General Planning PrinciplesSpringville City Planning Commission; March 25, 2011

First Principle

Land Use decisions need to be consistent with the

General Plan, both in terms of the relevant text and the land use map.

Attract mixed-used development that enhances the communities unique and positive qualities. This will be encouraged in existing underutilized, commercial and industrial areas in order to

promote revitalization and economic growth. 

Second Principle

Third Principle

Zoning should generally reflect the actual use of the property

or character of the area, rather than speculating use. 

Fourth Principle

Double frontage lots should be avoided. 

Fifth Principle

Provide a buffer in between commercial or industrial activity and

local neighborhoods. 

Sixth Principle

Zoning boundaries should follow rear lot lines. 

Seventh Principle

Avoid residential land use development that would result in an isolated neighborhood.

 

Eighth Principle

Commercial expansion into residential areas should be given

special consideration. 

Ninth Principle

Allow alley loaded parking in all residential neighborhoods. 

Tenth Principle

Locate density bonus program housing along collector roads.
