Immanuel Lutheran Church & University Student Center Church Council Meeting—August 14, 2017
Date: Start Time: 6:32 p.m. End Time: 8:02 p.m.
Present: Lori Bichsel, Tammie George, Vern Bartels, Rick Lucas, Sandra Studley, Dudley Karstensen, Ann Hossler, Kelly Rector, Pastor Randy Weinkauf, Eloise Kerbs.
Absent: none Visitors: Linda Herbel, Cristi Hansen, Tim Hetzler, Elois Allan, Mark Crabtree (entered 7:05 p.m.)
Call to order: Council President Lori Bichsel called the meet-ing to order at 6:32 p.m.
Opening Prayer: Pastor Randy opened the meeting with a prayer.
Approval of Minutes: The minutes from the July 10, 2017, meetings were presented for approval. A motion was made by Tammie George and seconded by Rick Lucas to approve the minutes as written. Motion passed unanimously. With the res-ignation of Council Secretary Jane Hoyt, Eloise Kerbs will serve as Interim Secretary.
Treasurer’s Report: The Treasurer’s Report was presented by Vern Bartels. He reported that offerings continued to be strong for the year. A graph prepared by Cristi Hansen was shared. It compared envelope and loose General Fund offerings from 2011 through June 2017. Cristi updated Council on pledges.
The Financial Report was reviewed, with Vern answering ques-tions from council.
Vern presented information regarding the health insurance for Pastor Randy and Nancy. Following discussion, a motion was made by Sandra Studley and seconded by Tammie George to continue with the health plan. Motion passed unanimously.
Vern told council that a check in the amount of $612.58 was received from LCEF (Shared Blessings). Following discussion, a motion was made by Tammie George and seconded by Dud-ley Karstensen to use the check to reduce the principal on the Activity Center mortgage. Motion passed unanimously.
Information was presented regarding the use of the parking lot by KU. The one-year contract for $1,000 is for use of employ-ees by the University of Kansas Visitor’s Center. Following discussion, a motion was made by Dudley Karstensen and se-conded by Sandra Studley to approve the contract. Motion passed unanimously.
Vern and Lori discussed the Budget Committee. Those on the Budget Committee are as follows: Lori Bichsel, Vern Bartels, Tim Hetzler, and Linda Herbel. A draft budget will be prepared for the September Council meeting.
Vern and Tim Hetzler discussed with Council the upgrade of the church’s sound system. The request comes from Property and Grounds for the amount of $2,300 from the General Fund for the improvement.
Following discussion, a motion was made by Tammie George and seconded by Ann Hossler to spend up to $2,300 from the General Fund for the sound system improvement. Motion passed unanimously.
Council discussed improved lighting for the parking lot. Prop-erty & Grounds will look into this matter. Council then dis-cussed the $1,000 for parking lot rental received from KU. A motion was made by Tammie George and seconded by Rick Lucas to deposit the $1,000 into the Parking Lot Fund. Motion
passed unanimously.
Statistics/Parochial Report: Pastor Randy’s report was pre-sented without questions from Council.
Pastor’s Report: The report was reviewed with no questions from council.
Calendar: August 20 - the congregation is invited to events at Haskell L.I.G.H.T. from 3:00-7:00 p.m.
BOARD/COMMITTEE ITEMS
Board of Spiritual Affairs: Sandra Studley provided an up-date. The committee is completing Pastor’s annual review. The Elders voted to endorse the report of the Salary Determination Sub-Committee and present to Council.
Following discussion of the report, a motion was made by Tammie George and seconded by Rick Lucas to accept the rec-ommendation of the Board of Spiritual Affairs for Pastor’s sal-ary beginning September 1, 2017. The completed product will be filed for future reference. Motion passed unanimously.
Board of Educational Ministries: Ann Hossler reported that Sunday School will be starting and there are preparations un-derway for Reformation Sunday.
Board of ILCUSC: Tim Hetzler provided a report. The sound system improvement is being addressed. Parking lot lighting improvement will be explored. It was reported that there are no immediate plans for further tree removal, and the newly planted trees are getting established.
Board of Outreach: Dudley Karstensen presented the report. The committee presented to Council a recommendation to ap-point a committee to amend the bylaws to merge the Health & Wellness and Social Ministry committees. Don Herbel has of-fered to serve on the committee, with Virgil Dean serving as chair. Dudley stated that they would also look for another indi-vidual to serve on this committee. Following discussion, a mo-tion was made by Vern Bartels and seconded by Tammie George to accept the recommendation from the Board of Out-reach. Motion passed unanimously. There was discussion re-garding the need for direction with medical emergencies. No action was taken.
OLD BUSINESS Lori Bichsel said that the Board of ILCUSC Services is still searching for a chair. The Budget Review Committee will designate an individual to head that committee.
New Business: Eloise Kerbs will serve as the Interim Secretary until the position is filled permanently at the November Voters’ Meeting. The Voters’ Meeting was set for November 19, 2017, at 10:00 a.m.
The Financial Review Committee will contact members. The next Council meeting will be September 11, 2017, at 6:30 p.m. There will be a change in date for the October Council meeting. The meeting will be October 24th at 6:30 p.m.
Lori Bichsel asked for a motion to adjourn the meeting.
A motion was made by Vern Bartels and seconded by Tammie George to adjourn. Motion passed unanimously. 8:02 p.m.

LWML Sunday A special worship service is planned for Sunday, October 1 to celebrate all that God has done through the LWML. Building on God’s promises, we know that this is our time to be distinctly Lutheran. Since 1942, the LWML has affirmed each woman’s identity as a child of God and her relationship with Jesus Christ, encouraging and equipping Christian women to live out their lives in active mission ministries, and to support missions around the world through their sacrificial gifts of mites, tithes, offerings, and tireless service.
Now is our time to “Be Ready to Confess!” faithfully and boldly of Christ’s redemptive work for us and for all the world.
LWR OPPORTUNITY QUILT The ladies who make LWR quilts have collab-orated to make this year's beautiful queen-size opportunity quilt. The drawing will be held on LWML Sunday, the first Sunday in October. Tickets are available for $1 each, or 6 tickets for $5. Please see Kristie Rock, Sunnie Plan-thold, or Sharon Hettinger for tickets. The funds go toward supplies for LWR quilts.

JUSTICE MATTERS! Now is the time to enlist (or re-enlist) in
our 2017-2018 campaign to make Lawrence a more just com-
munity. If you have not already attended and/or signed up to
attend one of our small group meetings, it is not too late. One
of our Team leaders will be happy to visit with you individually
about becoming a Network member. Please contact Ralph
Planthold ( 785-312-0521), Ann Hossler (305-205-3136), or
Virgil Dean (785-424-5115).
Jesus commands that we do “justice,” as well as “mercy.” In Matthew’s Gospel, we are
admonished not to neglect “the weightier matters of the law: justice and mercy and
faithfulness” (23:23). Justice Matters of Lawrence continues to focus its attention on
the “justice” part of this directive. Make plans to attend our next major event, the
Community Problems Assembly, 6:30 p.m., Monday, October 30 at First Presbyterian
Church.

Family Promise - Pancake Feed Benefit
Saturday, October 7 from 7:30 until 11:30 am is the all-you-can-eat family pancake and sausage
breakfast with juice and coffee in the Activity Center at Immanuel Lutheran Church & University Stu-
dent Center at the intersection of Bob Billings Parkway and Iowa St.
Sponsored by Immanuel Men’s Club, all pro-
ceeds will benefit Family Promise of Lawrence.
Tickets can be purchased at the door: Adults,
$6.00, Children (6-12), $3.00. Special thanks to
Thrivent Financial for a $250.00 grant to help
with supplies and advertising.

Community Events
October Stewardship Campaign
Our annual Stewardship Campaign will be coming this October. The Stewardship Campaign theme this year is “Responding to God’s Blessings with Time, Talent, and Treasure.”
October 1: A speaker will present an overview of activities for the month.
October 8: A speaker will elaborate on sharing one’s time and talents. Volunteer checklists, pledge cards, and a step chart will be in the bulletin that Sunday.
October 15: A speaker will provide information on regular financial giving.
October 22: A speaker will present other ways to share our blessings with God. Estate planning and memorials will be the focus.
On Sunday, October 22, your volunteer checklists and your pledge cards will be collected if they haven’t already been returned. Pastor’s sermons will provide reflections on our stewardship throughout the month. Extra copies of the step chart, pledge card and Volunteer Checklist will be on the table in the Narthex.
We will share the results of the Stewardship Campaign at the Voters’ Meeting in November and in the December Messenger.
Please be prayerfully considering how you might increase your giving of your Time, Talent and Treas-ure at Immanuel during the coming year.

ON QUESTION #3
for affordable housing
Justice Matters is working at full speed to get out the vote for the upcoming election, November 7, 2017. Lawrence voters will be asked whether a piece of the city's existing sales tax should be renewed and re-assigned for affordable housing. Justice Matters believes the answer is an em-phatic "YES!"
This tax, which represents one penny for every $20 spent, will put over $1 million per year into the city's affordable housing trust fund and put the city on track to solve our affordable housing crisis in 15 years. The crisis is that 1 in 5 Douglas County residents currently pays 50 percent or more of their income for housing, leaving them to choose between other necessities such as food or medicine. This is our community's best opportunity to reduce that burden on working fami-lies, retirees, and women fleeing domestic violence.
Advance voting begins October 18, and election day is November 7. Justice Matters prayerfully encourages its faithful friends at Immanuel Lutheran to VOTE YES to make Lawrence a more just community.
