General Information:
Cost of BOQ/Bid is Rs 1000/ for each RFP Separately. Abidder applying for one RFP submit Rs 1000 by
Demand draft in favour of Director, SCERT, Bihar with the technical envelope. Bidder willing to apply
for more than one RFP will submit cost of BOQ/Bid separately for each RFP.
Bidder should have experience of supplying or installing similar nature of items for any institution. Copy
of work order or experience certificate should be attached.
(I) Instructions to the bidder
1. The proposal must be sent in two separate sealed envelopes (Technical Bid and Financial Bid) with
tender notice details, which should be sealed in one big envelope.
2. All Bid should be sent through courier, speed post , registered post or by hand at the Address:

3. The supplier is required to quote consolidated cost. The price should be inclusive of all expenses
involved in packaging, transportation up to installation and commissioning of the supplied furniture
and equipment and Taxes.
4. The envelope containing technical bids will be opened by the constituted technical committee on
17.10.2016 at 3.30 PM onwards, in the presence of tenderers or their authorized representatives, if
any.
5. The EMD amount of unsuccessful tenders will be returned. If the successful tenderer fails to execute
the order as per agreement, the EMD amount deposited by them will be forfeited. This EMD will be
returned after completion of the work.
6. The payment will be made as per following terms& conditions:-
a) 95% payment will be made on delivery of goods at SCERT, Mahendru, Patna after satisfactory
demonstration by the firm and quality verification by the constituted expert committee.
b) Remaining 5% payment will be paid after 6 months.
c) No advance payment in any case will be made.
7. Director, SCERT has right to accept or reject the tender at any stage without assigning the reason.
8. In case of the dispute, the legal jurisdiction will be at Patna.

(II) Eligibility criterion and requirements of Technical Bid.
Technical Envelop should include:
(a) E.M.D. of Rs 10,000/ (twenty thousand) in the form of DD in favour of Director, SCERT, Bihar,
payable at Patna.
(b) Cost of the bid/BOQ of Rs 1000/ (one thousand) in the form of DD in favor of Director, SCERT,
Bihar, payable at Patna.
(c) Bidder should have experience of supplying or installing similar nature of items for any institution.
Copy of work order or experience certificate should be attached.
(d) Technical envelope should also consist list of equipment/apparatus/furniture and others of the
prepared lab as in Annexures with the signature of the bidder.
(e) The tender should enclose copy of PAN issued by income tax department with technical bid.
(f) Copy of income tax return of the firm for last two financial years should also be enclosed with
technical bid.
(g) The tender should have VAT/TIN/CST/ Registration no. issued by department of commercial taxes
and sales tax. All attested copy of each should be submitted with technical bid.
(III) Financial Bid
1. The supplier is required to quote consolidated cost. The price should be inclusive of all expenses
involved in packaging, transportation up to installation and commissioning of the supplied furniture
and equipment and Taxes.
2. Financial envelope should consist the financial bid form clearly filled up in figures and words as in
Annexure II and singed by the bidder.
