The Project Moffitt’sMagnoliaCampusisseekingadesignbuildfirmupgradeandreplacemuchoftheexistinginfrastructureinthecentralenergyplan.Theprojectisanticipatedtobecompletedoverthecourseofseveralyearsinphasesasfollowswhichinclude:
• Phase1:o Sufficientdesignandpreconstructionservicestoestablishtotalprojectcostestimates
byphasewithcashflowprojections.o GMPforphase2o Establishprojectgoals,successmeasures,andrisksassociatedwitheachphase.This
includesdocumentingbaselineCEPPerformance.• Phase2:
o Provide(4)newcoolingtowercellsintheloadingdock,removeexistingcoolingtowers,construct(2)floorelectricalroomontopofdrainagepit,installrequiredelectricaldistributiongeartosetupphase3mechanicalequipment,install(1)newgeneratoronthesecondflooroftheelectricalbuilding,upgradeportionofexistingAHUcontrolvalves,andupgradefueloilsystemcapacityanddistribution.
• Phase3:o IncludestheremovalofexistingchillerX-CH-5.Provide(2)newchillers,(2)newprimary
CHWpumps,(2)newsecondaryCHWpumps.Install(5)newcoolingtowers.Removeair-cooledchillersforCSBandtieCSBCHWintoCEPplant.Extensivecondenserwaterupgradesrequired.ContinueAHUcontrolvalveandBASupgradeworkfromphase2asrequired.Provideelectricalswitchgeartoservicetheremainingequipmentinthefuturephases.

Thetotalprojectedvalueforallphasesoftheprojectisexpectedtobebetween$50and$58MM.Theentireprojectwillbeconceived,plannedanddesigned,butonlythefirstphasewillbeauthorizedandcontractedatthistime.
The Team Talentedprofessionalsarecentraltoaccomplishingthesegoals,andtheircollaborativeinteractionswillbekeytotheproject’ssuccess.TheprincipalteamswillconsistoftheDesignBuildTeam,CommissioningAgent,andMoffittTeamMembers/ProgramManager.Theseteamswillbeintegratedtoenableprojectcollaboration,whileeachteammaintainingtheirownresponsibilityandauthority.Respondentsshouldpresenttheconstructionmanagementandarchitecturalfirmsonly.Subconsultantstothismainteamwillbeselectedseparately.DuetotheimportanceoftheMEPengineeronthisprojecttheprojectteamwillmakethisselectionoutsideofthisRFPinacollaborativemanner.
Representativesfromtheseprincipalpartieswillinteroperateattwocriticallevelswithinthebroaderteam:generally,theProjectExecutiveTeamandspecifically,theProjectManagementTeamtomaintainclearcommunicationsandresolveissues.Moffittaspiresfortheteamtointeroperateregularlyandincloseproximity.ItisMoffitt’sintenttobuildacultureofenduringtrustamongtheteamandsub-teams,framingconstructiveattitudesandrequiringleadershipfinessebyallparties.
Inthespiritofopennessandcollaboration,thegeneralandsalientresponsibilitiesforeachoftheseprincipalteammembersfollow.SpecificresponsibilitieswillbedefinedbyindividuallyexecutedowneragreementsbasedonthestandardcoordinatedAIAsuiteofcontracts.Allprincipalteammemberswillbeexpectedtomaintainabalancedfocusonforwardprogressandvaluecreationfortheproject,whilemaintainingpressureoneachothertocontrolcost,quality,andschedule.
TheDesignBuildFirmistoleadalldesignandconstructioneffortsincluding:
• Research,ideation,anddesignauthorshipinordertosolvetheprojectrequirements,bythedesign,technicaldocumentation,andconfirmingconstructionconformity.
• Continuouscostmodeling,constructionplanning/execution,procurementoflaborandmaterials,installation.
TheCommissioningAgentistoleadallcommissioningeffortsbeginningearlyinthedesignandcontinuingthroughuntilalldeliverablesareachieved.
Moffitt/OwnersRepresentativeistodrivetherapidanddependableinternaldecision-makingandbi-directionalreportingbetweenthedesignandconstructionteamsandMoffittleadership.ActasaMoffittTeammemberincoordinatingactivitiesandcommunicatingwithstaff.
