The Value of Digital

Elevation CertificatesMost communities retain copies of Elevation Certificates. The data provided on them can fill gaps in assessor data for more accurate UDF flood analysis.

What is an Elevation Certificate?

An Elevation Certificate is a form the Federal Emergency

Management Agency uses to document the elevation of your

property's structure in comparison to the elevation of the 100-year

flood. The difference between the structure and flood elevations is

used for many risk, mitigation, construction, and insurance issues

such as:

Determining flood insurance policy rates

Rebuilding to the proper elevation after a disaster

Mitigating your property from being damaged in a future disaster

Supporting a Letter of Map Amendment (LOMA).

Only a state-licensed professional such as a surveyor, engineer, or

architect can determine those elevations and they often need to

access the inside of the structure to determine the floor elevation. It's

a very important document that measures the fine details of your

particular structure that may not appear on a Flood Insurance Rate

Map.

Where to get an Elevation Certificate?

Community Floodplain Manager is the first resource to check (or other

community sponsored flood information website)

Closing documents from the purchase of the property

Seller, builder, or current owner could have a certificate

Existing Elevation Certificates can be reused in most cases however the

photographs must not be more than 90 days old

How do Elevation Certificates relate to Hazus?

Most accurate Hazus analysis is User Defined Facility (UDF)

Uses site-specific information for each structure to model the impacts

of flooding to calculate losses

UDF requires specific fields that are not always included in Assessor

data to the level of detail required for Hazus

Including:

Latitude/Longitude

Foundation Type*

First Floor Elevation*

Specific Occupancy*

Damage functions are also required for UDF but are not usually

provided from any data source. However, assumptions can be made.

Data Required for UDF Analysis?

The following fields are required for UDF Analysis:

Latitude

Longitude

First Flood Elevation

Specific Occupancy Type (A?)

Year Built (A)

Number of Stories (A)

Building Cost (Replacement Costs = A + RS Means)

Content Cost (Building Cost)

Square Footage (A)

Building Type

Foundation Type

Building Damage Function ID

Content Damage Function ID

Inventory Damage Function ID

A – Field typically found in Assessor Data

Assessor Data

Maryland Property View contains most of the information necessary

for UDF analysis, with the exception of the FFE, Specific Occupancy,

Foundation Type, and Damage Functions.

Flood Zone can be used to inform Damage function selection

Reminder that in Coastal zones, the flood zone is also used for

determining the appropriate FFE

Coastal FFE is based on the bottom of the finished floor, where Riverine FFE is

based on top of first finished floor

Most accurate FFE will come from the Elevation Certificate

Use appropriate values for Riverine vs Coastal flood zone

providing approach that enables quick and easy responses to

resident requests

If you have enough data coverage (all structures within flooded

blocks) you can also update GBS Mapping Schemes

Why maintain Elevation Certificate Archives?

Enable faster response to residents who need them (Usually at the

last minute when notified at closing)

Save residents the costs of having surveyors complete a full EC when

only new images may be required

Capture the valuable data from the EC to be used for filling gaps in

local Assessor Data

Specifically:

First Floor Elevation

Foundation Type

Specific Occupancy

Communities can set up systems to store and manage EC’s on

their own without outside contractor support in most cases.
