Security in Transport

Transport

Media Reporting…….

GM Crime Data & Incidents on the Transport Network (Excl. Heavy Rail)

Transport Issues / Risks

• Crowded Places – peak times

• Iconic Sites – Manchester Victoria, Old Trafford

• Open Networks – difficult to secure

• At times low staffing levels

• Remote locations – Metrolink 93km, some old railway infrastructure

• Multi-modal (interchanges) – multiple operators

• Attractive locations:

• Vulnerable persons (vagrancy, mental-health, dementia, isolation);

• Meeting places; and

• Proximity to town centres – migration of issues.

TravelSafe Partnership

Established 2015 in a 3 year pilot - now rolling into Y4.

Led by TfGM and Greater Manchester Police (GMP) with support from:

• KeolisAmey Metrolink;

• Stagecoach;

• First Manchester; and

• British Transport Police (informal member).

Plan

Changing Landscape Devolution & Growth

Expanding Networks

Passenger Perception of Safety

Revenue Protection

Current UK Threat level

1. Priority One ‘Keeping People Safe’: protecting and caring for people who live, work, socialise and travel in

Greater Manchester.

2. Priority Two ‘Reducing Harm and Offending’: preventing anti-social and criminal behaviour

3. Priority Three ‘Strengthening communities and places’: helping to build resilient communities, and protecting

the places where people live, work, socialize or travel

TravelSafe Strategic Aims

Partnership brought together to help support a safe and secure Transport Network:

1. Improve the perception of safety & security across public transport, offering reassurance to passengers;

2. Manage instances of Crime and Anti-Social Behaviour (ASB) occurring on the transport network; and

3. Discourage fare evasion.

TravelSafe Approach

• Place-Based Policing Principles – adopting a ‘Partnership’ approach

• Work with neighbourhood police teams, local authorities etc.

• Problem-solve and tackle underlying causes

• Resources allocated based on ‘Risk, Harm, Threat’

• Intelligence-led

• Work to the National Joint Decision-Making

Model (JDM)

Challenges

• Total change in leadership = natural period of review

• Recent changes to our ‘ways of working’

• Move away from the traditional approach to ‘deployment’ of resource…not all about ‘boots on the ground’

• Move to problem-solve and tackle underlying causes vs. enforcement…in a joined-up, collective way

• Greater emphasis on prevention/deterrence

Work-streams

• Data Analytics – informing tactical decision-making around partnership priorities. Alignment of collective resources and determining interventions to hotspots and emerging areas of risk.

• Preventative Activities:

• Planned programme of school engagement; and

• Reactive school visits.

• Programme of Communications & Marketing.

• Target Hardening: Safety in-design / Safer Tram Stop / Park Mark Accreditation

The impact of events on incidents on the transport network is dependent on the nature of the event.

Right Wing Demos + counter protests on two Saturdays led to almost double the number of incidents than a typical Saturday.

Impact of Events

Passenger Perception

• Harbour City - Passengers felt the most unsafe at this location, but one of the safest stops

• Etihad - location where most likely to be involved in an incident, but higher than av. % of passengers felt safe or vey safe

• Conclusion – something about the infrastructure/environment making people feel unsafe

Prevention

• Schools Identified, prioritised

• Planned activity over 12 months

• Capacity for reactive inputs

• Schools Engagement Programme: Primary & Secondary, plus Colleges

Target Hardening

Not about building a fortress…..transport is an open network

• Maintenance & renewals

• Safety Features:

• Passenger help/emergency call points

• Lighting

• CCTV: overt & covert

• Fences

• Vegetation

• Ballast mesh - exploratory

Other stuff

National Railways Security Programme (NRSP) gives mandated security requirements which Light Rail upholds in locations where it interfaces with Heavy Rail:

• Search regime

• Posters / public information

• Design of the platforms

• Bins

• HOT/WHAT

• Future Light Rail Security Programme (LRSP)

• DfT: Bus and Coach Security, Recommended Best Practice

Manchester Arena Terrorist Attack• Victoria Station – complex site• Established a Transport Cell which co-ordinated the joint recovery of Victoria Station• Recommendations around the Transport Cell (multi-agency debrief & Kerslake

Review) – requirement to exercise concept

Future for TravelSafe…..

• TfGM & GMP Co-location

• TfGM granted Civil Powers under Part 1: Anti-Social Behaviour, Crime & Policing Act 2014

• Development of a single Transport incident reporting system

• Established conduit for public reporting of incidents
