Story of a Young Man
Once upon a time, there was a young boy who was so poor he could only afford to eat
vegetables and had to walk 5 kms to school everyday. Walking along the road, because there
were no sidewalks, the child saw the flashy cars that zoomed by him. He decided that one day,
he too will have a car.
So he worked very hard in school, became a successful
businessman, had a big house, a fleet of cars, a team of
drivers, ate fast, fancy and fat food, and became corpulent.
In other words, and lived the life of a rich man.

- Relocate, identify on the ground, and clearly demarcate the
road right of way (RROW) of all roads to recover public
space now being used by private persons. With the
assistance of the local governments
- Classify roads according to their use:
o Arterial roads those that connect one town or city to
another;
o Collector (or feeder) roads
are roads that move trafficfrom local streets to arterial roads.
