49 CFR Part 26 mandates recipient (City) administers a Disadvantaged Business Enterprise (DBE) Program

DBE Program U.S. Department of Transportation (USDOT) assists in

the funding for this project, which is subject to the requirements of the Federal Aviation Administration (FAA) and 49 CFR Part 26.

Phoenix DBE Program has annual Overall DBE Goal of 4.48% [to be achieved entirely with race- and gender-neutral (RGN) means]

Construction of new Taxiway B3 and C3 per DVT’s 2015

Master Plan Update using Asphaltic Concrete (AC) Pavement

Reconstruction of a small portion of Taxiway C

Demolition of existing Taxiway B3 and C3 AC pavement

The Project is divided into 5 phases (Phases A thru E) as shown

in Phasing Plans

Primary Access for all Phases will be through the access gate on

15th Avenue north of Williams Drive.

Contractor shall limit activities to designated haul routes and

staging areas.

operations unless approved by DVT Operations

Airfield lighting and NAVAIDS must remain operational

throughout project

Access to the fueling station must be maintained at all

NOTAMS require 72 hour advanced notice

COP Planning and Environmental Materials testing for asbestos and lead-containing paint

Coordination for abatement of asbestos-containing materials and/or

lead-containing paint .

Review and maintain copies of dust permit; AZPDES Construction

Activity General Permit (CGP) for Stormwater notifications; and

Stormwater Pollution Prevention Plan (SWPPP)

Coordination of regulatory inspections during construction

Review and maintain copies of Safety Data Sheets for paint materials

proposed for restriping.

Waste profiling of excavated soils to be hauled offsite for disposal.
