PRE-QUALIFICATION OF ELECTRICAL CONTRACTORS FOR CONSTRUCTION OF OFFICERS QUARTERS AND BRANCH BUILDING AT POLOBAZAR, SHILLONG, MEGHALAYA
State Bank of India invites applications from bona fide, resourceful and well experienced
Electrical Contractors having valid Electrical Contractor’s license and registered with
PWD/CPWD/MES/RLY/PSUs for pre-qualifying eligible Electrical Contractors to conduct e-
Reverse Auction for carrying out Electrical Installation work related to the project for
Construction of 34 Nos. Officers Quarters and Polobazar Branch Building at Polobazar, Shillong,
Meghalaya. The total area of the building proposed to be constructed is about 6350 square
metres. The buildings (Five Blocks) are G+3 RCC framed building with brick in-fill walls. The
electrical works shall consist of internal electrical installation work like provision of electric wiring
for light/fan/power points with copper conductors in recessed/concealed system in MS
conduits and external electrical installation work like laying of cables, Power
Receiving/Distribution electric panel, Solar lights including supply & installation of Electric fittings
etc. all as more particularly will be described in the Tender Document while conducting e-
Reverse Auction among the qualified shortlisted contractors. Interested contractors may
obtain the Technical Document-cum- Application format from the Asstt. General
Manager(Premises & Estate), State Bank of India, Local Head Office, Guwahati, Premises and
Estate Department, 3rd Floor, “A” Block, Dispur, Guwahati – 781006 or from the office of the
Project Architects, M/S. Designers Guild, House No. 3, Ward Street, Bye Lane-1, Guwahati – 781
001, at free of cost, during the office hours on working days from 17.07.2017 to 05.08.2017.
Technical Document-cum- Application format may also be downloaded from the Bank’s
website www.sbi.co.in under ‘Procurement News’. The completed applications along with all
the supporting documents in sealed covers containing the name and complete address of the
applicant on the cover super-scribed as “Application for Pre-qualification of Electrical
Contractors for Construction of 34 Nos. Officers Quarters and Polobazar Branch building, State
Bank of India at Polobazar, Shillong, Meghalaya.” should be submitted to the undersigned on
or before 08.08.2017 up to 2.00P.M. Applicants having or can be acquired valid Digital
Certificate for participating in e-Reverse Auction only need to apply. The Bank will not be
responsible for late receipt of applications due to postal delay or any other reason. Incomplete
applications may liable to be rejected summarily. The Bank reserves the right to accept or
reject any or all applications without assigning any reason therefor.

CARRYING OUT ELECTRICAL INSTALLATION WORK RELATED TO CONSTRUCTION OF 34 NOS. OFFICERS QUARTERS AND POLOBAZAR BRANCH BUILDING OF STATE BANK OF INDIA AT POLOBAZAR, SHILLONG,
MEGHALAYA.
1. GENERAL State Bank of India, Local Head Office, Guwahati invites applications for Pre-qualifications of Electrical Contractors for participation in the e-Reverse Auction for the captioned work to be carried out for State Bank of India at Polobazar, Shillong, Meghalaya. The purpose of this prequalification is to empanel /shortlist suitable & interested Contractors for issue of Tender Documents to enable such contractors to participate in e-Reverse Auction for the captioned project through the Bank’s approved Service Provider. 2. DETAILS OF THE PROJECT/WORK i) Name of work : Electrical installation work for construction of 34 Nos. Staff and Officers Quarters and Polobazar Branch building at Polobazar, Shillong, Meghalaya. ii) Site Address: State Bank of India, Polobazar, Shillong, Meghalaya. iii) Completion period: 12 months reckoned from the date of issue of Work Order. iv) Scope of work in brief: Electrical installation work, which shall be more particularly described in the Tender
Document for the works. 3. ELIGIBILITY CRITERIA FOR PRE-QUALFICATION Contractors applying for pre-qualification must fulfill each of the following criteria individually as construction contractor/contracting firm. The applications of the firms/contractors not fulfilling the following criteria shall not be considered for shortlisting /pre-qualification.
a) The applicant should be Electrical contractors having valid electrical contractor’s license issued by the appropriate Govt. authority executing similar internal electrical installation works for last 7 years as on 31.03.2017.
b) The applicant should have a valid PAN of Income Tax Department. c) The applicant’s average annual financial turnover (for executing electrical installation work only) during
the last 3 (three) years ending 31st March, 2017 should be at least INR 50 lakh. d) The applicant shall have experience of having successfully completed electrical works for similar
construction of building project during last 7 years ending day of March - 2017 should be either of the following :
i) Three similar completed works costing not less than INR 66 lakh each,
Or ii) Two similar completed works costing not less than INR 83 lakh each,
Or iii) One similar completed work costing not less than INR 133 lakh.

Definition of similar works: Electrical work in Residential Buildings, Offices, Commercial Complexes, Hospitals, Banks, Institutional Buildings etc., with internal & external electrification works for reputed clients. General
a) The Applicant must be registered in appropriate class/category with CPWD/MES/PSU/Nationalised Banks/PWD/Railways/Other Govt & Semi Govt Organisations/Construction Firms of National or International repute.
b) The applicant must have at least 02 Electrical Engineers with at least 03 years (for Electrical Engineering Degree holder) /05 years (for Electrical Engg. Diploma holders) with relevant experience, currently employed (including proprietor/partners/directors, if any with requisite engineering qualification) with them for at least last 02 years.
c) The applicant shall with his application submit the latest Bank Solvency Certificate (from Nationalized or Scheduled Bank) for at least INR 100 lakh.
4. PREQUALIFICATION DOCUMENTS :- i) Availability: Copy of Press Advertisement, Pre-Qualification Notice,
Application Form –cum-Technical Document along with Annexes 1 to 4 can be downloaded from the Bank’s website http://www.sbi.co.in under section “Procurement News’ from 17.07.2017 to 05.08.2017 or can be collected in person during office hours on all working days from 17.07.2017 to 05.08.2017 from the address given below and from the office of the Project Architect at free of cost.

INSTRUCTION TO APPLICANTS i) Duly completed application Form with Annexes I, II, III, & IV along with enclosures/documentary proof as prescribed in the said application form signed on each page by the authorised signatory should be collectively kept in a sealed envelope and must reach the undersigned as aforesaid in Para-4 above. Please super-scribe /write on the top of the envelope as “Application for Pre-qualification of Electrical Contractors for Construction of 34 Nos. Officers Quarters and Polobazar Branch Building (Electrical Work), State Bank of India at Polobazar, Shillong, Meghalaya.” ii) Any & all cost /expenditure incurred by the applicants in relation to making the application shall be borne by the applicant and nothing shall be paid by the Bank towards such expenditure incurred by the Applicant/s. iii) The applicants should strictly furnish all the information only on the formats furnished /provided/made available herein as per Para-4 above. The applications not complying with this requirement are liable to be rejected outright without assigning any reason as the sole discretion of the Bank. iv) All corrections and overwriting should be attested & countersigned by the authorised signatory of the applicant. v) If an applicant intends to give additional information for which specified space is not sufficient, he may furnish such information by adding extra sheets by specifying/indicating the same in the appropriate column/s. vi) Applications received after the stipulated date & time, incomplete/partly filled/unsigned applications, applications not accompanied with relevant annexed documents, enclosures, etc. are liable to be rejected outright without assigning any reason therefor at the sole discretion of the Bank.

vii) Please ensure that the applications, annexed documents, enclosures etc are signed by the applicant’s «Authorised Signatory» only and proof of mode of authorisation (such as Power of Attorney, Partnership Deed indicating such authorisation, resolution, authorisation letter etc as applicable) is enclosed as prescribed in the Application Form. viii) Delay in submission of any part arising due to postal or any other irregularities at any stage will not be considered. The Bank will not be responsible for any damage in transit in case of postal delivery. ix) Price bids will be finalized by conducting e-reverse auction amongst the technically qualified firms having valid digital certificate.

Service Tax No, GST etc. The applicant is to furnish the registration details for the EPF/ESI and the Labour
License details under the Labour Contract Act.
e) Relevant work orders and completion certificates for the same issued by the concerned department are to be
required to be furnished to fulfill the eligibility criteria.
f) Applicants shall furnish the address of their local Office at Guwahati / Shillong with name & cell phone no./e-
mail ID of the contact person.
g) Applicants shall submit valid E-mail ID & cell phone numbers.
h) For enabling assessment of an Applicant’s ‘Annual Turnover’ of the last 3 years, the Applicant must submit the
valid documents, namely: copy of Income Tax Returns, Profit & Loss Accounts and Balance Sheets for the last
3 years.
i) Applicants will authorize the Bank to obtain confidential reports from the clients of the applicants, to obtain
credit opinion from the Bankers, and to verify the work executed by the applicant.
