    Story of a Young Man

Once upon a time, there was a young boy who was so poor he could only afford to eat

vegetables and had to walk 5 kms to school everyday. Walking along the road, because there

were no sidewalks, the child saw the flashy cars that zoomed by him. He decided that one day,

he too will have a car.

So he worked very hard in school, became a successful

businessman, had a big house, a fleet of cars, a team of

drivers, ate fast, fancy and fat food, and became corpulent.

In other words, and lived the life of a rich man.

Sec. 9. Task Group on Fossil Fuels.

    a. The DOTC shall lead to transform

    the transportation sector. The new

paradigm in the movement of men and

things must follow a simple principle:

Those who have less in wheels must

have more in roads. For this purpose, the system shall favor non-motorized

    locomotion and collective transportation

    systems (walking, bicycling, and the

    man-powered mini-train).

    b. The DOTC and the DPWH shall

    immediately transform roads usingaforesaid principle.

    c. C. The DILG shall coordinate with all

LGUs to transform the road system

to favor persons who have no motor

    The Road Sharing Principle

    - Relocate, identify on the ground, and clearly demarcate the

road right of way (RROW) of all roads to recover public

space now being used by private persons. With the

    assistance of the local governments

    - Classify roads according to their use:

o Arterial roads those that connect one town or city to

    another;

    o Collector (or feeder) roads

are roads that move trafficfrom local streets to arterial roads.

o Local roads are streets that are used to gain access

to the property that border the roads.
