reading of Ordinance 1314 – An Emergency Ordinance to Address a Public Health Emergency by Implementing Certain Measures Which Have Been Deemed Necessary to Slow the Community Spread of Coronavirus 2019 (COVID-19).

SERF Loans – Clark moved, Herrmann sec-onded and with Clark, Eisenbraun, Herrmann, Hodgs, Jacobs and Klar-enbeek voting aye motion passed to waive all SERF and Business Façade Loans’ monthly payments of principal and interest for 180 days.

COVID-19 Update – City Administrator Har-mon noted the library has been designated a gath-ering place for hospital supplies, and an area for volunteers and volunteer requests. City officials are having frequent con-versations with the hos-pital, BHSU, the school district and have been coordinating efforts be-tween all agencies. Day-care is being provided at the recreation center and has been opened to es-sential Lawrence County staff. The City will be im-plementing the necessary changes required from the Families First Coro-navirus Response Act.

Public Comment – Public comment sec-tion was opened with comments from Nathan Hoogshagen, Samantha Rider, Ed Dykstra, Ryan Wordeman, and Shannon Cudmore pertaining to COVID-19 and the ef-fects it will have on busi-nesses.

There being no further business, Clark moved, Hodgs seconded and all voted to adjourn at 5:29 p.m.

The Lead-Deadwood School District #40-1 held a special meeting on March 31, 2020, at 4:00 p.m., via teleconference. President Suzanne Rog-ers presided.

B. Dr. Dan Leikvold, Superintendent, updated the Board on facilities. The new restroom facil-ity at Mountain Top is progressing. Dr. Leikvold informed the Board that the All School Reunion committee has decided to postpone the 2020 All School Reunion until June 25-26, 2021, due to the Covid-19 pandemic. Dr. Leikvold visited with the Board on Phase 11B at the Elementary. Ren-ovation on the 1st and 2nd floor is scheduled to begin at the end of the school year.

C. Dr. Leikvold up-dated the Board on the school closure. Mar-gie Rantapaa, Business Manager informed the Board that the Grab n’ Go program has been go-ing well. Over 560 meals have been distributed since March 23rd. The South Dakota Depart-ment of Education was granted a waiver which now allows our district to feed all children ages 0-18 beginning tomorrow April 1, 2020. Meals will continue to be served dai-ly from 10am -11am at the Lead-Deadwood High School. She stated that they will be distributing meals on Good Friday, April 10th and on Easter Monday, April 13th. Dr. Leikvold stated that re-mote education has been challenging for teachers, students and parents.

Teachers are working hard to continue engag-ing students without overburdening them. He noted that teachers need to be flexible, creative and innovated. He stated that communication with parents and students is important. Teachers and staff have been communi-cating with students and parents as much as pos-sible since the closure. The district will contin-ue to learn and contin-ue to move forward. Dr. Leikvold informed the Board that the Smarter Balanced Assessment Test will not be admin-istered this year. The SD Department of Educa-tion applied for and was granted a waiver due to the extensive school clo-sures in the State. The last day of school continues to be May 28, 2020. All activities for the month of April have been either postponed or cancelled. For a list of cancelations or postponements, please go to the Lead-Deadwood School District website

143. There were no questions addressed on the Open Forum.

144. The next regular board meeting will be held Tuesday, April 14, 2020, 4:00 p.m., via tele-conference.
