Because of SIR formula our 2 family houses did not qualify for window replacements through WAP and type of units (pre-1950) desirable for study were not on the waiting list.
Unexpected Early Findings
NYC: Could not find units with original single pane windows, most windows replaced several times and current window replacements were replacing non-lead windows.
Utica:
Dangerously high lead in dust levels in units built

Finds Higher Post-Window
Replacement Lead in Dust Levels
Initial lead in dust sampling= lead in dust levels were often not at detectable levels.
Dust sampling after window replacement found higher lead in dust levels.
Hypothesizing that while replacing the windows, workers were disturbing lead in interior areas of window that still had LBP contamination and due to not worrying about lead, were not adequately cleaning up the lead dust.
Historic Building With Fire
LPP/Healthy Neighborhoods Program inspected and provided smoke detectors in 2009
-During an arson fire in 2010, the main fire alarm failed, and smoke detectors saved residents.
After Fire: LPP and Utica Fire Dept:
-Partnered to negotiate with owner and insurance company to make repairs.
-Substantial repairs, new alarm system, new lighting, improved exits, lead-based paint work, extensive cleaning, marble floors sealed, elevator improvements.
-NYSERDA, Weatherization to study feasibility of obtaining windows.

Housing Inspection Campaign Year 3
1. Designated ‘High Risk for Lead Poisoning Area’-use PHL
2. Develop street maps with streets targeted for improvement.
3. Lead Primary Prevention through the Health Department deputizes City of Utica Codes personnel to cite PHL while citing NYS PMC.
4. Lead Primary Prevention under PHL has higher fines, so we handle the enforcements for non-compliance.
Results: 600 inspections; 300 cited
101 houses painted
33 houses vinyl sided
39 streets in Cornhill and West Utica saw significant improvements to their neighborhoods.
Cost to inspect & cite per address: $85.00/unit
Results
Total cost of Inspections: $11,390.00
Leveraged Housing Repair Dollars from Owners: $2,053.138.00
For every $1.00 spent from the NYS Department of Health Lead Primary Prevention contract on this joint effort: $179.26 came back to the community in leverage $$ from owner repairs.
