DESCRIPTION

Parnell Inc., the association of Parnell (Auckland's creative quarter!) businesses, together with the Parnell Community Committee is gaining widespread support for siting the Parnell Train Station at Cheshire St. As envisioned by award-winning Parnell architects, Stevens Lawson, the station would be part of a muti-use commercial/residential development centred on the magnificent carriage works building, to be redeveloped as an arts/performance/event space. This presentation was given to Auckland Regional Council's Transport & Urban Development Committee on October 14, 2009. This presentation includes the Stevens Lawson plan and photographs of a similar carriage works development in Sydney. (http://www.tzg.com.au/projects/carriageworks-at-eveleigh-8)

Parnell Station to be located at Cheshire Street,

alongside Mainline Steam’s buildings

Mainline SteamDomainLearning Quarter

Parnell Road

• Residents of Auckland, particularly from the south and west, incl. Parnell workforce and Learning Quarter students & faculty

• Visitors to Auckland – Tourism

• KiwiRail & ARTA – using public land zoned Special Purpose 3 (Transit)

Key Stakeholders

• Quickest and easiest access to Parnell town centre and Auckland War Memorial Museum

• Level and direct access to heart of the Learning Quarter (University and AUT)

• The next slide shows award-winning architects, Stevens Lawson’s vision for development of the site, highlighting access-ways to Parnell, Domain and Learning Quarter

Key Opportunities with the station at Cheshire Street

BIG land (+ 2hectares) = BIG potential– Event/tourism-focused– Celebrate local Maori history– Community-focused– High density state housing for Seniors– Learning Quarter or Auckland Medical

expansion– High tech/Incubator business

Key Opportunities

To create the Southern Hemisphere’s most beautiful train station, with optimum utility for future generations.

(Parnell Station will be the fourth busiest urban train station in Auckland - ARTA)

Our VisionCreate an Auckland Icon

• Develop Parnell Station as a destination in its own right.

• Retain the Mainline Steam building as the centrepieceof the Parnell Station development!

• World-leading train station architect (Britomart) believes this site is an AMAZING opportunity.

• Every city in Australasia would give their eye teeth to develop something iconic here for future generations.

Our Vision

Inspiration for Mainline Steam building: CarriageWorks Contemporary Performing

Arts Centre Redfern, NSW

Multiple award-winning conversion of the former 1888 Carriage Workshops building at Eveleigh

Tonkin Zulaikha Greer’s adaptive reuse of the building as the CarriageWorks Contemporary Arts Centre has embraced the building’s past whilst providing it with a bold new future.

The centre includes three flexible theatre spaces, rehearsal rooms, administrative offices, workshop space and amenities.

Imagine this in Parnell!

• Protect and celebrate our unique landscapes, features and history - the Waipapa Stream valley has been used and abused for too long and the Domain disconnected from Parnell.

• The Newmarket Station Building could be a focal point for exploring the key role the Waipapa Stream played in Auckland’s development.

• Build on the historic steam train presence in combination with re-sited heritage Newmarket station.

• The next slide highlights the amazing history of this neglected Parnell valley.

• Electrification will remove any gradient issues (current train hardware can handle the gradient).

• NZILA award-winning Boffa Miskell plan exists for daylighting the Waipapa Stream and landscaping the valley (ARC - initiated).

• Opportunity to create a gateway to The Domain

• Suggest minimal or no provision for car parking to accentuate public transport and walk/ride focus

More Positives

• ARTA originally proposed a train station at Carlaw Park. New options include a station midway between Mainline Steam & original site, and another adjacent to Mainline Steam.

• Despite City Development Committee enthusiasm for Cheshire Street site, FPF still shows a Parnell Train Station at the CarlawPark location – but it’s not yet included in the 10 Year Plan. (Report requested by Cr Bhatnagar delayed and expected for November 12 meeting.)

• ARC / Mike Lee 100% behind Waipapa Valley/Cheshire Street location.

• Rodney Hide MP, Cr Ken Baguley and Hobson Community Board briefed and supportive.

Current Status

• Commitment by Kiwi Rail, ARTA, ARC,ACC to Parnell Train Station at Mainline Steam Site, Cheshire Street.

• Commitment to a heritage “destination” masterplanfor the Cheshire Street site in the District Plan.

• District Planning identification of the Parnell Train Station at Cheshire Street NOT Heather Street.

Future Status

To say we have no money is to say

we have no vision or patience

Don’t say “No”

To create a “destination” station

rather than a train stop

An invitation

To creativityTo community

To connectivityTo a new Auckland icon
