EXECUTIVESUMMARYThe goal of this document is to set-up the rules and procedures in order to produce high-qualitydeliverablesandreportsoftheFANDANGOproject,soastoguaranteethattheoutcomesoftheprojectmeet its objectives and are of high quality. Additionally, the quality plan will determine the specificarrangements for controlling the developments that aremade in the several design and developmentcentresofFANDANGOpartners.

This deliverablewill describe theplanning and reporting throughout theproject, aswell as refer to allissues related to documentation, such as repository for exchanging documents, language, templatedocuments,deliverablesreviewprocessandscientificpublications.

1. ORGANIZATIONALSTRUCTUREOFTHEPROJECTFORQUALITYASSURANCEANDMANAGEMENT

LargeEuropeanintegrationprojectssuchasFANDANGOarecomplexorganizations,whereentitieswithdifferentbackgrounds,cultureand interests join forcesandknow-howtoachievecommongoals.Forasuccessfulcompletionoftheproject,afunctionalorganizationalstructureisessentialtoensureefficient,result-drivenmanagement.ThefollowingimagedescribestheorganizationalstructureofFANDANGO.

TheEPM (ExecutiveProjectManagement) isresponsiblefortheday-by-dayprojectmanagementoftheentireproject.Itconsistsofthefollowingentities:

• ProjectDirector (PD):ThePD is the intermediarybetween theCommission and theConsortium.ThePDisresponsiblefortheprojectcontrol,foradministrativeandfinancialreporting,projecttimecontrol, coordination issues and overall IP activities (e.g. training, dissemination) and is alsoresponsiblefortheoveralltechnicalmanagementandtechnicalcoordinationwithinandbetweenworkpackages.ThePDisthedirectcontactpointtotheWorkPackageLeaders(WPLs).TheWPLssendalltechnicalprogressreportstothePD.TheisalsoresponsibleforthecorrectapplicationofallEUrules,particularlyconcerningthehandlingofpaymentsandmaintenanceofaccounts.

• Secretariat: the secretariatprovides secretarial, administrative, financial and legal support to thePD. The Secretariat will be a permanent contact person who also supports project participants,WPLsandEACmembers.

Management Board will be set up in order to guarantee an efficient management and coordination.MembersoftheManagementBoardaretheWPLeaderstheWPleaderGroupconsistofaseniorteam.InFigure2theFANDANGOcomposition.

• GeneralAssembly (GA):Allpartnersof theConsortiumare represented in theGAviaoneseniorreprehensive from each of the partner organization (with the necessary delegated authority tomake decisions on behalf of their organization with respect to the project). The GA takes finaldecisions on the Consortium Agreement. The IP Coordinator will keep the GA informed aboutprogress and achievements. The GA shall solve conflicts within the Consortium that cannot beresolvedbytheEPMorthePD.TheGAmeetsregularlytwiceayear,andifmorethan30%oftheGAmembersrequireit.Itcantakedecisionsbycorrespondence.ThePDwillchairtheGA

• Innovation Management Board (IMB): Innovation is the change that brings a novelty in theprevious practice as proposed by FANDANGO tool. Innovation management is crucial for thesuccess of the project therefore an InnovationManagement Board (IMB) shall be composed ofhigh-profile business and innovationmanagers recruited from theConsortiumpartners. The IMBwhen necessarywill be consulted about the protection of privacy and personal data, aswell asotherethicalissues.AsasubdivisionofIMB:theExploitationAdvisoryCommittee(EAC),chairedbytheProjectCoordinator,addressingmarketreachproceduresandexploitationoftechnologieswillbespecificallyconsideredfortheFANDANGOprojectTheEACshalldevelopconcreteproposalsonhownewbusinessmaybegeneratedandhowexploitationshouldbeorganised fromtheprojectresults.AnyGAmembercanproposeEACmembers.TheGAdecidesregardingthecompositionofthe EAC. IMB will cover also Management of Intellectual Property Rights: The ConsortiumAgreementwill specify how IPRwill bemanaged through a IPR Audit Committee (IAC) that willmeetatleastonceayearoruponrequestbytheGA,toensurethatIPRissuesareaddressed.

1.1. QUALITYCONTROLACTIVITIESTheQualitycontrolofactivitiesanddeliverablesareofmainimportancetotheFANDANGOproject.TheQuality Plan (QP) – this report – is issued early in the project aiming at describing the actions andmeasuresthatwillbetakenbytheConsortium,inordertoensurethequalityoftheprojectanditsfullconformancewithitscontractualrequirements.TheaimoftheQPisto:

1. Providetoallconcernedaguidefortheactionsrequiredbyeachoneinvolvedintheprojectworkanddeliverables,

2. Exhibit the performance of the project’s quality plan in accordance to the contractualrequirements,

3. Decidewhich internalmembersof theQualityControlBoardwill reviewdeliverablesandprovidethecorrespondingassignmentofresponsibilities(seebelow).

TheQPisapplicabletoalltheproject’sactivities,andastrictcompliancewiththeQPismandatoryforallpartiesinvolved.

The QP is documented and authorized by the Executive Project Management (EPM). All subsequentchangesareapprovedbytheManagementBoardandsubmittedtotheProjectDirectorforapproval.Thedescription of the quality system will focus on the prevention of deviations during each task of theproject.

The EPM is responsible for the co-ordination and supervision, regarding the implementation of themeasuresforthequalityassurance.Specifically,theManagementBoardisresponsiblefor:

• Overviewingthereportsproducedintheproject;• Controllingthetimelyandgoodexecutionoftheprojectwork;• Controlling and assuring the conformity of all deliverables with specifications described in the

project Description of Work and with additional criteria defined throughout the lifetime of theproject;

• ConsultingtheWorkPackageLeadersandprovidingthemwithguidanceontheexpectedtechnicalandscientificachievementsinthedeliverables;

• Definingprojectdeliverablereviewprocessandappointingthecorrespondingreviewers;

Inaccordancewith thecontractualagreements, theproject’squalitymanagementplan, this reporthasbeen prepared in order to define organizational structure, flow of the quality system and the qualitymanagementprocedurestobeapplied.

In the case that shortcomings inquality areencountered, the responsible task leaderwill be informedwithinapre-definedperiod(max.2weeks),inordertobeabletomakeamendments.ThereviewwillbedoneonbasisoftheQP.

2. COORDINATIONBETWEENTHEPARTNERSAn important key of success for the FANDANGO Project project is to ensure a good communicationamong project partners and towards outside entities. A fast, reliable, and easily accessiblecommunications infrastructure is crucial for the proper operation within a large-scale pan-Europeanproject. Thiswill be realised through the intensive use of electronic communications (e.g., email,webbasedexchanges).Aprojectwebsite,inparticularthewebplatformwithintheprivatearea,willalsobeusedtoenablefastandefficientexchangesofinformation.

Additionally,WPleadersshouldkeepanupdatedlistofactions,detailingtheopenissuesoftheirWP,theseverity of the task, the deadline (probably a newdeadline if the task is for a reasonpostponed), thename or initials of the responsible assigned with the task, a small description and the issue status,accordingtothefollowinglist:

• open,• assigned,• closed,• postponed,• delayed

3. PLANNINGANDCONTROLAspartoftheprojectmanagementactivitiesawalled-gardenenvironmentavailabletoprojectpartners,whichallowsthemtosafelyandeasilycommunicate,shareinformationandstoredocuments,hasbeensetup,usingthefollowingtools:

● Bitrix24: a collaboration platform that provides a complete suite of social collaboration,

communication and management tools, including CRM, files sharing, project management,calendars,andmore.

● GoToMeeting: this is the web conferencing solution, which is used for status meetings, WPmeetings,etc.

● GoogleDrive: cloud based file storage and synchronization service,which allows safe storage ofdeliverables,projectdocumentation,meetingreports,etc.

● GitHub:arepositoryfordistributedversioncontrol,sourcecodemanagement(SCM)andwiki.● Mailinglists:whichallowinformationsharingwithinspecificmembersgroups.

TheProjectDirectorwillberesponsibleformaintainingthefollowingkindsoflibraries,respectively,tobekeptontheportal:

• Document Library (All WP documentation including deliverables, internal documents,bibliography..)

• EventLibrary(eachevent(internalmeetings,projectmeetings,disseminationmeetings,cals,,,)willberecordedintheinternalwebsite)

Moreover, inorder to limit anyduplicationof informationand to facilitateanefficient communicationprocess by both real and virtual channels, the distribution of all relevant project information will bechannelledtoonekeypersonforeachpartner.Thispersonwillactaspartnerswitchboard,thusensuringthattheconcernedpersonwithinitsorganisationisreachedbythecommunication.

3.1. REPORTINGPROCEDURESTheforeseenreportingproceduresfortheFANDANGOprojectarethefollowing:

• Theresponsiblepartner/authorshouldbeginatleast60calendardaysbeforethedeadlinewiththepresentationofinitialTableofContents(ToC).

• Afterinput,editing,emailsanditerations,theleadingauthorshoulddeliverthefinaldocumenttotheinternalreviewerstwoweeksbeforethedeadline.

• TheinternalreviewerswilldeliverthefinaldocumenttotheTechnical&QualityManageroneweekbeforethedeadline.

• TheTechnical&QualityManagerwillapproveandsendthefinalversiontotheCoordinatorbytheDeadline.

3.1.2. EVALUATIONPROCESSTheworkprogressoftheFANDANGOProjectwillbeconstantlymonitoredandsupervisedbytheProjectManagementGroup.Inadditiontothat,evaluationmeetingswillbecarriedouttoevaluatetheworkandprogressoftheproject.

An internal peer reviewwill beperformed for eachdocumentproduced, especially official deliverable.EachWP leaderwill submit all theproduceddocuments to at least one appropriate expert internal toanother partner organization, which is not involved in the sameWP, to check for the quality of thedocumentsproduced.Thedeliverablereviewprocessisdescribedbelowinsection4.7.

Abasisformeasuringthequalityoftheconductedwork isthevariousmeasuresofsuccessspecifiedinthe work packages descriptions of the individual work packages (e.g. milestones, deadlines etc.). TheacademicandresearchpartnersareencouragedtotargetsubmissionofpaperstopeerreviewedjournalsindexedinSCIorSCIexpanded,havingimpactfactors(unlesstheyhavebeenestablishedrecently),andtohighimpactconferencesandworkshops.Furthermore,thepublicationofachievedresults injournalsaswellasEuropeanandinternationalconferenceswillbetakenasameasureofsuccessfortheinvolveduniversitiesandresearchteams.

Apart fromgeneral informationabout theprojectandrelatednewsandevents, thepublicdeliverablesanddocumentswillbeavailablefordownloadfromthiswebsite.

Regardingthedocumentswithrestrictedaccess,theprivateFANDANGOareasaredevelopedindifferentwebtools such as: Bitrix24, Google Drive, GitHub and TRELLO are accessible only by the FANDANGOpartnersandotherauthorizedpeople(e.g.membersoftheadvisoryboard,otherrelevantexperts,etc.)

4.3. DOCUMENTSEXCHANGEMETHODSDocumentswillbeexchangedviauploadingattheFANDANGOprivateportal.Aftersuccessfuluploadingof the document, the partner should also provide (via e-mail) the document title and link. In casedocumentuploadingisnotfeasible,e-mailexchangewillbeusedinstead.

4.7. PROCESS FOR PEER REVIEW AND CONTROL OF NON-CONFORMING OFDELIVERABLES

The following procedure refers only to project deliverables and not to internal reports and otherdocuments.

EachdeliverablewillbereviewedbyatleastonememberoftheConsortiumwhohasnotparticipatedtothat deliverable, acting as internal reviewer. He/she will evaluate the deliverable with respect to thefollowingmattersandmustconcludewhetherthedeliverableisinternalacceptedornot:

• Deliverablecontents

• Relevance

• Qualityofachievements

• Qualityofpresentationofachievements

• Comprehensibility,spelling,etc.

• Technicalterminology

TherelevantcommentswillbeincludedinaDeliverablePeer-ReviewReport,asindicatedinAnnex3.

The layout and format of the deliverable will finally be checked by the Quality Manager to assure auniformlayout.ThefinalratingoftheDeliverabledraftwillbemarkedas:

• Fullyaccepted

• Acceptedwithreservation

• Rejectedunlessmodifiedproperly

The deliverable under consideration/examination will be sent by the author (according to the timingdefinedinsection2)totheCoordinator,whowillforwardittothereviewers.

The reviewers foreachdeliverableare listed ina table thatwill keptupdateby theCoordinator in theinternalcollaborationplatform.

Thereviewerswillrevisethedeliverableandpreparethe«PeerReviewReport»,whichareallcollectedby the Technical & Quality Manager. The reviewers will also send back the deliverable with detailedcomments, suggestions, and changes directly within theMSWord document by activating the “trackchanges”option.

TheQualityManager upon receiving the above reportswill send them to the deliverable authorwithpotentially someadditional commentsor suggestions ina separatePeerReviewReportand/ordirectlywithintheMSWorddocumentbyactivatingthe“trackchanges”option.

PUBLICATIONS,PRESENTATIONS,PAPERSIfapartner isabouttosubmit forpublicationapartofworkperformedwithintheproject, thepartnershall informthecoordinator,theTechnical&QualityManagerandtheconsortiummembersbeforethesubmission, by sending an email to themwith the relevant information about that publication (titles,authors,abstract).

Awrittenacceptance shall be returned to thepartner (within2weeks)beforehe/sheproceeds to thesubmission.Moreover,theparticipationinexhibitionsthroughastandandthepresentationofdemosoftheprojectresultsrequireprioragreementofthewholeprojectConsortium.
