REGULATIONS IN GCC

ESMA : Emirates Authority for Standardization & Metrology

A new technical regulation has been introduced that covers

components and spare parts that are used for motor vehicles in United

Arab Emirates.

It covers products that are manufactured inside the country and

products imported from other countries.

Products covered under this scheme are mentioned below:

Brake Systems

Engine Radiators

Safety Belts

Rear View Mirrors

Automotive Battery

Oil & Air Filters

Alarm System for Buses and Commercial Vehicles

• The spare parts entering or manufactured in UAE should be Asbestos

Free.

• In the case of genuine spare parts, the test report from the parts

manufacturer / vehicle manufacturer should be submitted to ESMA.

• In the case of common spare parts, the test report from an independent

ISO 17025 accredited laboratory should be submitted to ESMA.

REGULATIONS IN GCC

QATAR:

• State of Qatar has regulated the below mentioned Automotive Spare

parts:

Wheel Rims : Tested as per ECE – R 124.

Brake Pads : Tested as per ECE 90.

Seat Belts : Tested as per ECE 16.

• The above mentioned spare parts should have a Certificate of

Conformity while entering into the State Of Qatar.

• The COC can be issued based on inspection and verification of test

reports by a CB.

• The test report validity is 1 yr from the date of testing from an ISO

17025 accredited lab.

Scope:

This standard is concerned with the general requirements for motor

vehicle replacement new-spare parts.

Labelling And Marking :

Manufacturer’s name and/or trade mark

Vehicle type and category for which the parts are manufactured.

OEM or replacement part

Vehicles for which parts are manufactured ·

Part name and number.

Saudi Arabia has classified certain spare parts as high risk parts in

order to ensure that the counterfeit parts are not shipped into Saudi,

specially for the consumables:

Brake Pads / Linings should be Asbestos Free and tested as per the

below mentioned parameters:

• GSO ISO 6310 / 6311:1980: Compressibility test

• GSO ISO 6312:1980: Shear strength test

• GSO ISO 6313:1980: Heat resistance test

• GSO ISO 6314:1980: Resistance to Water, Oil, Brake Fluid

& Salt water.

• GSO ISO 6315:1980: Friction test

The full marking shall appear on each filter body unless the engine

manufacturer dictates.

This standard is concerned with the requirements of air filters for motor

vehicles with cylinder, circular or rectangular shape.

AUTOMOTIVE BATTERIES

An automotive battery is a type of rechargeable battery that supplies

electric energy to an automobile. (6V,12V, 24V)

An automotive SLI battery (starting, lighting, ignition) is an automotive

battery that powers the starter motor, the lights, and the ignition system

of a vehicle's engine, mainly in combustion vehicles.

• 6V battery has 3 cells.

• 12V battery has 6 cells.

• 24V battery is a combination of two 6 cells battery or separate 12 cells.

battery in Arabic and/or English :

• Manufacturer’s name or trademark. • Country of origin.

• Number or date of the batch of production.

• Safety labeling.

• The symbols shall have common minimum dimension of 10 mm.

• No text in any language shall be used with the symbols.

• In the original equipment market, the meaning of the symbols shall be

found in the vehicle booklet in Arabic and English.

• In the replacement market, the meaning of the symbols shall be in the

booklet supplied with the battery.

• The meaning of the symbols are:

(RED) No smoking, no naked flames, no sparks

(BLUE) Shield eyes

(RED) Keep away from children

(YELLOW) Battery acid

(BLUE) Note operating instructions

(YELLOW) Explosive gas

• Activation instructions for a dry charged battery (i.e. instructions for

putting it into service).

• Appropriate instructions for precautions to be followed on handling,

installation, maintenance, topping up and charging.

• Any additional information the manufacturer finds necessary to indicate

certain characteristics in his products.

• Polarity

• For top terminal batteries, a mark (“+” and “-”, “P” and “N” or “POS and

NEG”) on the top end of each of the battery terminals or on the top of the cover of the container in close proximity to the terminal indicating its

polarity is required.

• For side terminal batteries, polarity markings (“+ and -”, “P and N” or “POS and NEG”) on a label (on the top of a battery) are allowable, however addition non-removable markings must coexist on the battery

on the container or cover in close proximity to the terminal.

• Warranty

Each battery shall be provided with a warranty certificate against the

manufacturing defects for not less than one year from the date of

purchase by the end-user.

Wet Grip:

Manufacturers should place Rolling Resistance and Wet Grip Label on

all tires that are covered by SASO 2857, and to attach SASO Energy

clear/release tires’ consignments at Saudi Customs Ports.
