ridership upwards of 30% in thefirst year (4). According to theMBTA budget report, only 33.2%of revenue in 2019 was fromfare, and this revenue can bemade up by the proposed rushhour tolling initiative. Fareenforcement costs and ticketingitself are eliminated with afareless system.

Free and Ample Parkingat Commuter Stations is

difficult to come by on weekdays,requiring too-early arrival tostations to secure a parking spot (5). If parking in the city isdifficult but parking at thecommuter rail is easy, theparking incentive is furthered.

More Lines would connectmore suburbs. New lines

between the Lowell and Fitchburglines, between the Haverhill andNewburyport lines, and extendingthe Stoughton line to Tauntonwould provide more coverage.

Decreasing ParkingAvailability & Increasing

Cost Within Urban Centerwould make Boston will becomemore walkable and bikeable, and more commuters will beencouraged to take public transit.

would allow riders to work, read,or partake in other leisurelyactivities. A quieter, smootherride will further enable this andincrease ridership.

Increased Rush-HourTolling on Mass Pike

(I-90) and tolling expanded toother highways such as MA-2, I-95 and I-93 should exist, and adiscount system for commuterswho do not live near a commuterrail line could be implemented.The tolls could help fund farelesstransit and other initiatives, anddecreased use of roads andfreeways will also result indecreased maintenance costs.Buses should not be subject totolls and bus fares eliminated (orkept the same).
