During the third reporting period, Twinning partners have completed:
8 STEs missions and 1 study tour to Lithuania and Poland.
Introduction
Component A “Development of Road Transport Safety Management in Ukraine”.
What has been done?
Only one mission (A.2.2) took place during the reporting
period
Experts finished the Guide for Road Transport Safety Management Systems
1. Introduces common safety method and principles for supervision of compliance with the provisions of the previously developed Regulation on Road Safety Management System.
2. Intended to assist road transport companies in developing, implementing and enhancing SMS.
3. Provides practical advice, suggestions and examples of SMS methods and approaches.
Component A “Development of Road Transport Safety Management in Ukraine”.
What has been done?
During the A.2.2. mission, TWN experts conducted a training session regarding: Risk assessment methodology. Training programs as the element of
SMS.
…and prepared the syllabus on SMS in road transport for training of enforcement bodies’ staff.
The activity A.2 “Preparation of recommendations to bring legislation in
line with the EU approach and the Requirements of Directive 89/391/EEC”
is finished.

What has been done?
First practical result within Component A: the Ministry of Economic Development and
Trade of Ukraine has registered the National Standard of Ukraine (DSTU) “Road Traffic
Safety Management (RTS) Requirements and Guidelines for Use”.

Component B “Certification of professional competence of road transport operators and drivers”.
What has been done?
The most “active” component in the third
quarter – 4 missions and 1 study tour were completed.
The legal gap analysis was finished in the 3d quarter, as per both road transport drivers and managers.
Following BC request, the Lithuanian Twinning partner has prepared: Training programme for road transport managers: 5
modules + guidelines on examination procedure . Translation of the Initial accelerated training program
for drivers who carry goods for commercial purpose + description of requirements for teachers (education, professional qualifications, work experience) and for methodological and material resources.
Current status:Under translation to Ukrainian.
Component B “Certification of professional competence of road transport operators and drivers”;
What has been done?
28 September 2015 – 2 October 2015 study tour to Lithuanian Republic and Republic of Poland.
Purpose of the visit: to enhance expertise and practical understanding of the Ministry’s staff in the fields of the competence certification system regarding drivers and road transport operators.

Current status:Under consideration of the MoI and INSAT specialists.
Experts finished the comprehensive gap analysis between Ukrainian legislation and EU legislation in the field of type approval, within the scope of aticles and annexes of the Directive 2007/46/EC.
New draft Ukrainian
legislation is taken into account.
Component D “Technical investigation of accidents”.
What has been done?
Ukrainian government has approved the initiative to create an independent bureau
for investigation of accidents in all modes of transport, i.e. land (rail & road), maritime
and airplane transport.

During the mission D.3.1., the TWN experts have presented the relevant techniques and technical equipment for accident documentation of traces and vehicle/person final position on the road.
