SDG&E’S AL-TOU RATE:
WHY IT IS A FANTASTIC RATE FOR ENERGY STORAGE DUE TO HIGH DEMAND CHARGES

• There are 2 rate sheets to pull the actual rates from:– The AL-TOU rate….PLUS– The EECC rate sheet, commodity costs. AL-TOU tariff states:
• Utility Distribution Company (UDC) Total Rate shown above excludes any applicable commodity charges associated with Schedule EECC

• Demand charges are additive– (Summer peak period is 11am to 6pm, May thru Sept.)
• Summer demand is + $ 10.37/kW on peak
+ $ 10.95/kW from the EECC sheet+ $ 24.43 /kW for non-coincident demand
• The “non-coincident” demand charge is $24.43/kW
• What the heck is a non-coincident demand charge?– It’s a facilities penalty charge for high peak demand that occurs during the utilities
peak based on the highest electrical peak over the last month, defined in the rate sheet as:
“The non-coincident demand charge shall be based on the higher of the monthly maximum demand or 50% of the maximum annual demand.”

• In the winter (November thru April) the peak period is defined as 5pm to 8pm.
• If we assume the building is an office or a building with a similar cooling load profile the peak is likely to occur between 2pm and 5pm.
• Thus, at this time the demand savings will be derived from reducing the size of the non-coincident demand peak ……but this is a significant charge:

SDG&E’s AL-TOU Rate, Summary
• The demand charges are significantly large.
• There are potentially large savings when shifting load in a daytime peaking building.
• Electricity in the summer is approximately 72% cheaper at night
• Electricity in the winter is approximately 61% cheaper at night
