the Education 386
and Research Committee Head (Councilor Alberto): 387
Statement: "Working conditions of the country..." 388
Comment: Let us draw from reviewed literature and statistics to support such 389
claims of worsened working conditions 390
391
At tsaka mas 392
Chair Hona reads on the 5th comment of Councilor Macalos on the statement drafted by the Education 396
and Research Committee Head (Councilor Alberto): 397
Other comments: Who are the other councils that have joined in the same call? 398
We cannot generalize all the councils because each one is an autonomous unit. 399
Let us specify which councils are part and have them sign to show that they 400
support the same thing. 401
Yes, we may be against such conditions, but don't we have any action that 402
would seek to have a dialogue with key people from parties concerned? The 403
situation seems to be out of hand but leaders find ways to achieve win-win 404
situations through a well-mannered dialogue/discussion. We cannot be 405
constantly opposed to norms and not open to exhausting diplomatic means of 406
achieving an outcome that can be well for all parties involved. We cannot shut 407
our minds as is if what we know is the only solution. Being student leaders 408
means that we have to be role models to students on how we deal with such 409
situations. 410
411
Councilor de Ramos: Autonomous tayo. Let them make them make their own statement. 412
Councilor de Ramos: How would it affect the students of the veterinary medicine. Ano bang objective? 415
Chair Hona: Lider estudyante ay pang inform. To serve the people, pang labas na issue. To break barriers 416
in the real world and from the student. This is to enlighten the people of the basic human rights for we 417
are ought to know the basic human rights that we are all supposed to have. 418
-
419
Councilor de Ramos: OK lang sa akin, but we need to be critical sa ano ba talagang sinasabi natin. 2 is 421
upon releasing this statement, how would this affect us. Paano kung ibang company? It can affect our 422
employment. Ano bang actions natin dito? 423
Councilor Obina: Collective action ito. 424
So whats next next? 426
De Ramos: Meron ba tayong gagawin? Agree ba ang council na gagawa din tayo ng action at the same 427
time. Ano yun, hanggang stament lang tayo? 428
Chair Hona: Tama yung sinabi ni Adrian (Councilor de Ramos), at commendable yun. Di tayo dapat 429
natatapos sa pagaabas lang ng statement. Di ningas kugon, di lang parliamentary. 430
Councilor de Ramos: Dapat agree lahat lalo na sa after part. 431
We have the privilege to stand up. What is the say of the body? 433
Councilor de Ramos: Dapat panindigan natin to 434
Obina: Payag ako. 435
Councilor Mariano: Nagmamatter yung opinion nung iba. I upload at ipaba sinabi sa sa iba. Critical. Mag 436
ingat sa sasabihin at sa statement. 437
Trongco: OK sa akin. Pang inform. 438
Alberto: dispensa, first time ko to gumawa.
Wag 440
isipin ang pansariling interest. 441
Councilor Obina: Magbotohan na lang. 442
3 voted for YES, and 2 voted for NO 443
IT WAS DECIDED BY THE MAJORITY OF THE BODY TO RELEASE THE STATEMENT AS A SUPPORT FOR 447
THE CONTRACTUAL WORKERS OF TANDUAY WHO ARE ON STRIKE. 448
-
Other Matters 449
Chair Hona: OM, earist student na nagpakamatay. Tuition fee increase ang issue. Kristel Tejada, Rosanna 450

(Councilor Mariano, StRAW Committee Head-elect) para dito. 452
