1 - Introduction
WATERinCORE’s 3rd meeting was held on 3th and 5th of May 2010 in PALAZZO
DUCALE headquarters Province of Lucca, Lucca, Italy aimed at supporting the
implementation and monitoring of the project and promoting exchanges of
experience, knowledge sharing between the partners. Particularly, was
introduced the new Spanish partner: the Deputacìon de Granada to replace
ASAEL
It was formed by three sections:
1st day - Workshop on PROJECT’s Management and Steering Committee’s
meeting
2nd day - OPEN Workshop dedicated to Public Participation in WM –
“Soustainable Water Management through Common Responsibility
enhancement: the River Contracts”
3th day - Visit to sites: Hydroelectric power station in Vinchiana - Lucca

5 - Workshop organization
The Workshop was coordinated and organised by the Province of Lucca. The
main tasks were:
Draft programme proposal and establishment of the definitive one (in
cooperation with LP)
Contacting with partners (in cooperation with LP)
Contacting with speaker’s open workshop
Preparation of meeting’s presentations (by the partners appeared in the
programme)
The assignment for the provision of the following services:
- The hall
- Audiovisual equipments
- Catering service (coffee-breaks, lunchs)
- Translation service for Open workshop
Preparation of the “Workshop dossier” included the handouts of presentations
and delivered to all the participants
Press releases
Communication campaign of the event for stakeholders
Establishment of reservations and travel guides to reach Lucca for the
participants
Dinner reservation for all the partners during the 1st day
Bus service for the site visit during the 3rd day

6 - Outcomes
The scope of the third meeting was the continuation of the project, exchange
information on technical issues and management and have a comparison on
products produced and developed for the project phase.
During the first day, all partners have met the new Spanish partner. The
representative of Deputation of Granada presented its responsibilities related
with the project. In addition, a brief summary of project components, phases
and objectives and the timetable has taken place. Moreover, the phases 1.3 -
3.1 - 3.2 - 3.3 - 4.1 - 4.2 - 4.3 of the project’s working plan were analyzed and
decisions were made on methodological steps that partners should follow.
During day 1, in parallel session, was held a meeting on the administrative and
financial issue. In the meeting was discussed and presented: the first level
control system in different countries for the certification of expenditure,
expenditure reporting procedure in PRESAGE CTE (financial entering and
technical report).
In summary, the issues discussed and the agreement that were taken are
summarized in the following paragraphs:
Management and financial issues
Phase 1.1: Granada Deputation has to create a list with all the national,
regional and local communication and contact points until 30th of June 2010.
Phase 1.2: The 4th project’s workshop (two days meeting) will be organized by
Deputation of Granada the period between 20th of September to 10th of October
2010. The final dates will be decided within July 2010.
Phase 1.3: The project’s brochure and poster must be produced by ARPA and
GRANADA, until 30th of June 2010. 1000 leaflets and 200 posters must be
produced by each partner
Component 2: The progress report and the payment claim have to be sent to
the JTS until 31st of May. In order to organized the reliable and on time
completion of report the following has decided:

1. All the partners must enter their expenses in PRESAGE until 10th of May
2010 and inform the partner to proceed with their checking and validation.
2. All the partners must compile and validate the progress report for the 1st
level controller in the PRESAGE and also send the LP’s progress report to the
LP until 15th of May.
3. Italian partners must complete the selection of 1st level controller until 7th of
May and send their contact details to the LP. LP will immediately forwarded
them to JTS in order JTS to provide controllers with their username and
password for their accessing in PRESAGE.
Technical issues
Phase 3.1: The water management analysis per participant region based on the
AF had to be completed until 28th of February 2010. ANATOLIKI and WDD of
Cyprus have completed and delivered the deliverables. Regarding the other
partners the followings have been agreed:
1. Completion and Delivery of WM analysis by Province of Lucca and ARPA
partner until 31st of May 2010.
2. Completion and Delivery of WM analysis by Deputation of Granada until
31st of July 2010
Phase 3.2: The comparison of WM analysis among the participant partners
couldn’t proceed due to the fact that the WM analysis hasn’t been delivered by
the whole partnership. Considering that the WM analysis by Lucca and ARPA will
be delivered until 31st of May and by Granada at the end of July, the timetable of
this phase has to be prolonged until 30th of August 2010. However, ANATOLIKI
and Lucca must complete the Comparison of WM in the regions of the initial
partners until 31st of July and incorporate in the final deliverable of Granada
region until 30th of August 2010.
Phase 3.3: ARPA Sicily, as responsible partner of phase 3.3 has prepared a
methodological framework to be used for the definition of WM indicator’s
common list and database and has presented to the partnership during the
workshop. The phase should have been completed until the end of April 2010
but since there is a delay the followings were agreed:

1. All the partners have to deliver the proposal for indicators until 15th of
June 2010 or earlier.
2. Only, Deputation of Granada could deliver it until 31st of July 2010.
3. The WM indicator’s common list will be finalized and proposed by ARPA
and ANATOLIKI until 31st of August 2010.
Phase 3.4: The compilation of the common list and the creation of a data base
for the pilot basins must be completed until 30th of September and the water
management strategic action plan of the pilot basin until 31st of December
2010.
Phase 4.1 & 4.2: The assessment of LA 21 application in the participant regions
had to be completed by 28th of February 2010. Until today only the LP has
completed the phase 4.1 and delivered the LA21 analysis of the region of Central
Macedonia. WDD of Cyprus has started working on this, too. The LP’s analysis
has presented to the partnership during the meeting in order to be utilized
during the fulfillment of their analysis. Regarding the phase’s timetable the
following have been agreed:
1. ARPA, LUCCA and WDD of Cyprus must complete the phases 4.1 & 4.2,
LA21 analysis and good examples, until 31st of July 2010.
2. ANATOLIKI has to complete the phase 4.2 until 30th of May 2010.
3. Deputation of Granada should deliver it until 31st of August 2010.
Phase 4.3: ANATOLIKI in collaboration with WDD of Cyprus has to complete the
Public Participation methodology in order to be applied in Component 5.
ANATOLIKI has started working on this and the study was agreed to be
completed by 30th of July 2010.
During the second day, open workshop, the partners’ delegations met with local
institutions and stakeholders. The day was dedicated to the exchange of
experiences on public participation in Water Management with particular
reference to the application of the tool of River Contracts in Italy. The workshop
was attended by 12 speakers and an audience of about 30 participants in
addition to partners’ delegations. The list of participants is presented in table 3
of ANNEX 8.1.

During the third day a study visit to site of River Serchio was taken place. A
description of the sites is presented in Annex 8.2. Moreover, a map of the route
followed by the participants is also included in the annexes.

are included in the two CDs annexed in the report.

Annex 8.2. – Report of the 3th day, visit to site
“RIVER SERCHIO AND ITS WATERS: TOUR OF THE PLACES AND ROUTE ALONG
RIVER SERCHIO VALLEY”
River Serchio is a strong identification feature for the valley and the entire province area.
This is due to the differentiated environmental and landscape relations. It is an essential
feature of the valley bottom area and it has been subjected to human activities impact.
Looking at the river stretch which goes from Piazza al Serchio to the limit of Pisa
territories, it is possible to discover an alternation of environmental elements and local
urban situations which show that there are both different typology of human pressure
and satisfying environmental situations. Our route on Serchio river starts on Monte San
Quirico bridge and ends in Castelnuovo Garfagnana.
FIRST STOP – LOW COURSE OF RIVER SERCHIO: MONTE SAN QUIRICO BRIDGE AND
LUCCA RIVER PARK
In this stretch, the river flows into artificial banks, which construction was completed in
1812 by engineer Lorenzo Nottolini. An area of deep and massive area of river
vegetation develops from Monte San Quirico Bridge. It insert it-self with poplar woods
and intensive agricultural use fields especially on the right bank. In the near the city it
was projected a river park. The aim of this project was to connect Lucca green space
outside city wall to the green area of the river.
The valley bottom area nowadays is highly urbanised, and it has a hilly agricultural
landscape with many aristocratic villas built since the 16th century to the first decade of
20th century.
Going on along the river, we pass through the “Strette del Piaggione” which are the
physical borderline between valley biotype and mountain biotype. Here it is possible to
find many infrastructures both of communication(roads and railroad) and of hydroelectric
energy production.
Lucca River Park - In 1999 Lucca local administration approved an environmental
requalification of River Serchio, in order to increase the value of the river area by the
means of creating a gathering green area for citizens, where it is possible to have a
walk, to ride a bicycle and to practise many sports such as Canoe and Kajak, or just to
enjoy the beauty of Nature.
The creation of the river park has the aim of improving the role of the river as an
essential part of landscape. The park has many nature trails divided in tow main parts: a
12km bicycle path from San Quirico bridge to San Pietro bridge,already completed, and
another one in Ponte a Moriano, which is not completed yet. The main entrance of the
park is on Guglielmo Petroni platform(2002), dedicated to the memory of this novelist
born in Lucca, who won “Premio Strega” in 1974 with the novel “La morte del fiume”
(The death of the River).
Petroni wrote: “we must believe in something if we want to improve human world; our
Serchio will find what he lost again if we really want it.”(G.Petroni)
Until some years ago the area was seriously damaged and almost unused. The project
wanted to make the river more usable by means of a proper paving, sits, a fountain and
fornitures. The platform paving is made up of pebbles (a reference to the river that flows
nearby) and trees and plants belong to river Serchio native species.
This relation between manmade features and natural features makes the park more
suggestive and it become a place near the city centre where it is really pleasant to have
a walk while enjoying the landscape.
The river park offers 3 different trails: the nature trail, the water trail and the historical
trail.
Nature trail: the river park has two nature trails along the banks; the first one (about
11km) from San Quirico bridge to San Pietro bridge, and the second one (about 11km-)
from San Quirico bridge to Ponte a Moriano.

Water trail: it goes from Ripafratta to Nottolini Waterways springs and Monti pisani along
Ozzeri canal through agricultural fields and small villages. This is a very interesting trail
that also goes through marshy areas remains where it is possible to find some species of
vegetation of the plain.
Historical trail: it goes from a site named “parole d’oro” (golden words) situated on
Vorno’s mountains bottom, where Nottolini built the reservoir for his waterways. The trail
goes along Nottolini’s waterways till the small temple in San Concordio. From this point it
continues through the city center.
SECOND STOP – ELECTRIC LANDSCAPE. VINCHIANA'S HYDROELECTRIC POWER
STATION
Just beyond the small village of Ponte a Moriano, there is the hydroelectric power station
of Vinchiana, which was built in 1952 with travertine stone.
Along the river there are two weirs: the first is Vinchiana weir and the second is Borgo a
Mozzano weir; both of them supply the hydroelectric power station of Vinchiana.
From this point, two trails are possible: the first goes along Serchio River and the second
goes along tributary Lima Torrent.
Serchio River Valley trail - After crossing the river at Borgo a Mozzano, the route
follows the river until Castelnuovo Garfagnana. On the way to Castelnuovo there is the
hydroelectric power station of Pian di Rocca(1942) which the base and the wide staircase
give an austere and classic appearance to the building. There are also other
hydroelectric power stations: the one of Gallicano(1916) and the one of Torrite; this a
good example of 50’s industrial architecture.
Once in Castelnuovo Garfagnana, we find another hydroelectric power station which has
the same name of the city. Going to North, not far from Castelnuovo Garfagnana, there
is the high tower of a disused well; and this is just the first of a series of hydroelectric
power plants in that area.
Lima Torrent Valley trail - After the Devil’s Bridge, there is the small town of Bagni di
Lucca; this town, which was well known in the past for its thermal waters, is situated at
the confluence of river Serchio and river Lima. This condition influenced its urban
morphology. Bagni di Lucca reached international fame during the 19th century: the
ancient fame is still represented by Casinò Municipale(1840), Chains Bridge(1840-60)
and many villas. Going on over, there is the Hydroelectric power station of Lima
projected in 1912 by Angelo Omodeo, one of the earliest project in the region. Upriver
there is the Giardinetto weir, a project of the same engineer.
Before Cutignano (Province of Pistoia) there is the power station of Sperando (1928)
which belonged to Count Farinoli degli Uberti. From the street it is possible to see the
two towers of the power transformation station, while the main room is down by the
river.
The next hydroelectric power station is Sestaione; it is situated between Cutigliano and
Pianosinatico, on the banks of Lima.
Hydroelectric power station of Vinchiana - The Enel Green Power hydroelectric
power station of Vinchiana started its activity in 1950; it represents the beginning point
of the route of hydroelectric power station which Selt started to build since 1922.
The station has a power of 25MW and an average production of 90.000 kWh per year; it
has also the typical elegant architecture of Tuscan hydroelectric stations. Some
important artistic features are the water shell outside the building, the bas-reliefs inside
and an anonymous fresco inside the main room.
THIRD STOP – INDUSTRIAL AREAS AND HISTORICAL-MONUMENTAL FEATURES: DEVIL’S
BRIDGE Following the left bank it is possible to see the huge industrial area situated on
the opposite bank.
In Borgo a Mozzano area, especially in Valdottavo and Decimo, there is a critical
situation: some factories and inert materials processing establishments are situated into
the river bed. This is the area where valley bottom’s environment has been radically
changed.
Just after Borgo a Mozzano there is one of the most important and ancient monument
that shows the relationship between inhabitants and the Serchio River.

The most significant aspect of this trip along Serchio River is represented by
Hydroelectric power production begun in the early 20th century, especially in Serchio
and Lima’s upriver areas. From that point on the hydroelectric power station system
started to integrate it-self with the local land. The first two power station has been
projected by Angelo Omodeo, who was one of the main characters of Italian
hydroelectric development.
DEVIL’s bridge - Maddalena’s bridge, also known as devil’s bridge dates back to 1000
A.D.
Probably, the supporter of this work, that connects River Serchio with the confluence of
River Lima, was Matilde di Canossa. The legend says that the builder wasn’t able to
finish the bridge within the deadline, so he asked the devil for help. As payment for this
work the Devil asked for the soul of the first being that would have walked on the bridge.
So the man let a pig (or black cat) walk on the bridge and the devil disappeared into the
river with a sulphur cloud.
FOURTH STOP – THE MIDDLE STRETCH OF SERCHIO RIVER AND ALLUVIONAL FAN OF
BARGA
The part of the river that goes from the confluence with Lima Torrent to Barga is the
middle stretch of Serchio River. From this point there is an alternation of human
settlements into the fluvial areas and residual natural spaces. Here the conditions of the
river are still acceptable and satisfying, thanks to the particular morphology of the area.
However there is always a “filter” between river bed and urban area. Furthermore, there
is often a continuity in river vegetation along tributary watercourse.
This aspect is very important because the tributaries become natural way that connects
the valley bottom with the slops, the woods areas and the natural important areas.
BARGA - Barga is one of the main town of Media Valle del Serchio and it has a 10186
inhabitants population. It is situated atop of a hill named Colle Remeggio.
Archaeological finds show that the area has been inhabited since prehistory; it has been
also inhabited by Ligurian people and after by Romans. During middle ages it became a
territory of German Empire, even if it still remained officially independent.
During the City-State period, Barga was subjected to several attacks from Lucca and
Pisa. Consequently the town decided to become a part of Florence’s territory. This was
the best period for Barga; Medici family was very interested in this area because of its
important raw materials. The Barga received many favours and some tax immunities.
Thanks to those favours the town became rich and many Renaissance style palaces was
built during 15th, 16th and 17th centuries, such as Palazzo Pancrazi, Palazzo Balduini e
Bertacci.
After the reunification of the kingdom of Italy, Barga lost all its privileges and started to
decade and a big part of the inhabitants left the town and emigrated to England or to
America.
The 20th century history is similar to the rest of Italy; during WWII, Barga was o the
“Linea Gotica” (the fighting line between the German Army and the Allies Army).
Recently the downriver area became gradually industrialized, and upriver area is
developed tourist activity.
The town centre is dominated by the Duomo of San Cristoforo(1000ad). Other important
monuments and buildings are: the Conservatory and its church, the Church of
Santissimo Crocifisso, the Church of Santissima Annunziata and the church of the Friary
of Capuchins.
