This guide to Starbreaker consumer units is not intended as a substitute for the standards and regulations that should always be used for all types of electrical installation design & installation work.
THE WIRING REGULATIONS &DOMESTIC HOUSEHOLD PREMISES
NON COMBUSTIBLE CONSUMER UNIT ENCLOSURES
BS 7671 (IET Wiring Regulations) prescribe that within domestic householdpremises consumer units & similar switchgear assemblies must have theenclosures manufactured from noncombustible material e.g. steel, and comply withBS EN 61439-3. The term enclosure includes the box, cover, door, hinges, & fixingscrews, all of which must be noncombustible. It can also include the blanks thatare used in the cover where there are unused ways.
Similar switchgear includes domestic switch fuse units, small consumer units thatmay be used in detached garages & outbuildings, and other circuit protectionassemblies that are used in domestic household premises.
ADDITIONAL PROTECTION BY 30mA RCD
Several regulations call for additional protection by use of 30mA RCBO / RCDthese requirements apply to circuits & accessories in domestic applicationsincluding; all lighting circuits, all socket outlets up to & including 32A rating, anymobile equipment for use outdoors up to & including 32A rating, all circuitsburied an walls or partitions (at less than 50mm depth) and without earthedmechanical protection, all circuits serving a room with a fixed bath or shower, andall circuits passing through a room with a fixed bath or shower.
DIVISION OF THE INSTALLATION
Chapter 31 requires the installation to be divided into as many circuits asnecessary to avoid danger in the event of a fault. Take account of hazards that mayarise from the failure of a single circuit e.g. lighting circuit. Prevent unwantedtripping of RCDs due to PE (non-fault) leakage currents and to allow safe testing& maintenance.
UNWANTED TRIPPING OF RCDs
Chapter 53 provides guidance on ways to maintain power continuity & avoidunwanted tripping. Designers & installers can use an individual RCBO on eachcircuit, or ensure that any standing leakage current (from equipment- not fromfault conditions) is less than 30% of the RCD trip rating e.g. 30% of 30mA. This isin addition to the requirements of Chapter 31 above.
OVERVOLTAGE PROTECTION & SURGE PROTECTION DEVICES
Individual dwelling units will require surge protection devices where the value ofthe installation and all of the equipment connected to it justifies the investment inSPD protection see 443.4.
AFDDs ADDITIONAL PROTECTION AGAINST ELECTRICAL FIRES
Chapter 42 deals with protection against thermal effects and includes regulationsthat deal with devices that provide protection against the risk of electrical fires i.e.RCDs and AFDDs (arc fault detection devices) AFDDs are recommended for thespecific purpose of providing additional protection against fires caused by arcfaults in 230v AC final circuits.
AFDDs are combined with RCBO technology and should be installed at the originof each circuit that is being protected i.e. in the consumer unit. The combinedtechnology in AFDDs will provide overcurrent protection, short circuitprotection, earth leakage protection & additional protection against fires caused byarc faults.
METER TAILS FIXINGS & CABLE ENTRIES
Chapter 52 incudes requirements for cables (including meter tails) to be installedto avoid any undue strain on conductors and terminations. Where necessary thiswill mean clipping / fixing meter tails to make sure that stresses & strains are notplaced on the tails inadvertently. This is in addition to any other requirements forprotecting meter tails at the point of entry into metal consumer unit enclosures.

**** Regulation 314.1 Every installation shall be divided into circuits as necessary to avoid danger and inconvenience in the event of a fault, take account of danger thatmay arise from the failure of a single circuit such as a lighting circuit, reduce the possibility of unwanted tripping of RCDs etc.
**** Regulation 314.2 Separate circuits to be provided for parts of the installation that need to be separately controlled in such a way that those circuits are notaffected by the failure of other circuits.
***** Regulation 560.7.1 Chapter 56 circuits for safety services shall be independent of other circuits.
In addition Chapter 51 requires designers/ installers to take account of all relevant British Standards and manufacturers instructions. For example BS5839 Part 6 is theBritish Standard for fire detection and alarm systems in dwellings. It states that power supplies to Grade D smoke alarms should be an independent circuit at theconsumer unit, or a separately electrically protected local lighting circuit.
Regulation 416.2.2 requires that the installed consumer unit achieves IP4X (1mm probe) on the top elevation. All other elevations should be to IP2XC (2.5mm probe).

1 The IET onsite guide also recommends that where metal consumer units are installed into TT systems protection from faults arising from the possibility of mains tails becoming loose and making contact with the metal enclosure by incorporating into the installation a 100mA time delayed (S type) RCCB.
2 Furthermore in all cases the mains tails should be protected at the point of entry into the metal enclosure by use of a mains tails gland to protect against the possibility of mechanical damage and or disturbance that could lead to tails becoming loose and making contact with the metal enclosure.
