The Role of BEAM Plus in Building a Sustainable Hong Kong

Speaker:Eddy LauHead of Green LabellingHong Kong Green Building Council

Date: 15 March 2019

Hong Kong 70 years ago

Now

We are better now …

5

But behind such prosperity ….

Which way are we going?

Agenda

10

1. The history

2. The concept

3. The policy

4. The change

5. The future

11

1. The history

Schemes that exist today

BEAM

• Conceived 23 years ago

• Private sector initiative

• HK Poly + U of Wales Cardiff

• BREEAM UK as reference

• Initially for office buildings

HK-BEAM 1/96

Question to think about

15

• Should GB rating scheme be led by the market or

should it be set by the Building Authority ?

Features of BEAM Plus

• Consensus of the users

• Support from public & private sectors

• HK regulations as the baseline

• Pay due regard to HK characteristics

19

2. The concept

What’s the difference ?

What’s the Difference ?

22

“The Project shall comply with BEAM Plus requirements”

Characteristics of GB rating

15

1. Points are awarded for good practices.

2. Points aren’t deducted for bad practices.

Recognition or Evaluation

15

15

Limitations of rating tool

15

1. Only a limited set of parameters.

2. Designers are also free to choose them.

3. Not a full appraisal of “theme and concept”.

Theme and Concept

15

Shape inspired from “Fujian Tulao”

Circle minimizes surface and material use

Colour represents natural material - earth

GB Award

Question to think about

15

• Should BEAM Plus be made mandatory ?

Articulated Mix of Regulatory & Voluntary Instruments

32

Anticipation of the Future

33

34

3. The policy

GFA incentive

35

Latest figures released by Buildings Department

36

Mandatory Disclosure

37

BEAM project number rising sharply in 2011

38

Review of GFA Concession Mechanism

39

• GFA concessions are offered irrespective of BEAM Plus rating.

• Government is reviewing the policy.

• May introduce linkage to performance in future.

Review of GFA Concession Mechanism

40

Likely outcome:

• Higher emphasis on “building” than “E&M system”

• Gradual approach – no quantum leap is expected

41

4. The change

5. The Future

BEAM Plus NB v2.0

Version 2.0 brings about the following improvements:

1) Certainty: Requirements are more clearly defined to reduceambiguity. Submittal requirements are standardized. Add prescriptive path as a base, study path for scoring higher.

2) Practicality: The tool separates the design-stage and completion-stage submittal requirements so that informationcan be progressively submitted.

3) Clearer guidance for different building types: Requirements for different types of buildings (e.g. residential, commercial, educational, etc.) are more clearly distinguished.

1) “Performance Studies” requirements: e.g. site design appraisal, AVA, CFD, energy modelling, life cycle assessment, etc.

2) “Construction Process” requirements: e.g. construction site environmental management, testing & commissioning, etc.

3) “Primary Green Features” means permanent building featuresthat are checkable at the time of Occupation Permit (OP), e.g. building envelope, refuse rooms, central air-conditioning plant

4) “Secondary Green Features” means building features that areless permanent, e.g. lamps, water taps; OR features that are notyet checkable at time of OP, e.g. IAQ and noise measurements

Analysis of Credit Types

Difference between old and new

Observations from the bar chart

The new version has the following features:

• More scoring opportunities from Performance Studies. These include urban heat island study, outdoor thermal analysis, climate resilience study, renewable energy simulation, life cycle costing, visual quality analysis for biophilic design, etc.

• More scoring opportunities from Construction Process. These include engagement of green professionals within various teams, integrative design, consideration for buildability, considerate construction, document management system, BIM applications, etc.

Global Trends

82

• Smart building, e.g. BIM, on-line project collaboration, IoT, ABC (i.e. AI + Big data collection + Cloud processing)

• Industrialisation of construction (MiC / DfMA)

• Advancing Net Zero / Net Positive

• US WELL Building Standard / UK Home Quality Mark

• Environmental product declaration, embodied carbon, LCA

• New bldgs – closing the performance gap

• Extg bldgs – RCx, deep retrofit, real-time performance

• Beyond bldgs – neighbourhoods and infrastructure

83

Information is enrichedeffective from 1 Jan 17

How does my building perform?

Other developments

84

• Volume certification program – in the pipeline

• On-line submission and automated assessment (e.g. BIM, e-Forms) – in the pipeline

• BEAM Plus for specific types of buildings – Data centres in progress. Schools - possible

• Fine-tune BEAM Plus to dovetail with future new GFA concession mechanism – possible

• Infrastructure green rating – more pilot projects are coming
